1 City of Modena: PHAN Project Work plan The City of Modena participating to the PHAN project chooses HEAT for cycling as a tool of testing. The project's coordinator studied the way the tool works and which were best data for using HEAT in Modena. Consulting with her colleagues of Modena Healthy City Office, she get through to the people may have an interest in making the case for cycling in Modena and she has convened a meeting with them. As requested a working group was created and it included two regional health service officers, a technical ARPA (environment prevention regional agency) officer, a statistician officer of Modena Municipality, two members of UDACE Modena and FIAB associations of cycling user groups, an officer of road and traffic local authority, the mobility manager of main Hospital in Modena, town councillor for Health and Environment, the national coordinator of health city Italian network, the Head officer of Agenda 21, Healthy City officers. People were feeling particular involved in PHAN project because the HEAT's assessment results could increase the interest of public administration and local health or non-health sectors to fund physical activity promotion. The working group defined its objectives: using the tool to discover the potential positive impact on the health of citizens and on the public gain of an infrastructure intervention planned by local government to promote cycling. The project is to build a cycling path, 250 mt. long, in Moreali street, that could link the University Hospital, outpatient department and the university student residence. Really the path that will be built is a part of a cycling path that exists yet, 700 mt.long, but it doesn't come to relate the most important locations named before. Implementing this cycling path means give at citizens a better solution to reach their job, their homes and the public health services instead of using their own car. The intervention takes place within Summer 2012 and total costs for the project is Local government wants to show that building Moreali's path is not only an infrastructure investment but also a mark of engagement to promote citizens health. Thanks to HEAT, we expect to be able to support our policy with concrete indicators for comparison with an opposite policy that doesn't consider this infrastructure project like an investment on prevention. Furthermore we are planning to use HEAT results to influence positively citizens perception on path building, above all we hope to reach people that don't go cycling usually and they could not understand the importance of this public investment or they could protest against the impact of the project on the road and on surrounding area. So the working group decided to implement zero scenario in order to be able to use HEAT in the economic assessment process of Moreali's path; indeed the first working step was to make a detection of flow cycling in two main points of the area where the path has been planned. Later we use these measurements for comparison with available measurements recorded in the past few years. These data will be used to estimate how many more people could go cycling on it. Data collection and analysis Attachment n.1 (INTERVENTION) shows the area of the City where will be realise the path and it gives technical details about the impact of the infrastructure on road trim and changes linked.
2 For further help Attachment n.2 ( MAP) is an update Modena Map that shows cycling and pedestrian path planned or build yet. Attachment n.3 (DESIGN.1) includes the map of Moreali street without new path planned: zero scenario. Attachment n.4 (DESIGN.2) includes the map of Moreali street after the realisation of ciclyng path. On the map you can find Moreali street as Via Gaetano Moreali : the part of the street painted with yellow shows the area where it will be built new cycling path. As you can see, via Moreali lead to via del Pozzo, it joins on pink area Azienda Ospedaliera Policlinico that includes city hospital, outpatient department and University of Medicine. In addition, in front of Moreali street, on the other hand of the hospital area is Giuseppe Campi street where are the most of University faculties of Modena.
3 The detection of the flow cycling has been made by members of FIAB and UDACE Modena groups, the associations of cycling users that takes part of PHAN working group. The operators chose two days where meteo condition was good for cycling from 7.30 a.m. to 9.30 a.m. and from 5.30 p.m. to 7.30 p.m. These time bands represent two moments during the day where people move from home to job and from job to home. Moreover the students go to school or come back but also a lot of people make use of public health services. 5 st.emilia Est/ st.menotti Suburb One of the data input required by HEAT tool is the mortality rate that it must reflect the mortality rate of the population being studied so, we have had help from our colleagues of the Policlinico Hospital that takes part in PHAN working group. Next table shows mortality rate in Modena population for women, for men and for total with an age range of 20-74, from 2006 to Colour yellow marks crude rate mortality that we use with the Tool. We saved our calculation on web creating a Modena account to allow you to observe steps of our work. In any case I would to specify the input of some data to allow you understanding better final results. HEAT required the number of trips observed per day. We worked out a mathematic average of measurements done last November in Moreali street (where it will build new path) compared with available measurements recorded in the 2005, 2008, In the second part of assessment, we estimated the number of trips working out a mathematic average of measurements done last November on the main road that link centre city to Hospital and University area: Emilia street. Later we added this average with the first average (trips on Moreali street). About HEAT question on the number of days cycled per year by the individuals we didn't choose putting the value recommended (124) because we are sure that our citizens cycling a lot of day during the year. Therefore we put on 300 days cycled per year considering at least 2 month where meteo conditions doesn't allow cycling or people decide using own car or public transport or staying at home. The tool required average trip length so we put in the pre-intervention cycling data 750 mt., the length of the path build yet. For the post-intervention cycling data we have added the lenght of new path planned, 250 mt. In addition we have considered the length of the way that goes through the Policlinico area until Zona Universitaria : 600mt. Here, as you can watch on the MAP (Attachment n.2), it was planned an intervention that joined on Moreali's path helps our citizens to get to the Hospital and University Area. Total trip length is 1600 mt. About the proportion of cycling data attributable to the intervention we chose to enter 80 percent because we considered HEAT suggestions estimating 20 percent the other reason that could influence the increase in cycling and 80 percent the impact of our project on cycling through the Hospital and University Area. Next Steps As I said before, the working group thought, using HEAT results, to support the local policy that would invest on Health's citizens promoting physical activity. Therefore we would help people to
6 understand the value of our project planning a public presentation of the application of the tool. From two years, in Modena, in Spring takes place an event called Domenica senza auto (Sunday without cars) which involves thousand of people: children, adults and elderlies. The purpose of the Municipality is to promote cycling and walking, thanks to the collaboration of traffic Police, Sport associations, childhood association, cycling and walking users groups, artists, and so on. Partners of the event plan information points, art exhibition, workroom, workshop for adults and for children and usually bike rides take place. We are planning the 2012 edition on 25 th March next and we would take the chance to present PHAN and to disseminate HEAT results. Every association and partner involved will have an information point or a stand where arranging workshop for citizens; sport associations will stage performances and sport labs for children. We have a stand where informing people about WHO project, giving printed material and explaining use of the tool and the estimate that you can win thanks to it. For disseminating Heat's results about the application on Modena we thought to plan a meeting in the conference room of the city hospital where involving two town councillors at least, specifically councillor for Health/Environment and for Transport network, members of Udace and Fiab associations, Director of Policlinico, an officer of road and traffic local authority and local media. We present the project and we will ask to the stakeholders discussing about it.
