MINUTES (a) The minutes of the Transportation Committee meeting held on 2011 January 12 SECONDED BY MR. LAITY: "THAT the minutes of the Transportation Committee meeting held on 2011 January 12 be adopted."

BICYCLE ADVISORY GROUP (a) Report from Director Planning and Building Re: Cycling Promotion A report was received from the Director Planning and Building requesting funding in support of programs to promote cycling in This report recommends the expenditure of $11,000 to promote cycling in Burnaby in 2011, through the following; Burnaby Bike Map, $2,400; Bike to Work Week, Vancouver Area Cycling Coalition (VACC), $3,500; Bike to School Week, VACC, $1,300; Streetwise Cycling Courses, VACC, $1,800; Multilingual Vancouver Cycling Handbook, MOSAIC and VACC, $1,000; and Bike Month, BEST, $1,000. The Committee queried whether the Multilingual Vancouver Cycling Handbook was a new initiative. Staff advised that it is a new element and would be published in eight languages, based on Burnaby s current profile. Statistics will be collected regarding use of this pilot project through distribution of the handbook and traffic on the City of Burnaby website, which will also have a copy available for downloading. The Burnaby Bike Map will be updated to include the completed sections of the Central Valley Greenway as well as service elements along the bike routes such as water fountains and washrooms. The Director of Planning and Building recommended: 1. THAT the Committee recommend that Council be requested to authorize the expenditure of $11,000 from the Boards, Committees and Commissions budget for this year s programs to promote cycling, as outlined in this report. SECONDED BY COUNCILLOR CHANG: THAT the recommendation of the Director Planning and Building be adopted. (b) Report from Director Planning and Building Re: 2011 Cost-Share Applications For Cycling Projects A report was received from the Director Planning and Building requesting funding in support of programs to promote cycling in 2011.

3 Transportation Committee (BAG) Page 3 The SFU Bike Connector and Citywide Cross-Bike are projects that have been identified for application to TransLink for cost-sharing through TransLink s Bicycle Infrastructure Capital Cost Sharing Program. These projects will also be submitted to the Province s Cycling Infrastructure Partnership Program for further funding. The Committee requested that staff submit an informational article, regarding cross-bike markings, to InfoBurnaby. The Director of Planning and Building recommended: 1. THAT the Committee recommend that Council approve the cycling projects outlined in Section 2.0 of this report for application to TransLink for cost sharing under its Bicycle Infrastructure Capital Cost Sharing program, and to the Province under its Cycling Infrastructure Partnerships Program. MOVED BY COUNCILLOR CHANG: SECONDED BY MR. LAITY: THAT the recommendation of the Director Planning and Building be adopted. (c) New Business There were no items of New Business brought before the Committee at this time. (d) Inquiries Mike Peel Mike Peel requested a progress update on construction of the bike lane on Lougheed Highway at Beta Avenue. Staff reported the design phase is nearing completion and tendering for construction to extend the bike lane will go forward in the near future. Mike Peel inquired if staff had any information regarding the design of the Still Creek construction of the Central Valley Greenway through Costco, east of Douglas. Staff advised that the Central Valley Greenway will continue on the north side of Still Creek and will form a slight s curve as it goes through the works yard and then realign with Still Creek on the east side of the works yard. Construction on this phase will complete the urban trail to Westminster Avenue with a future phase extending the trail along still creek to Douglas Road. It will be a standard separated trail with a 1.8 metre boulevard and with street trees.

4 Transportation Committee (BAG) Page 4 Gary Holisko Gary Holisko queried the status of his submission regarding a desire to amend the composition and structure of the Transportation Committee in regard to the Bicycle Advisory Group. Staff advised that the issue is with the Chair of the Committee. Chris Siggers Chris Siggers advised the Committee that Peter Storey would be retiring soon and has expressed an interest in joining the Burnaby Bicycle Advisory Group. 3. TRANSPORTATION COMMITTEE CORRESPONDENCE SECONDED BY COUNCILLOR CHANG: THAT the correspondence be received. (a) Correspondence from Diane Mar-Nicolle Re: Transportation Plan Burnaby Heights/Capitol Hill Correspondence was received from Ms. Diane Mar-Nicolle expressing her disappointment with the recommendations arising from the Consultation Results: Transportation Review of the Burnaby Heights / Capitol Hill Neighbourhood report. Ms. Mar-Nicolle is requesting that staff review the synchronized timing of pedestrian signals on Hastings Street and questioning why the diversionary barrier at the corner of Esmond Street and Cambridge is still in place. Ms. Mar-Nicolle expressed her support of the proposal, in the second phase of public consultation, regarding barriers on Beta and Gamma Avenues. (b) Correspondence from Peter Cech Re: Copies of Correspondence Between Mr. Cech and Burnaby Fire Department Re: Speed Humps on Cambridge/Beta (2004) A copy of correspondence, sent to Assistant Chief Doug Hahn, Burnaby Fire Department, by Mr. Peter Cech was received regarding a request for the installation of speed humps on North Beta Avenue and the 4700 block of Cambridge Street. Mr. Cech queried whether speed humps would hinder the accessibility of emergency vehicles responding to incidents in the area. A copy of Assistant Chief Doug Hahn s response was also provided to the Committee. Assistant Chief Doug Hahn advised that the Burnaby Fire Department had reviewed the area and was of the opinion that minimal speed humps, with clearly painted markings, would not significantly

5 Transportation Committee (BAG) Page 5 affect an emergency response, or cause undo structural damage to Burnaby Fire Department apparatus. The Committee recommended that this item of correspondence be referred to staff for further review. (c) Memorandum from Administrative Officer 1 Re: Burnaby Mountain Gondola Transit Project Business Case A memorandum was received from Administrative Officer 1 advising that Council, at the Open Council meeting held on 2011 March 07, received the above noted report and adopted the following recommendations contained therein: 1. THAT a copy of this report be forwarded to the Transportation Committee for information. The report was submitted to Council by the Environment Committee seeking Council approval to forward a copy of this report to the Transportation Committee as process for working toward a concept plan for the Burnaby Mountain gondola project. Council has authorized staff to work with the project proponent (TransLink), the project s funding partner (Ministry of Transportation and Infrastructure), and the project s partner agencies (Simon Fraser University Community Trust, Simon Fraser University) towards a suitable concept plan for the Burnaby Mountain gondola project, to ensure that significant issues are identified early and addressed to the greatest extent possible throughout the project development process, including that undertaken as part of the Business Case work, prior to Council giving consideration to endorsing the project at a later date. Staff provided the Committee with an overview of the project. (d) Briefing Note from TransLink Re: Service Optimization Burnaby/ New Westminster/Tri-Cities April 2011 A briefing note was received from TransLink outlining changes to bus transit service in Burnaby / New Westminster and Tri-Cities area. The changes will affect service frequency, changes to fleet type (community shuttle vs. bus), changes to hours of operation and realignment of routes. TransLink s objective is to serve more ridership with the existing fleet and to increase total fare revenue by two per cent. The Committee expressed concerns regarding the demographics of citizens that would be affected by the cuts in service. The Committee queried whether the City had been informed or consulted prior to receiving the Service Optimization briefing. Staff advised that TransLink must contact the City only when a new route is established. The Committee also questioned if the changes impact the City s Transportation Plan.

6 Transportation Committee (BAG) Page 6 Arising from discussion, the Committee introduced and adopted the following motion: SECONDED BY COUNCILLOR CHANG: THAT this item of correspondence be REFERRED to staff for report back to Committee. 4. NEW BUSINESS There were no items of New Business brought before the Committee at this time. 5. INQUIRIES John Artuso John Artuso requested an update on the status of the extension of hours for the High-Occupancy Vehicle lane during the peak hours on Hastings Street. Staff advised that they will be including this proposal in the Heights Traffic Consultation recommendations. John Artuso requested an update on the implementation of timing synchronization changes to the delayed left turn advance signal at the Lougheed/Willingdon (south/east) intersection. Staff advised that Willingdon Avenue and Lougheed Highway is the main intersection and that other intersections will be affected and all must be timed together. Staff is in the process of reviewing a possible modification at Dawson and Willingdon. Currently this intersection is a split phase that will become a single phase with advanced left turn on Dawson to assist with efficiency. 6. ADJOURNMENT MOVED BY MR. LAITY: SECONDED BY MR.
