8 Vulnerable Road Users 8 Bicycle fatalities and injuries have declined from 355 in 2011 to 306 in 2013 The majority (77%) of bicycle crashes occurred on the roadway In 36% of bicycle crashes there was no contributing action made by the driver 28% of bicycle crashes were due to the driver failing to yield the rightof-way
9 Vulnerable Road Users 9 Pedestrian fatalities and injuries declined from 491 in 2012 to 410 in 2013 Most of the fatal and injury pedestrian crashes occurred in the winter months with a peak during January and February A majority (55%) of the pedestrian fatalities and injuries occurred when pedestrians did not cross roadways at an intersection
10 Vulnerable Road Users 10 The total number of motorcycle crashes has increased from 541 in 2011 to 619 in 2013 The number of motorcyclist deaths in Pinellas County has declined from a high of 28 in 2011 to a low of 16 in 2013 As a percentage of total motorcycle crashes in Florida, Pinellas County accounted for about 6.28% in 2011, and the percentage has remained relatively constant in 2013 to 6.39%

14 Aggressive Driving 14 Aggressive driving-related crashes are crashes involving a driver who; failed to yield right-of-way, failed to keep in the proper lane, followed too closely, ran a red light, ran a stop sign, passed improperly, exceeded the posted speed limit, disregarded other road markings, operated a motor vehicle in an erratic or reckless manner, or who disregarded other traffic signage Aggressive driving-related crashes in the County increased from 3,762 in 2011 to 5,444 in 2013 Injuries have declined during the time period by 11.39% to 926 injuries in 2013 The number of aggressive driving-related fatalities (14) has declined by 61.76% since 2011

28 Trends and Conditions: Road Congestion 28 Vehicle Miles Traveled (VMT) increased by 1.1%, and Vehicle Hours of Travel (VHT) increased by 0.5% since DY 2011 The percentage of monitored lane miles operating under congested conditions is up, from 17.5% to 20.3% 29 non-sis (Strategic Intermodal System) roadway segments are congested, up from the 23 segments identified in the DY % of the monitored roads in the East Lake Tarpon Area are congested (v/c ratio > 0.9)

30 30 Trends and Conditions: Bicycle and Pedestrian Bicycle lane coverage on monitored roads has increase by 5.0% since DY 2011 (178.9 miles or 19.3% coverage) Planning Sector 11 (St. Petersburg/Gulfport) has 75.4% bicycle lane coverage Sidewalk coverage increased by 1.5% since DY 2011 (692.7 miles or 74.8% coverage) Planning Sector 13 (Mid-County Beaches) has 99.4% sidewalk coverage
31 31 Trends and Conditions: Bicycle and Pedestrian Trail miles in DY 2013 have increased by approximately 17% since DY 2011 (28% increase since DY 2010) Pinellas Trail usage has increased by 20% between DY 2011 and DY 2013 April, May and June had the highest usage
