2 1.0 Sanction Application Process 1. Sanctions for mountain bike competitions in New Brunswick will only be issued to clubs that are affiliated to Velo NB. 2. Mountain bike competitions that are sanctioned by Velo NB must respect the rules and regulations as specified in the organizer guide, the safety regulation guide and the national mountain bike regulations published by the Canadian Cycling Association (CCA). 3. The club or race organizing committee must submit a race proposal to Velo NB by The date set out in the race bid package each year. 4. At least one member of each organizing committee must attend the organizers meeting in the spring prior to the summer racing season. This meeting is mandatory in order to obtain a sanction. 5. A cheque or money order (refer to 2.0 for dollar amounts) to the attention of Velo NB must be sent along with the bidding application. Velo NB will reimburse the amount if the sanction is not granted. 6. By issuing a sanction for a specific event, Velo NB includes the event in the annual calendar of mountain bike events and will protect the date towards other sanction applications for mountain bike events on the same date. 7. The Velo NB Mountain Bike Committee has the right to cancel a sanction if the organizer does not respect the rules and regulations as listed in the Organizer's Guide, the safety regulation guide and the National Mountain Bike Regulations. The Commissaire of an event also has the right to cancel an entire event or part of the event if he or she notices infractions to the rules and regulations. 2.0 Fees For Sanctions and Royalties Regional sanction $50 Provincial sanction $100 + $3 levy fee per participant National sanction $150 + $3 levies fee per participant When and event has more than one level of sanctions, the organizer pays to Velo NB the sanction fee for the highest level. The CCA sanction fee will also be collected.
3 3.0 Commissaires The number of commissaries required for an event varies according to the level of the sanction. Regional Sanction: XC - one (or more if requested). The organizing committee must supply two volunteers who will assist the commissaire. DH - one commissaire and a minimum of two volunteers Provincial Sanction: XC-two commissaires (or more if requested). A minimum of three volunteers must be available. DH- one commissaire and a minimum of two volunteers National sanction: Rates: XC/DH- a minimum of five commissaries is needed to run a national event (refer to Mountain Bike Organizer's guide for National Events). One commissaire will act as chief commissaire. Commissaire $50 / day plus expenses The following duties are the responsibility of the commissaires. A commissaire can have more than one of these duties as long as the minimum number of commissaires is respected. 4 4.0 Registration Procedure The maximum registration fees for sanctioned events are as follows: Regional sanction $10 / day Provincial sanction $25 / day (max) single event $15 / event - when more than one event If required, a written application may be made to the Mountain Bike Committee to increase registration fees. The written application must include a budget to justify the extra cost. For national events, the CCA's Mountain Bike Organizer's Guide must be used to determine the registration procedure. Late Registration: A late registration fee should be applied to any licensed racer wishing to register on race day. This late fee should be $10.00 or more. No late fee should apply to first time racers. A pre-registration procedure should be used to minimize work on race day. The details of such a system are given in the appendix. Register Race Day: 8:00am- 9: 30am 5.0 Awards For the Senior Expert/Elite category the awards will be cash prizes. PRIZE LIST Senior Expert/Elite Men and Woman only Placing XC/DH 1-5 Riders XC/DH 6-20 Riders XC/DH Over 20 Riders First Second Third Fourth 40 Fifth 30 Under 80 Registered riders... Prize payout is at the discretion of the organizer. Medals will be awarded to all categories at the organizers expense/supplied through Velo NB. Substitutions may be approved by Velo NB and MUST have the Velo NB logo represented on the award!!
5 Draw prizes for all categories will follow the event allowing everyone the chance to win a prize. Guideline: $ of retail prizes. Guideline: Draw the registration forms. For national events, the CCA's Mountain Bike Organizer's Guide must be followed with respect to prize distribution. 6.0 Categories The categories for points and prizes at each race will follow the Canada Cup (UCI) format but will be combined as follows. XC Under 13 Men / Women (10-12) Under 15 Men (13-14) Under 17 Men Sport, Expert (15-16) Junior Men Sport, Expert (17-18) Senior Men Sport, (19-29) Expert/Elite (19+) Master Men Sport (30-39), expert (30+) Master Men Sport (40+) Youth Women (10-16) Senior Women Sport, Expert/Elite (17+) Master Women Sport (30-39) Master Women Sport (40+) Beginner Men (17+) Beginner Women (17+) DH Cadet Men / Women (15-16) Junior Men / Women (17-18) Senior Men / Women (19-29) Master Men / Women (30+) Open/Elite Men / Women (15+)

The participants will accumulate points according to their results in these races. In order to determine the final standings for the season, the mountain commission of Velo NB will consider: HALF THE NUMBER OF RACES PLUS (1) (e.g. if there are 8 races it is the best 5) 8.1 Downhill format There will be a minimum of one mandatory practice run The race result will be based on the best of two runs
7 9.0 Safety Regulations Guide The Safety Regulations Guide has been approved by the mountain bike commission of Velo NB and must be followed by all members of Velo NB and by riders licensed by the CCA Personnel required For an Event On top of the commissaires and first aid staff, the organization must have personnel who will assume the following positions: National races Race director: event coordination Security coordinator: to control access and the circuit Technical coordinator: facilities, communications and signalization Logistics coordinator First aid supervisor: supervises first aid team and medical services Volunteers coordinator Public relation s coordinator: publicity and promotions Protocol coordinator: coordinates protocol activities Registration coordinator: registration and control, rider identification and pre-race information Participant services coordinator Electronic timing technician Announcer The CCA's Mountain Bike Organizer's Guide may contain additional requirements regarding personnel. Provincial Races Race Director: event coordination Security coordinator: to control access and the circuit Technical coordinator: facilities, communications, signalization and logistic First aid coordinator Public relation s coordinator: publicity, promotions and protocol Registration coordinator: registration and control, rider identification, pre-race information Announcer
8 11.0 Circuit Layout - XC See CCA NATIONAL MOUNTAIN BIKE REGULATIONS, Section 3.0 Add: The circuit must have a minimal width of 1.5m, except in the start/ finish area. Modifications to rule 3.2.2: distance of 50m before the finish line. Finish area must be on a flat or slight uphill section For individual racing (downhill, time trial, etc.) the minimum width of the start/ Finish is 2 m for the last 100m and the last 50m should be in a straight line. The start/finish area should be fenced 30m before and after the start/finish line Signalization, appendix 3: the organizer must indicate the signalization on the circuit map. If the main circuit or parts of it could become dangerous due to weather conditions, and alternative circuit should be available. Avoid downhills that are too dangerous. SEE SAFETY REGULATIONS GUIDE: CHAPTER IV, SECTION Add: Article 25: The feed section should be on a flat or slightly uphill section; the circuit may have more than one feed section, but at least one / 10km. Article 30: One first aid person/10km, and one at the end of the circuit in the main area Downhill circuit layout See 2005 CCA / UCI NATIONAL MOUNTAIN BIKE REGULATIONS, section Installations and equipment Registration: It is very important to have a registration office for the following: The office must be sheltered from rain and wind and close to where the majority of activities will happen. A table must be available for two Velo NB representatives. A table and electricity must be available for both the timing and the tabulation crew. Enough personnel should be available to handle the registration.
9 National race Provincial race Regional race 5 persons 3-5 persons 2 persons - For national races, a photocopier is required and it must be accessible to the commissaires, timing crew and tabulation crew. Posting: You must have a centrally located area reserved for posting the start lists and the race results. Sound system: It is important to have a sound system to call the riders to the start line. This system must be used in the start/finish area. First aid: A central first aid station must be accessible at all times and other posts should be along the circuit, especially in dangerous locations and at sharp downhills. Feed Stations: Depending on the length of the course, one or more feed stations will have to be set up. The station must be clearly indicated and at intervals of no more than 10km. Signage: Signage, which is provided by VELO NB, must be used to mark the course at least by noon hour of the day preceding the race by the organizer. Communications: An efficient communication system is important in order to have a successful event. The organizers must have enough radios and must be able to supply the quantity requested by the College of Commissaries. These radios must be equipped with two frequencies, one for the College of Commissaries and the other for the organizers. Spectator area: The principal spectator zones will be around the start/finish area and at the most spectacular points on the circuit. These locations must be well indicated and color ribbon must be installed on both sides of the circuit. The spectator zone in the start/finish area must not interfere with the view of the commissaries.
10 13.0 Other Standards Circuit inspection: An all terrain vehicle must be available to the technical delegate or to the chief commissaire who will inspect the circuit. This circuit inspection must be completed one hour before the start of the competition. Bike lockers: It is unfortunate that bike thieves often show up at races. This is why we strongly suggest that the organizer provide a bike locker at the competition site. Starting order: There is two start times, one in the morning and one in the afternoon. XC Start A (10:30AM) Under 17 Men (15-16), Under 15 Men (13-14), Under 13 Men (10-12), Beginner Men & Woman(17+),Master Woman(30-39), Master Woman (40+) Master Men(40+),Youth Woman(10-16) Morning race awards (1:00PM) Start B (12:30PM) Senior Expert Men (19+), Junior Expert Men (17-18), Master Expert Men (30+), Senior Expert woman (17+) Senior Sport Men (19-29), Under 17 Expert Men (15-16),Junior Sport Men(17-18),Master Sport Men(30-39),Senior Sport Woman(17-29), Afternoon race Awards (3:30PM) DH Minimum of 2 hrs training time, 1 hour prior to race start time which will be 2pm. Minimum of 30 seconds between riders and a minimum of 1 minute between categories Start Order... Cadet (15-16) Master (30+) Junior (17-18) Senior (19-29) Open/Elite (15+)
11 Awards ceremony: The awards ceremony should be held thirty minutes following the last event of the day. Riders meeting: Riders meeting must be held prior to the first event of the day. All riders must attend this meeting.
12 One page checklist for race organizers One month prior to race: Course prep (clean trail, mark with ribbon, etc.) Race flyers and newspaper/radio advertising Arrange prizes and awards Arrange volunteers Arrange first aid Arrange commissaires One week prior to race: Mark course (arrows, ribbons etc.) Contact volunteers, first aid etc. for confirmation XC Race day: 7:00 am verify course to make sure all arrows and ribbons are still in place 8:00 am registration starts 9:30 am registration ends. Late registration charged $10 fee. Riders meeting for 10:20 race 10:30am start time for first race 12:00am approximate time for last finishers of first race. Riders meeting for all other categories. Ensure course still intact 12:30pm start time for all other categories 1:00pm Start A Awards presentation 3:00pm approximate time for last finisher 3:30pm Start B Awards presentation 4:00pm remove course signage
