1 STAFF REPORT ACTION REQUIRED 40 km/h Speed Zone: Northwest Quadrant of Bathurst Street / Wilson Avenue Community Date: October 12, 2011 To: From: Wards: Reference Number: North York Community Council Director, Transportation Services, North York District Ward 10 York Centre ny11129 SUMMARY As the Toronto Transit Commission (TTC) operates a transit service on Faywood Boulevard, City Council approval of this report is required. To obtain approval to amend the speed limit to 40 km/h on the following roadways: Allingham Gardens, Banton Road, Barclay Road, Bonnacord Drive, Brett Avenue, Charleswood Drive, Corwin Crescent, Delia Court, De Quincy Boulevard, Erica Avenue, Faith Avenue, Geddes Court, Goodwill Avenue, Graymar Avenue, Josephine Road, Kainona Avenue, Lowesmoor Avenue, Midvale Road, Model Avenue, Palm Drive, Redmount Road, Robbie Avenue and Wigan Crescent. The amendments to the regulatory speed limit on the above noted roadways will address the residents' request. In addition to the above, staff is recommending that Council deny the request to reduce the speed limit to 40 km/h on the following roadways: Almington Street, Almont Road, Almore Avenue, Ansford Avenue, Clanton Park Road, Dorchester Drive, Faywood Boulevard, Gladiola Court, King High Avenue, Rosseau Road, Silverton Avenue, Sunbeam Avenue, Vinci Crescent and York Downs Drive. Approve the installation of a 40 km/h speed zone on Brett Avenue from Clanton Park Road to Palm Drive; 6. Approve the installation of a 40 km/h speed zone on Charleswood Drive from King High Avenue to Bathurst Street; 7. Financial Impact All costs associated with the amending the limits of the 40 km/h speed zone on those above noted warranted roadways are included within the Transportation Services Division s 2012 Operating Budget estimates. There are no financial implications with the adoption of denying the installation of 40 km/h speed zones on those above noted unwarranted roadways. ISSUE BACKGROUND Transportation Services, North York District, was requested by the Ward Councillor on behalf of local residents to review the feasibility of reducing the regulatory speed limit to 40 km/h on all of the roadways located within the community, bound by Wilson Avenuue to the south, Almore Avenue to the north, Wilson Heights Boulevard to the west and Bathurst Street to the east. COMMENTS All of the roadways within the community located within the northwest quadrant of Bathurst Street/Wilson Avenue Community are designated as local roadways, with the exception of Faywood Boulevard, Clanton Park Road and York Downs Drive which are 40 km/h Speed Zones: Northwest Quadrant of Bathurst St/Wilson Av Community 4
5 designated as collector roadways. The majority of the roadways within the community have a regulatory speed limit of km/h and a pavement width of approximately 8.5 metres. The roadways that are currently designated with a 40 km/h speed limit are as follows: Dresden Road, from Wilson Heights Boulevard to Faywood Boulevard Faywood Boulevard, from Model Avenue/Vinci Crescent to Clanton Park Road Invermay Avenue, from Faywood Boulevard to King High Avenue King High Avenue, from Invermay Avenue to Laurelcrest Avenue Laurelcrest Avenue, from Faywood Boulevard to Bathurst Street De Quincy Boulevard, from King High Avenue to Allingham Gardens Collinson Boulevard, from Wilson Avenue to Clanton Park Road Yeomans Road, from Clanton Park Road to Almore Avenue In order to assess the existing traffic conditions, 24-hour vehicle volume and speed studies were conducted on several roadways within the community. Accordingly, this Division recommends the implementation of a 40 km/h speed limit on all of the above noted roadways. With regards to the following roadways we are unable to support the implementation of a 40 km/h speed limit as a municipal sidewalk exists on at least one side of each of these roadways and that there are no schools adjacent to the roadway.
