9 Residential planning and development The basis of Münster s residential planning is the Surface-Area Utilization Plan, based on the Space-Functionality Concept: Environmentally relevant planning objectives pursued in the process: City of Short Distances residential construction development primarily at public rail services stops easy accessibility to new residential districts via bicycle transit early presence of the Public Transit System in new residential areas
10 the city of Münster is not particularly restrictive in regard to its handling of traffic while it is true that all public parking spaces in the inner city have required payment since 1993, the fees are very moderate. the only way to convince people requiring transportation to use one of the sustainable transportation methods is through the high quality of these means of transport
