3 IMPLEMENTATION PROCEDURE - TIME MILESTONES DIRECTIVE 2008/96/EC ON ROAD INFRASTRUCTURE SAFETY MANAGEMENT was: incorporated into the Law on Roads in December 2010; rules on checking the safety of road infrastructure and road safety auditors was adopted in November 2011; guidelines concerning RSIA, RSA and NSM were published in July 2012; training curricula was prepared in 2011; after passing initial training and testing, 21 road safety auditors received a certificate of competence in Oktober 2011; every three years they have to take part in periodic training course. REGULATION ON CHECKING THE SAFETY OF ROAD INFRASTRUCTURE AND THE TRAINING OF ROAD SAFETY AUDITORS detailed information about RSIA, RSA, RSI, NSM, training and examination of professional competence of auditors (basic and periodic), o Basic training programe is made by Ministry, 36 hours (practical and theoretical part), final exam (practical and theoretical part). o Periodic training two days long seminar, without test at the end. 3

4 IMPLEMENTATION PROCEDURE IMPORTANT FACTS since 2011 with few exceptions, Directive 2008/96/EC applies only on highway and motorway network managed by DARS d.d.. DARS d.d. has implemented activities specified by the Directive for all infrastructure projects in all three stages: RSIA road safety impact assessment, RSA road safety audit and, RSI road safety inspection. infrastructure project: new sections that are yet to be constructed and any modification on the existing sections, which result in alternation of the technical elements of the road EXAMPLES FROM PRACTICE 1. 8 RSIA: POSTOJNA DIVAČA JELŠANE Total socio-economic cost of traffic accidents: RSIA: POSTOJNA DIVAČA JELŠANE Selected variant: selected variant of the road is a compromise between the requirements and wishes of many of Spatial Planning Stakeholders; from the traffic safety point of view it is not the best or worst rated; because of some technical elements that are not optimal, we will have to check very carefully all possible negative effects andfind proper solutions to ensure safe traffic. 8

11 RSA: MOTORWAY ACCESS ŠMARJE SAP RSA report: length of the acceleration lane is 200 m (minimum according to Slovenian legislation), acceleration lane ends in right curve, acceleration lane ends close to the entrance to the tunnel, deceleration lane starts at the exit from tunnel, heavy traffic specially in the morning rush hour, inappropriate locations of certain traffic signs RSA: MOTORWAY ACCESS ŠMARJE SAP Measures to assure traffic safety proposed by auditor: maximal speed must be limited to 100 km/h; minimal distance between vehicles must be limited to 100 m; section of the road must be equipped with street lights; use traffic signs and road markings to inform the driver about the end of accelerating lane; find better locations for some traffic signs; additional direction signs before entering the tunnel. 11

12 General overview: General data about the section: Construction year: tunnel (border with Austria) Hrušica (1.611 m): 1991 Hrušica Lipce (7.150 m): 1993 Lipce Lesce (6.298 m): 1993 Section of the road was constructed many years before now applicable standards were prepared. Today's traffic volumes are much higher than those calculated for a planning period. 12

13 Technical elements: four lane road with physically separated carriageways; lane width is 3,5 m; no hard shoulder constructed, only lay-bys (the distance between two lay-bys is between 600m and 1000 m); median strip is 2,0 m wide. speed limit 130km/h. Section of the road has been reviewed: during the daytime; during the night; in autumn and winter period. Field visit was focused on the relevance of the elements of the road and its surroundings segment and other factors, which influence traffic safety: the depth and shape of the trenches, pits, drainage system; slopes and height of embankments; position and safety guard rails; transparency in the area of motorway access; traffic signs throughout the area and in the area of connecting national roads. 13

14 The findings of auditors - main comments: highway section is not constructed in accordance with applicable legislation it has no hard shoulder; guard rails (mainly concrete) are not in accordance with applicable EU standards; due to their age, traffic signs are hardly visible during night time; dangerous spots are not guarded with crash cushions and guard rails; content of temporary, fixed and variable traffic signalization is not consistent. 16 Some examples: Minor deviations: inappropriate sign posting, too many destinations on direction signs, poor winter maintenance of lay-bys inappropriate height of guard rails, inadequate fixing of guard rail spacer to the column, street lightning poles are not properly guarded, pillars and vegetation block the visibility of traffic signs, inappropriate commercial and other boards. 16

19 Actions taken: maximum allowed speed limited to 110 km/h; in 2017 crash cushions and guard terminals will be posted or replaced old traffic signs will be replaces, on all reconstructed sections all recommendations will be taken into account. SLOVENIAN TRAFFIC SAFETY AGENCY Central governmental institution for road safety, established in September 2010! FUNDING the state budget of the regulatory, developmental, professional and supervisory tasks carried out by the public interest; with funds of sponsorship and donations; with funds from the EU project. EMPLOYEES 116 employees (average age 45 years); largest age groups: below 40 years and years; 31 per cent are women, 69 per cent are men; largest groups of employees - at driver testing centers. 19

AGENCY TASKS BEGIN WITH ROAD SAFETY AND INCLUDE organization and implementation of analytic research in the field of road safety, preventive and Education progammes, Drivers task related to the National road safety programme, task related to drivers and vehicles Vehicles Road Safety organization and implementation of independent investigation of the most serious traffic accidents, road safety audits relating to all phases of road planning, constructing and maintaining, in accordance with directive 2008/96/ec of the european parlament and of the council of 19 november 2008 on road infrastructure safety management and based on public roads act, Prevention implementation ofrehabilitation programmes for drivers convicted of speeding, driving under the influence of alcohol, drugs and medicines. 20

21 SLOVENIAN TRAFFIC SAFETY AGENCY ROAD SAFETY AUDIT IN ACCORDANCE WITH DIRECTIVE 2008/96/EC AND IMPLEMENTATION IN PUBLIC ROADS ACT relating to all phases of road planning, constructing and maintaining; apply to roads of the trans-european road network (implemented in roads act in 2010 Slovenian government may prescribe the provisions of this directive to other public roads).
