Staff evaluated three alternatives: Curb, gutter and side walk on both sides with bike lanes Curb, gutter and sidewalk on the south side only with bike lanes on both sides No build These alternatives were reviewed by the public at a PIM on June 30, 2010 and by the Boise City Council on August 31, A fourth alternative was proposed by the public (south side plus curb, gutter and sidewalk on the north side between Bergeson and Eckert). The project team recommends alternative 4; curb, gutter and sidewalk on the south side and on the northeast side of Bergeson to Eckert at an estimated construction cost is $1.375M. If the Commission prefers to phase the project, staff would recommend constructing Holcomb to Bergeson with the pedestrian signal first, and then Bergeson to Eckert. Background Information The Boise Avenue, Holcomb to Eckert project was a request project for neighborhood enhancements by the Southeast Neighborhood Association (SENA) in In addition, the City of Boise approved a Neighborhood Reinvestment Grant for $69,000 in Boise Avenue is classified as a Neighborhood Residential Arterial on the Master Street Map, however, no improvements are scheduled for the road in the Capital Improvements Plan and the roadway has little redevelopment potential. This segment of Boise Avenue was identified on the Bike Master Plan adopted by the Commission on May 27, 2009 for shoulder widening to accommodate bike lanes. Boise Avenue has been observed by the neighborhood and ACHD as receiving heavy bike use. Ada County Highway District 3775 Adams Street Garden City, ID PH FX
2 Civic facilities within the area include: Barber Park Bown Crossing Riverside Elementary Liberty Elementary East Junior High The total lineal footage for the proposed project is approximately 6,300 lineal feet and there are no transit facilities within the project limits. In addition, the project ranks #20 in the ACHD Community Programs Prioritization. An updated list of the top 20 community programs projects with their current status is included as Attachment B. This project was scoped in 2009 assuming pedestrian improvements only on the south side of the road with bike lanes on both sides, and was programmed to begin design in The design budget was approved as part of the second quarter, fiscal year 2010 budget adjustments. Three options for a concept were to be evaluated at that time. Construct curb, gutter and sidewalk on the south side of the road only, and complete bike lanes on both sides Construct curb, gutter and sidewalk on the north and south sides of the road, and complete bike lanes on both sides No build Summary of Public Involvement Meeting Staff held a Public Involvement Meeting (PIM) at Riverside Elementary on June 30, 2010 with the neighborhood. Approximately 138 mailers were sent to the adjacent property owners and there were 34 attendees. During the PIM, specific comments were made by the attendees to ensure their comments were given to the Commission. Detailed comments from the PIM and comments received up to July 14, 2010 were provided to the Commission in a staff memo dated August 17, 2010 for a staff report August 25, A fourth alternative was brought to our attention to complete sidewalks on both sides, but not include any improvements west of Bergeson on the north side to due to the constraints caused by the abutting canal and the expense of installing a retaining wall. The alternatives and their scoping level estimates are outlined below.
3 Alternatives Analysis Maps of each alternative are included in the attachment and correspond with the public options from the PIM. All estimates include a pedestrian signal treatment in the vicinity of Bergeson and Boise as well as a new storm drainage system as no system exists in this stretch of Boise Avenue. 1. Complete curb, gutter, and attached sidewalks on both sides of the road and complete bike lanes a. Scoping Level Estimate for Construction: $2,060,837 b. Total Scoping Level Project Estimate: $2,675,700 A 1 st Quarter, FY11 request will need to be done for design for $90,000 if Commission elects to proceed with this option Retaining Wall Estimate between Holcomb and ParkRiver on the north side of Boise Avenue is $450,000 for construction Pros: Completes the street and no crossing of street required by pedestrians Bike Lanes on both sides Cons: Most expensive alternative and recommended to be phased 2. Complete curb, gutter and attached sidewalk on the south-side of the road and complete bike lanes a. Scoping Level Estimate for Construction: $850,000 b. Total Scoping Level Project Estimate: $1,047,000 No FY11 Quarterly adjustments would be needed if Commission elects to proceed with this option Pros: Least cost alternative Bike Lanes on both sides Cons: Crossing of street by pedestrians to get to sidewalk on south side of road 2b. Option 2b, complete curb, gutter and attached sidewalk on the south side and complete bike lanes on both sides. In addition, include curb, gutter and sidewalk between ParkRiver and Talavera Subdivision on the north side of Boise Avenue. a. Scoping Level Estimate for Construction: $965,000 b. Total Scoping Level Project Estimate: $1,232,000 A 1 st Quarter, FY11 request will need to be done for design for $20,000 if Commission elects to proceed with this option Pros: Second lowest cost alternative and completes a need for an addition 10 property owners Bike Lanes on both sides Cons: Does not complete sidewalk to the east between Talavera subdivision and Suntree Way 3. No Build The budget will be reduced accordingly and the project will close out 4. Complete curb, gutter and attached sidewalk on the south-side the length of the project with bike lanes on both sides. West of Bergeson, do not build curb, gutter and sidewalk on the north. East of Bergeson, build curb, gutter and sidewalk on the north. a. Scoping Level Estimate for Construction: $1,375,000 b. Total Scoping Level Project Estimate: $1,860,000 A 1 st Quarter, FY11 request will need to be done for design for $70,000 if Commission elects to proceed with this option Pros: Completes most of north and south-side sidewalk, minus retaining wall area Bike Lanes on both sides Is the first phase or removing safety bussing for East Junior High when curb, gutter and sidewalk is constructed between Old Oak and Eckert Cons: Crossing of street by pedestrians near Bergeson required Second highest cost alternative
4 If the Commission deems necessary based on budget with any of the alternatives, a logical split for the project would be near the intersection of Bergeson and Boise and staff will estimate and program accordingly. Fiscal Implications: The construction has not been programmed in the community programs. If Commission elects to proceed with any of the alternatives, the appropriate budget adjustment will be made for design as outlined as part of first quarter, FY11 request. Construction will be programmed at a later date, depending on available funding in the community programs. Policy Implications: None Recommendation: The Boise City Council made a recommendation to the Commission on 8/31/10. The Council recommendation is alternative 4 for the following reasons: It would provide a complete street of curb, gutter, and sidewalk from Bergeson to Eckert It would be the first phase to eliminate safety bussing to East Junior High for Boise School District if sidewalk were completed on the north side between Old Oak and Suntree o The removal of safety bussing has been reconfirmed with School District Representatives o A school district request will be coming in the future for pedestrian facilities between Eckert and the Mill District of Harris Ranch The SENA board members support the north and south side completions between Bergeson and Eckert The project team recommends alternative 4: Complete curb, gutter and attached sidewalk on the south-side the length of the project with bike lanes on both sides. West of Bergeson, do not build curb, gutter and sidewalk on the north. East of Bergeson, build curb, gutter and sidewalk on the north.
