1 Interstate 81 - Exit 300 at Interstate 66 Southbound Acceleration Lane Extension Application ID 1643 Northern Shenandoah Valley Regional Commission (NSVRC) $3,437,423 This project extends the Interstate 81, exit 300, southbound acceleration lane onto I-81 from westbound Interstate 66. $3,437,423 Interstate 81 - Exit 307 Study (Stephens City area) UPC $1,300,000 This is a study to examine possible relocation of the Interstate 81 exit 307 interchange south of its current location. Proposed locations and traffic projections will be examined as part of the study. 2 Interstate 81 - Exit 310 at Route 37 (Kernstown Interchange) Contract Value: $24,967,843 Estimated Completion: Early summer 2017 UPC This project will reconstruct the interchange ramps on Interstate 81, exit 310, at Route 37 (south) in. The interchange configuration will feature a spread diamond interchange, which will widen and spread the ramps outward from their current intersections with Route 37. This design provides additional turn storage and adds dual left- and right-turn movements to move traffic more efficiently. Robert Good, P.E., The interchange is being designed with future scalability, which can accommodate changes in traffic patterns and traffic volumes. The design can accommodate conversion of the interchange to a partial cloverleaf, a full cloverleaf with collector-distributor lanes, or a multi-level semi-directional interchange. As part of the design contract, the consultant will produce preliminary designs for the final interchange configuration, ensuring that the spread diamond design accommodates and facilitates future phases, as neighboring development and traffic patterns demand more of the interchange. The final build-out of the interchange will be done in several future phases. In association with the interchange improvements, the Crosspointe developer will continue the extension of Route 37 east of I-81 and build it as part of their construction site. The Federal Highway Administration approved the Interchange Modification Request (IMR), on April 18, The IMR consists of a three-phase approach to improving the interchange. Phase one includes the design for the spread diamond configuration, right of way acquisition, utility relocations and construction of the spread diamond interchange. Future phase two may include a partial cloverleaf loop and/or widening of the Route 37 bridge over I-81. All phase two work depends on future traffic demand and available transportation funding. Future phase three may be the completion of cloverleaf or flyover ramps. The cloverleaf option may also include collector distributor lanes. Collector distributor lanes run parallel to the interstate roadway, taking traffic of the mainline a mile to half-mile prior to the interchange ramps. All phase three work depends on future traffic demand and available transportation funding. A $24,967,843 contract was awarded to General Excavation Inc. (GEI) of Warrenton, Virginia, on February 18, 2015 with completion in early summer 2017.

3 Interstate 81 - Exit 313 at Routes 17/50/522 (Winchester Interchange) Study Estimated Interchange Study Cost: $2 million Study Complete Early 2017 Bridge/Interchange Estimated Ad Date: 2021 Study Scott Alexander, Bridge Eulogio A. Javier II, P.E., This is an Interchange Modification Report (IMR) study to review the configuration and function of the Interstate 81 interchange at Routes 17/50/522 in the Winchester area. This study is scheduled for completion by early 2017, pending outcome of related SMART SCALE application. Following the this study, the Route 17/50/522 (Millwood Pike) deteriorated bridge over I-81, along with necessary interchange improvements, will be redesigned and replaced to provide added capacity. Based on the preliminary study results and magnitude of corridor improvements identified, an alternative phased approach has been evaluated for SMART SCALE application. The SMART SCALE application was submitted in fall UPC 88820, UPC Interstate 81 - Exit 313 at Routes 17/50/522 Interchange Improvement WinFred MPO This project replaces the structurally deficient Route 17/50/522 bridge over Interstate 81 at exit 313. The new bridge will have added capacity. Application ID 1625 $37,343,039 $37,343,039 Structurally deficient means a bridge is one with some maintenance concerns that do not pose a safety risk. A deficient bridge typically requires maintenance and repair and eventual rehabilitation or replacement to address deficiencies. To remain open to traffic, structurally deficient bridges are often posted with reduced weight limits that restrict the gross weight of vehicles using the bridges.

5 Interstate 81 Exit 317 and Redbud Road - I-81 Northbound Deceleration Ramp and Red Bud Road Realignment Application ID 1473 UPC $11,239,131 This project realigns the Interstate 81, exit 317, northbound deceleration ramp to Route 11. The realignment brings the ramp to the current intersection location with Redbud Road and Route 11. The project also realigns Redbud Road to intersect with Snowden Bridge Boulevard. $11,239,131 Route 11 at Apple Valley Road Application 2015 This project consists of extending the existing right-turn lane and taper from the southbound approach on US 11 onto westbound Apple Valley Road. 6 Route 11 North Widening - Snowden Bridge Boulevard to Route 761 (Old Charles Town Road) Application ID 1471 This project widens Route 11 north from Snowden Bridge Boulevard to Route 761 (Old Charlestown Road). $28,346,132 Work includes removing the intersection of Redbud Road and Route 11 and realigning Redbud Road to intersect with Snowden Bridge Boulevard. $28,346,132 Route 11 (Valley Pike)/Shawnee Drive Intersection Improvements Application ID 1409 WinFred MPO $4,227,102 $4,141,793 This project provides more efficient traffic management along Valley Pike (Route 11) in the area of Shawnee Drive. This location has two closely spaced intersections, one at Shawnee Drive with a traffic signal and one at Opequon Church Lane, which is unsignalized. Improvements include widening Valley Pike at both intersections, adding a traffic signal at Opequon Church Lane plus adding crosswalks and pedestrian signal phases at both intersections. Upon completion of this work, safety will be enhanced with improved pedestrian mobility and reduced areas of congestion.

The projects are being done concurrently for economies of scale and coordination efficiency. This SMART SCALE proposal increases capacity on US 11 with the addition of a third southbound through lane between Highway 37 and Interstate 81, exit 317. The project is 15.5-miles long and extends from the Route 37 southern end at Interstate 81 south to Route 37 east of I-81 north. The purpose of this study is to provide with the preliminary alignment necessary to allow the County to plan industrial, commercial and residential developments in the area of the proposed Route 37 Eastern Bypass corridor. Estimated Cost for Preliminary Engineering Phase 2 UPC : Will be part of SMART SCALE prioritization process. $4,236,624 Thomas Marando, P.E., The alignment will include future interchanges at Warrior Drive (Future), Route 522 (Front Royal Pike), Route 50 (Millwood Pike), Route 657 (Senseny Road), Route 7 (Berryville Pike), Snowden Boulevard (Future), Interstate 81 and Route 37 (west of US 11). The County has prioritized three segments for further engineering development: Segment 1: Route 37 - Interstate 81 to Route 522 Segment 2: Route 37 - Route 37 (Northern Termini) to Route 7 Segment 3: Route 37 - Route 522 to Route 7 Currently VDOT is performing a traffic analysis on Segment 1: Route 37 - Interstate 81 to Route 522; including evaluating interchange alternatives at Warrior Drive (Future), and Route 522 (Front Royal Pike). The traffic analysis is scheduled to be complete in This project consists of the extension of Highway 37 as a four-lane, divided facility for approximately 1.8 miles from the future intersection of Tasker Road to Front Royal Pike (Route 522). The project includes a full diamond interchange at the future alignment of Warrior Drive and a half diamond interchange at Route 522.

10 Route 277 (Fairfax Pike) Widening Application 2015 UPC SMART SCALE Funding: $29,134,878 $35,934,878 This project consists of the reconstruction of Fairfax Pike (Route 277) to provide a four-lane, divided roadway with access management improvements from the Interstate 81, exit 307 northbound ramps to Double Church Road. Intersection improvements along the project include the addition of turn lanes and relocation of Aylor Road. The project will also include pedestrian and bicycle facilities. 12 Route 655 (Sulphur Spring Road) UPC The project reconstructs a portion of Route 655 (Sulphur Spring Road) located in, east $8,502,836 of the City of Winchester, between Route 50 (Millwood Pike) and Clarke County. The project includes a flyover bridge across Interstate 81 and will be coordinated with a project in the City of Winchester to complete Tevis Street from I-81 flyover bridge to Pleasant Valley Road. 16 Meadow Branch Avenue Extension - City of Winchester $4,000,000 Estimated Completion: Fall 2017 Steve Damron, UPC This project will construct a new section of Meadow Branch Avenue that will connect the road from the intersection of Meadow Branch/Merrimans Lane near Amherst Street to the intersection of Meadow Branch/Buckner Avenue. The length of this new roadway will be approximately 0.6 miles and will be constructed on undeveloped property. Project advertised in February Green Circle Trail Final Phases - City of Winchester Application ID 1434 City of Winchester $5,759,500 $3,092,000 This project completes Green Circle within the City of Winchester. The Green Circle Trail is a multi-use, bike/pedestrian path that connects multiple key activity centers within the City of Winchester. This project will include a one-mile section of a 10-foot wide shared use path. The Winchester Green Circle project, when completed, will provide safe facilities and accommodations for both bicyclists and pedestrians, to access major destinations in the city. The circle connects areas of historic, recreational, educational and natural interest. Some of those attractions include Glen Burnie Historic House & Gardens/Museum of the Shenandoah Valley, Jim Barnett Park, Shenandoah University, Old Town Winchester, and the Abrams Creek Wetlands Preserve. Where possible the routes follow local streams emphasizing the restoration, protection and interpretation of natural resources and urban green spaces.

This intersection is complex, including a CSX Railroad crossing along with the convergence of three roadways including North Loudoun Street, Brooke Road and Brick Kiln Road. Project was screened out for SMART SCALE funding since it was replacing an existing signal, for which maintenance funds can be used.
