Introductions Angela Taylor welcomed PCG attendees who then introduced themselves. V. McGirr presented the study work completed to date. A copy of this presentation is attached. 2. Summary of Comments When will the roundabout be built? This is expected in the longer term, before 2031 but will depend on the timing of growth in the area. Need bicycle paths on Bank Street through the Greenbelt. They could connect to nature trails within the Greenbelt. The multi-use trail on the east side of Bank Street will lead to other Greenbelt trails and could continue north while the multi-use trail on the west side of Bank Street will serve Kempark. The multi-use paths start at Leitrim. Don t believe that roundabouts are good for arterial roads, especially where there are unfamiliar drivers. It is inappropriate to slow down traffic on Bank Street. Roundabouts have been shown to work well. It will be necessary to slow down traffic from the rural environment to an urban environment. 2 Page 2 Minutes of Meeting April 4, 2013 How do cyclists use a roundabout? Cyclists can either navigate the roundabout with the vehicles in the circular lanes or they can follow the cycle track to a ramp which will lead to a cycle path behind the sidewalk. The cyclist then follows the path to a marked crossing adjacent to the pedestrian crossing. The cyclist crosses the roadway lanes at this location and then connects back to a cycle path behind the sidewalk. The cycle path connects back to the cycle track with a ramp. How will drivers access businesses where there is a raised median? U-turns will be permitted at intersections. Would it be possible to have the third southbound lane at Leitrim become the left turn lane at Rotary Way? It is not preferred to have a through lane become a left turn lane as it can take drivers by surprise to find themselves in a left turn lane, resulting in unsafe lane changes. On Leitrim Road the second eastbound lane will be forced off as a right turn lane into the area parking access road. Where there is a rural cross-section (paved shoulders and ditches), the light poles are placed in the median so that they are not a roadside hazard. When is the work to be done? The City s Transportation Master Plan guides the planning for where and when infrastructure is required. The study is recommending a 5 year timeframe for four laning from south of Leitrim to south of Findlay Creek Drive. This will be subject to budget approval. The four-laning within the remainder of the urban area and the six-laning through the Bank and Leitrim intersection are further in the future (before 2031). The four-laning in the rural area is likely beyond The longer time frame from Findlay Creek Drive to the urban boundary is based on current assumptions and will need to be re-assessed as growth occurs. Existing signal timing is poor from Findlay Creek Drive to Leitrim Road as vehicles from Findlay Creek Drive fill in Bank Street from Analdea/White Alder to Findlay Creek Drive leaving no room for Bank Street traffic when the light is green. Are there plans to expand Albion Road in the TMP? No expansion is proposed. Resurfacing and paved shoulders are planned within 1-2 years. The multi-use pathways shown in the interim stage between Leitrim and Rotary Way are within existing right-of-way What will happen to the church parking? St. James Anglican Church is surrounded by City property, providing an opportunity to negotiate a location for parking. The front lawn of the senior s centre is the septic system location and therefore would not be suitable for parking Will the presentation be available? It will be sent with the minutes of this meeting. What are the other infrastructure projects is the widening of Bank Street competing with? The City usually undertakes one-two road widening projects per year. This year Greenbank Road and Trim Road are under construction. The Strandherd- Armstrong Bridge and the Hunt Club extension and new interchange both have provincial-federal funding and were accounted for previously. Action MIN PCG # Docx

3 Page 3 Minutes of Meeting April 4, 2013 Why is this study only looking as far as Rideau Road: The Transportation Master Plan identified Bank Street in the urban area as the first step. It identified the widening of Bank Street to Parkway Road as a later step. Four lanes beyond Rideau Road is expected to be considered after Every five years, population and employment projections are updated in the Official Plan and then the Transportation Master Plan. This allows the City to re-assess infrastructure needs. The sidewalks constructed by the developer in front of the Findlay Creek Shopping Centre are expected to be in the ultimate location. 8 Introduction and Recap At the last meeting we reviewed: Alternative Designs and Technically Preferred Design Potential Impacts and Mitigation Measures Raised median needed in urban area for safety reasons Two-way, left-turn lane preferred in southerly rural area Roundabouts not feasible at Bank &Leitrim and at Bank & Findlay Creek Drive Both signals and roundabouts are feasible at Remer Access #2 and the future Earl Armstrong Road extension.
