Significant Volatility in Short Term theft Victoria 2016 up 73% c/w 2013 (5,538 more thefts) 2017 up 27% c/w 2013 (3,486 less thefts than 2016) Queensland 2014 down 25% c/w 2013 (1,696 less thefts) 2017 up 53% c/w 2014 (2,649 more thefts than 2014) New South Wales 2014 down 14% c/w 2013 (1,249 less theft) 2017 up less than 1% c/w 2014 (30 more thefts)
13 What do we know about S/Term Theft? Relatively small numbers of high rate offenders responsible for large part of volatility Acquisition of transponder key is now the most common method of stealing cars Increasing levels of personal confrontation, violence and reckless driving Trend towards retaining stolen cars longer - fitted with stolen or cloned number plates Increasingly associated with other violent crimes
14 Responses to Short-term theft Theft of Keys Better understanding of motorists behavior and perceptions of risk Provide targeted education resources & consistent messaging Shift to Newer Cars Vehicle design integration of theft protection into smart car R & D Facilitate consumer demand for improved theft deterrence Personal Risk Promotion of technological responses to the motoring public Integration of technological responses with law enforcement systems and practices Declining Social Conditions Promotion of best practice responses to young offenders to influence law and order policy Targeted education materials Delivery via stakeholder channels

Relative stability in profit motivated theft but recent evidence of increasing trend in some jurisdictions Victoria 2017 up 23% c/w 2013 (578 more thefts) Queensland 2017 up 50% c/w 2013 (888 more thefts) New South Wales 2017 down 30% c/w 2013 (1154 less thefts) Nationally 2017 down 10% c/w 2013 (1,000 less thefts)
16 What do we know about Profit Theft? Historically there appears to be a capacity constraint for the number of cars being converted to cash (+ or 10% since 2010) Majority of non-recovered cars are disposed via offenders operating in or close to motor trades businesses Traditional re-birthing methods rarely used 66% of non-recovered cars valued less than $10,000 indicating high level of scrap disposal while export of parts has grown significantly Very poor levels of business regulatory compliance in most jurisdictions Traditional investigation methods are increasingly complex and resource intensive to facilitate
