Today s workshop What is Travel Planning? University Travel Plan NWCD Travel Plan Targets Cycling Initiatives Other Travel Plan initiatives WC Travel Plan Opportunity to feedback 2

What is a Travel Plan? Long term transport management strategy aiming to reduce the number of single occupancy car trips and increase the level of sustainable travel for new and existing developments: Walking Cycling Public transport Car sharing Electric Vehicles Car Clubs 2014 Travel for Cambridgeshire survey results 3

Why is Travel Planning important to us? High % of carbon emissions are from transport To assist Cambridge in achieving the aims of the Transport Strategy and City Deal Lower congestion Improve safety Lower local air pollution & noise Linked to happier, healthier, productive staff & students Lower cost of travel Improved journey time Increased accessibility Reduced stress from travel Increased physical activity & improved health To demonstrate commitment and compliance 4

The Travel Planning process Review existing Travel Plan Develop objectives Review existing travel characteristics Monitor travel patterns Set Targets Implement measures Gain approval for the plan Plan a package of hard & soft measures 5

Travel Behaviour Change Psychology Stages of Change model What are the key barriers to cycling to the University s sites in Cambridge? Travel is a habit People set perceived barriers to resist change Voluntary behaviour change: Overcome barriers - realise that it is possible to make a change Negative effects are now intolerable Hearing of someone else who has changed Experiencing a change in life event: Moving house Changing job Changing school 6

Barriers to cycling Difficulty carrying shopping Perceptions of time and distance Busy lifestyle shortage of time Feel unsafe/not confident cycling on bus roads Fear of cycle theft Personal safety Poor health Lack of money to buy a bike Bike not roadworthy/well maintained Unknown journey length Unsure of how to cycle to a destination

The University of Cambridge Travel Plan 2011 Objectives 1. Reduce the need to travel 2. Manage carbon emissions from University generated travel 3. Manage the demand for travel by car, especially single occupancy journeys 4. Increase travel options for non-car modes 5. Improve travel affordability 6. Support development at North West Cambridge by removing current trips on the highway network TARGET - no more than 25% of journeys to work should be made by car (single occupancy) 8

The University of Cambridge Travel Plan 2011 Measures Hard Car Park Charging Uni4 bus service Park and Cycle facility at West Cambridge Centralised management of University car parks Installation of secure cycle parking Implement Car Club scheme Installation of showers, lockers, drying rooms & changing rooms Promote car sharing Subsidised Uni4 bus tickets for staff and students Interest free loan for bikes & bus tickets Restrict student car ownership TfC Train Discount Cycle to Work scheme Soft Revise travel expenses policy 9

University of Cambridge Site & Building Travel Plans University Wide Travel Plan West Cambridge Framework Travel Plan Sites North West Cambridge Framework Travel Plan Department Travel Plan Commercial Travel Plan Residential Travel Plan (market, key worker) School Travel Plan Hotel Travel Plan Supermarket Travel Plan Building/Occupier 10

North West Cambridge Travel Plan To achieve a modal share of no more than 40% of trips to work by car (excluding car passengers). NWC AAP Objectives: To reduce the need to travel To reduce the overall reliance on the private car To build upon good urban design principles that increase the permeability of the development To promote the use of car sharing To reduce costly road traffic congestion and further damage to the environment To encourage community involvement in travel behaviour change initiatives 11

NWCD: Travel Plan measures Travel Plan Pyramid 12

NWCD: Planning the Built Environment for cycling The built environment Residents Employees Pupils & parents Delivery contractors Visitors 13

NWCD: Services and Facilities for cycling Residents Cycle Loan scheme: Bikes loaned out to new NWCD residents to trial cycling Removes the requirement to buy a bike first, to see if they can make it part of their lifestyle Given advice, journey planning and cycle training when they receive the bike Monitor usage At the end of the loan the resident can purchase the bike with a discount and pay back over a few months I have used the bike on journeys where I would otherwise catch a bus or train 14

NWCD: Services and Facilities for cycling Residents Pupils Cycle Training: Level 1 and 2 Bikeability cycle training on less trafficked roads for residents planning to cycle Level 3 for residents planning to cycle to work Children attending University of Cambridge Primary School to receive cycle training in years 5/6 Cycle Clinic Bicycle repair and maintenance workshops Residents Employees Pupils & parents 15

NWCD: Marketing and Promotion Welcome packs Information packs containing cycle route maps, advice and offers Include information on local services, such as bus services and Zipcar Residents Employees Pupils & parents

NWCD: Marketing and Promotion Travel Advice at the NWCD Welcome Centre Residents Employees Pupils & parents Delivery contractors Visitors Personalised Travel Planning One to one advice, encouragement and incentives Residents

NWCD: Marketing and Promotion Personalised Travel Planning example How are you planning to travel? Any problems? Offer advice and signpost to services - tailored to their lifestyle and motivations. The challenge Closure I m starting a new job working on the CBC. I ve cycled in the past at the weekends but I m nervous about cycling through Cambridge as it looks really busy and unsafe. There are many routes which are off road, would you like a personalised journey plan? Also as a resident of the NWCD you are eligible to free cycle training, helping you to feel safer cycling on the roads. That sounds really helpful.thank you! Have you brought a bike with you? We can loan you a bike for a months trial. Fancy giving it a go?

NWCD: Marketing and Promotion Ongoing promotion (through newsletters, website, noticeboards) Residents Employees Pupils & parents Linked to University wide sustainable travel promotion Promotional campaigns tailored to specific user groups, segments, new initiatives and times of year Visitors Delivery contractors
