1 PISMO BEACH COUNCIL AGENDA REPORT SUBJECT/TITLE: STATUS REPORT OF THE TRAFFIC SAFETY COMMITTEE SEPTEMBER 11 AND OCTOBER 6, 2014 RECOMMENDATION: On Consent Calendar, City Council to approve the recommendation of the TSC EXECUTIVE SUMMARY: The Traffic Safety Committee (TSC) met on September 11 and October 6, 2014, and the following summary outlines the results of these meetings. Unless otherwise directed by City Council, the Public Works Department will implement the Traffic Safety Committee recommendations. Item 1 Exhibit 1A Request from the Fire Department to increase the red curbing at the bulb out at Ocean Blvd and Esparto to ensure emergency vehicles and shuttles can maneuver around the corner. TSC Recommendation TSC recommends painting both curb corners at Esparto and Ocean Blvd. 10 from the existing markings to accommodate emergency vehicles. Motion by Jon Biggs, seconded by Jake Miller to approve the TSC Passed 6/0/0 Present: Jim Lewis, Ben Fine, Jon Biggs, Jake Miller, Paul Lee, John Molitoris Item 2 Exhibit 2A Request from City Staff to extend the diagonal parking on Price Street and extend the left turn lane at Wadsworth Avenue. This item was taken to the Parking Advisory Committee on June 25, The Parking Advisory Committee recommended extension of the diagonal parking to Bay Street, seasonal timed parking in the 3 blocks north of Wadsworth, and have the City Engineer look at the loading direction of the parking spaces, adding stop sign, changing the speed limit to 15mph, adding cautionary or slow down signs, and adding a crosswalk at one of the intersections in this area. TSC Recommendation: TSC recommends to Council that we allow the diagonal parking to be plugged into the traffic model in April or May to better see how the parking pattern affects traffic. Page 1
2 Motion by Jake Miller, seconded by John Molitoris to approve the TSC Passed 6/0/0 Present: Jim Lewis, Ben Fine, Jon Biggs, Jake Miller, Paul Lee, John Molitoris Item 3 Exhibit 3A Request from citizen to split traffic into two lanes on Price Street in front of Bank of America to allow a right turn lane onto Dolliver. A right turn lane in this heavily populated intersection could minimize the backup on Price Street. TSC Recommendation: TSC believes that a right turn lane would benefit the traffic congestion at this intersection. TSC recommends writing a letter to Caltrans to re-paint the street to include a right turn lane at the intersection of Price and Dolliver. Motion by Ben Fine, seconded by Jim Lewis to approve the TSC Passed 6/0/1 John Molitoris Absent Present: Jim Lewis, Ben Fine, Jon Biggs, Jake Miller, Paul Lee, Deborah Garcia Item 4 Exhibit 4A Request from citizen to add a Not a Through Street sign on Porterville Street. Currently cars, motorcycles, and RV s turn down this road and it is difficult for them to turn around. TSC Recommendation: TSC believes there is space to install a sign at the corner of Porterville and Lemoore. TSC recommends installing at Not a Through Street at Porterville Street and installing a Not a Through Street at Selma Street as well. Motion by Ben Fine, seconded by Jake Miller to approve the TSC Passed 6/0/1 John Molitoris Absent Present: Jim Lewis, Ben Fine, Jon Biggs, Jake Miller, Paul Lee, Deborah Garcia Item 5 Exhibit 5A & 5B Request from citizen to extend the red curbing at the two intersections at Limerick and Shamrock from the fire hydrant to the corner and to install speed limit signs in the neighborhood. Citizen notes that currently vehicles park between the fire hydrant and the stop sign creating a line of sight issue for drivers turning onto Shamrock. Page 2
3 TSC Recommendation: Per the Pismo Beach Municipal Code no operator of any vehicle shall stop, leave standing, permit to be stopped or permit to be left standing within 10 feet of any intersection and/or within 10 feet of any fire hydrant. TSC recommends sending a letter to residents in the neighborhood reminding them on the speed limit and parking regulations in order to relive concerns in the area. Motion by Ben Fine, seconded by Jon Biggs to approve the TSC Passed 6/0/1 John Molitoris Absent Present: Jim Lewis, Ben Fine, Jon Biggs, Jake Miller, Paul Lee, Deborah Garcia Item 6 Exhibit 6A Installation of an IRWL system at the intersection of Main and Dolliver with pedestrian push-button activation and no synchronization with the intersection at Pomeroy and Dolliver. Status: City Council APPROVAL ON 1/7/2014. Caltrans has denied the request to install a signal at this intersection. TSC Recommendation: TSC recommends holding the project at this time pending additional information from Caltrans and JPIA. Based on new information received, other options will be explored. This information will be shared with the Council in the future. Motion by Jim Lewis, seconded by John Molitoris to approve the TSC Passed 7/0/0 Present: Jim Lewis, Ben Fine, Jon Biggs, Jake Miller, Paul Lee, John Molitoris, Deborah Garcia Item 7 Exhibit 7A The City has received concerns from the community regarding the bicycle lane on HWY 1 by Pismo Coast Village, where large vehicles often park and block the bike lane. Presently, there is a left turn lane, vehicle travel lane, bicycle lane, and narrow shoulder where small vehicles can park legally. Citizens are requesting red curbing, No Parking signs, and/or restriping of the road to allow bicyclist to travel along the bike path without obstacles. TSC Recommendation: TSC finds that based on the Council approved Complete Streets Plan and Downtown Vision that bicycles need to be better accommodated, per these plans. TSC Recommends writing a letter to Caltrans to re-strip that area of road to include a parking and bicycle lane. This letter will also request that Caltrans allow the City of Pismo Beach to post No Parking signs Page 3
4 along this stretch of road until they are able to move forward with re-striping. While waiting for a response from Caltrans our Police Department will be focusing on consistent parking enforcement. Should Caltrans allow these actions to move forward, this recommendation will return to City Council for approval. Motion by Ben Fine, seconded by John Molitoris to approve the TSC Passed 6/0/0 FISCAL IMPACT: Approximately $100 for the installation of the Not a Through Street signs at Porterville Street and Selma Street. This will be covered under the Facility Divisions current fiscal year s budget. ALTERNATIVES: 1.
