Capital Investments & Funding Support increased funding for bicycle projects. develop brochure that tells public about process for getting transp projects implemented, how to review and comment on road projects, etc Mass. has an example we can follow; Kelley will draft, BAC will review/edit share project status map and report and public meeting dates with the public support Complete Streets policy adoption/implementation website, e newsletter, etc Together! Healthy Knox likely is putting a policy together, and will need public support will alert BAC with a call to action Address regional missing links in bicycle network. talk to elected officials about importance of bicycling; and let public know to contact their electeds Review resurfacing plans for opportunities to add bike lanes by reducing number or width of lanes; or add a wide outside lane for shared use Meet with local jurisdictions on bicycle issues all BAC will need to help with this Currently get Knoxville list and Jon is now reviewing within City Engineering; have talked to other cities and counties in past, need to reach out again and make sure we aren't missing anything Have met with Knoxville, Knox, Farragut, Alcoa, Maryville and Blount Bike parking Assist with development of a bicycle/pedestrian facilities plan for one jurisdiction per year Maintain current rack grant program Provide info (form letter) for the public to print and give to a business where a rack is needed City of Knoxville will release an RFP for a plan (Kelley is drafting it now). BAC will be called upon during the planning process for various types of assistance. Kelley gets requests for racks; does a site visit to identify location; orders racks. Puts the responsibility on the public to pursue needed racks
Bike routes Educate electeds and the public on need for parking requirements in regulations Knox County Commission will receive revised parking regulations in the near future that include bike pkg requirements. City revisions will be delayed so we would like to go ahead and get just bike pkg requirements adopted, as Farragut and Alcoa have already done. Education and Encouragement Increase use of media to educate the public about bicycling Develop and administer bicycle safety programs for bicyclists of all ages Continue to develop and sign/mark bike routes Identify improvements, short term and long term, needed along bike routes Pursue articles and stories about events and programs rather than buying ads Google and facebook ads Offer and market bike classes City Engineering will lead this effort for Knoxville; other jurisdictions would be led by TPO as part of a local bike plan; TPO will still provide support for Knoxville City Engineering will lead this effort for Knoxville. Consider things like sharrows, bicycle boulevards and other treatments. will look into this further need to figure out how to get people to take classes/get our safety message out Drivers Ed presentations get info into private drivers education help present Power Point on Sharing the Road with Bicyclists to high school classes each semester (approx Aug and Jan); speakers notes are already available need to contact companies and see how we could get our presentation or bike info into their curriculum
Kids bike rodeos Kids can Bike! Program assistance Hold a Ride Smart class at Safety City trying to move away from hosting these; develop a DIY kit; perhaps look at offering a train the trainer program this is an afterschool program managed by City of Knoxville, program includes a bike rodeo, then trips to various greenways with combo of riding and safety instruction/activities Kelley will contact them to schedule one; great media opportunity Spread the word about the bike program and bicycling, encouragement and safety Facebook Overhaul Bicycle Program website Maintain and update website Manage the Ambassadors program I Bike KNX pledge; helmet discount program Bicycle Program e newsletters Maintain and update brochures Outreach to churches BAC and volunteers disseminate info about bike program, bike safety, etc to the public and electeds BAC and advocates can help by being more active on the FB page posting things, liking posts, sharing posts Kelley will be working on this ASAP; need help reviewing proposed changes BAC can help by checking website and helping spot outdated info, or broken links need to find part time employee to manage the program Move to having discounts only during May/Bike Month and making it a big deal. Rest of the year, the focus should be on the safety pledge and getting free bike & helmet stickers. about 670 opens per usually Smart Trips funds provide info about how individuals can promote bicycling at their churches (a toolkit of ideas) BAC or advocates will need to develop the material and Kelley can make it available to the public all BAC should do this; TPO staff should be informed of what communication is happening, to stay in loop and in case questions come in
Get info into UT Freshmen Seminars; teach a class on biking; or talk to related classes Need to look at list of classes and talk to the instructors of related classes to offer to speak; David H. offered to teach a seminar. Talk to the Chamber and realtors about providing bike info to newcomers or people looking at houses hangtags on bikes at bike shops and big box stores with safety info and info on our program and free bike classes should assess if there is interest; may need to develop a brochure if there is potential here Will include in discussion with bike shops. BAC/volunteers can pursue the issue at big box like Walmart, Target, Dicks, Toys R Us, etc. If is do able, can develop brochure or hangtag. Produce, regularly update and distribute bicycle maps subcommittee should address issue of printed vs electronic/interactive Special events and programs that encourage bicycling Enforcement Continue to educate and train officers. Tour de Lights Neighborhood Bike Ride Bike Month KPD assists; could use more help from City of Knoxville KPD and City assist; could use more help from City; will consider a themed ride next year to attract more attention and riders, since TDL is so popular now Focus on Bike to Work Day and the festival/nbr and spread other events and classes throughout year. Seek more involvement from bike clubs and shops and help publicize those events.
Program management Partnerships subcommittee should talk about most effective way to collaborate with enforcement agencies; invite agency reps to participate in a meeting and give us input BAC meeting minutes, correspondance Respond to s from public BAC attend & report to TPO Tech Comm and Exec Board Manage BAC membership (applications, parking passes, access to bldg for meetings) Renew Bicycle Friendly Community status Manage bike lockers at KAT locations Communicate and collaborate with bike clubs and shops Collaborate with UT and other universities Collaborate with Health Dept (Safe Routes to School, Together! Healthy Knox, etc) subcommittee should talk about most effective way to collaborate with enforcement agencies; invite agency reps to participate in a meeting and give us input TPO staff attends anyway only every 4 years There is a lot of potential here. Ties in with what is needed to accomplish tasks under other headings Caroline is on SR2S; Kelley & Caroline involved in T!HK Policy Team Collaborate with greenways coordinators and organizations Collaborate with KAT Monitoring Progress Conduct bicycle counts at least twice a year. Maintain existing locations Expand to new locations in region? Analyze results BAC could have a rep on the Regional Greenway Council Anne is an intern with KAT MPC (24 hr) and Health Dept (10 hr) assist Perhaps UT could assist with analysis? Develop tools to measure effectiveness of programs, etc Monitor performance measures and publish results
