The Future of All Electronic Tolling Imagine a future with safer, less congested, intelligent roadways and smart vehicles All Electronic Tolling that transform travel and the quality of life OBD-II Device* *Device pictured is not the final product Verizon Droid Vehicle Miles Traveled Page 2
Agenda From Toll Booths to AET in Texas HOT Lanes, Express Lanes, Managed Lanes Vehicle Miles Traveled OBD-II Device* *Device pictured is not the final product Verizon Droid Page 3
Texas leads the US in AET First state to commit to AET 2005 wins President s award for Westpark Tollway 2006 awards the only Comprehensive Development Agreement for a Statewide Toll Integrator to Raytheon for AET only Combines tolling with design and construction 2007 opens 183A converts to AET 2010 wins President s award for Customer Driven Management Page 4
Texas multi-agency and vendor success For SH130 Segments 5 and 6, Raytheon provides 4 main line and 14 ramp Toll Points on the 41 mile 2x2 lane expressway, which will extend the TxDOT constructed SH130 segments 1 thru 4 from the interchange with TX45 South, on southeast edge of Austin to I-10 at Seguin. Raytheon also provided AET Points for TxDOT under a CDA (e.g., SH45, SH130 Cameron ramps). Raytheon s Texas Toll Points Opened October 24, 2012 Page 5

How It Works. A vehicle is detected under the first gantry and a camera is selected based on the lateral position of the vehicle. The camera is triggered at a precise vehicle position to achieve a clear and consistently focused plate image Page 8
How it Works.. As the vehicle passes under the scanning laser system it is profiled and a shape-based classification is determined. The classifications correspond to natural vehicle types such as cars, motorcycles, trucks, vehicles with/without trailers, etc. Page 9
How it Works When the vehicle equipped with a tag enters the range of the tag reader, the tag is read and the ID is determined Page 10
How it Works. The tag is continually read while it passes through the communications zone. This helps to prevent errors and reduce ambiguity Page 11
How it Works.. As the vehicle passes the second classifier a camera is triggered for the rear plate image and a second classification is determined. All data from front and rear and the tag ID and classifications are correlated into a single vehicle transaction and sent to the PHS for rating then to the CSC for billing Page 12
AET enables High Occupancy Toll lanes There are 10 HOT lanes currently operating in eight states: 1. I-15 FasTrak in San Diego, California 2. US 290 Northwest Freeway QuickRide HOT Lanes in Houston, Texas 3. I-394 MnPass in Minneapolis, Minnesota 4. I-35W MnPass in Minneapolis, Minnesota 5. I-25 Express Lanes in Denver, Colorado 6. I-15 Express Lanes in Salt Lake City, Utah 7. SR 167 HOT Lanes Pilot Project in Seattle, Washington 8. I-95 Express Lanes in Miami, Florida 9. I-680 Alameda County, California 10.I-85, Atlanta, Georgia Virginia 495 and LA Metro Express Lanes will open this year Houston Metro HOT Lanes Page 13
Minnesota s MnPass First implementation of HOT lanes Dynamic Pricing for multiple entries/exits in the USA. Opened May 16, 2005 Mobile Reader Mobile Reader provides real-time enforcement of improper use of HOT lanes by using vehicle to vehicle communications HOT Lessons Learned by Communities What we have found is that even people of different economic levels have been using or will use these lanes when they find a benefit. They re actually making the general purpose lanes a bit more attractive and a bit less congested. In the end, everyone is benefited by them. Robert Arnold Director, Office of Transportation Management, FHWA Page 14
DFW Connector 114 Adding four toll managed lanes two in each direction in the center median between William D. Tate and SH 26 (Ira Woods). 114 Adding two managed lanes and one enforcement lane in each direction in the center median between Texan Trail and International Parkway. Raytheon s Toll Points provided to TxDOT under Comprehensive Development Agreement 121 Adding four toll managed lanes two in each direction in the center median between William D. Tate and Texan Trail on SH 114. Page 15
DFW Connector scheduled to complete in 2014 Drivers can anticipate traffic to flow at a minimum of 50 mph. Variable Pricing causes Prices to change during peak travel times than at off-peak hours. Managed lanes are part of a regional strategy to reduce congestion by using variable pricing to provide a consistent 50- mph rate of travel. By managing demand, users will be able to choose whether to use the lanes to ensure a reliable trip. Users of four-mile managed lane section will pay an average of 16 cents per mile when the project opens, thereby reducing congestion in the general purpose lanes Drivers may choose between the non-tolled main lanes or the toll managed lanes. Page 16
495 Express Lanes Transurban s quote from TollRoadsnews: We are offering a high-occupancy vehicle, transit and toll facility with a level of complexity and new technology that will allow us to provide our customers with the best on-road and customer service experience. We selected Raytheon to help us deliver this project because of the company's proven experience delivering turn-key, integrated open road tolling systems, seamless back-office functionality and successful track record integrating tolling and traffic management systems." Page 17
Project Scope $1.3 billion Design-Build Project Design and Construction of 14 miles of High Occupancy Toll (HOT) Lanes along I-495 capital Beltway in Northern Virginia Free to HOV-3, buses, motorcycles and emergency vehicles Motorists with fewer than 3 people in a vehicle can choose to pay a toll when they need a faster, more reliable trip Dynamic toll prices, based on realtime traffic conditions, are used to keep lanes congestion free Electronic signs display latest toll rates Electronic tolling no toll booths, stopping or slowing down Enhanced safety through technology Page 18
495 Project Benefits Keeping HOT Lanes Moving Safety/Incident Response Top Priority Page 19
Congestion grows: What to do? There are no free roads How will roads be funded? Gas tax has not increased Federal funding declines States confront huge costs Toll Roads are increasingly being considered as the only viable option for state and local governments in an era of declining revenue Future is road funding with mileage based user fees Page 20

Road Usage Charge Pilot Program ( RUCPP ). The overall goal is feasibility validation to demonstrate to ODOT, the Oregon Road User Fee Task Force ( RUFTF ), members of the Oregon State Legislature, and other stakeholders that Road Usage Charge ( RUC ) System concepts and features are viable and valid, and that the vendor community has the ability to provide and implement the system components required to operate an effective, efficient and open RUC System. Specific objectives include: Effective demonstration of On-Board Unit ( OBU ) reporting methods, where effective means: Choice as to the type of OBU selected (e.g., undifferentiated mileage reporting vs., differentiated (by location) mileage reporting). Technologies and system are simple and easy to use. Technologies and system work with minimal errors and mistakes. Motorists experience problem free account processing. Motorists receive a gas tax refund that does not require them keeping and submitting receipts. Motorists experience the results of an actual open system.
