2 Page 2 Minutes Objective of the master plan The Steering Committee of THE PEP asks for a clearly defined objective. The present members of the partnership agreed on the following objectives. Overall objective: - Promotion of cycling on the pan-european level Specific objectives: - Increase cycling in every country and double cycling in the 56 THE PEP member states by National cycling master plans being implemented in THE PEP member states by 2030 The indicator used to evaluate the progress depends on the available data. Examples for possible indicators are: - Modal share of cycling - Number of passenger kilometers for cycling - Number of bicycles (per 1,000 inhabitants, or per household) - Number of bicycle sales The baseline year will be 2019 (year of adoption of the pan-european master plan at the 5 th Highlevel Meeting in Vienna). Topic 1 - Cycling indicators & benchmarking The partnership provides the following inputs: List of indicators provided by Peter Andries (Topic leader, Ministry of Transport, Belgium)

4 Page 4 The partnership provides the following inputs: - Carefully check if non transport initiatives could provide indicators which we could use for monitoring the status of cycling. For example: proposed indicators Passenger and freight volumes, by mode of transport and of the UN Sustainable Development Goals ( E.pdf); or Indicators 16, 17 and 19 of the COUNCIL RECOMMENDATION on promoting health-enhancing physical activity across sectors ( - The list of indicators should include the number of imported bicycles - Cycling tourism should be covered by the list of indicators - Go through the list of indicators and check if open source data could provide an input / should be taken into account - The indicators identified by Peter Andries should be prioritized depending on two criteria: 1. Relevance of the indicator for monitoring the status of cycling in Europe 2. Access to / availability of the indicator (easy available, data to be taken into consideration, when preparing the next national survey, open source data - The recommendations for surveying the status of cycling could be different for starters/climbers/forerunners Energy Union Presentation of Martin Eder, Austria (day1_topic1_eder_energy_union) The partnership is willing to use the opportunity to provide inputs for the definition of scoreboard indicators to be used to monitor the implementation of the Framework Strategy for a Resilient Energy Union, which at the end can also be used for monitoring the pan-european Master Plan for Cycling Promotion. The partnership suggests to include the number of e-bikes sold as an indicator. Topic 2 Benefits of cycling / impact analysis Presentation of Nick Ibesich, Austria (day1_topic2_benefits_eaa) The partnership provides the following inputs: - The respective section in the master plan should also include a broad qualitative description of all impacts of cycling (e.g. environment, health, transport, social etc) - Available tools for quantifying the benefits (e.g. HEAT) will be presented - Quantitative impact will be highlighted for those countries, where we have the necessary data - The members of the partnership are asked to check if they could provide the necessary data (a readable version of the table is provided in the annex); during the meeting Hungary, Slovenia, Denmark and Germany announced their willingness to check the availability of data. The other members are invited to do the same.

If there is no information, please let us know as well.
6 Page 6 Possible indicators to define / classify countries into different categories (starters / climbers / champions) - There is no single indicator which is suitable to classify a country. The partnership suggests the check the following two approaches and to use with the most suitable and feasible solution: 1. Try to classify the countries by using the indicators of the ECF Cycling Barometer. Instead of giving each of the five indicators the same weight, it is suggested to weight the indicators reflecting their importance (e.g. Modal Share 50%, Safety index 20%, Cycling tourism trips 10%, market size 10%, cycling advocacy 10%) 2. Provide a qualitative description of different levels of cycling and develop a colour scheme, which will guide the countries (which classify themselves according to the provided description) through the master plan (recommendations classified by colour) In order to provide a clear picture, we need to have a very clear definition of each category/colour incl. defined cut-offs between the categories. As this categorisation should then be used by the topic leaders when drafting the recommendations (addressing the different levels), this issue has to be clarified as clear and as soon as possible. Topic 4 Cycling infrastructure needs, funding options and fiscal system Presentation of Fabian Küster, ECF (day2_topic4_ecf_financing_infrastructure) The partnership provides the following inputs: Necessary funding per person and year - Provide more detailed information about the suggested approaches to come up with necessary funding figures - Select feasible approach (as far as the existing information is concerned) which is easy to be communicated Fiscal incentives: - The members of the partnership are asked to provide information about existing fiscal incentives in your country to ECF The analysis on how to integrate a national cycling route network into the Eurovelo network, on how to adapt existing credit requirements of IFIs and the development of new funding schemes, will be carried out in the next weeks.
7 Page 7 Topic 5 Benefits through inventory, harmonisation and standardization Presentation of questionnaire by Pierre Toulouse, France (day2_topic5_france_questionnaire_harmonisation) The partnership provides the following inputs: - The members of the partnership are asked to provide Pierre with a feedback to the questionnaire. In case there is no information of one of the topics, please mention it! - In order to take into account, the requirements of the bicycle industry the topic leader will contact Nicolas Urien (n.urien@ecf.com), who is in close contact with the representatives of the bicycle industry. Draft structure of the pan-european master plan A first draft structure of the master plan has been developed and will be discussed among the topic leaders in the next weeks. As soon as they come up with a consolidated version of the document it will be sent out to the project partners to get their feedback.
