1 Restoration Requirements Street Excavation Rules & Regulations Public Works Code Article 2.4 DPW Order 178,940

2 Regulations Article 2.4 of the Public Works Code requires any person excavating in the Public Right-of-Way to comply with Orders and Regulations of the Department of Public Works (DPW). Order 178,940 establishes rules and regulations for excavating and restoring streets in San Francisco which are under the jurisdiction of DPW.

3 Regulations Asphalt Concrete Wearing Surface (ACWS) shall be installed per Section 212 of Standard Specs ACWS must be completed within 120 hours after placement of concrete base Trench shall be trimmed to widest part of trench but not exceeding 13 ft in width (13ft rule) Trench shall be in neat straight lines perpendicular and parallel to curb Saw cuts shall not extend into the concrete base

4 The 25 ft Rule For any trench that exceeds 25% of the length of the block Restoration of all affected lanes for the entire length of the block

5 Slide Restoration Title Requirements The 25 ft Rule

6 Lateral Restoration (50 ft Rule and 50% Rule) 50-ft Rule: Restoration shall be contiguous for all affected lanes when laterals/bell holes are less than 50 ft apart 50% Rule: Restoration shall be all affected lanes for the entire block whenever there are at least 8 laterals/bell holes and 50% or more of the services are excavated

7 Lateral Restoration (50 ft and 50% Rule)

8 Unmarked Streets When an excavation is less than 13-ft from outside curb, restoration is limited to 13-ft unless street is designated Muni route

9 Unmarked Streets For Muni routes, restoration shall extend to the center line of the street

11 Trench Alignment Moves Lanes When the alignment moves from one lane to another lane, only the excavated lane shall be restored UNLESS If over 50% of the length of the lane is excavated, the lane for the entire block shall be restored

12 Trench Alignment Moves Lanes

13 Intersections Restoration for excavation in intersections with multiple delineated lanes of traffic in one direction shall be limited to affected lanes Restoration without delineated traffic shall be restored with the 13-ft rule unless it is on a Muni route. Adjacent quadrants that are excavated require full restoration of that quadrant Non-adjacent quadrants require restoration of entire intersection Excavation include any laterals or bell holes outside the main shall require the paving of all affected quadrants

15 Temporary wearing surface Temporary wearing surfaces shall be hot patch ACWS unless waived by Director or the base is within SFMTA track right of way Concrete base shall not be allowed as a temporary wearing surface without written approval for exception from the Director

16 FINAL PAVING New asphalt concrete wearing surface (ACWS) shall: Be 2-inches thick Applied by a paving machine Smooth wearing surface Compaction of 90%

17 Other ACWS on bike routes must be removed and restored for the full width of the bike lane Pavement made of special material shall be replaced in kind Traffic striping and markings must be restored in kind Bus stops and designated streets will require special restoration specs

18 Curb Ramps DPW Order No: 179,254 Establishes Regulations and Guidelines for the Construction of New Curb Ramps or Reconstruction/Upgrade of Existing Curb Ramps at Angular Returns when Street Excavation occurs at the Angular Return or Crosswalk
