Purpose. This instruction formally establishes and sets forth guidelines per reference (a) for bicycle use and registration on Naval Base Kitsap (NBK). 2. Cancellation. NAVBASEKITSAPINST Administrative Control. The NBK Parking Division will provide administrative controls in regards to bicycle registration. The NBK Security Department will provide administrative controls to ensure compliance with the regulations and safety requirements stated in this instruction. 4. Regulations. Bicyclists will follow all Washington State laws pertaining to motorists and bicyclist when operating their bicycles on facilities under NBK area of responsibility. In addition, bicyclists must adhere to the following safety, operating, and parking procedures: a. Bicyclists must properly wear a bicycle helmet that has been approved by the Consumer Product Safety Commission, American Society for Testing and Materials, or Snell Memorial Foundation while riding a bicycle on base. Workers riding bicycles through areas that require the use of hard hats for protection are allowed to wear approved hard hats if properly fastened under the chin. b. When operating a bicycle upon a roadway at a rate of speed less than the normal flow of traffic at the particular time and place, bicyclists will ride as near to the right side of the right through lane as is safe except as may be appropriate while preparing to make or while making turning
2 NAVBASEKITSAPINST A movements, or while overtaking and passing another bicycle or vehicle proceeding in the same direction. c. When making turns, bicyclists will make appropriate hand signals and execute turns from the lane centerline, except when doing so would result in loss of control of the bicycle. d. Bicycles are required to be walked when using sidewalks and crosswalks. e. No bicycle will be used to carry more persons at one time than the number for which it is designed and equipped. f. Bicyclists will not ride two or more abreast except for Security Patrols. g. Every bicycle when in use during the hours of darkness or reduced visibility will be equipped with a front mounted lamp which shall emit a white light visible from a distance of at least 500 feet to the front and with a red reflector on the rear of a type approved by the Washington State Patrol which will be visible from all distances up to 600 feet to the rear when directly in front of lawful lower beams of head lamps on a motor vehicle. A lamp emitting a red light visible from a distance of 500 feet to the rear may be used in addition to the red reflector. A light-emitting diode flashing taillight visible from a distance of 500 feet to the rear may also be used in addition to the red reflector. h. Bicyclists will not exceed posted speed limits or 25 mph. i. Bicyclists will not carry items such as cellular telephones, umbrellas, flashlights, etc. in their hands while riding their bicycles. j. Bicycles will be maintained in good working order, to include properly functioning brakes, tires, seat, and gears. k. Bicyclists must wear light-colored clothing at all times and reflective clothing after dusk or in periods of reduced visibility. 1. Bicycles will be parked and stored in authorized areas only such as a bike rack, storage locker, tenant command approved office storage, etc. Bicycles not in authorized areas will be identified by NBK personnel to begin the confiscation process. Notification stickers will be left on the bicycle and if registered, the owner will be contacted using the information 2

Owners will have 14 days following notification to properly store their bicycle before the bicycle is confiscated by NBK Parking Office or 1st Lieutenant personnel. m. Missing or stolen bicycles will be reported to the NBK Parking Office to retrieve a copy of the registration form, then to NBK Security to submit a Police Report. n. Bicyclists will not wear portable headphones, earphones, cellular hands-free, or other portable listen devices while riding a bicycle. 5. Inspection and registration may be accomplished at the Parking Office at NBK - Bremerton, Building 433, during the normal business hours of , Monday - Friday. Alternately, registration and inspection services will be made available quarterly at all NBK installations or by calling the Parking Office to schedule an appointment. Notification of quarterly inspections will be annotated and disseminated through the NBK Public Affairs Office. 7. Confiscation. Unregistered bicycles will be confiscated and impounded after a 14-day notification period, regardless of it being secured. Impounded bicycles will be disposed of after 90 days per reference (b). NBK will not be responsible for damage to personal property such as bicycles, locks, chains, or helmets. 8. Unsafe Operation. As part of their regular patrol routine, NBK Security personnel will monitor bicycles for compliance with these instructions. Designated NBK personnel will issue traffic citations to offenders (or sponsor of the offender), track violations, and confiscate and/or impound the offenders' bicycles. Sponsors will be required to appear at traffic court to retrieve these bicycles. Three violations of these regulations could result in formal reporting to the member's or sponsor's command for appropriate disciplinary action. The 3

6 NAVBASEKITSAPINST A Please read the following directions which are required by OPNAVINST (Series) and NAVBASEKITSAPINST (Series) 1. D Chain remains on sprockets during normal operations. D Bicycle seat does not move when rider is seated. D Bicycle frame and fork do not show signs of structural damages indicated by cracking or bending after manufacture. D Helmet outer plastic is not abraded. D Interior impact foam is not damaged, cracked or abraded. D Strap and buckle is not worn or abraded to the point of failure. D Helmet will not readily shift on riders head with normal head movements. D Reflectors on back of bike. D Bell/Horn (Recommended). D Forward facing light (bike or helmet).
