2 Oregon averages 1700 fatal and serious injury crashes each year. Some of the more common crash types include: Pedestrians Roadway Departure Intersections These three areas account for about 90% of the Fatal and Serious Injury Crashes

3 Fatal and serious injury crashes in Oregon by jurisdiction State Highways 2,100 fatal and serious injury crashes; 8,000 miles City Streets Urban Non-state; 1,200 fatal and serious injury crashes; 10,000 miles 48 % 27 % County Roads 25 % Rural Non-state; 1,000 fatal and serious injury crashes; 26,000 miles

4 Systemic Safety is a component of the Highway Safety Improvement Program In 2009 Oregon began our adventure in Systemic Safety with a Roadway Departure Plan Oregon was deemed a lane departure focus state The development of the Roadway Departure Plan was a trial for FHWA and for Oregon Prior to this we had been using funds to pilot cable barrier for lane departure

5 Systemic Safety is a component of the Highway Safety Improvement Program In 2010 Oregon requested technical assistance from FHWA to perform the same sort of systemic safety analysis for intersections. Oregon received assistance in 2011to begin development of a systemic Intersection Plan The consultant developed Oregon s Intersection plan by analyzing Oregon s crash data and developing aa strawman of possible countermeasures

6 Systemic Safety An approach that includes low cost improvements that can be widely implemented based on locations that can be correlated with certain types of severe crashes

8 Low Cost Countermeasures Shoulder Rumbles Strips - Rumble Strips (Oregon Results from 20 sites) 25% reduction in Fatal and Injury ROR Crashes (nationally the range is 17-36%) 27% reduction in All ROR Crashes Centerline Rumble Strips 20% reduction in Fatal and Injury Crashes 16% reduction for all Crashes (nationally the range is 9-14%) 40% reduction in Head-on and SS crashes (nationally the range is 21-37%)

11 Systemic is focused on severe types of crashes (fatal and serious injury), common traits can be identified by data analysis

12 HSIP Data Driven Process A data driven process focuses on identifying safety problems through data analysis. Crash Data Roadway Characteristics Traffic Volumes Identifying effective countermeasures to address the problems. Prioritizing projects to achieve the maximum benefit.

13 Systemic is an example of a data driven process- A system wide screening Data screened based on: Severe crash types Presence of roadside features Traffic volumes Produces a list of potential locations Still have to investigate the sites to see if they make good candidates for correction

14 Systemic Approach Identify types of crashes most common to Oregon Select low-cost, effective measures to address the crash types/trends Search crash data system for crashes of the target type Determine priority locations Top locations may for example represent 5% of locations but account for 20% of the crashes Given the funds, estimate impacts in terms of projected statewide crashes prevented, fatal and serious injuries reduced. Implement low-cost, cost-effective countermeasures on a priority basis

15 Example from the Roadway Departure Plan Take four measures from the Roadway Departure Plan- Enhanced signs at curves Centerline and Shoulder Rumble Strips Alignment Delineation Fixed Object Removal If we only apply these to 60% of the mileage identified in the Plan- It costs $13 million Predicts about 20 fatals and 27 serious injuries reduced annually 70:1 cost benefit Very Beneficial and Very Cost Effective!!!

16 What impact does systemic safety have on reduction of fatal and serious injuries? Expect the systemic approach to outperform previous traditional methods

18 The Systemic approach allows users to: Identify factors contributing to crashes Identify good potential countermeasures Identify sites with most potential to reduce crash severity Have lists for potential sites on hand if funding comes available Very cost effective! Takes some rethinking of Safety less about addressing where there have been a history of crashes and more about implementing widely in areas of risk

19 All Roads Transportation Safety (ARTS) Objective of ARTS: to Reduce Fatal and Serious Injury Crashes on all public roads Two components: Traditional Hot Spot Safety Systemic Safety Data Driven Prioritized by Benefit Cost/Cost Effectiveness Collaboration with Local Agencies

20 Systemic project selection (under ARTS) Three pots of money About $80 million went to Systemic ( ) 50% RD, 35% Intersections, and 15% Bike/Ped Flexibility to determine the split, but should roughly be equivalent to the proportion of F & A

23 Systemic Safety The systemic approach: Targets a specific crash type (i.e., Roadway Departure) Identify and prioritize locations where the crashes are concentrated May break out particular features (i.e., curves) Applies Low Cost Countermeasures Spread widely over an area or corridor Supplements and compliments the more traditional Hot Spot safety projects
