2 My 13, Origin Stff Report At the November 13,2012, City Council meeting, the following recommendtion ws pproved: Tht stff begin the public consulttion process regrding the selection of Grden City Community Prk nd Rilwy Avenue Corridor Greenwy/Grnville Avenue s potentil dirt bike terrin prk sites, s detiled in the stff report titled Dirt Bike Terrin Prk Consulttion Process dted October 1, 2012 from the Senior Mnger, Prks. Within tht report, stff identified the need to replce the existing bike terrin prk fcility t the south end of No. 2 Rod, nd tht Grden City Community Prk, bsed upon certin criteri, ws the most suitble loction to meet this immedite objective. Terrin prk biking is gining populrity s recretionl pursuit within Richmond, nd providing new fcility would contribute directly towrds the reliztion of two Council term gols for They re: # Crete urbn environments tht support wellness nd encourge physicl ctivity; nd # Continued emphsis on the development of the City's prks nd trils system. An Open House ws held on Sturdy, April 6, 2013 to gin public response to the terrin bike prk in Grden City Community Prk proposl. The purpose of this report is to present the bike terrin prk concept nd summrize the findings of this public consulttion event. Anlysis The Pln In erly November 2012, Hoots Inc. (Hoots Bicycle Accessories Ltd.) ws retined to provide design consulting services for the Grden City Prk project. Two meetings with group of locl bike riders then took plce in November 2012 nd gin in Mrch 2013, to prepre progrm nd conceptul lyout of bike fetures for the site. The concept pln (Attchment 1) includes comprehensive set of trcks, jumps, nd skill fetures tht re scled to provide for rnge of riding skill levels. The prk hs been designed to mximize sfety, flow, skill progression, cretivity, qulity, nd mintennce. Riders cn follow number of circuits depending upon their interest nd level of experience. The development will be nturl in chrcter, designed to blend in within the existing context of the community prk, s well s integrte with the nerby houses nd multi-fmily residences. Key fetures of the pln include: The strt hill, up to 15 feet in height, locted in the northwest comer of the site. BMX jumps tht re plced long the northest perimeter of the prk. Jumps, five foot high for intermedite riders, locted roughly in the middle of the property CNCL - 161

3 My 13, "Super booters", 1 0 foot high dirt mounds plced in line with wooden rmps up to six feet in height, for dvnced riders. Progression jumps of incresing heights, plced centrlly within the site. Beginner's pump trck tht is closer to the Grnville Avenue frontge, for riders just introduced to the sport. On these fetures they prctice pumping nd cornering. A skills re tht includes fetures such s log rides nd ldder bridges, set up t vrying distnces from the ground, to provide n opportunity to lern blnce on nd off bikes. Support fetures such s viewing res for specttors, seting nd picnic tbles; "codes of conduct" signge, nd wter supply line. Trees plnted long the est nd south edges of the site to provide buffering between the bike prk nd the djcent residences nd Grnville Avenue trffic. Public Consulttion Process The Open House ws held in the cfeteri spce of Richmond City Hll from 10:00.m. to 2:00 p.m. on Sturdy, April 6,2013. This event represents the first step towrds creting network of bike fetures within Richmond nd ws publicized to the Richmond public by plcing dvertisements nd n rticle in the locl newspper, nd informtion nd news relese on the City's website. Approximtely one hundred nd forty letters of invittion were lso miled to those owners/occupnts of residences locted cross the street from the proposed site, s these people would be directly ffected by the construction of such fcility. The public ws given the opportunity to meet nd discuss the project scope nd concept drwings with City stff, the consultnt, nd the bike riders, nd feedbck form ws vilble for those interested in providing written comments. Twenty seven residents of Richmond ttended the Open House. Response to the project proposl ws very fvourble. Nineteen feedbck forms were completed nd returned, nd the mjority of the respondents strongly supported the proposl to develop the bike terrin prk t Grden City Prk. The conceptul lyout for the site ws supported by respondents; no one expressed opposition to the site pln. In ddition to these feedbck forms, comments were received from locl residents vi emil. For summry of generl comments, see Attchment 2. A meeting of the City Centre Community Assocition Bord of Directors ws held concurrently t Richmond City Hll on April 6, Eight members of the Bord dropped by the Bike Prk Open House to view the plns nd individully mde supportive comments for the project. Next Steps If Grden City Community Prk is pproved by Council to be the site of the bike terrin prk, stff nd the consultnt tem will begin preprtion of the detiled design pln nd construction documents. This design phse will tke pproximtely 8 weeks, with construction nticipted to begin in erly July Opening of the bike terrin prk is scheduled for September Finncil Impct The preliminry budget for the Grden City Community Prk Bike Terrin Prk concept pln is estimted to be $350,000, which includes 30% contingency. Conclusion There is considerble interest in developing new bike terrin prk in Richmond, nd strong support ws received from the public t n Open House event, for developing this fcility within the southwest comer of Grden City Community Prk. This site is centrlly locted within the city, nd the concept pln proposes series of bike fetures tht provides fun nd chllenge in sfe environment, for riders of ll skill levels. 13 Attchment 2 Grden City Community Prk - Bike Terrin Prk April 6, 2013 Public Feedbck Forms - Comments My thoughts on the proposed loction of the Grden City Bike Terrin Prk: Good loction wy from regulr users of prk. Trffic brriers should be instlled for sfety protection of bike users nd vehicles. Would love to hve something closer to home s well, or just more dirt jump prks in Richmond. I like it becuse it is close to my house. I cn ride my bike to the prk. Like tht it is in Richmond. Right now we trvel to North Vn, Burnby, nd Surrey. It's ner busy intersection so ny dditionl noise shouldn't be n issue. Long time coming. It's perfect. The loction is gret. Prking should be reduced being in more centrl loction, nd lne prking (existing) should suffice. Prking is concern I think round the neighbourhood. Most bike riders in Richmond re living in the Steveston re. So there my be problem with cr prking t the new loction. Hs very good pump trck for strters. A big set is gret line for bmx nd DJ but it's too fr from my house. The loctions if bit further from our house, but nice nd centrl for Richmond in generl. I very much like the fct tht it is so centrlly locted nd ner the wshroom fcilities t Grden City Prk. I strongly support this ide mostly becuse this neighbourhood is growing rpidly. More younger fmilies with young children re moving in. Hving such prk for children is good for them physiclly nd for their overll helth. Possible wshroom/outhouse close by. Good loction; centrl. This is very congested re nd I would like to see lrge bike prk, such s this to be developed in n re with less trffic nd less high rises. Aestheticlly it isn't n ppeling site nd there isn't room for growth. My thoughts on the proposed lyout of the Grden City Bike Terrin Prk:.. Would prefer n enclosed entity nd cler seprtion from prk. 14 .. I like skinneies becuse they re fun... Nicely designed for ll levels... I love the mix in the proposl. I love the flow nd the multiple lines nd trnsfers. I just worry if there is too much crmmed in tight... Some more hills... Crete spce for younger kids. Crete bumpy tril for bikes, spce for dults to wtch their kids sfety... First priority: Crete n ccess dirt tril point from the south lke tril through the forest to the bike prk so there is direct ccess from the prk s opposed to using the nrrow sidewlk (west/south side) nd competing with pedestrins... There is something for everyone, which is gret. More emphsis on vriety of skills thn just dirt jumps s before. It would be gret to modify the strt hill to include plce to session drops of different sizes nd heights... The lyout designs seem to be crmped considering if there re lots of kids riding... There seems to be wy too mny pump rollers long the edge of the bike prk... The lyout seems to nicely cover beginner to dvnced skills... The lyout looks very good nd seems to support vriety of skill levels... We hit mny bike prks round B. C. with our 5 nd 6 yer old children. I love the vriety for skill levels... Are the retining wlls for the big hill going to be mde of those lrge concrete blocks? Looks unppeling. I hve the following dditionl comments on the overll proposed Grden City Bike Terrin Prk:.. I m very gld to see Richmond supporting the bike prk which supports the beuty of Richmond s gret plce to rise fmily, the more we cn encourge ctive kids the better Richmond is... Do not wnt this bike prk to interfere with pece nd trnquility or the wildlife. This is definitely fmily prk used by toddlers to seniors nd would not like this to chnge... I would love to be ble to help build... Thnk you for building it... Include community volunteers in construction when possible. Mitigte with instlling ntive plnts. Thnks for inititing this project... Nice to hve: Crete bsic single trck tril in the forest on north side suitble for young kids... It would be gret if it could be lit t night s well, nd dequtely drined for wet dys... This is n excellent ide benefiting not only this prticulr neighbourhood but lso Richmond s whole becuse of the loction nd the promoting-helth ide behind it... There's no covered re of the prk?
