2 Road Safety Scenario - India 125,000 deaths every year, and 500,000 injuries 342 deaths per day, equivalent to a jumbo crash everyday no survivors 15 deaths per hour One of the top three causes of death for 5-44 yr age group 2
3 3 Road Safety Scenario - India The country loses 2-3% of the GDP on account of these road accidents. In absolute terms, the loss works out to Rs. 750 billion per year.
4 4 International Road Federation (India Chapter) The IRF (India Chapter), has been seized with this problem of human tragedy caused due to road accidents. Accordingly, the Indian Chapter of IRF has taken upon itself to champion the cause of Road Safety in India.
5 5 International Road Federation (India Chapter) In September 2009, IRF (India Chapter) and the Ministry of Road Transport & Highways have jointly launched the National Campaign on Reduction of Road Fatalities, by 50% by the end of 2012 to be realized through systematic plan of actions
6 6 International Road Federation (India Chapter) International Road Federation (India Chapter) organized four regional conferences in India The fifth in series on Institutional Arrangement for Reduction of Road Fatalities is to be held on 25 th & 26 th November 2010 A vibrant regional chapter of IRF has been able to influence the stakeholders in the Government and private sector to view the road safety as a critical problem for the region.

10 10 Road Safety Campaign IRF s (India Chapter) activities pertaining to reduction of road fatalities, Participated in National Road Safety Week. IRF (India Chapter) awarded certificate by the Govt. of India for its commendable work Successfully pursued with Central Government for direction to State Governments to advise Cinema Halls to show a film of 3 to 4 minutes on road safety before showing commercial films Providing Hoardings of Road Safety messages at prominent locations in all towns and cities. Directions have already been issued by the Government
11 11 Road Safety Campaign Successfully pursued with Central Government to show short promos on road safety in TV channels Successfully pursued with the Government for Road Safety slogans being printed in 120 newspapers including regional languages Pursuing with Government for Road Safety education of school children by developing school curriculum for uniform adoption
12 12 Road Safety Campaign The posters on theme of Road Safety prepared by IRF are on display in the Government as well as private corporate offices. IRF is actively working with Government for mandatory implementation of various in-vehicle safety devices in all motor vehicles
13 13 Road Safety Campaign Pursuing with Government for establishment of fully equipped driver training schools Pursuing with the Government for painting the bicycle frame and rear mudguard of 2- whelers in luminous orange colour for greater visibility
14 14 Road Safety Campaign IRF has initiated school visits by Road Safety Experts to develop the safety consciousness amongst school children and adoption of safe road user behavior through lectures, games, competitions, and actual demonstrations
15 15 Road Safety Campaign Pursuing with Ministry of Finance, to permit duty free import of Intelligent Transport System related equipment for enhancing safety to permit duty free import of Driving Simulators for Driver Training Schools to provide tax exemptions for incurring expenditures towards funding of road safety activities

17 17 RSA is part of Road Safety Strategy Audit is an integral part of a road safety strategy Helps to prevent accidents that may otherwise need to treat in future Can save money Promotes an understanding of safe design practice for designers and managers Will help significantly in achieving road casualty reduction targets IRF is perusing with Govt. to make it mandatory for all road developments
18 18 Aims of Road Safety Audit Specific aims are to: Minimise risk and severity of accidents Minimise/ avoid accidents on network Meet the needs of safe use by all users Reduce long term cost of road scheme Improve awareness of safe design practices
19 19 Road Safety Audit RSA applies to all six stages of development: Feasibility study Preliminary design Detailed design During construction Constructed (Pre-opening) Existing roads (monitoring)
20 20 Underlying Concepts Prevention is better than cure Less trauma Less money for treatments Drive, Ride, Walk in Safety Less accident costs over whole economic life of project
21 21 Engineering Improvements and RSA An IRF Committee was constituted comprising all the stakeholders to recommend a series of engineering improvements in the rural and urban roads for satisfying the requirements of forgiving roads The Government has since issued a circular on 27 th April 2010 to all concerned Departments to implement the desired engineering measures both on existing roads as well as in on-going road projects
22 Training of Road Safety Auditors IRF (India Chapter) jointly with ARRB Group has planned to build capacity on Road Safety Audit in India by conducting certification course for road safety auditors Four such courses (one week course) have been conducted and 120 auditors have been trained till July Two more courses will be held in January
23 Conclusion Road Safety practices as taken in India can be replicated across the world with minimum changes by customizing it with local requirements.
