This project will be completed through a single design-build contract identified as State Project This project involves expanding the four-lane roadway on TH 14 east of Owatonna. The project extends from 0.4 mi. east of Jct. CSAH 45 to 0.8 mi. east of Jct. TH 218, and is approximately 2.29 miles long. The project will comprise: Construction of two new westbound lanes and a bridge (Br. #74014) over the junction of TH 218 for the new westbound lanes New ramps for the westbound lanes at the junction of TH 218 Realignment of the existing ramps for the eastbound lanes at the junction of TH 218, including an acceleration lane for the eastbound entrance ramp on to TH 14 Grade raises on the existing roadway (the new eastbound lanes) along sections of the east and west bridge embankment to accommodate a new median ditch Replacement of the east and west approach panels for Bridge #74010 A mill and bituminous overlay of the existing roadway for the proposed eastbound lanes Reconstruction of TH 218/CSAH 48 and addition of turn lanes Construction of an at-grade median crossing and turn lanes at the CSAH6/TH14 intersection For the reconstruction of TH 218/CSAH 48, work begins on TH 218 approximately 1,800 feet south of TH 14 and ends on CSAH 48 approximately 2,300 feet north of TH 14. 2 2 DEFINITIONS AND ABBREVIATIONS 2.1 Definitions TH 14 Mainline: The TH 14 roadway, consisting of two traffic lanes in each direction (eastbound and westbound) TH 218/CSAH 48: The roadway under the TH 14 overpass, consisting of a single lane in each direction (northbound and southbound) Ramp: A roadway segment providing access between the mainline and a local crossroad Base Plan: The roadway plan and profile provided by the Department. This plan depicts the proposed roadway geometric design, existing and proposed right-of-way limits, and project work limits. The Base Plan and the design criteria shown on it shall be considered reliable information for the purpose of advancing the final design. Right-of-Way Authorization Map: A project map, provided by the Department, depicting existing and proposed right-of-way and temporary construction easements. The right-of-way shown on this map shall take precedence over the right-of-way shown on the Base Plan. The design-builder shall restrict its operations to the rightof-way limits and construction easement limits as depicted on this map. The use of guardrail is anticipated only for bridge end protection and bridge slope transition. The design-builder shall use the Department s approved guardrail list, and design and installation standards. 8 RIGHT-OF-WAY FENCING The design-builder shall be responsible for replacing existing right-of-way fence throughout the project limits, and installing new right-of-way fence as required. Right-of-way fencing limits and type are depicted on the Base Plan. Materials and installation shall conform to Mn/DOT Standard Specifications for Construction, 2000, Section ROADWAY DESIGN Base Plan and RFP. The design-builder shall prepare the final horizontal and vertical design of the roadway and structures using the base plan supplied by the Department. The design-builder shall be responsible for ensuring that the design criteria, as listed in the RFP, will meet the intent and the constraints of the project as shown on the base plan and described in the RFP. 7 Conflicts. If any of the design criteria listed in the RFP conflicts with the field conditions or is indirect conflict with the constraints as listed, the design-builder shall notify the Department for clarification prior to submission of the design-builder s proposal. Alignment Changes. Changes in horizontal or vertical alignment to those shown on the base plan must be approved by the Department prior to submission of plans and before any permanent construction takes place. Innovation. Because this design-build project will be awarded on the basis of a low bid, the design-build teams submitting price proposals must base their lump-sum, low-bid price on the base plan and the design criteria listed in the RFP. The RFP will describe allowable procedures for the design-builder to propose innovative design or construction concepts. However, the costs of any such concepts shall not be included in the lump-sum price submitted in the price proposal, but shall be negotiated with the Department after award of the contract. 10 RIGHT-OF-WAY Base Plan. The design-builder shall provide a design that stays within the current ROW boundaries as shown on the base plan, and plan construction activities and staging areas to remain within these same boundaries. Temporary Easements. The Department will not be responsible for, nor will it participate in obtaining, any temporary easements outside of the right-of-way boundaries shown on the base plan. The design-builder may at its own discretion negotiate temporary easements for construction activities or staging areas with adjacent landowners. New Right-of-Way. Additional right-of-way is required to design and construct the proposed ramps as depicted on the base plan. The Department is in the process of acquiring this right-of-way and negotiating with the private landowners. The Department plans to have acquired or to provide right of entry on all ROW by October 1, If there are parcels that are not available to the designbuilder and the parcels are demonstrated to be on the project s critical path, a change order for time will be negotiated. It is possible that the Department may have some of the new right-of-way acquired before this date, but the design-builder shall be responsible for planning and scheduling construction activities around these areas, and shall be prepared to do so. 11 PLAN SUBMITTAL REQUIREMENTS Design-Builder Plans. The design-builder shall produce plans that aid and facilitate design review by the Department, and provide adequate information for safe, efficient, and highquality construction. The design-builder shall be responsible for producing a complete set of asbuilt plans upon completion of the project.
