2 High Performance Athlete Funding and Support Overview 1. Aim: An athlete funding and support strategy that enables rider stability and performance 2. The Key Principles: a) Funding and support levels that enable athletes to effectively prepare and perform to their potential and ultimately deliver to the designated programme goals b) Clarity and transparency 3. Support Areas: a) Direct athlete funding including PEGs where applicable b) Athlete Carding c) Cycling Performance Hub support d) Pathway to Podium support e) PM Scholarships f) International campaign support 4. Athletes to be Supported: Cycling New Zealand will consider providing support to athletes that are aligned to one or more of the following: a) The ability to podium at the Tokyo Olympic Games b) Potential to podium at the Tokyo Olympic Games c) Contribute to Cycling New Zealand s outcomes in Tokyo d) Or targeted high performance development athletes, with the potential to deliver performance outcomes beyond (these athletes will be coming out of the Under 19 programme that will have no impact on ) 5. Mechanisms for Support: The mechanisms for this support will be through the following programmes: a) Athletes targeted in the high performance track squad b) Athletes in targeted high performance MTB, Road and BMX individual campaigns c) Athletes in the high performance athlete development programme and may be part of Cycling Performance Hub programme and/or Junior programme Athlete Funding and Support Page 2

Secondary targeted Track events will be assessed on merit. *Athletes that form part of the squad but miss out on the starting line up for that year s pinnacle event and not qualify for a HPSNZ PEGs, but seen by Cycling New Zealand as an integral part of the team s future success. 7. Targeted Individual Campaigns (MTB, Road, BMX): Cycling New Zealand will consider providing support to individual athletes that are aligned to one or more of the following: The ability to podium at the Tokyo Olympic Games Potential to podium at the Tokyo Olympic Games Or contribute to Cycling New Zealand s outcomes in Tokyo 9. Carding Criteria Overview: Carding Level Classification Level 1 The ability to podium at the Tokyo Olympic Games Level 2 Potential to podium at the Tokyo Olympic Games Level 3 Potential to perform on the world stage beyond Or contribute to Cycling New Zealand s outcomes in Tokyo 11. Performance Hubs: a) Objectives i) The overarching objective for the Cycling Performance Hubs (Hubs) is to systematically increase the quality and quantity of riders available to the Cycling New Zealand High Performance Programme. ii) The Hubs will also: Support identified Under 23 development athletes as they prepare for the High Performance Programme. Support identified Junior/Under 19 development athletes as they prepare for the High Performance Programme. Athlete Funding and Support Page 4

5 Support High Performance Programme athletes regionally who are working outside of the programme to provide a return pathway to the High Performance Programme. Enable clear pathways towards Junior & Elite programmes for age group athletes Assist with the development of key regional coaches. Provide a pathway for coaches as part of HP succession planning. Assist regional organisation with athlete and coach development in the youth space. b) Support i) Cycling New Zealand s High Performance Programme will provide the Hub coaches with a high performance training blueprint to be used as a basis for their Hub training programme and integrated with athletes Individual Performance Plans (IPPs). ii) Athlete Performance Support (APS) such as strength & conditioning, and including educational components such as nutrition and psychology will be planned by the Hub coach in conjunction with Cycling New Zealand s High Performance Programme and are to be fully integrated in the athletes IPPs. iii) Other APS such as reactive medical and physiotherapy requirement will be at the discretion of Hub coach. iv) Where possible APS delivery will be linked with the P2P (Pathway to Podium) and HPSNZ Athlete Carding system. v) Other requirements will be on a case by case requirement and at the discretion of Hub coach and Cycling New Zealand s High Performance Programme. 12. Pathway To Podium Support (these athletes will be 3-5 years from podium) a) Description: i) Pathway to Podium is a nationwide talent development programme helping emerging athletes (usually in their late teens) and coaches be better prepared for the demands of a life in high performance sport. b) Details: i) Cycling New Zealand select the athletes that are demonstrating potential to be future high performance athletes (that is, likely to be carded in the next 1-3 years). High Performance Sport New Zealand (HPSNZ) and each Cycling New Zealand agree on the number of athletes that will join the programme, and Cycling New Zealand then applies our selection criteria to determine what they are looking for in athletes at that particular stage of development. c) Athlete Support: i) Each athlete receives an individualised performance plan (IPP). This plan outlines process and performance goals, milestones and key development areas. In the development of their IPP, services and resources that will support the athlete to achieve their goals are assigned. ii) Athletes, coaches and parents will also attend a series of educational workshops in key athlete performance support areas that will assist the athlete s development and growth. The workshops give the athletes tools and strategies to experiment with and Athlete Funding and Support Page 5

6 use in training and competition. A big focus of the programme is developing self-driven athletes demonstrating positive self-management. iii) The primary Athlete Performance Support areas within Pathway to Podium are: Athlete Life Performance Psychology Nutrition for sport Strength and Conditioning Regionals may also provide additional workshops that the athletes, coaches and parents can benefit from. 13. Prime Minister s Scholarships a) Objectives i) Prime Minister s Athlete Scholarships allow athletes to undertake tertiary study and vocational qualifications while pursuing elite level sport at the same time. ii) The programme supports the achievement of tertiary and vocational qualifications while pursuing excellence in sport. The programme provides support in: a) High performance planning, including career advice to assist recipients to make wellconsidered decisions regarding Study Plans and workloads, and manage their lives effectively in the pursuit of sporting excellence. b) Financial contribution to academic fees (up to a maximum of $10,000 per year including GST if applicable). c) Financial contribution towards other study costs (up to a maximum of $5,000 per year including GST if applicable), referred to as the Study Support Allowance (SSA), which may include living expenses, study expenses (for example, exam-related fees), and books. b) To be eligible the applicant must satisfy all of the following criteria: i) Be a New Zealand citizen. ii) Be identified by HPSNZ as one of the following: a) A Carded Athlete b) An athlete who is likely to become carded within the next 6 months and as agreed by HPSNZ. c) The proposed study must fit within the athlete s Individual Performance Plan (IPP) for the next 12-month period, with study requirements that do not restrict the athlete s ability to commit to their agreed national training and competition plans. d) Submit a complete application. e) Be endorsed by Cycling New Zealand and HPSNZ leading up to and during the scholarship, which includes having an agreed study plan and/or development plan. f) Have met all athlete requirements whilst studying under the scholarship in the previous 12 months, unless HPSNZ agrees otherwise (athletes re-applying for a scholarship only). c) Cycling New Zealand is required to prioritise applications and will do so in the following order: i) Carded Level 1 ii) Carded Level 2 iii) Carded Level 3 iv) Hub riders / Pathway to Podium Athlete Funding and Support Page 6

Individual Campaign Support (MTB, Road, BMX) a) Background: i) For the Olympic cycle through to the Tokyo Olympic Games, Cycling New Zealand is intending to have a centralised high performance programme for Track cycling, and provide individual campaign support for targeted elite athletes that compete is MTB, Road, and BMX. b) Objectives for campaign support: i) The objective of this support it to assist athletes to achieve the agreed objectives through to and including the Tokyo Olympic Games. c) Support structures: i) Each athlete / campaign will be considered on a case by case basis taking into consideration the following factors: (1) The campaign/athletes ability to achieve an outcome in Tokyo (2) Their agreed IPP (3) Their annual financial needs (4) The financial ability of Cycling New Zealand to contribute d) Mechanisms: i) Cycling New Zealand will meet with athletes prior to the key dates below to work through their campaign plans and confirm support levels if applicable. ii) Cycling New Zealand however reserves the right to add or adjust campaigns or support levels at any time it deems necessary (such as deviations from IPPs, loss of funding to Cycling New Zealand etc.) Athlete Funding and Support Page 7
