1 7.0 Nomotorized Facilities 7.1 Sectio Overview This sectio describes the existig coditios ad ay idetified future impacts with the project o omotorized facilities withi the study area. Data were collected ad aalyzed for impacts o omotorized facilities icludig sidewalks, desigated bicycle routes, marked bicycle laes, ad regioal multiuse trails. Sidewalk ivetory exteded 0.5 mile from potetial statios; bicycle-route ivetory exteded 1 mile from potetial statios. Regioal multiuse trails were ivetoried withi 1 mile of potetial statios. These trails provide regioal mobility for omotorized users ad allow East Lik riders to trasfer to omotorized modes. School walk routes were ivetoried ad aalyzed for potetial impacts o geeral walkability, based o their proximity to statio alteratives. Lad uses withi 0.5 mile from the proposed statios were icluded i the omotorized aalysis to evaluate the pedestria activity surroudig the statios. The evaluatio of omotorized facilities idicated that the East Lik Project would geerally icrease the pedestria activity i ad aroud the proposed statios, compared with existig coditios. I the o-build coditio, pedestria ad bicycle facilities are likely to improve with umerous plaed improvemets icluded i agecy log-rage plas. East Lik would support, ad i most cases ehace, these improvemets as the project proposes a umber of omotorized ameities i ad adjacet to the statios to miimize impacts o pedestria ad bicycle circulatio durig both East Lik costructio ad operatio. Soud Trasit would provide ehacemets, if eeded, to the sidewalk adjacet to East Lik statios. These ehacemets would provide comfortable ad safe pedestria ad bicycle access to ad from the statios ad areas surroudig the statios. Treatmets for safe ad effective pedestria access might iclude crosswalks, sigals, street lightig, safety gates, warig lights, sigage, ad other elemets that might provide stadard features to facilitate safe ad accessible trasfers for trasit customers from oe type of public trasportatio to aother. I additio to pedestria ad bicycle circulatio improvemets, the project would provide statio ameities such as bicycle racks ad lockers. There are crosswalks at all arterial study itersectios withi the corridor, ad street-crossig access would geerally remai similar to existig coditios or improve with light rail. For at-grade statios (either o the side of the roadway or i the media), crosswalks would be maitaied or added to coect pedestrias ad bicyclists with the statio platform. For tuel ad elevated statios, stair ad elevator access would be provided to coect pedestrias ad bicyclists with the statio platform. For elevated or at-grade alteratives, crosswalks might have slightly loger pedestria walkig distaces across the roadway. Where there is at-grade light rail track crossig a sidewalk or crosswalk, either a traffic sigal or light rail crossig gates ad warig sigals would be provided for pedestrias ad bicyclists safety. Curretly, there are few mid-block pedestria crosswalks withi the study area, ad the East Lik Project would maitai these existig crossigs if directly affected, while ot creatig ay ew mid-block crossigs. Because some of the East Lik statios would be located ear local ad regioal trails, omotorized regioal mobility would be ehaced by the project. The East Lik Project would provide access ad mobility to trasit facilities ad improved coectios to the regioal omotorized system. Without the project, pedestria ad bicycle facilities located where statios are proposed might remai discoected, with little or o improvemets ad lackig ameities. Without light rail, some omotorized coectios would cotiue to lack access to surroudig eighborhoods ad urba ceters. 7.2 Affected Eviromet Pedestria circulatio ad sidewalks were ivetoried ad evaluated alog arterial streets withi 0.5 mile of the proposed statios. I additio, pedestria LOS was calculated to evaluate pedestria crowdig at itersectios ear (withi 300 feet) the proposed statios. Gaps i the sidewalk etwork surroudig statios were idetified o either oe or both sides of arterial streets to assess the geeral walkig coditios of pedestria circulatio paths leadig to ad from the statios. Lad uses withi 0.5 mile walkig distace of the proposed statios were East Lik Project Fial EIS Nomotorized Facilities

Bicycle facilities withi a 1-mile radius of statios were idetified to determie bicycle circulatio patters ad if there are ay impacts. Regioal multiuse trails were idetified, as well as school walk routes recommeded by local agecies. Appedix A of this Trasportatio Techical Report (Appedix H1 of this Fial EIS) provides greater detail o the aalysis methodology Pedestria Activity, Sidewalks, ad School Walk Routes Sidewalks are available alog most arterial streets withi the study area, providig sufficiet pedestria coectios. Geerally, there are oly a few areas that are missig sidewalks o oe or both sides of the street. Streets that lack sidewalks are typically i residetial eighborhoods, o local access streets, or o streets with low pedestria volumes. The followig subsectios describe the pedestria activity, sidewalks, ad crosswalks i each segmet of the East Lik Project. Bicycle routes ad facilities, ad regioal multiuse trails are discussed i Sectio Segmet A Soud Trasit ivetoried omotorized facilities located i Segmet A withi the City of Seattle ad the City of Mercer Islad. Geerally, there are sidewalks surroudig Raiier ad Mercer Islad. A few small segmets with missig sidewalks, less tha oe-quarter mile, were idetified alog Raiier Aveue South ad some arterials alog Mercer Islad where sidewalk was provided o oe side of the roadway. Table 7-1 ad Exhibits 7-1 ad 7-2 show missig sidewalk facilities idetified withi 0.5 mile of statios. A few small segmets with missig sidewalks, less tha oe-quarter mile i legth, were idetified alog Raiier Aveue South. Crosswalks are preset at most arterial itersectios i this area. Sidewalks are preset alog both sides of Raiier Aveue South, south of I-90. North of I-90, sidewalks are preset alog the wester side of Raiier Aveue South. O the east side of Raiier Aveue South, uder I-90, the sidewalk termiates ad coects to a paved trail that cotiues ito Judkis Park ad Playfield. The sidewalk ad crosswalk cofiguratio i this area is discotiuous ad therefore ca create slightly loger walkig distaces for pedestrias. Additioally, there is a midblock crossig o 23rd Aveue South coectig South Day Street to the wester portio of the I-90 Lid Park ad the Raiier. 5 7.0 Nomotorized Facilities I Mercer Islad, recet mixed-use developmets at the Mercer Islad Tow Ceter, completio of the ew Mercer Islad Park-ad-Ride Lot, ad improvemets i pedestria coectivity have resulted i a more walkable area betwee the Tow Ceter ad North Mercer Islad. Nearly all of the commercial activity i Mercer Islad is cetralized at the Mercer Islad Tow Ceter, makig it a commo destiatio for residets ad pedestrias. The Mercer Islad I-90 Lid Park provides multiple coectios across I-90 betwee North Mercer Islad ad the Tow Ceter ad provides the largest area of omotorized recreatioal use o Mercer Islad. Sidewalks located alog 76th Aveue SE, 77th Aveue SE, ad 80th Aveue SE provide pedestria ad bicycle coectivity across I-90. Crosswalks ad wider sidewalks are preset throughout most of the commercial area i Mercer Islad, i additio to some pedestria-friedly roadway elemets such as bulb-outs ad street trees. There are school walk routes for Beaco Hill Elemetary School ad Thurgood Marshall Elemetary School withi 0.5 mile of Raiier. However, these walk routes are located o collector ad local streets ad are ot preset o arterial streets withi the Seattle area of Segmet A. There are o school walk routes i Mercer Islad withi 0.5 mile of the Mercer Islad Segmet B Geerally, there is less pedestria activity i Segmet B tha i the other segmets because of the surroudig residetial eighborhoods of Eatai, Surrey Dows, ad Wilburto ad Mercer Slough Nature Park, topography, ad street cofiguratio. I additio, high traffic volumes o 112th Aveue SE, Bellevue Way SE, ad ear the SE 8th Street/I-405 iterchage ca discourage pedestrias ad bicycle activities. Eve so, commo walkig origis or destiatios i this area iclude the Eatai eighborhood, earby office parks, ad the Mercer Slough recreatioal area. There are geerally sidewalks alog arterial ad residetial collector streets withi Segmet B. There are missig sidewalk facilities, located o oe side, both sides scattered o most arterials withi 0.5 mile of the potetial statios maily because of topographical costraits. Table 7-2 ad Exhibit 7-3 list these missig sidewalk sectios. The South Bellevue Park-ad-Ride Lot is located approximately 0.5 mile orth of I-90. Most of the surroudig lad use cosists of ope recreatioal spaces betwee I-90 ad the South Bellevue Park-ad-Ride Lot. Office parks are located orth of the park-ad-ride lot, alog 112th Aveue SE. As a result, high pedestria volumes are relatively ucommo aroud the park-ad-ride area. Crosswalks are located at the sigalized itersectio etrace to the park-ad-ride lot. Sidewalk is abset alog the wester side of Bellevue Way, south of 112th Aveue SE, because of right-of-way costraits associated with the topography. The existig sidewalks surroudig the proposed 118th Aveue ad SE 8th Street statios are geerally located alog arterial streets, although sidewalks are abset o the east side of 114th Aveue NE (alog I-405) ad 118th Aveue SE because of right-of-way costraits. At the iterchage of SE 8th Street ad I-405, crosswalks are marked alog the orth side of SE 8th Street, although they are abset alog the south side of SE 8th Street. 7 7.0 Nomotorized Facilities Withi oe-mile of the statios i Segmet B, there are few local or collector east-west streets that coect the arterial streets to each other. Lake Hills Coector Road ad SE 8th Street are the mai east-west arterials providig coectio betwee the South Bellevue ad Wilburto eighborhoods. A missig sidewalk was idetified o SE 25th Street, which serves the school walk route for Eatai Elemetary School. Most of the school walk routes for this school are located o collector ad local residetial streets Segmet C Dowtow Bellevue is a major destiatio i the easter Puget Soud regio, ad pedestria circulatio is higher i Dowtow Bellevue tha i the other segmets. Sidewalks ad crosswalks are geerally preset throughout Segmet C ad surroudig Bellevue Trasit Ceter as idicated i Table 7-3 ad show i Exhibit 7-4. Full sidewalks are preset at locatios earest to the proposed statios, idicatig that pedestria circulatio would be geerally well supported by existig sidewalks, although topography reduces the ease of pedestria east-west movemets i the easter edge of dowtow. Sidewalks are also provided o the arterials that coect Dowtow Bellevue with Segmets B ad D. The highest pedestria activity i Segmet C ad i the study area is focused aroud Bellevue Trasit Ceter. There are major pedestria crossigs at Bellevue Trasit Ceter, where there is dese pedestria activity durig the PM peak periods, whe commuters are travelig to bus loadig areas. Curretly, almost 700 pedestrias durig the PM peak hour cross through the itersectio of 108th Aveue NE ad NE 6th Street (adjacet to Bellevue Trasit Ceter). May pedestrias usig this trasit ceter origiate from or are destied to earby employers throughout dowtow. A east-west pedestria pathway provides coectivity betwee Bellevue Trasit Ceter ad Bellevue Square Mall/Licol Square ad surroudig retail uses. Geerally, withi the dowtow area, pedestria activity is deser betwee Bellevue Way ad 110th Aveue NE ad betwee NE 8th Street ad NE 4th Street, where retail ad busiess office destiatios are predomiat. The City of Bellevue has also istalled or sigalized several midblock crosswalks withi the dowtow area to improve the coectivity betwee major destiatios ad lad uses. East of I-405, pedestria activity occurs mostly ear Overlake Hospital. Crosswalks are preset alog 116th Aveue NE allowig pedestrias access betwee the Overlake Hospital ad the smaller retail areas east of 116th Aveue NE. Pedestria coectivity betwee Dowtow Bellevue ad the Overlake Hospital area is limited to a few coectios across I-405. Sidewalk is preset alog both sides of each crossig; however, pedestrias crossig NE 8th Street must use cautio crossig the etwork of freeway ramp termials at either eds of the bridge because crosswalks ad sigals are ot preset at all the ramp termials. Crosswalks are also preset alog NE 8th Street, east of I-405, at 116th Aveue NE ad at 120th Aveue NE itersectios, although the distace betwee these crossigs is cosiderable. Sidewalks are preset alog arterials that serve the Bellevue High school walk route i Segmet C. Similarly to the other segmets, much of the school walk routes are located o collector ad local streets. Most of the pedestria activity i Segmet D occurs east of 140th Aveue NE ear the area surroudig Overlake Village, where retail, medical, ad commercial uses are more predomiat, ad betwee Overlake Trasit Ceter ad the surroudig commercial ad office lad uses. More sidewalks ad traffic sigals are preset i these areas tha i the wester part of Segmet D. Pedestria activity i the Bel-Red area betwee 116th Aveue NE ad 140th Aveue NE is miimal because much of the lad use cosists of light idustrial, office park, ad commercial uses. Either o sidewalk is provided or large portios of missig sidewalk occur o both sides of the arterial streets i this area (120th, 124th, 130th, ad 136th Aveues NE), as listed i Table 7-4 ad show i Exhibit 7-5. Additioally, log walkig distaces betwee the two east-west arterials, Bel-Red Road ad NE 20th Street, discourage pedestria activity i this area. However, there are sidewalk facilities o both sides of these two streets. Crosswalks are located at all sigalized itersectios i Segmet D. There are o school walk routes o arterial streets withi Segmet D. The I-90 Trail is a popular bicycle facility amog recreatioal users ad bicycle commuters, ad it is the oly omotorized facility that provides pedestria ad bicycle access across Lake Washigto ad to Mercer Islad. I 2009, approximately 60 bicycle users were couted durig the AM peak, ad 100 bicycle users were couted durig the PM peak at the itersectio of the I- 90 Trail etrace at Eatai Park i Bellevue. At the I-90 Trail/12th Aveue South i Seattle, approximately 110 bicyclists were couted i the AM peak ad 130 i the PM peak (WSDOT, 2009b). I Segmets D ad E, the SR 520 Regioal Trail is a major multiuse trail facility that follows SR 520 to the Redmod Tow Ceter. 19 7.0 Nomotorized Facilities 7.3 Evirometal Impacts This sectio describes the impacts o omotorized facilities ad pedestria access surroudig the statios. This icludes idetifyig ay sidewalk, bicycle ad crosswalk impacts related to the project, impacts o recommeded school walk routes ad impacts durig costructio ad mitigatio. To evaluate the ease ad flexibility of omotorized activity i the areas surroudig proposed statios ad the statio s potetial to attract walk ad bike trips, the percet of existig ad future sidewalk ad bicycle facility coverage was ivetoried ad measured surroudig each proposed statio. Major lad uses withi 0.5 mile of proposed statios were icluded i the aalysis to idetify types of omotorized activities that would occur amog the statios. Additioally, at each proposed statio, barriers to walkig ad bikig were idetified (such as topography ad log distaces betwee crosswalks), as well as posted roadway speeds, crosswalk locatios, ad average block legths. Future sidewalk ad bicycle facility coverage was obtaied usig GIS data from each muicipality s omotorized Capital Improvemet Pla (CIP) ad log-rage plaed projects. Appedix G i this Trasportatio Techical Report lists omotorized trasportatio improvemet projects i the study area. Pedestria LOS for sidewalks ad itersectio crossigs ear statio etraces was evaluated usig methodology from the Highway Capacity Maual (TRB, 2000) ad the TCQSM (TRB, 2003). Pedestria LOS is a measure of the walkig coditios o a sidewalk, route, or path. LOS A represets ample spacig betwee pedestrias o a sidewalk or path allowig for free-flow walk speeds. LOS F represets uavoidable crowdig betwee pedestrias o a sidewalk or path, prevetig free-flow walkig speed ad movemet. Table B-9 i Appedix B of this Trasportatio Techical Report cotais the LOS defiitios, criteria, ad descriptios for walkways ad sidewalks. Existig pedestria data were obtaied from itersectio volume couts collected for the project ad evaluated for 15-miute flow rates. To aalyze 2020 ad 2030 o-build pedestria volumes, existig pedestria volumes were icreased by the forecast aual traffic growth rates expected for each segmet. For the build coditio, the PM peak-period ridership forecasts were used to develop a statio s pedestria forecasts. Pedestrias were distributed to itersectio crossigs based o existig ad future lad uses. Pedestria LOS is summarized for each segmet i Tables F-1 to F-10 i Appedix F of this Trasportatio Techical Report [Appedix H1 of the FEIS]). Although the East Lik Project would substatially icrease the umber of pedestrias i ad aroud most of the statios, sidewalks ad itersectio crossigs throughout the study area were show to operate at LOS C or better i the future o-build ad build coditios. This idicates that there is sufficiet spacig betwee pedestrias o the sidewalk for them to walk freely at their ow speed, with the ability to cross paths with other pedestrias without causig coflicts i most istaces. The project proposes a umber of improvemets i ad aroud statios to miimize impacts o pedestria ad bicycle circulatio, both durig costructio ad durig light rail operatio. Trasit facility desigs would be flexible, allowig each statio to reflect ad fit ito the commuity it serves, while providig stadard features to facilitate smooth ad accessible trasfers for trasit customers from oe type of trasportatio to aother. Stadard desig features would iclude the followig: Security ad safety desig stadards Easy-to-read ad cosistet sigs Pedestria-friedly desig ad full access for people with disabilities Bicycle access ad secure storage Sidewalks immediately adjacet to statios (as show o the coceptual desig drawigs i Appedix G1 of the East Lik Fial EIS) Each statio would provide bicycle storage, icludig racks ad ofte lockers. The proposed umber of bicycle racks ad lockers at each statio is provided i the followig sectios. s would iclude additioal capacity for expasio of bicycle racks ad lockers i the future. 20 7.0 Nomotorized Facilities Segmet A I Segmet A, Preferred Alterative A1 would serve the Raiier ad Mercer Islad s Pedestria Circulatio Preferred Iterstate 90 Alterative (A1) As show i Table 7-6, there are miimal plaed improvemets that would affect the sidewalk coverage surroudig the Raiier. Pedestria ad bicycle coectivity to the I-90 Lid Park ad I-90 Trail from the Raiier is provided by the mid-block crosswalk o 23rd Aveue South. Crosswalks at Raiier ad the I-90 ramp areas would be maitaied, ad walkig distaces surroudig the statio would ot chage from existig coditios. Addig wayfidig sigage alog Raiier Aveue South would help pedestrias avigate through the I-90 ramp area as there are log distaces betwee crosswalks. Other existig pedestria access locatios with the I-90 Trail would ot be affected. The access to the Mercer Islad would be located alog 80th Aveue SE. If the passeger drop-off/pickup area is located alog 77th Aveue SE, statio access would also be provided alog this street. If the passeger drop-off/pick-up area is ot located alog 77th Aveue SE, the it would remai i the Mercer Islad Park-ad- Ride lot. A additioal statio access is beig evaluated that would provide a pedestria bridge extedig over eastboud I-90. This bridge would accommodate about 25 percet of the riders at the statio durig the 3-hour peak period. Because the Mercer Islad is located withi I-90, walkig distaces, sidewalks, ad crosswalks o the arterial streets are expected to remai similar to o-build coditios. Compared to existig, coditios, a few ew sidewalks are plaed i the future; therefore, the sidewalk coverage area surroudig the Mercer Islad icreases i Table 7-6. Overcrowdig o sidewalks is ot expected ear Mercer Islad. Appedix D of this Trasportatio Techical Report (Appedix H1 of this Fial EIS) presets the pedestria LOS results. Nearby school walk routes alog local ad collector streets ear Raiier would ot likely be affected because trasit bus routes servicig Raiier would ot use these residetial local ad collector streets. There are o school walk routes withi walkig distace of the Mercer Islad. As show i Table 7-7, the year 2030 PM peak-period pedestria activity at the Raiier would be split evely betwee people boardig ad alightig (exitig) light rail ad is a little less tha half of the total persotrips at this statio. This idicates that the lad uses surroudig the statio are mixed betwee riders destied for the surroudig residetial eighborhoods ad riders boardig from commercial areas. Overcrowdig o sidewalks or at crosswalks is ot expected as a result of activity i the statio area. Pedestria LOS results are show i tables i Appedix D of this Trasportatio Techical Report (Appedix H1 of this Fial EIS). At Mercer Islad, the PM peak-period pedestria activity would be split evely betwee people boardig ad aligig light rail, idicatig there would be people destied to the surroudig residetial areas ad people boardig from the commercial lad uses at Mercer Islad Tow Ceter. Close to 30 percet of the total persotrips at the statio would be people walkig or bikig to or from the surroudig residetial ad commercial lad uses. Table 7-7 provides the forecasted pedestria ad bicycle trips at Mercer Islad Bicycle Circulatio There is o expected chage i bicycle circulatio i Segmet A with the East Lik Project, although a icreased umber of bicycle commuters trasferrig to ad from light rail ca be expected because both the Raiier ad Mercer Islad statios are coveietly located close to the I-90 Multiuse Regioal Trail. Wayfidig sigage to ad from the trail is recommeded for both statios. Table 7-6 provides a prelimiary estimate of the bicycle storage facilities (bicycle racks ad lockers) at the Raiier ad Mercer Islad statios. With East Lik, a access locatio to the I-90 Trail at the 23rd Aveue South etrace to the Raiier would be created, icreasig the trasferability betwee trasit ad omotorized modes at this locatio ad likely resultig i icreased recreatioal or commuter bicycle activity surroudig the statio.
