1 Minutes of the Minnesott Beach Town Commissioners' July 12,2011 Meeting The regular meeting of the Board of Commissioners, Town of Minnesott Beach, was held Tuesday, July 12,2011 at 7:00 pm, at the Minnesott Beach Town Hall. MEMBERS PRESENT: Mayor Joshua Potter, Commissioners Tim Fowler, Larry Whorton, and Eber Warren. MEMBER ABSENT: Commissioner Dave Stewart OTHERS PRESENT: County Commissioner Kenny Heath, Rich Skreba, Dot Lord, Barbara Gould, Jean Creech, and Bill Adkins. Mayor Potter called the meeting to order by having a moment of silence. Mayor Potter called for discussion regarding any revision to the proposed agenda. There were none. Commissioner Whorton motioned to accept the agenda. All ayes. Motion passed. Commissioner Whorton made a motion to accept the minutes from the June 14,2011 meeting. All ayes. Motion passed. Mayor Potter then opened the floor for public comment. Dot Lord remarked that there was a dog on the golf course being a nuisance. Ms. Lord called Pamlico County Animal Control about the dog and was told that there is no leash law in Minnesott Beach so there was nothing Animal Control could do. County Commissioner Kenny Heath invited the commissioners and the mayor of Minnesott Beach to a district community meeting at the Arapahoe Fire House. State Senator Jean Preston and State Representative Norman Sanderson will be in attendance. State and county issues will be discussed. Questions about budgets and other issues will be answered. This meeting will be held on Tuesday, August 9, 2011 or Thursday, August 11,2011 at 7:00 pm. Mr. Heath also stated that the new water tower construction is on schedule. Mayor Potter moved to New Business. Commissioner Warren motioned to not renew membership to Eastern Carolina Council as they have not provided any service to the Town and are having financial difficulties. All ayes. Motion passed. Commissioner Warren discussed continuing membership to The School of Government Foundation. Commissioner Warren stressed that the School of Government has been an asset to the Town of Minnesott Beach. They answer many questions concerning state and local government. Commissioner Warren motioned to renew membership to the School of Government Foundation. All ayes. Motion passed. 1/2
2 Minutes of the Minnesott Beach Town Commissioners' July 12,2011 Meeting Mayor Potter moved to Unfinished Business. Commissioner Whorton discussed adding the proposed General Ordinances rewrite to the town web site. Commissioner Whorton motioned to schedule a public hearing on the proposed General Ordinances at the August 9, 2011 Board of Commissioners meeting. All ayes. Motion passed. Commissioner Fowler presented the Board with a Roadway Survey Report from Avolis Engineering. The report contains a prioritized list of repaving streets according to the N.C. Department of Transportation Pavement Condition Survey Manual dated 2010 criteria and the cost of repaving those streets. Commissioner Fowler motioned to accept the Roadway Survey as a guide for street repairs. (Copy Attached) All ayes. Motion passed. Commissioner Whorton discussed the amount it would cost if the Town ordered fewer town tags. During the discussion it was decided that it would not be cost effective to order less. Commissioner Whorton motioned to continue purchasing town tags and readdress next fiscal year. All ayes. Motion passed. Commissioner Reports: Commissioner Warren provided the budget report noting the following balances for the period ending June 30, 2011: First Citizens Checking, $9,763.21; First Citizens Savings, $236,152.50; North Carolina Capital Management Trust, $200,354.90; First South Bank Savings, $30,008.66; and First South Bank CD, $20, Commissioner Warren stated that the Town is in excellent condition. Box New Bern, North Carolina Office: July 8, 2011 Mr. Tim Fowler, Commissioner Town of Minnesott Beach Highway 306 South Minnesott Beach, NC RE: 2011 Pavement Condition Survey Town of Minnesott Beach, Pamlico County, North Carolina AE Project No Dear Tim: Avolis Engineering, P.A. was tasked with completing a Pavement Condition Survey of the public road segments under ownership and maintenance responsibilities of the Town of Minnesott Beach. The North Carolina Department of Transportation Pavement Condition Survey Manual dated 2010 was utilized as guidance in completing this assessment. The visual inspection of paverne.it conditions was completed by Mr. Kevin Avolis, P.E. of Avolis Engineering, P.A. on June 27, The following items were assessed for each roadway segment: 1. Pavement Type 2. Shoulder Condition 3. Year Previously Resurfaced (if known) 4. Roadway Surface Loading Conditions 5. Presence of 6. Presence of Traverse Cracking 7. Presence of Surface 8. Quantity of Surface Patching 9. Ride Quality In accordance with the D8T Manual, the magnitude of alligator cracking, traverse cracking, rutting, and patching were classified as either none, light, moderate or severe. Ride quality was assessed by driving the road at the posted speed limit. Considering the pavement evaluation factors, traffic loading, and ride quality, a priority listing of recommended roadway repairs/resurfacing was formulated. Included with this report is a site map documenting the road segments evaluated. Attached with this report are individual inspection sheets for each road segment evaluated. The Town of Minnesott Beach provided us with a 2011 listing of Powell Bill streets. The Town also provided information relative to the latest resurfacing dates for each street segment, if known. Below is a listing of the roadway segments evaluated along with a prioritized listing of resurfacing/repairs. Project costs are based upon 2011 paving pricing.
