The new fares are scheduled to be implemented on July 1, The RTA operates Sun Shuttle and funds Sun Express services that are affected by the City fare increases. The RTA also has recently assumed the operation of the Pima Transit service, which provides special needs transit services to residents of unincorporated Pima County and residents of the Cities and Towns other than Tucson. On April 7, the RTA initiated a 30-day public comment period for the proposed transit fares. Comments received to date are attached for discussion. Any additional comments received between May 3 and May 7 will be provided at the May 10 Transit Working Group meeting. Discussion Points: There were a number of ways for the public to provide comments on the proposed fare increase. Three public meetings were conducted, an online survey was available and comments were also accepted by phone, or letter. Through May 2, 10 comments have been received; 2 of which are in support of the fare increase and the remaining 8 are not. Full copies of the comments received are included in the packet. Recommendation: This is an information item.

Yes Please provide your comments below: I use Handicar (economy fare) this allows me to get doctor appointments and get around Tucson. A new fare of $1.20 is to high and I would have cut back where I go by 50% or more.

Yes Please provide your comments below: As a handicar rider I depend on handicar to take me most places I need to go and the fare increase would affect me, going from 50 cents a ticket to $1.20 a ride, which is an increase of 240%. Plus, I think handicar needs to be changed in the way they do things, not necessarily the drivers, but the office staff. they have too much turnover and their phone system is a pain in the neck. As a disabled rider I do not want to dial all these numbers such as "1" for this and "2" for that, etc. Also, I hear that new company might be bidding for the county contract against Handicar. So, I strongly suggest that the RTA seriously consider a little competition, because that would bring down the price of a ride. I also hear that although as a reduced fare rider on handicar I'm lucky, but I hear that if I were to pay cash it would be $3.00 a ride, which would be $60.00 a month for average use. And I think if you expanded Suntran to maybe Escalante it would give people more options, letting people choose what form of transportation they use. Right now Handicar is the only company who comes out tot he county. So I'm stuck with using them. I would really like to have different options.

Yes Please provide your comments below: RTA is a complete failure when it comes to marketing their services. I have expressed this before. People do not know how economical and convient the services can be for them. Consequently, the buses out here in Oro Valley ride around empty or with one or two people. How utterly stupid! You do not need a price increase. You need so introductory fares to acquint people with the transportation system. You need publicity. For the month of May for example run a 25 cent fare. Show people the parking lots the pickup points. Get the TV stations to take a ride on the bus. When we would start a new airline route we would advertise a penny pound one way. Try something. For seniors make it free for awhile. (I would like to see it free for them always)] You have an excellent product that nobody knows about. To market to market to buy a fat pig. Home again home again rickety jig. Advertise and promote. I talked to 4 or 5 people a year ago when I saw the buses running empty. No action. Do something!!

I have switched from an express bus 10 years ago, then it was changed and I had to transfer buses at Tohono then back to express and then finally another express again. I have had my fare go up 50% and now it I will have another 50% hike. I am now looking at jobs closer to my house because of the fare hike. I haven't had a raise in 4 years and no cost of living either but it's okay to raise my fare? I don't think so. I will try carpooling with a couple of my fellow bus riders if this happens or hope I get another job closer to my home. Just when I finally get a great express bus, this happens! 2 major fare hikes in less than 2 years? It's ridiculous!

Yes Please provide your comments below: My name is Blanche Schorr and I use Handicar. I am physically unable to drive. I have many illnesses and I'm 83 years old and depend on Handicar to take me to the doctor, dentist or anywhere I have to go. I've been paying $1.20 each way because that's what I could afford. I didn't take the economy because I leave that for the people who cannot afford it. But to raise it to $3 which is $1.80 each way is outrageous. I pay $12 for a 10 pack voucher booklet, that would mean I'd be paying $30 for that same thing. It's outrageous that we can't afford it. Medicare is being cut, Social Security never gets a raise and that's for all unlimited income, I am. I cannot change my income and I very sincerely feel that this is outrageous. Every other Sun Shuttle, Sun Van only went up like cents. This is what should happen with Handicar. I don't know why you're taking advantage of that but I sincerely protest this proposal. Thank you.

Please provide your comments below: Family member is on a fixed income severely handicapped and this is the only transport to and from destinations. His physical health is limited as is nearly 80 yrs old. In these times with inflation and all the increase would cut into his other needs such as Rx - Dr visits, clothing and food.

Please don't make this more difficult for me and my sister who cares for me.

The RTA also has recently assumed the operation of the Pima Transit service, which provides special needs transit services to residents of unincorporated Pima County and residents of the Cities and Towns other than Tucson. Discussion Points: The RTA Transit Working group has recommended policy changes in support of providing seamless regional transit services by standardizing fares across the region. At their April 12 meeting, the City of Tucson approved a fare increase for Sun Tran and Sun Express services raising the reduced fare from $0.40 to $0.50, the standard fare from $1.25 to $1.50 and the express fare from $1.50 to $2.00. This approval reduces the original reduced fare recommendation from $0.60 to $0.50. A recommendation by the Transit Working Group to approve the increase will continue the standardization of regular fixed-route fares (Sun Tran/Sun Shuttle) and will for the first-time standardize fares for ADA qualified transit services (Sun Van/Handi-car) and Sun Express routes. An detailed fare change table is attached as part of the meeting packet. Recommendation: Approve the recommended fare increase as amended by the Tucson City Council on April 12, 2011.

Church Avenue, Suite 405, Tucson AZ Phone: (520) Fax: (520) RTAmobility.com RTA Transit Working Group Tuesday, May 10, 2011 Agenda Packet Memo Sun Shuttle Route 411 Updates and Evaluation Background: Sun Shuttle is a neighborhood transit service that was launched in May 2009 to serve Marana, Oro Valley, Sahuarita, Green Valley, the San Xavier district of the Tohono O odham Nation and portions of unincorporated Pima County. Sun Shuttle Route 411, Cortaro/Silverbell, was implemented in May of 2009 and has had consistent ridership number since its inception. The RTA Transit Working Group monitors the performance of Sun Shuttle routes monthly and at its February meeting set performance standards for routes for the upcoming year of service. The performance standard of 2.0 passengers per service hour has never been met by the route 411 and a more detailed evaluation process of the performance of that route has been initiated. Discussion Points: The direct mail marketing campaign and survey on the route 411 has been completed. The route 411 saw increased ridership in March and in April set a monthly ridership record and reached the 2.0 passengers per hour performance for the first time since its inception. Despite the recent success the route 411 has room for improvement and the RTA has developed 3 alternatives that will benefit passengers and translate to more riders. Option 1 Extend the route 411 to Regency Plaza to eliminate multiple transfers by providing a shuttle trip connecting to Sun Tran every hour. Option 2 Provide a dial-a-ride service that is consistent with those implemented in Oro Valley and Green Valley. Option 3 Provide a combination of the two improvements outlined above; with fixed-route service (Option 1) provided during peak travel periods and dial-a-ride service (Option 2) during midday
28 These options were developed based on information received during the survey and the analysis conducted on boarding location and time information that is collected monthly. An outline of the benefits and challenges associated with each option is included in this packet. Recommendation: Recommend the service alternative Option 1 be implemented in conjunction with the upcoming August 14, 2011 brochure change. 2

53 Sun Shuttle Route 411 Survey Results Overview 88 total responses were received; 26 on-board surveys were received, and 62 online surveys were received. However, only 49 of the 62 online responses were completed. Most of the respondents taking the online survey had heard of Sun Shuttle (89%). o Saw a Sun Shuttle bus was the primary way respondents had heard about the service (67%). o The chart below details the other ways in which respondents had heard about the service. For respondents who had not heard of Sun Shuttle, 50% would consider riding, 33% would not consider riding, and 17% were unsure if they would ride. For those respondents who indicated they would consider riding, the chart below outlines their likelihood of riding. 1
54 Rider Information Most respondents had ridden Sun Shuttle (71%). 38% of riders are transit-dependent, with no other travel alternative. Most respondents (70%) were either Satisfied or Very satisfied with Route 411 service. 34% of respondents ride on Saturdays. Respondents were almost evenly split on their use of Route 411 to connect to other service: 31% ride only Route 411; 38% transfer between Routes 411 and 413; 31% transfer between Route 411 and Route 104X. The charts below detail riding habits, including trip purpose, nearest stop location, frequency of riding and time of day of riding. 2
55 Dial-a-Ride Service Overall, 44% (32) of respondents would utilize Dial-a-Ride service. When looking specifically at current riders, about half (48%) would utilize Dial-a-Ride service, while about half (52%) would not. Most (68%) respondents who indicated they would utilize Diala-Ride service would be willing to pay a higher fare for this service. When looking specifically at current riders, the results are almost identical - 71% (15) of current riders who indicated they would utilize Dial-a-Ride service would be willing to pay a higher fare for this service. 3

Church Avenue, Suite 405, Tucson AZ Phone: (520) Fax: (520) RTAmobility.com RTA Transit Working Group Wednesday, May 10, 2011 Agenda Packet Memo Prioritization of Future RTA Transit Projects Background: As part of the roughly $533 million in the RTA Plan allocated to transit there are a number of scheduled projects dedicated to bus frequency improvements and area expansion of the Sun Tran system. A project list was developed in conjunction with the plan and many of these projects are scheduled for completion during the second period of the RTA Plan and must be prioritized for implementation. Discussion Points: Since the development of the plan our region has experienced a number of changes and those projects scheduled for implementation in Period 2 must be evaluated in the context of those changes. The RTA has created a ranking process for these projects and a recommended prioritized list for implementation. This prioritized list will guide the implementation of projects once the RTA Board has finalized a budget for the upcoming fiscal year. During the second period of the RTA Plan projects that have not been implemented will be prioritized for implementation on an annual basis. The prioritization process may change from year-to-year to include the most up-to-date and appropriate data to evaluate the improvements. Once projects are implemented they are intended to continue operation throughout the life of the RTA Plan provided that they meet the agreed upon performance standards recommended by the RTA Transit Working Group. A detailed list of the ranked projects and a summary of the process are included as part of this packet. Recommendation: Approval of the ranked project list as submitted.

The project is funded by the Regional Transportation Authority (RTA), federal grants and other regional funds. The City of Tucson and the RTA are co-managing the project. Discussion Points: Tucson Modern Streetcar Project Update The following has been accomplished or are short term milestones since the last Modern Streetcar Update, in accordance with the IGA and with the support and approval of the codirectors. Grant Agreement with United States Department of Transportation signed December 27, 2010 Finding of No Significant Impact (FONSI) to Supplemental Environmental Assessment approved January 25, 2011 Project Quarterly Review Meeting with the Federal Transit Administration, March 24, 2011 Advanced Waterline Relocation construction began in Line Segment 1 (Cushing Street and I-10) in December 2010 and will be completed in early May Project Constructability Review was held April 18, 2011 Project Management Oversight Consultant (PMOC) held an all-day meeting in Tucson to review status of project April 20, 2011

T-Rail meets operational standards, is proven and offers approximately $3.5 million in savings compared to Block Rail. Co-Managers made the decision to combine all four line segments as one construction package to save more than $6 million in project costs Due to misinterpretation of the FTA s DBE/SBE regulations, there will be a re-bid of the Cushing Street Bridge project in May. This re-solicitation will delay the start of the Cushing Street Bridge project by about a month but will have no impact on the timing of the completion of the modern streetcar project. Procurement Eight Cushing Street Bridge bids were received Wednesday, March 16, Due to misinterpretation of the FTA s new DBE/SBE guidelines, the Cushing Street Bridge project is will be re-bid in May Traction Powered Sub-Stations-bid solicitation March 21, Specialty track bids due April 27, There was a delay in due dates as a result of the switch in rail type for the system. The newly selected rail type requires a change to the transition piece on the specialty track. Straight rail is being considered for inclusion in the line segments construction package. Streetcar/Oregon Iron Works, Inc. (OIW) Tucson and OIW Contract Administration Team (CAT) members meet every 6 weeks for project status meetings. Currently, the Streetcar vehicle contract is on schedule and within budget. Construction Cushing Street/Interstate 10 Water and Re-claimed Transmission Main Modifications, awarded to KE&G. Work anticipated to be complete early May. Community Outreach On-going community relations, in coordination with the RTA s MainStreet program, is wrapping up waterline construction outreach, preparing for upcoming construction activities and providing project information to community stakeholders along the streetcar route. Church Avenue, Suite 405, Tucson AZ Phone: (520) Fax: (520) RTAmobility.com RTA Transit Working Group Tuesday, May 10, 2011 Agenda Packet Memo Update on Smart Card Implementation Background: Following the approval of the RTA plan in 2006, the RTA Board adopted policies, objectives and procedures that identify the development of a seamless transit system as a major strategic goal. In addition to a major rebranding of transit services in the region, and the standardization of transit fares, the RTA is also undertaking development of a common fare collection system with the future implementation of a smart card technology. The contract for a regional smart card based system was awarded to GFI Genfare in January Sun Tran has begun the transition to this smart card fare payment system with the new SunGO ID card issued by the City of Tucson s Special Service Office for qualified economy passengers. This ID and future SunGO Cards and Tickets are embedded with a computer chip, and will enable passengers to travel on Sun Tran, Sun Express, Sun Shuttle, and in coming years, the modern streetcar, using a single card. Discussion Points: Sun Tran staff is participating in Final Design Review (FDR) in Chicago May 10-12, FDR provides the opportunity to review, revise and agree on the details of the final design prior to release of the designs for manufacture. In preparation of FDR, GFI submitted all required drawings, documents and data. Following Sun Tran approval of FDR, a complete System Integration Test (SIT) shall be performed the week of June 3. The purpose of the SIT is to confirm that all transactions, alarms and messages are processed by the network, central computer system and end devices accurately and as designed. If successful, system start up is scheduled for October 31, Recommendation: This is an information item.

The Safety Element includes funding for ADA sidewalk upgrades and improvements at bus stops. Below is a status report on these facilities within the City of Tucson. Discussion Points: Northwest Bus Storage and Maintenance Facility- Phase 3 $19 million budget ($ million federal ARRA, $2.9 million RTA) 129 full-time jobs created in March using ARRA funds. Project is approximately 55% complete. Finishing interior structural work on the Administration building to be completed in September. Maintenance building shell is nearing completion. Additional bus parking is complete. Met with FTA PMOC on March 19 th. Reporting in progress. Bus Pullouts 22 nd at Country Club, westbound, under construction 5 pullouts on Alvernon, some under construction 4 pullouts on 1 st Avenue, one under construction Craycroft at 29 th St., northbound, purchasing ROW 29 th St. at Craycroft, eastbound, purchasing ROW Alvernon at 5 th St., southbound purchasing ROW The RTA will be ordering new bus shelters for pullouts. Many are double shelters. Broadway/Houghton Park-and-Ride Design is 99% complete. Revising access easements with adjacent property owners. Old Vail Road Park-and-Ride Nothing new to report.

As part of the regional seamless transit system, Sun Shuttle provides public transportation options in neighborhoods and connects to Sun Tran services providing access to the entire Tucson metropolitan area using public transit. Ajo Transportation provides public transportation service in the community of Ajo and between Ajo and the City of Tucson. Discussion Points: Sun Shuttle and Ajo Transportation provide transportation services on 9 routes and in 3 dial-aride areas. Ridership for March of 2011 broke a ridership record with 20,852 boardings during the month. The increase in ridership numbers is a strong turnaround from February, which saw a number of routes perform below expectations. All transit routes in the metro area, except one, the route 410, set record ridership numbers during the month. Transit services in Ajo illustrated strong month-to-month growth as well. Recommendation: This is an information item.
