11 Glossary The followig are some of the terms ad acroyms used i the City of El Cerrito Active Trasportatio Pla to describe existig ad proposed bikig ad walkig facilities ad programs: 3 E Strategies Educatio, Ecouragemet, ad Eforcemet or 3 E Strategies are support programs to teach, promote, ad regulate bicycle ad pedestria activity. These are critical supplemets to what is referred to as the 4 th E, which is egieerig ad ifrastructural improvemets such as bicycle laes or sidewalks. 8 to 80 Aother way of sayig all ages ad abilities, used to deote that a bicycle ad pedestria etwork should be easy to use for the youg (8 year olds) ad the old (80 year olds). AC Trasit AC Trasit is the primary bus operator for portios of Cotra Costa Couty ad Alameda Couty. Active Trasportatio ay form of huma-powered trasportatio, such as walkig, bicyclig, usig a wheelchair, ilie skatig or skateboardig. Active Trasportatio Program Caltras created its Active Trasportatio Program i 2013 to replace the Bicycle Trasportatio Accout. This statewide program sets requiremets for issues to be addressed i active trasportatio plas ad also is a fudig source for safe routes to school, trails, ad other bicycle ad pedestria improvemets. Actuated Sigals Traffic sigals that detect the presece of automobiles, bicyclists, ad/or pedestrias ad the give them a gree light or walk symbol. Advaced Yield Markigs Sharks teeth or triagular markigs the locatio where vehicles should yield to pedestrias i a crosswalk. ADA America with Disabilities Act, typically used to refer to accessible pedestria facilities, such as curb ramps ad pedestria push buttos at sigalized itersectios. ADT Average Daily Traffic, which is the average total umber of vehicles that use a roadway throughout the day. Arterial Roadways Roadways that typically serve a high volume of traffic, may be higher speed, ad provide citywide ad possibly regioal access. Arterials are fed by local streets, icludig collectors ad sometimes residetial streets. Bicycle Corrals A group of bicycle racks that provide typically provide 8 or more bicycle parkig spaces. Corrals typically are located i the street, replacig oe parkig space. Bike East Bay A local bicycle advocacy group i Alameda ad Cotra Cost Couty. Bike Escape Ramp As part of roudabout desig, a ramp is provided for less cofidet cyclists to exit the street ad ride o the sidewalk for a short distace to avoid crossig i the roudabout right-of-way. Breadcrumb A stripig treatmet typically at a itersectio, such as directioal arrows chevros or sharrows, used to idicate a 10

Buffer Striped area betwee a travel lae ad a bicycle lae ad/or a bicycle lae ad o-street parkig. It typically has arrows or chevros or diagoal hatchig to deote the buffer. It is used to provide separatio ad additioal comfort betwee bicyclists ad/or movig vehicles or parked cars. Bulb-Outs Extesios of the sidewalk eviromet at itersectios, typically shadowig parkig. They improve driverpedestria visibility at crossigs ad shorte crossig distaces. Caltras The Califoria state departmet of trasportatio. Chicaes Large curb extesios located mid-block that require cars to move slow their speed to move aroud them. They are used as a traffic calmig treatmet. Clearace Itervals The amout of time required for a automobile, bicycle, or pedestria to safely move through or clear a itersectio. Coflict Zoe Portios of bicycle laes where drivers frequetly merge across, such as the portio of a bicycle lae that right-turig automobiles merge ito before the itersectio. Cout Moitorig Program A method of evaluatig the percetage of trips made by walkig ad bikig. For example, coutig the umber of bicyclists ad pedestrias at specific locatios to look at treds over time. Cut-Throughs Typically bicycle ad pedestria coectios that may ot be otherwise coected by the roadway etwork. For example, two cul-de-sacs that do ot coect but are directly adjacet to each other could be coected with a bicycle ad pedestria path as a cut-through. Cycletrack A exclusive bike facility that is located withi or ext to the roadway, but is made distict from both the sidewalk ad the geeral purpose roadway by markigs, barriers or elevatio differeces. Geocode Spatially mappig data by assigig real-world coordiates to data i mappig software, such as GIS (Geographic Iformatio System). I-Roadway Lightig Pedestria-activated flashig lights located i the groud at crosswalks that are ot otherwise cotrolled by a traffic sigal, stops sigs, or other flashig beacos. Lae Cofiguratio The roadway cross-sectio or geometry, icludig the type of laes (e.g. left-tur pocket, through lae, bicycle lae) ad the umber of laes (e.g. two left-tur pockets). Last Mile Multimodal accessibility improvemets i proximity or i the last mile before a key destiatio, usually a trasit statio, school, or other importat area. Media Refuge a protected area deoted by raised curb, ladscapig, ad/or other materials where pedestrias ca safely stop before completig their crossig of a roadway, typically located i the middle of the street. Mews Mid-block pedestria coectios, typically betwee buildigs. These are ofte called paseos. Mixed Uses Buildigs or developmets that cotai multiple lad uses. For example, a mixed-use buildig might have commercial groud floor space with residetial uits above. 11

13 Glossary Mode Shift Chagig the mode split over time, ofte i referece to icreasig the percetage of trips made by walkig, bikig, ad/or trasit. Mode Split The percetage of travelers usig a particular type of trasportatio, typically the percetage of trips made by bicycle, pedestria, trasit, ad autos, respectively. Multimodal The cosideratio of all modes of trasportatio i the plaig, desig, ad use of a roadway or trasportatio facility. Multimodal typically refers to four primary modes of travel: bicycles, pedestrias, trasit, ad autos. MUTCD Maual o Uiform Traffic Cotrol Devices. Califoria has its ow MUTCD which govers how traffic cotrol devices, specifically sigig, stripig, ad sigals are implemeted ad operated. NACTO Natioal Associatio of City Trasportatio Officials, which publishes two best practice resources guides: the Urba Bikeway Desig Guide ad the Urba Streets Desig Guide. Nexus Study A study required to justify the coectio betwee developmet or trasportatio impact fees ad correspodig improvemets, typically located i the public right of way. OBAG Oe Bay Area Grat program, a Metropolita Trasportatio Commissio grat program iteded to better itegrate the Bay Area s federal trasportatio program with Califoria s climate law ad the regioal Sustaiable Commuities Strategy, Pla Bay Area. Path Spur A short path segmet that provides a secodary poit of access to a trail or path. Peak Hour The busiest hour(s) of the day for all modes, but typically used to refer to autos. Pedestria Hybrid Beacos (PHBs) A pedestria-activated warig device typically o mast arms over mid-block pedestria crossigs. The beaco head has two red balls o top ad a sigle yellow ball below ad require traffic to come to a complete stop whe pedestrias have a walk sig, ad allow for traffic to proceed oce the pedestria has cleared the travel lae. Protected Walkway - A protected walkway is a desigated area of the roadway that is protected by a asphalt curb ad/or railig. Public Right-Of-Way Areas cotrolled by the City, such as roadways iclusive of sidewalks. Rectagular Rapid Flashig Beacos (RRFBs) A pedestriaactivated flashig beaco istalled at crosswalks ot otherwise cotrolled by a traffic sigal or stop sigs. Safety studies have show they icrease the umber of drivers yieldig to pedestrias where istalled. Safe Routes to School Program A rage of ifrastructural ad o-ifrastructural improvemets ad activities targetig schools, typically with a emphasis o elemetary schools. Noifrastructural programs refer to activities icludig walkig schools buses, walk ad roll to school day evets, ad assemblies to ecourage ad educate studets o walkig ad rollig safely. Shared-Use Path A path that allows use by bicyclists ad pedestrias. Sharrows Shared Lae Markigs are stecils o the pavemet showig a bicycle symbol ad two directioal arrows or chevros. They deote bicycle routes where bicyclists ad autos share the travel lae. They also demostrate where bicyclists should ride i the 12

14 Glossary travel lae, which is typically i the middle of travel lae so that they take the lae. Sigalized Itersectios Where two roadways meet at a traffic sigal. Slip Lae A right-tur lae at a itersectio that allows drivers to make a tur without actually eterig the itersectio ad that is ofte ot cotrolled by a traffic sigal. Typically separated by a triagular pork chop islad. Trasit-Orieted Developmet Dese, walkable, ofte mixeduse developmet located i close proximity to major bus routes or BART Statios. Trap Lae A typical travel lae that the becomes a tur-oly lae or freeway-oly lae ear a itersectio. Triple-Four Trail Crossigs Similar to a ladder crosswalk with the middle of the crosswalk removed to make space for bicycle symbols with directioal arrows. The itet is to highlight trail crossigs ad to idicate that bicyclists ad pedestrias use the crossig. Vibrotactile Vibratio that ca be perceived through touch. Ofte refers to makig sigalized itersectio accessible with push buttos that vibrate whe the WALK sig is received. Warrats (Stop Warrats or Sigal Warrats) Based o stadards set i the MUTCD, some traffic cotrol devices, such as traffic sigals, stop sigs, ad pedestria hybrid beacos, require certai thresholds or warrats that must be met to justify the istallatio of the device. For example, oe warrat for a pedestria sigal requires meetig a threshold for the umber of pedestrias passig through a itersectio i the peak hour. This Pla updates the Circulatio Pla for Bicyclists ad Pedestrias (2007), which established bicycle ad pedestria etworks ad project lists throughout the City. This Pla is iteded to: Cotiue to improve safety for bicyclists ad pedestrias Update ad ehace bicycle ad pedestria etworks to ecourage more bicyclig ad walkig Build off the ADA Trasitio Pla ad Climate Actio Pla Focus o 2007 routes that required additioal evaluatio Recommed bicycle ad pedestria projects based o recet best practice documets, such as the NACTO Urba Bikeway Guide ad the updated AASHTO Guide for the Desig of Bicycle Facilities Provide grat-ready projects for which the City ca pursue competitive grat fudig Establish a citywide crosswalk policy to istall, ehace, ad remove crosswalks throughout the City Coordiate directly ad provide cosistecy with the Sa Pablo Aveue Specific Pla ad Complete Streets Pla (2014), City of El Cerrito Urba Greeig Pla (i developmet), City of Richmod Bicycle Master Pla (2011) ad City of Albay Active Trasportatio Pla (2014) Public Participatio coordiated with the Sa Pablo Aveue Specific Pla ad Complete Streets Pla ad City of El Cerrito Urba Greeig Pla. Public Workshops The City hosted three public workshops to solicit iput ad feedback from the commuity. July 2013 Workshop - The first workshop focused o existig coditios ad potetial improvemets for walkig ad bikig. The workshop cosisted of a presetatio of existig ad proposed coditios, a summary of proposed priority projects, a survey of goals ad policies, ad a discussio about key destiatios that are importat to the commuity. Workshop attedees idetified the followig areas as top priorities for walkig: Plaza BART Provide direct access to Plaza Shoppig Ceter ad improve safety alog BART path Sa Pablo Aveue Slow traffic dow at key poits, improve shade with trees, ad wide sidewalk Ohloe Greeway Provide public restrooms, improve safety betwee modes, ad ehace pedestria coectios betwee the Greeway ad adjacet private properties The majority of workshop participats who chose to participate i a volutary survey idetified themselves as Ethused ad Cofidet cyclists. May others idetified as Iterested but Cocered. The City hosted two public workshops, a bicycle audit, ad a walkig audit over the course of the Pla process. Both of the public workshops were 15

Itroductio Ehaced coectios/facilities o Potrero Aveue, Cetral Aveue, Ohloe Greeway, ad Key Boulevard Workshop participats were asked to vote o the priority projects that were most importat to them. The top three priority projects were: Ohloe Greeway/Plaza BART Coectio to Bay Trail Ohloe Greeway Path Crossigs Licol ad Blake-Everett-Norvell-Albemarle-Behres Bicycle Boulevards Participats were also asked to vote o their top goals ad priorities related to bicycle ad pedestria improvemets. The top three were: Roger Geller, Bicycle Coordiator for the Portlad Office of Trasportatio, developed the Four Types of Cyclists (2009) descriptios to help uderstad existig ad potetial bicyclists. Creatig comfortable bicycle facilities that people of all ages ad abilities feel comfortable usig ca help to icrease bicycle mode share, particularly form the segmet of the populatio that idetifies as iterested but cocered. The major eeds idetified for bicyclig were: Coectios to the Bay Trail Bike facilities to allow safe ad easy travel o oe-way ad two-way streets Ehaced coectios to El Cerrito Plaza ad Del Norte BART Stop sigs for cars at Ohloe Greeway crossigs Promote bicyclig ad walkig as modes of trasportatio through desig, desigatio, programs, policies, ad educatio Provide safe ad accessible routes to school, trasit stops ad statios, ad city facilities Accommodate bicycle ad pedestria access i the desig ad developmet of ew buildigs ad facilities October 2013 Workshop - At the secod workshop, coceptual desigs were preseted ad discussed for each of the followig focus area projects: BART to Bay (Ohloe Greeway/Plaza BART Coectio to Bay Trail) Ohloe Greeway Path Crossigs East Side Bicycle Boulevard (Blake-Everett-Norvell-Albemarle-Behres Bicycle Boulevard) Kearey Street betwee Moeser Lae ad Fairmout Aveue Potrero Aveue betwee I-80 ad the Ohloe Greeway Key Boulevard betwee Humboldt Street ad Elm Street Bicycle ad Pedestria Network Maps 16

July 2015 Workshop The third workshop focused o evaluatig the coceptual desigs of the Focus Study Area project ad fializig the pedestria ad bicycle etworks. Participats had the opportuity to commet directly o the proposed cocepts for each priority project. Commets cofirmed directio ad reflected a desire for icreased ifrastructure ad safety measures for bicyclists ad pedestrias alog highly traveled corridors. Participats vocalized support for proposed cycle track o Sa Pablo Aveue, ad also expressed a desire to provide dedicated bicycle facilities wherever possible. Ogoig study of traffic cotrol o the Ohloe Greeway ad the iteractio betwee trail users ad autos at itersectios was a key topic of discussio. Bike Audit. I additio to the workshops, a bike audit was coducted i August Approximately 15 participats atteded the audit. The group rode may of the proposed bicycle facilities ad discussed key issue ad opportuities. These ideas were icorporated i the cocept developmet for the focus area projects idetified i this Pla. Walkig Audit Fourtee commuity members atteded a walkig audit o August 25th, The tour followed a series of trails, sidewalk coectors, public paths ad stairs, the Ohloe Greeway ad Sa Pablo Aveue throughout a orther sectio of tow idetified for its limited pedestria coectivity. The At the public workshops, participats had the opportuity to provide direct feedback o the bicycle etwork, pedestria etwork, ad focus area project cocepts 17

20 2. Goals, Policies, & Programs This chapter establishes the goals, policies, ad programs that will guide the City of El Cerrito i implemetig the Active Trasportatio Pla. It also icludes a assessmet of the existig programs, policies, ad practices pertaiig to bicyclig ad walkig i the City, otig successful examples ad makig recommedatios for improvemets, as appropriate. Goals ad Policies The followig goals ad policies support the overall visio for the Pla: Goal 1: Support bicyclig ad walkig as beig practical, healthy, ad coveiet i El Cerrito Policy 1-1: Itegrate the bicycle ad pedestria improvemets project list (Tables 4-1 ad 4-2 i Chapter 4) cotaied i this Pla as part of the larger 10-year Capital Improvemet Program (CIP) update that the City is compilig. El Cerrito Bikeways are classified ito three major classes as show i Figure 3-4. These defiitios correspod to the defiitios give i the Caltras Highway Desig Maual. Class I Bikeways are bike paths o a separated right of way for exclusive use for bicyclists ad, typically, also for pedestrias, with vehicle cross-flow miimized. The Ohloe Greeway is a example of a Class I Bikeway. Class II Bikeways, also kow as bike laes, are a restricted rightof way ad are desigated for the use of bicycles with a striped lae o a street or highway. Bicycle laes are geerally five feet wide ad vehicle/pedestria cross-flow are permitted. Fially, Class III Bikeways are bicycle routes desigated with sigage ad/or stripig that provide shared use of existig travel laes with motorists. As described i Table 3-1, there is curretly oe major Class I facility i El Cerrito, the Ohloe Greeway, a heavily traveled mixed-use path that rus orth-south through the City. Parkig is a low cost effective way to ecourage cyclig ad improve the fuctioality of a bikeway etwork; it reduces the threat of theft, makes bicyclists feel welcome ad icreases the visibility of bicyclig. Table 3-2 lists kow locatios where bicycle parkig racks ad/or lockers ca be foud. Bicycle parkig facilities may be classified either as log term (also kow as Class I) or short term (Class II). Class I parkig is meat to be used for more tha two hours ad is typically used by employees at work, studets at school, commuters at trasit statios ad residets at home. Class I facilities are secure ad weather protected; examples iclude bike lockers ad bicycle corrals (feced i areas usually secured by lock ad opeed by keys provided to users). Class II, or short term parkig, is meat for visitors, customers at stores ad other users who ormally park for less tha two hours. The most commo example of Class II parkig is bicycle racks. 52 3. Existig Coditios Collisio data from 2007 to 2012 was acquired from the Statewide Itegrated Traffic Records Systems (SWITRS), a database created by the Califoria Highway Patrol (CHP). Collisios i Cotext Uderstadig how the umber of pedestria-ivolved collisios i El Cerrito compares to cities of comparable size ca be a useful plaig tool. Caltras Office of Traffic Safety maitais a database of collisio ijuries ad fatalities across the state for each year. Cities are grouped by size accordig to total populatio ad similar daily vehicle miles traveled (VMT). City of El Cerrito rakigs for 2011, the most recet year available for Caltras rakigs, are summarized i Table 3-4 below. This data represets collisios from 2011 oly. I the data summarized i Table 3-4, a high rakig idicates a higher icidece of fatality ad ijury records tha other similar cities (based o either vehicle miles traveled or average populatio). Therefore, a higher rakig (with 1 as the highest possible rakig) is udesirable, ad a lower rakig (with 108 as the lowest possible rakig) is most desirable. As show i the above table, early 20% of all collisios i 2011 were pedestria-related collisios; just fewer tha 10% of the collisios were bicycle-related. Pedestria ijuries ad fatalities rak higher tha total traffic ijuries ad fatalities for rakig grouped by daily VMT ad average populatio. This idicates that whe compared to cities with similar daily VMT or populatio, El Cerrito pedestrias are disproportioately impacted by traffic collisios compared to total traffic ijuries ad fatalities. For example, the frequecy of collisios ca be idicators of high pedestria volumes ad/or poor pedestria safety coditios. As described i the previous sectio, El Cerrito has a high percetage of walkig mode share compared to cities of similar size, which may cotribute to its high pedestria collisio rakig. 51

These five itersectios accout for approximately 27 percet (11) of all pedestria-ivolved collisios reported from 2007 to Of the collisios that occurred at itersectios, 83 percet (34) had a primary collisio factor idicatig that vehicle violated the pedestria right of way. May of these roadways are multi-lae arterials, ad some are two-lae roadways. Therefore, pedestria collisio risk is ot limited to the widest, most difficult to cross corridors ad solutios should be developed with a variety of roadway characteristics i mid. Bikig Approximately 48 percet (28) of all bicycle-related collisios betwee 2007 ad 2012 occurred at itersectios. The remaiig 52 percet (30) occurred at mid-block locatios. Of the itersectio collisios reported durig this period, 50 percet occurred alog Sa Pablo Aveue (8 collisios) ad at Ohloe Greeway crossigs (6 collisios). The iformatio cotaied i this chapter uses the etworks from the 2007 Circulatio Pla for Bicyclists ad Pedestrias as a base ad provides updates based o circulatio patters ad best practices i bicycle ad pedestria plaig ad desig. The focus of the updates was o the creatio of comfortable, accessible, safe, ad coected walkig ad bikig etworks. Fieldwork was coducted to provide prelimiary feasibility assessmets for projects. Iput from the City ad the commuity alogside egieerig judgmet was used to determie proposed projects. Additioal commuity outreach will be coducted durig the fial desig of all projects. Proposed Sidewalk ad Pathway Network As a result of the chages i topography ad character of El Cerrito eighborhoods, the pedestria etwork cosists of roadways with sidewalks, shared-use pathways, stairs ad trails through the hills, ad shoulders ad roadways where sidewalks may ot be feasible or desired. The origial 2007 Pedestria Routes were developed to provide accessible ad direct routes betwee key destiatios such as schools, shoppig areas, public services, recreatioal opportuities ad trasit. This Pla defies primary pedestria routes through the City as a framework for uderstadig which routes have bee be prioritized for improvemets, particularly ADA accessibility improvemets. O these routes, paths of travel that have a safe, accessible, ad comfortable walkig eviromet are highest priority. I some areas, safety ad accessibility improvemets are eeded, icludig the istallatio of ew sidewalks, striped crosswalks, ad curb ramps. At other locatios, streetscape improvemets are eeded to slow traffic, provide shade or vegetatio, ad icrease lightig at ight. The primary pedestria etwork is show o Figure 4-1. Additioally, itersectios pose particular safety cocers for pedestrias. At these odes, pedestrias must trasitio betwee the sidewalk ad the street level while beig cogizat of vehicular traffic movemets. Typical hazards iclude high traffic volumes ad speeds, wide streets with log crossig distaces, complex sigal timig or o traffic cotrol, poor sight lies, lack of accessible ramps, ad ueve or broke pavemet i the crosswalk. Depedig o the specific locatio, there are various improvemets that will create a safer pedestria eviromet at these areas of coflict. These improvemets may cosist of geometric improvemets, such as recofigurig itersectios or reducig crossig distaces with curb extesios, as well as stripig, sigig, lightig, ad traffic cotrol improvemets. A comprehesive citywide crosswalk policy to guide the ehacemet, istallatio, ad removal of crosswalks is located i Appedix A. A list of proposed pedestria improvemets are preseted i Table 4-1. 64 4. Proposed Networks Bicycle Network Users of bicycle facilities have varyig skill ad comfort levels depedig upo age, experiece, ad abilities. As a result, some bicyclists are willig to ride o streets ad maeuver aroud traffic while others avoid streets ad oly use facilities dedicated for bicyclists ad pedestrias. Additioally, there is a large segmet of the populatio that may be iterested but cocered about bicyclig, especially i high traffic-stress eviromets. As a result, the proposed etwork allows for the eeds of diverse cyclists through the creatio of bicycle facilities o traffic-calmed roadways while also accommodatig bicyclists who may prefer a more direct route o a higher volume roadway. The bicycle etwork is desiged to provide access to trasit, schools, parks, key shoppig destiatios ad regioal trails, icludig the Ohloe Greeway ad the Bay Trail, for bicyclists of all skill levels. Bikeway Classificatios Based o the various eeds of cyclists, physical costraits, ad fiacial limitatios, it is ecessary to desigate ad desig differet types of bikeways that provide coectios to other bikeways ad key destiatios. El Cerrito Bikeways are classified ito six major classes. Several of these defiitios correspod to the defiitios give i the Caltras Highway Desig Maual (HDM), ad the remaider of the defiitios correspod to best practices as established by the Natioal Associatio of City Trasportatio Officials (NACTO): Bicycle Boulevard Bicycle Routes with Sharrows The proposed bikeway classificatios are defied i Figures 4-2A ad 4-2B. Bicycle Network Figure 4-3 presets the proposed bicycle etwork for the City of El Cerrito. The etwork will improve coectios to key routes ad destiatios i the City, such as Sa Pablo Aveue, the BART statios, the Ohloe Greeway, ad Bay Trail. Oe of the major route improvemets icludes the City s first bike boulevards alog Licol Aveue, Ablemarle Street, as well as may others, alog with a previously adopted cycle-track alog Sa Pablo Aveue. The etwork is developed through multiple rouds of discussio with commuity stakeholders, a uderstadig of City ad commuities priorities, ad through careful selectio of bikeway types based o the cotext of each street i El Cerrito. The isets o the followig two pages describe some of the ways i which the City cosiders the selectio of bicycle classificatios whether shared laes or dedicated bicycle laes as well as the differeces betwee bicycle boulevards ad bicycle routes with sharrows, which both asks bicyclist ad autos to share the street but have differet desigs ad purposes. As the Pla evolves i future updates ad as commuity priorities shift aturally overtime, there may be opportuities to revisit some roadways that curretly have sharrows ad/or are proposed to have sharrows. 103 5. Focus Area Projects Medium ad Low Priority Projects The remaiig projects were sorted ito medium ad low priority projects based o criteria described below. Some of these projects ca be addressed i the ear-term o a opportuistic-basis. For example, as properties redevelop, some of these active trasportatio improvemets could be icorporated ito the etitlemet process. Additioally, as roadway overlays or other pavemet projects are completed i the City, these projects should be itegrated. Prioritizatio Criteria The methodology used to score projects withi each criterio is described below. Each criterio was assiged equal weight. Potetial to Shift Bicycle ad Pedestria Mode Share (2 Poits) This criterio evaluates the ability of a bicycle or pedestria project to attract ew walkig ad bikig trips. For bicyclists, this was determied to occur with proposed facilities that feel more comfortable ad accommodate a wider rage of users of all ages ad abilities. For pedestrias, this addresses projects withi 0.5 mile of key destiatios. This criterio scores either 2 poits or 0 poits. Poits are assiged as follows: 2 Poits - Bicyclists: Protected bikeways (shared-use paths, cycle tracks, ad buffered bicycle laes) ad low traffic-stress bikeways (bicycle boulevards) 2 Poits - Pedestrias: Projects withi a 1/2 mile to trasit ceters (BART statios ad 72/72R o Sa Pablo Aveue), local schools, path etwork, ad retail destiatios Addresses Immediate Safety Need (2 Poits) This criterio is based o the umber of bicycle ad pedestria collisios, respectively, o the roadway over the past five years ad/or roadways that were idetified as havig perceived safety issues. For off-street projects, such as pathways ad sidewalks, the methodology is based o potetial for coflicts with motor vehicles.
