Blocks Sectio 6, (2,688m²) are located o Lowrie Street i Dickso. I accordace with the Territory Pla, these Blocks are desigated as RZ4: MEDIUM DENSITY RESIDENTIAL. 3 Accidet Data Accidet data was obtaied by s ACT o the roads adjacet to or ear the site. A summary the data obtai is show with i the table below. The full data as provided by TCCS ca be observed i Appedix A. I Summary: The obtaied data spas from The oly accidet ivolvig a ijury was observed at the Doorig/Mocrieff. The largest umber accidets occurred at the Itersectio Doorig/Mocrieff Ave with 5 accidets observed over a period over the 5 year period. Uder the Federal Govermet Black Spot program, for a area to be defied as a Black spot road (midblock or ) requirig modificatio, the road i questio is required to meet the followig coditio. For idividual sites such as s, mid-block or short road sectios, there should be a history at least three casualty crashes over a five-year period. For legths road, there should be a average 0.2 casualty crashes per kilometre per aum over the legth i questio over five years. From this defiitio, oe the locatios metioed i the accidet data provided meet this requiremet. 4 Existig Traffic data Existig traffic data was requested from TCCS s ACT. We have bee iformed that traffic data is available for the followig 4 locatios: (locatio 1) Midblock - Mocrieff betwee Lowrie Street (North) to Lowrie Street (South) (locatio 2) Midblock Morphett Street - Mocrieff Street to Challis Street, West Mocrieff Street. (locatio 3) Midblock Morphett Street - Cowper Street - Guthrie Street, East Mocrieff Street. (locatio 4) Midblock Doorig Street Karuah Street to McGowa Street West Mocrieff Street We have obtaied the traffic data for the 4 midblock sites with the full data beig attached i Appedix B. As the oly midblock couts obtaied o Doorig Street were betwee Karuah Street to McGowa Street (west from Mocrieff Street) it has bee assumed that the similar amout traffic will head east from Mocrieff. 5 Proposed Traffic Geeratio The curret proposal for the site will have the traffic geeratio rates as oted i the below tables. The traffic geerated for the 4 existig sigle dwelligs has also bee oted below to allow a compariso betwee precostructio to post costructio traffic geeratio to be made. The traffic rates oted were obtaied from the RTA Guide to Traffic Geeratig Developmets (October 2002) as well as the ACT Govermet Estate Developmet Pla (August 2016). Morphett Street has ample capacity to absorb the additioal traffic grated with the existig road beig at aroud 50%. Doorig Street will cotiue beig at ad slightly over its capacity. Eve though the road is at its capacity it is likely that the additioal traffic geerated 42 assumig half the vehicles head south oto Doorig St) will ot have a measureable impact o the road as the icrease i traffic to the road represets a 5% icrease to the total traffic volume. I additioal to this small icrease the mea traffic speed alog Doorig Street was observed to be less tha 50Km/h as per the provided traffic data, makig this a icrease a egligible to very low risk traffic icrease. 6 Parkig Geeratio/ Requiremets The vehicular parkig demad, geerated from the proposed apartmet buildig has bee assessed agaist the requiremets i the Parkig ad Vehicular Access Geeral (3 October 2014). Cosiderig the total geeratio parkig spaces from the previous sectio is expected to be approximately 35 spaces a miimum, (0.03*35) = (2) car parkig spaces are required to be desigated as disabled. Motorcycle Parkig Requiremets As per the requiremets Clause 2.4, Parkig for motorcycles ad motor scooters, Parkig ad Vehicular Access Geeral, the provisio rate for motorcycles is three (3) dedicated spaces per (100) vehicle parkig spaces, with a miimum oe (1) space for car parks with a miimum (30) parkig spaces. These spaces are to be provided i additio to the umber car parkig spaces required uder this code. The miimum required umber additioal spaces for motorcycles is (0.03*35) = (2) spaces. 8 Parkig & Traffic Provisio Coclusios It was cocluded that: Based o the curret Parkig ad Vehicular Access, the proposed developmet o Blocks Sectio 6 Dickso meets all the required parkig provisios for parkig spaces, disabled spaces, motorcycle spaces ad residet bicycle parkig. A area should be omiated o the groud floor for Class 3 visitor bicycle parkig. This area should cotai istallatios which support the bicycle, which allow both the bicycle frame ad both wheels to be locked agaist such as metal hoops ad rails. From the traffic data obtaied from s ACT the earby roads Lowrie St, Mocrieff St & Morphett Street is assessed to have capacity to absorb the additioal traffic geerated by the proposed developmet. The traffic data provided suggest that Doorig Street will cotiue beig at ad slightly over its omial capacity. It is likely that the additioal traffic geerated (42vpd assumig half the vehicles head south oto Doorig St) will ot have a egative impact o the road as the icrease i traffic to the road represets a 5% icrease to the total traffic volume. I additio to the small traffic icrease o Doorig Street, the mea traffic speed alog Doorig Street was observed as less tha 50Km/h.
