2 1. Background: National Anti Doping Agency (NADA) has structured a plan to increase the awareness level on anti doping measures among competing sportsperson and thereby preventing the spread of doping menace. At present the level of awareness is relatively acceptable with national level players. However, the awareness is low in budding athletes. The IEC Campaign plan can help in creating more awareness among the stakeholders. In the past five years, NADA has collected more than dope urine samples of which 517 samples were found to be dope positive athletes. Among the dope positives, the sports disciplines like athletics, weightlifting, wrestling, power lifting, kabaddi, boxing etc. constitutes significant number of cases. Keeping this in view, the awareness campaign needs to be more focussed for the above mentioned disciplines. To increase the awareness-cum-outreach level of this anti doping campaign, more emphasis on the use of electronic, print media and outdoor publicity across the India is needed. To accomplish the objective, an IEC expert group has been formed to assist and advise NADA in this regard. Similarly, the expert group has recommended NADA to take certain initiatives to focus on the outreach program. With this NADA has initiated developing of presentation materials and training modules for various stakeholders. In addition audio visual materials viz., small films, documentaries and video spots on anti doping will be used for this campaign. Further, NADA is receiving regular request from various sports federations/institutions/associations to conduct awareness sessions and special training workshops with people involving from various fields. However, there is no policy direction to associate these agencies in conducting any awareness sessions/workshops. In the past, NADA officials have been deputed to conduct the awareness sessions/workshops, but with the increasing doping menace the strategy needs to be revisited for conducting such programmes. In view of the above, a plan for conducting awareness programs/workshops along with the training modules and possible financial implications are worked out and is proposed to be named as Program for Education and Awareness on Anti Doping in Sports (PEADS). The details of the proposed plan are given below: 2

3 2. Objectives: To create anti doping awareness among competing sportspersons and all other stakeholders. To provide information on anti doping measures to all stakeholders. To organize awareness/training workshops through sports institutions/ federations/associations/universities/colleges. To conduct Continuing Medical Education (CME) on prohibited substances/methods for medical doctors and supporting personnel. 3. Identified Target Groups: - National core group athletes - Young athletes - Coaches& supporting staff (Physiotherapist, Masseurs) - Medical doctors - Sports administrators & eminent sportspersons - Physical education teachers - Lawyers & Media personnel - Dope Control Officers 4. Participating stakeholders of the Campaign: - National Sports Federations - Services Sports Control Boards - Universities/Colleges/Schools/Boards - Sports Educational Institutions - Professional Associations - Medical & Para Medical Institutions - Govt. Health Care Authorities - State Sports Authorities - Sports NGO s 5. Types of Awareness Programs: Out of competition/training Camps 3

4 All the awareness seminars and structured training workshops will be conducted during out of competition or training camps or any requested locations. In competition/events During In competition/events NADA may conduct awareness seminars for the coaches, supporting staff and sports administrators. Athlete outreach program: The WADA outreach model will be adopted. The computer based Play True Quiz questions on anti doping shall be used to create awareness among athletes. As Play True Quiz is designed to reward the athlete based on results of the quiz, NADA may adopt the similar strategy. 6

Guidelines for conducting sessions/seminars/workshop/training/outreach/ symposium/conference on anti doping awareness and other related topics: It is mandatory for all athletes in national core group and those who intend to participate in International events to attend/participate in the PEADS Campaign of NADA. It is applicable for the sports discipline in Group-1. The financial sanction by the ministry may be approved only for NSFs those conducted the Anti Doping Awareness Course for the participating athletes and coaches. All national sports federations in group-1 should conduct at least one awareness session for their athletes and supporting staff per annum. Any request for conducting awareness program/training workshops received from parties other than NSFs shall be a jointly organized program. Such request from Government authorities/organizations/institutions/universities/college for deputing of experts/officials to conduct the awareness programs/workshops will be borne by NADA. Any request received from the NSFs in Group-4 shall be on cost to cost basis to the organisers only and no cost to NADA. The request received from private sports organizations/institutes/colleges/ngos for hosting awareness programs/training workshops shall be at no cost to NADA. If the organizers are charging any registration fee then the program can be jointly organized. All such programs conducted by these organizations shall be under the aegis of NADA. In case of joint organization of the workshop, NADA may depute the required experts at its cost. Any request received from professional associations for conducting seminars/sessions/workshops shall be at no cost to NADA. If the associations want to conduct seminars/sessions/workshops during its annual conference, then the expenditure for the deputed experts may be at cost of NADA. Any request for hosting awareness programs (subject of interest - anti doping) from non-sports Government authorities like National AIDS Control Society, Departments/Institutions under Ministry of Health and Family Welfare, institutions under Ministry of Human Resource Development etc. in collaboration with NADA then the expenditure will be borne by NADA. If the event has to be jointly organized then the expenditure may be sharing basis. 7

8 All the workshops will be conducted under the aegis of NADA and the required financial support will be provided. At least one official/expert from NADA will be sent as a representative during these workshops. 8. Awareness programs/training workshops to be conducted by all Stakeholders: 1. NADA will organize 60 awareness programs in a financial year through its stakeholders i.e., atleast four in a month. 2. SAI may organise 12 awareness workshops in a year with atleast one in a month. 3. NDTL may conduct 12 anti-doping awareness programs in a year. NDTL may concentrate on medical officers, Dope control officers, lawyers and journalists, but not for athletes, coaches etc., 4. In addition, the NSF belongs to the priority disciplines (19) will conduct atleast one workshop each. S.No Stakeholders Target in a year 1. 9 9. Identified Priority Areas and Institutions: - A total of 19 sports disciplines identified by SAI are considered as priority sporting disciplines. Out of these disciplines, disciplines like athletics, weightlifting, wrestling, boxing, cycling etc. will be a priority for hosting awareness programs. In these disciplines for the national core group, at least one anti doping awareness program should be conducted in a financial year. - The priority states and institutions/universities have been identified on the basis of data submitted by Mission Directorate-RGKA. A total of 10 States and 18 Universities have been identified as priority for conducting anti doping awareness and outreach program. The details are given below: Sr. States Universities No. 1.
