2 2012 Oceania Open Canoe Slalom Race Information Purpose This document provides information and guidelines for the 2012 Oceania Canoe Slalom Open to be held at Penrith Whitewater Stadium, Sydney, Australia on Friday, Saturday and Sunday the 24 th 26 th February The Oceania Open is delivered by Australian Canoeing (AC) and the Oceania Canoe Association (OCA). The Oceania Open is the Continental Championships and the Olympic qualification event for the London 2012 Olympic Games. 3 Course Designers The Course Design Committee will be made up of Jean Michel PRONO and a designer drawn from the pool of nominated by Australian Canoeing. The draw for the Course Designer will take place at the Event Shed at 11am on Thursday the 23 rd of February. Competition Rules The Oceania Open will be run in accordance with ICF rules 2011 and any special Australian Canoeing rules or bylaws as they pertain to the event. Competition Format The following events and age groups will be contested at the Oceania Open; Open, U23 and Junior (U18) in K1 Men, K1 Women, C1 Men, C1 Women and C2 Men. All Competitors will have two (2) qualification runs and will be ranked on their best run. Progression to the semi-final is as follows; Men s K1 40 boats Women s K1 30 boats Men s C1 30 boats Women s C1 75% of the boat numbers in the heats results up to a maximum of 20 boats Men s C2 20 boats Following the semi-final the top 10 boats will proceed to the Final in all events. The Oceania Open is a qualification race for NOC s from the Oceania region for London The Oceania Open is an ICF World Cup Series and ICF Ranking Event see information later in this document. It is also one of the selection events for the Australian Olympic, Senior and U23 National Team. 4 Entries The entry fee is AUD $85 per Athlete with no limit on events entered. Entries can be made from the event website at via the Australian online entry system. Note the ICF is currently renewing their online entry system with the upgrade of the database and Federations do not need to use the ICF on line system for this event. International Athletes and AUS Athletes nominating for World Cup and/or ICF Ranking points and must complete the Nomination form signed by the Athletes federation The nomination form is available from the event website and the AUS online entry system and should be returned to Sue Natoli at The entry fee is payable online at the time of entry through Paypal (click on the Paypal logo on the final section of the entry system) or directly to Australian Canoeing by cheque or credit card (either over the phone or by sending in the completed invoice from the entry system). Entries open on Thursday December 15 th 2011 and close at 5pm AEDT on Thursday 9 th February Acceptance of a late entry is at the discretion of the Organiser and the late entry fee is $170 (double the entry fee).

5 World Cup and ICF Ranking Nomination Federations may nominate up to 6 boats per event to be eligible to earn ICF ranking points and up to 3 per event for World Cup points. These Athletes must be listed on the ICF WCS & Ranking Nomination Form available on the event website or from the AUS online entry system The ICF WCS & Ranking Nomination Form should be returned to Sue Natoli at suenatoli@gmail.com by the close of entries date Thursday 9 th February. Olympic Qualification Nomination COK, NZL and AUS may nominate up to 3 boats per relevant event to be eligible for Olympic Qualification. This must be done on the Olympic Qualification Form which will be sent directly to each relevant Federation. The Olympic Qualification Form should be returned to Sue Natoli at suenatoli@gmail.com by the close of entries date Thursday 9 th February. Provisional Start List Provisional start lists will be posted on the Event website and at Penrith Whitewater Stadium on Tuesday 14 th February Please check carefully that Athlete names and Federations have been correctly shown on the Start List including the spelling, Clubs and/or Sports Institutes. Please notify the competition organisers of any required changes. Demonstration Runs and Course Approval Demonstration runs for the Qualification course will be held at 5.30pm on Thursday 23 rd February. The water will remain on for approximately one hour following course approval. Course approval will take place immediately following the demonstration runs.

6 Equipment Control The Equipment control area will be open for Athlete self-checking from 10 am Tuesday 21 st February for all equipment including boats. Equipment Control Schedule is as follows; Date Wednesday 22 nd February Thursday 23 rd February Friday 24 th February Time 1.30 pm 5 pm 9.00 am 12 noon 4.00pm 5.30pm 7.30 am 8.30 am (emergency only) Athletes are required to have their Buoyancy Vest and Helmet checked and tagged by the Equipment Control Staff during this time. Athletes are responsible to self check their boat prior to the competition. Boat stickers will be distributed with the Athlete bibs and should be placed on the deck of the boat directly in front of the cockpit. A random selection of boats may be checked during the competition. Boats may be checked for weight, length & width and nose & tail dimensions. Buoyancy vests and helmets will be checked to ensure compliance with the current ICF rules and requirements. Athlete s whose equipment does not pass a random check will be disqualified for that run (DISQ-R) Team Leaders, Enquiry, Protests All Competitors will be required to nominate their Team Leader when completing their entry. Only nominated Team Leaders may make protests and enquiries on behalf of their respective competitors. Any Athlete who does not nominate a Team leader will be assigned one. The Enquiry Desk will be located adjacent to the Event Office. All Enquiries or Protests must be written on the Enquiry / Protest Form and must be accompanied by a deposit of AUS $50. Video evidence from the technical video feed may be considered in the resolution or decision of any Enquiry / Protest, if applicable. Team Leaders must notify of their intent to protest within 5 minutes of the provisional results, signed by the Chief Judge, being posted on the Official Results Notice Board. At the discretion of the Chief Judge enquiries into matters of fact or technical errors may be dealt with as simple enquiry with no fee.

8 Body Number Distribution Body numbers will be distributed to Team Leaders from 10 am on Thursday 23 rd February from the Event office. Body numbers will not be distributed unless the entry fee has been received. Team Leaders will be required to leave a $100 deposit prior to collection of their teams body numbers. The deposit will be returned on collection of all the body numbers issued to the Team Leader. The body numbers must be returned to the event office following the race prior to presentations. Any body number not returned will attract a $100 fee. Timing and Scoring Timing is to 100th of a second. Timing will be electronic with handheld backup. Start and Finish Procedures A clock displaying race time will be located above the conveyor belt in the finish pool. The conveyor belt ride takes 75 seconds. Competitors will be called to the start platform immediately the previous competitor has left the start. The start will be a downstream start adjacent to the start platform. There will be a 5 beep countdown to the start time. Athletes may start within 3 seconds of their allocated start time The start beam is located at the top of the first drop. Start Intervals Depending on entries, the start interval for the qualification runs, will be 60 seconds between each competitor and 5 minutes between categories. There will be a 90 second interval between each competitor for the Semifinal and Final.

9 Start Order Competitors will start in the reverse order of their 2011 ICF Ranking. Competitors without an ICF ranking will start at the beginning of the start order in the reverse order of their Australian National rank. Unranked Competitors will be placed at the beginning of the start order and their place will be determined by a random draw. The start order for the semi-final will be the reverse of the order of the results in the qualification phase. The start order for the final will be the reverse order of the results of each respective semifinal. The start order will be in the same order as the Start List. Competitors who arrive at the start late may not be permitted to start (subject to the decision of the Chief Judge). Finish Procedure The finish line is located 25 metres below the bottom bridge. Competitors must not paddle back upstream across the finish line. Competitors must remain in the finish pool to warm down until dismissed by the Equipment Controller as they may be required for Equipment or Doping Control. Results Official results will be posted on the Official Notice Board adjacent to the Event Shed. Results will also be posted on the website at Live results will also be available from the event website and on monitors at the venue. No hard copies of results will be printed for teams. A complete electronic set of results can be accessed, either via the website, or by request to the Competition Organiser. A complete set of results will be provided to a USB drive, on request only, following the completion of the competition.

10 Technical Video Service Technical video service will be provided by the AIS. There will be a limited number of feeds available. Teams wishing to use this service should contact Sue Natoli suenatoli@gmail.com to register their interest. Signal to Clear the Course A whistle will be used by the Gate Judge should the competitor be required to clear the course eg. to give way to another competitor. If Water Safety staff are required to turn off the pumps e.g. to clear the channel, a siren will sound. Wireless Internet An unsecured wireless internet service is available during the event. Should you have any issues connecting to this network please contact the Event Office. General Safety Two boats are to remain on the water after the finish. Whilst on the conveyer belt- competitors may empty out their boats but must stay on the conveyor belt until the top pond is reached. Do not jump off the conveyer at any point. Warm up lake To avoid potential collisions and injury when using the warm up lake Competitors are required to keep within the whitewater users designated area. This area is marked by a line of buoys and includes the area at the slalom course end of the lake and a channel approximately 10 meters wide that runs adjacent to the slalom course on the right hand bank of the lake (see map below).

11 All other areas of the lake are not to be used at any times by Canoe Slalom Boats. Warm Up Lake Plan Doping Control In line with the World Anti Doping Code and the ICF Doping Control Rules 2009, the Australian Sports Anti Doping Authority (ASADA) may conduct random drug testing at this competition. Doping control will occur in the AIS NCE building away from the main stadium complex. Competitors must present their Passport or provide photo proof of identity at the time of a test. We strongly recommend that Team Leaders look after the security of Team Members Passports. Further information regarding doping control can be found on the ASADA website Medal Ceremony Protocol Following finals medallists should assemble in front of the boat shed near the finish pool 20 mins prior to the medal ceremony. Competitors involved in the medal ceremonies must wear team uniform and closed shoes.

12 Smoking & Alcohol Smoking is only permitted in the designated smoking area near the entrance to PWS. It is not permitted on the Field of Play or in any of the buildings. Alcohol consumption is not permitted anywhere on the venue except in the VIP lounge during its hours of operation or the areas designated in the cafe. Personal Belongings There is no capacity to store personal belongings in secure areas. Athletes and Teams are encouraged not to bring extra items to the venue. Please remind members of your team not to leave valuable items unsecured Sun protection The Ultra Violet (UV) index is moderate to high during the middle part of the day and it is recommended that broad-spectrum (SPF 30+) sunscreen be worn on exposed skin to protect against sunburn. Access and Parking Please park in the marked areas and follow the instructions of Penrith Whitewater Stadium staff when at the venue. You are reminded that the bridges are for access only. The only people who may remain on the bridges are Technical Video Service Staff and Officials. You may pass over the bridge but not remain on any part.
