1 NOTICE INVITING BIDS 2017 FIRE & RESCUE DEPARTMENT RESCUE BOAT CITY OF BEAVER DAM, WISCONSIN Sealed volumes, containing proposals, will be received at the Office of the City Clerk of the City of Beaver Dam, Wisconsin at 205 S. Lincoln Avenue until 11:00 a.m. on Thursday, July 6, 2017 at which time proposals will be publicly opened and read aloud in the Engineering Office. Proposals will then be reviewed and tabulated. ONE (1) 2017, 24 FOOT ALUMINUM RESCUE BOAT, WITH ONE (1) 225 HORSE POWER 4 STROKE MERCURY OUTBOARD MOTOR, AND/OR ONE (1) BUNK STYLE TANDEM AXLE TRAILER. (For outright purchase) Specifications, including proposal forms, are attached. All proposals must be on forms furnished by the City of Beaver Dam. 2 GENERAL SPECIFICATIONS AND PROVISIONS PROCEDURE OF LETTING EQUIPMENT CITY OF BEAVER DAM BEAVER DAM, WISCONSIN 1. All bids must be received at the Office of the City Clerk, 205 South Lincoln Avenue, Beaver Dam, Wisconsin, by 11:00 a.m. on Thursday, July 6, Bids must be sealed and properly identified, giving the name and address of the bidder and marked with the name of item of equipment (Rescue Boat) bid on. All bids are F.O.B., Beaver Dam, Wisconsin, with freight fully prepaid to destination at the Office of the City Clerk, 205 South Lincoln Avenue. 2. Bids will be publicly opened and read on the date specified in the Notice Inviting Bids. 3. Bids which are entered upon any other form or proposal than the one specified by the City of Beaver Dam may be rejected and not considered for award purposes. 4. Clearly indicate exceptions and alternatives. Total exception proposals will not be considered. 5. The City of Beaver Dam reserves the right to reject any or all bids and to accept such bid as they deem most advantageous to the City of Beaver Dam. The City reserves the right to consider the proposals for a period of thirty (30) days from the date of the opening of the bids and will then either award the contract or reject all bids within that time. No bidder may withdraw its bid within the (30) day period.

3 Beaver Dam Fire & Rescue Department Boat and Trailer Specifications The following items are requirements for a rescue boat for the Beaver Dam Fire & Rescue Department. These items are over what is required by the United States Coast Guard and the State of Wisconsin Department of Natural Resources for boats. The Beaver Dam Fire & Rescue Department provides both surface and dive rescue services to the City of Beaver Dam and all or portions of the five surrounding rural townships. Our primary hazard is the 6600 acre Beaver Dam Lake. Beaver Dam Lake is about 8 feet at its deepest and is known to get very choppy with weather. 1. DESIGN: a. Shallow draft hull designed with ability to handle the chop of Beaver Dam Lake. Minimum of 9 degree V hull, with 30 inch sideboard. b. Aluminum construction preferred. Fiberglass, rigid hull inflatable construction will be considered. i. State type and thickness of material used. c. 24 feet in length. d. As wide as possible and practical. 2. Dive door on port side. Dive door shall have a loss prevention (cable, chain, or hinge) device and flotation. a. Radar bridge with grab rails. Radar bridge shall stand no taller than 9 10 (including installed electronics and lights) while boat is trailered to allow clearance for fire station overhead doors. Prefer highest clearance from boat deck to avoid bumping head while maintaining clearance. Radar bridge shall be removable. b. Recessed and protected (cage/screen) siren/pa speaker housing in the bow. c. Side grab rails on gunwales along the sides of boat. d. Rear floatation pods/step. e. Bumper around motor top and aft, top sturdy enough to be a tow point. f. Black plastic 4 inch rub rail bumper around sides of boat. 3. ELECTRICAL: a. Three battery 12 volt system, one for starting, and two for onboard equipment. i. Batteries shall be wired to allow charging from the outboard motor, and to allow the starting of the outboard motor should the primary starting battery fail. b. Battery box/seat in front of console. c. Conveniently located master power switch. d. 110 v battery conditioner that services all 3 batteries.

4 4. MOTOR: a. Mercury 225 hp. 4 stroke Outboard motor. b. Power/hydraulic jack-plate motor mount. 5. FUEL SYSTEM: a. Two permanently mounted 15 gallon fuel tanks with outboard fill ports. Located (one) in each of the side bench seat compartments. b. Tanks shall have a conveniently located diversion valve to isolate fuel supply from one tank from the other. 6. INTERIOR: a. Two bench seat/storage compartments along sides of boat and open from the top with latching lids. These seat/storage will have storage underneath, and be capable of supporting an EMS backboard and patient. Aft corners of these compartments shall be angled for ease of movement in that area. b. Floor area between front deck, sides, and side storage compartments (dive door area) shall be compartmentalized (or be capable of being compartmentalized with a removable watertight divider) and self-draining. c. Wide center console helm with windshield and grab rail and seating. d. Flush style pocket mounts for boarding assist pole at bow deck and both sides near the front. e. Two boarding assist poles provided and mounted with quick release mounting hardware along interior sideboards. f. Self- draining rear seating behind console, storage under seat housing accessible from the top. g. Self-draining storage area under front deck with latching lid, accessed from the top. i. With angled steps on both sides to assist stepping up or down from deck. 7. ELECTRONICS: a. 2 recessed LED docking lights in the bow, switched at the console. b. USCG approved navigation lights and horn, switched at the console. i. Front shall be recessed or armored/guarded and protected from impact damage. ii. Rear shall be permanently mounted fold down style (commonly found on pontoon boat canopies) mounted to the radar bridge and protected while in the down position. c. Install BDFD supplied electronics, warning lights, and siren: i. Two (2) remote LED search lights. ii. LED emergency light bar. iii. Four (4) LED Flood lights on radar bridge (front, rear and both sides). iv. Siren/PA and speaker. v. 2 way Radio

5 vi. 2 way Radio antenna. d. Two high capacity bilge pumps, automatic operation with manual override. e. LED interior lighting around inside of boat. Downward facing LED light on underside of radar bridge to illuminate the console area. f. Two 12 volt cigarette lighter style power points at console. g. Water resistant switch panel with switches for each individual light and 2 spare switches for future use. 8. Paint: a. Interior, medium gray. b. Exterior, fire engine red. c. Interior floors are to be coated with a gray non-skid material. 9. Trailer: a. Ease and speed of launch is important. i. Bunk design with plastic slides on bunks for ease of loading/launching. ii. Two axle. iii. Winch, manual. iv. 2 inch ball. v. Plastic side guides to help center boat while loading. vi. Standard round trailer light connection. vii. Electric disk brakes. viii. State steel or aluminum (quote both if available) 10. Guarantee/Warranty: a. Manufacturer s guarantee on defective parts and workmanship shall be supplied with bid. 11. Miscellaneous: a. To this proposal, the bidder shall attach literature on the boat, motor, and/or trailer, if specified that he proposes to furnish. Said literature shall list specifications and illustrations of the unit offered. Information shall be explicit, showing equipment being bid. The City of Beaver Dam desires this literature so marked as to specifically indicate exactly what will be furnished by the bidder in meeting the requirements herein set forth. Any deviations from specifications must be cleared by Fire Department Management prior to bidding. b. All questions or inquiries which any proposed bidder may have prior to bidding shall be directed to the Fire Department (920) No bidder shall plead ignorance due to lack of prior information. Bids shall be complete in accordance with these specifications, including proposal. c. Completed boat shall be delivered to the City of Beaver Dam prior to 3:00 PM, on the ninety first (91) day from the date of contract signing. Successful Bidder will be responsible for past due boat and will be penalized at the rate of $ per day for overdue delivery. Penalty to be taken off the price of the bid.
