2 Health Department Summer is over, hope you all had a good summer. My apology for missing the last newsletter input. Since the last newsletter, I have managed to get a couple quotes on sound proofing the health department, Deadline is September 30, On September 11, 2015 nutrition kitchen, Catherine and Shenoa were in the community the following day. Heather our RN has been out on a regular basis and will continue to come out to our Community. Heather will be out October 1, She will also be planning her Flu Clinic for November and also a Tuberculosis screening for some time in November, I will post when the dates are finalized. Nutrition Kitchen will be October 2 & November 13, Time 12:00 Noon. Catherine and Shenoa will be at the Office during the days of Nutrition Kitchen. The next Foot Clinic will be held on Friday October 9, Time 10 2:00 PM. On October 16, 2015the health department will be hosting a luncheon and bingo for Elders from TPIB and AQAM. 3 Grievance Policy Statement: Tobacco Plains Indian Band Grievance Handling Policy Procedures It is the Policy of the TPIB to maintain a harmonious working environment which is free from intimidation and harassment. Tobacco Plains Indian Band encourages members to express concerns about issues and to raise concerns with Department Managers by following the procedures set out: 1. Raise concern with Department Manager and work towards resolving the issue on an informal basis. If grievance not resolved at this level next step: 2. Raise formal grievance with Band Administrator in writing stating: Basis of grievance Who is involved Outcomes sought If grievance not resolved at this level next step: 3. 5 Ktunaxa Teck Impact Management and Benefit Agreement IMBA September 2015 What is an IMBA? o An agreement between a company and a First Nation o The terms that a First Nation will approve a project in their territory o IMBAs can be for all kinds of projects mines, dams, forestry, pipelines What is the Ktunaxa Teck IMBA? o Teck Coal is proposing to expand each of its coal mines o Elkview Mine Baldy Ridge Phase II o Line Creek Mine Phase II o Elkview Mine Baldy Ridge Phase III+ o Greenhills Mine o Fording River Mine o Coal Mountain Mine o The IMBA is an agreement between Teck Coal and the Ktunaxa Nation about how the impacts of the mine expansions will managed and what benefits the Ktunaxa will receive o The IMBA includes: o Land stewardship, now and into the future o Decision-making about future proposed mine expansions Page 5 of 19
6 o Training, employment and business pathways o Money o Culture o Ktunaxa citizen access to land currently managed by Teck Has the IMBA been approved by Ktunaxa and Teck? o Ktunaxa leadership will be deciding about the IMBA this fall Why did we negotiate an IMBA with Teck? o To exercise Ktunaxa jurisdiction o To have a direct say on what happens on the land, how it happens and what the Ktunaxa want the land to look like in the future, after mining o To be recognized as a title holder o To increase Ktunaxa presence on the land o To have Ktunaxa knowledge be a part of decision-making about the land o To create pathways for Ktunaxa citizens to participate in the economy through employment, training, or business Does the IMBA give the OK for all of Teck s mining, now and into the future? o No. The IMBA includes two mine expansions: Line Creek Phase II and Elkview Baldy Ridge II o Teck has the OK from the provincial government for Line Creek Phase II, Elkview Baldy Ridge II and Fording River. o The other mine expansions will be decided on a case-by-case basis, after they have been reviewed. 8 Possible Whitetail Outbreak- Epizootic Hemorrhagic Disease (EHD) Lands and Resources received information from Montana Fish & Game Biologist Tim regarding a Possible disease outbreak with whitetail deer. (EHD) The Fish & Game Biologist had reports on the Whitetail deer, they started tipping over Wednesday September 17, So far 20 suspected cases, all of them between Black Lake, Eureka, & Carpenter Lake. They have sent samples to the Bozeman Lab Monday September 14, 2015 the samples will take about 1-2 weeks for confirmation. Once we have more information on the EHD confirmation will we send out notice to notify if that is the case. If you notice any un-natural behaviour in the whitetail around our area please notify the Lands & Resource Manager Tom Phillips at (250) Ext: 3411 There have been several supposed poaching incidents on the Reserve please notify the Lands and Resource Manager if you notice any incidents of poaching or trespassing that way it will be dealt with properly threw the Conservation Officer.
