1 Bulletin 1 Published on 20 April 2018 To: Local and Oversea Dragon Boat Team You are cordially invited to participate in the 20th Hong Kong Dragon Boat Championships (HKIC) organised by Hong Kong China Dragon Boat Association (HKCDBA) and subvented by the Leisure and Cultural Services Department. The event will take place at the on 26 to 28 October This year, we will continue to have the traditional race - Hong Kong Cup (The greatest honor to local teams). For the winning team who will be invited to join Hong Kong Team Representative Program and affiliated clubs who wish to participate any Oversea Dragon Boat Races, they could find more information in bulletin 2. The event will add an international category and overseas teams will be invited to celebrate the 20th Anniversary of the championships. Besides, HKCDBA confirmed to incorporate some new ideas as below: 1) Moving the race venue to Kwun Tong Promenade from our Shek Mun Training Centre will surely add more colours and excitement to the race. 2) Two traditional categories namely Large Boat Championship and Fishermen Champions (For local fishermen and Hong Kong Resident only) were added for appreciation. 3) Promote the friendship among local and oversea teams without any separate sector. 4) Teams can submit application and crew list online. (Details of Enrollment Procedure will be announced at HKCDBA s website at later) 5) With the idea of Go Green, athletes are encouraged to bring their own bottles to the race venue. A blanked crew list in excel format will be received by each team manager via the provided during application subject to the confirmation of enrollment and payment. Team managers have to complete detail crew list with each crew position (e.g. paddlers, coach, drummer or helm etc.); 2. NOTE: Teams may be disqualified should they fail to reconfirm or submit the final crew list on time. 5 Fall Back Race Days Date 1 to 2 December (Sat to Sun) Items If the HKIC is not allowed to take place at Kwun Tong Promenade, Hong Kong due to any causes beyond the reasonable control of HKCDBA, the HKIC will take place at Shing Mun River in Shatin, New Territories on 1 Dec and 2 Dec. NOTE: Cancellation or delay of races is subject to the final decision of the Race Management Committee. There will be NO refund of entry fee, athlete registration fee and administration charge. 9 Fishermen Hong Kong Large Boat N/A** * Use Open Championship as an example, Quota under Standard Boat mean there are 15 quotas for oversea teams and 15 quotas for Local teams respectively. HKCDBA reserves the right to set quotas in each category and accept entries on a first come first served basis (Except Hong Kong Large Boat Championship) ** If there are more than 6 teams enrolled for Hong Kong Large Boat Championship, HKCDBA will accept entries by draw lots and every successful team will be given a lump-sum transportation subsidy amount to HKD$30,000. For organisations with 300 or more employees Local Team: May be required to produce relevant supporting documents such as the Certificate of Incorporation issued under the Companies Ordinance or valid Hong Kong Business Registration Certificate and Employment Certificate of athlete or staff card. Corporate Oversea Team: A participant has been working continuously for the participating organisation for 4 weeks or more, for at least 18 hours per week, before submission of crew list, and is still employed by the same organisation during the competition period. May be required to produce relevant supporting documents such as the Certificate of Incorporation issued by their countries or valid Business Registration Certificate and Employment Certificate of athlete or staff card. 14 Centum Charitas Foundation Greater Bay Area Trophy Hong Kong Cup Winners of specific local races only All paddlers must be female. No gender limitation of drummer and helm. For invited teams from Greater Bay Area only; No gender limitation. The 6 crews of all local teams heat of standard boat 500 meters with the best results among the rest of crews in the heats will be qualified to race in final. Restrictions on all athletes gender and age will base on the heat of categories. No gender and age limitation. Hong Kong Fishermen Championship (Local fishermen team only) Hong Kong Large Boat Championship (Local fishermen team only) For Hong Kong Resident only. Have to be self-equipped with traditional wooden dragon boat (Large boat) The team is entirely responsible for the transportation fee and arrangements. Race arrangement will be announced later. No gender and age limitation. For Hong Kong Resident only. Have to be self-equipped with traditional wooden dragon boat(large boat) About transport and race arrangement will be announced later Awards Open & Mixed Final A: Champion, 1st runner-up and 2nd runner-up of each category will be awarded a Trophy and Medals (32 for Standard Boat and 18 medals for Small Boat); The Fourth to Sixth will be awarded a Trophy. Final B & C: Champion, 1st runner-up and 2nd runner-up of each category will be awarded a Trophy; The Fourth to Sixth will be awarded a Trophy. Dragon Boat Championships Page 14/20

15 For other international & local championships, Invitational, Hong Kong Trophy The Champion, 1st and 2nd runner-ups will be awarded a trophy and medals (32 for Standard Boat and 18 medals for Small Boat) each. The Fourth to Sixth will be awarded a Trophy. Equipment 1) All equipment would be provided by HKCDBA. 2) Athletes may use their own paddles, which should meet the requirements set out in accordance with Clause 5.2 of the Amendments of HKCDBA Competition Regulations and Rules of Racing. 3) Athletes may use their own Personal Floatation Device (PFD) except inflatable PFD. Provision of Personal Floatation Device (PFD) 200 pieces of PFDs will be provided free of charge. NO advance reservation is required. PFDs with limited size and quantity will be allocated on a first come first served basis on site. Race Format Please refer to Attachment 1. Changes of race format, if any, will be announced in forthcoming editions of Race Bulletin. Competitions Regulations and Rules of Racing It will be run in accordance to the latest version of Amendments for HKCDBA Competitions Regulations and Rules of Racing and the latest version of HKIC Competitions Regulations and Rules of Racing. 16 1) All athletes must register as HKCDBA athletes and holders of valid HKCDBA athlete cards. Athletes of overseas teams, teams enroll for invitational races, fishermen and large dragon boat are exempted. Dragon Boat Championships Page 16/20 All athletes should be able to present the original copies of the cards to the Race Official for the purpose of checking at every race on the race day. For those who are unable to present the HKCDBA athlete cards for any reason, a card replacement charge of HK$100 will be imposed on the spot. 2) Standard Boat Races: Maximum number of participants in each team is 34 including 1 team manager, 1 coach, 1 drummer, 1 helm, 16 to 20 paddlers and 10 reserves. 3) Small Boat Races: Maximum number of participants in each team is 20 including 1 team manager, 1 coach, 1 drummer, 1 helm, 8 to 10 paddlers and 6 reserves. 4) There is no limitation on the number of race entries participated by each organization. 5) Category with less than 3 participating teams may be cancelled. 6) Team Manager: each team must have a Team Manager, who must be present in the Crew Assembly Area during the time when the team is racing and is under the monitoring of Race Officials. 7) Coach: the coach can also take up the role of a drummer or helm provided that there is clear indication on the crew list (crew registration form) and holding the valid athlete card. 8) Substitution of drummer or helm: anyone on the registered crew list are allowed to act as the backup of the drummer or helm. 9) Substitutions: all substitutions should meet the entry requirement of their own categories. 10) All athletes are not allowed to represent more than 1 team in each category. That is, sub-teams under the same team name Team A and Team B are regarded as 2 teams in the same category. 11) All local athletes must be holders of HKID Card and be able to present the ORIGINAL copy for onsite identification check in required. 12) With the concern of safety under bad weather condition, HKCDBA organizing committee

17 reserves the right to decide the number of athlete on boat. 13) Any team or athlete who has not demonstrated a good sportsmanship may be disqualified 14) Any team, including Team Manager, Coach, Athletes and Crew Members, who severely contravenes rules and regulations or disciplinary code will be disqualified, and are not entitled for any awards. 15) Any actions violate the laws of Hong Kong by the team or athlete may result in disqualification and no refund will be allowed. 16) HKCDBA organizing committee reserves the right to refuse any entry into the races at its sole discretion without given any reasons. 17) In case of any dispute, the decision of HKCDBA should be final and HKCDBA reserves the right to revise the race regulations at its sole discretion. 18) If there is any inconsistency between the English version and Chinese version, the Chinese version shall prevail. Arrangement under Inclement Weather 1) If typhoon signal No. 3 or above, red or black rainstorm warning signal is in force at 07:00 on the race day, all the races will be cancelled. Entry fee would not be refunded. 2) If thunderstorm warning, typhoon signal No. 1, amber rainstorm warning signal is in force on the race day, all teams shall report on time. Cancellation or delay of races is subject to the final decision of organizing committee. All teams should observe the arrangement announced by organizing committee. Entry fee would not be refunded 3) In case weather condition is getting worse during the races, the organizer reserves the right to cancel or postpone the race. Entry fee would not be refunded. Visa Please visit the Hong Kong Immigration Department website for the details of Visa application: All visa applications and fees should be submitted by the teams. In general, it takes at least 6 to 8 weeks to process the visa application. Teams are responsible for all the consequence caused and fees incurred due to late application. For enquiry, please contact the Secretariat at hkcdbahkic2018@gmail.com. Local Transportation for Overseas Teams Information of the transport service provider will be provided in Bulletin later. Teams can contact the supplier for booking arrival/departure transfers, transfers between the hotels and the race site for practice, races or sightseeing on own expenses.
