2 WATER EMERGENCY SAFETY PLAN This Water Emergency Safety Plan was developed to aid in the response to injuries or illnesses on the water during the Partners In Education Dragon Boat Summer Learning Festival. This Water Emergency Safety Plan will be carried out by Dynamic Dragon Boating, Partners In Education, Water Safety and EMT boats, and key volunteers. Race Course Set Up Plan (As needed) Good course management is fundamental to avoiding accidents. AVOIDING ACCIDENTS AT ALL COSTS IS KEY. On the course the water depth should be a minimum of 10 feet to provide sufficient depth for paddlers to clear the bottom with their paddles and enough draft for rescue boats to operate safely. The area near the dock is less, so extra care must be taken. Sufficient depth is required so participants will not be at risk of hitting their head on the bottom or on any hazard in a capsizing incident. Lanes are marked, but, at the start line, boats will be assigned a position in an imaginary lane. Steer must leave a minimum of 10 feet between boats. On the day of the event, the Officials and rescue personnel will inspect the course for on water hazards, unseen underwater hazards and litter hazards. The Chief Officer (or his designated assistant during practice sessions) must give his consent before the race or practice sessions may commence. Practice Week Emergency Safety Plan One launch will be on the water for all scheduled practices. In the event a boat capsizes or is swamped, paddlers will stay with the boat which will be towed to shore. In the event a paddler goes overboard, the steer will signal an emergency and will point to the paddler so that the launch can pick him up. The boat will then continue paddling to the dock. In the event of a collision, paddlers will stay with the boat, and personnel in the emergency launch will give instructions on what to do. Injuries will be ferried to the dock first, and then the other paddlers will be towed in. Command Center Water Emergency Safety Plan 2

3 The Command Center coordinates all emergency response, including activating EMS, if necessary, under the direction of the Safety Officer. A first aid location is available for injured participants. Quick access to information on each paddler is important in the event of an emergency. Race event organizers will establish a registration procedure to collect the following information on each participant: name, address, telephone number, and emergency contacts, Relevant medical conditions should be reported to the team captain before practices begin. Weather Emergency Plan Wind If strong winds are forecasted, the minimum number of paddlers in a dragon boat must be increased to correspond with the increased wind resistance. If winds are forecasted between 11 and 17 mph (10 to 15 knots), the minimum number of experienced paddlers must be increased to at least 10 and preferably should be increased to 12. If winds are forecasted between 17 and 23 mph (15 to 20 knots), the minimum number of experienced paddlers must be increased to at least 14 and preferably should be increased to 16. If winds are forecasted above 23 mph (20 knots), all teams/crews must not go out. Current If the river current is strong, as happens during heavy rains, the minimum number of paddlers in a dragon boat should be increased to correspond with the increased river flow. The Dragon Boat Coordinator will monitor this data and send announcements to team/crew contacts as increased numbers of paddlers are required or if practices must be canceled. Please note that even if strong currents subside, practices may remain canceled if dangerous large debris is present. Lightning If there is lightning is present in the immediate area, dragon boats are not allowed to go out and boats that are on the river must return to the dock. The 30/30 principal will be used: If lightening is spotted and thunder heard within 30 seconds of each other, all boats must return to the docks. 3

4 The boats must stay docked until 30 minutes has passed from the last sighting of lightening, or thunder. Extreme Temperatures Practice/Race at the discretion of the Dragon Boat Coordinator. Safety Officer Water Emergency Safety Plan The Race Official has the power to suspend or cancel the event if he feels the conditions are unsafe for the participants. The responsibilities of the Race Official and the Water Committee are to ensure that: An Emergency Response Plan is completed by the Event Coordinator and is circulated as necessary. All captains and dragon boat teams are aware of any hazards on the water. All dragon boat teams are aware of course start and finish points and the method of returning to the unloading area. All team members- including drummer and steersman- are wearing an appropriate Personal Flotation Device. All members of the dragon boat team are aware of adverse weather conditions and how to respond in the event of an incident. All dragon boat teams are aware of the Emergency Response plan in the event of a medical emergency, paddler overboard, swamping or capsizing. All dragon boat crews have been numbered in a buddy system before leaving the loading area and the total onboard has been recorded and relayed to the Emergency Personnel. During an emergency, no dragon boats are to be marshaled to the start line until all the boats involved in the emergency have returned to the dock, all paddlers have been accounted for, and the Race Official deems it safe to continue with the event. Only rescue personnel (those trained in in- water rescue techniques) should enter the water, if necessary, to perform a rescue. Emergency personnel should not enter the water. In the event of a major incident - drowning, collision, death of a participant or volunteer - the police must be involved and will ask to speak to anyone involved. The rescue personnel and the crew involved must return to the Command Center and wait for the police to finish questioning 4

5 them. The Racing Officials and Partners In Education, in consultation with the police, will determine when emergency personnel may leave. Following the conclusion of events, The Race Officials and Partners In Education prepares a report detailing all incidents and actions taken to prevent a recurrence. This report will include commendations for future events at that location. Steersman Water Emergency Safety Plan The control of the dragon boats must be left to an experienced steer who must be able to control the direction of the boat and avoid collisions on the course. Steers should be trained and certified to ensure they are able to manage this important role. The steer or drummer shall use the command "EMERGENCY" to indicate that an emergency exists. At this command, the front pair and the rear pair of paddlers will raise their paddles straight up in the air; all other paddlers will put their paddles in the water in the "hold water" position. The command "EMERGENCY" will be used to signal a paddler overboard, a medical emergency, or swamping. The capsizing of a boat will be evident to emergency personnel. If the steer is unable to issue the command, the drummer will take over. A bailer will be located in the stern of the boat near the steer to be used in the event of swamping or a boat taking on a large amount of water. First Aid A first aid emergency is any medical emergency or physical injury that takes place on board the dragon boat. The injured paddler or his or her buddy signals the steer by raising an arm in the air. The steer issues the command "EMERGENCY" to alert emergency personnel. The steer communicates the nature of the emergency to the emergency personnel who assume responsibility for the first aid care. The dragon boat then returns to the unloading area, or to the starting line, as appropriate. Paddler Overboard Paddler overboard means a crew member has fallen out of the boat. The steer issues the "EMERGENCY" command. The steer points with an arm at the paddler in the water so EMT personnel are aware of the nature of the emergency and the whereabouts of the victim. Should the paddler swim back to the dragon boat, he should be floated on 5

6 the windward side of the boat until help arrives. DO NOT ATTEMPT TO REBOARD THE PADDLER. When emergency personnel arrive, they will take the paddler on their boat and return to the dock. The rescued paddler remains on the dock until the rest of the crew arrives. Collision A dragon boat collision can put many people in the water and in danger. In the event of a collision, the race is stopped immediately: all dragon boats come to a stop to avoid adding to the collision. Dragon boats are not to assist with the rescue. A dragon boat is not maneuverable; it will get in the way of emergency personnel and may cause injury to paddlers in the water. All dragon boats not involved in the collision give the collision site a wide berth and return to the unloading area. All injuries are reported to the steer when the buddy check is completed. Crew members should keep calm and quiet so they can hear directions from the steer and emergency personnel. Crew members stay in the boat. This will keep paddlers out of harm's way when emergency personnel arrive. Paddlers in the water should avoid climbing on top of, or attempting to get into either boat as the boats may start to roll, injuring other paddlers. If a crew member is injured, the uninjured buddy uses one hand to grasp the gunwale of the boat and the other to grasp the collar of the Personal Flotation Device of the injured buddy. It is important for the uninjured buddy to maintain verbal contact with their buddy. If the water is cold or paddlers feel cold, they should be instructed to pull their knees to their chest and wrap their arm around their legs. Upon their arrival, emergency personnel take control of the situation. The steer provides information on missing buddies or injuries. Emergency personnel may take some paddlers on board the rescue boat. Paddlers being boarded on the rescue boat follow the directions of the emergency personnel and allow themselves to be pulled into the boat. Capsizing A capsized dragon boat is one that has turned upside down with the hull of the boat skyward. Participants should understand that they cannot stop a boat from capsizing once it has started to turn. Participants let themselves go with the boat's roll. Paddlers 6

7 on the high side of the dragon boat should try to throw themselves clear of their partner and release their paddles. Participants who come up under the overturned boat can breathe in the air pocket, grasp the gunwale of the boat with one hand and duck back down, oriented by their hand on the gunwale until they are clear of the boat and can surface. Upon surfacing, buddies check each other for injury and report any injuries to the steer. Crew members stay with the boat. This will keep paddlers out of harm's way when emergency personnel arrive. Swamping A boat is swamped when it takes on large amounts of water. A swamped boat floats upright just below the surface of the water. If water can be safely and quickly bailed out, the steer assigns someone to do this with the bailer. If the boat cannot be bailed, the crew stays in the boat to steady it - all paddlers reach with their paddles as far to the outside as possible. It is important that the paddlers stay in the boat and to remain still. When the boat is swamped, the steer conducts a buddy check. Any injuries are reported to the steer. Paddlers are reminded to stay calm and quiet so they can hear directions from the steer and emergency personnel. Upon their arrival, emergency personnel take control of the situation. The steer provides information on missing buddies or injuries. 7

8 Swimming to Shore STAY WITH YOUR BOAT! Emergency personnel will reach you and get you safely to shore. Only swim to shore if instructed to by emergency personnel. Otherwise, stay with your boat. All team members swim to the same spot on the shore as directed by emergency personnel. If a buddy was taken into a rescue boat, the lone paddler is to make a threesome with a buddy pair. Rescue Personnel Water Emergency Safety Plan Attire Emergency and rescue personnel should be attired in such a manner that they are readily identifiable by participants and spectators and can be quickly located in an emergency. Rescue Boats At least two rescue boats are to be used for races with four lanes. An additional rescue boat must be added for every three lanes added to the race course. Because dragon boats carry large crews, it is important for rescue boats to be able to respond and rescue a large number of people. An adequate number of rescue personnel should be located in the rescue boat. One person in the rescue boat should have a message board and pen to write details of missing boaters or injuries in the event of a capsize or collision. Rescue boats might also be supplemented with personal watercraft or kayaks. The operators of these vessels must be aware of all emergency procedures and be skilled at rescue using that type of vessel. Operators of such vessels will follow the direction of the emergency personnel. 8

9 General Procedure When an emergency occurs, the rescue boat closest to the emergency responds, taking care to avoid other dragon boats. Rescue craft communicate their intentions to other rescue craft and to the Safety Officer while responding to the emergency. The other boats continue to monitor the dragon boats which are not involved in the emergency. Rescue boats approach the dragon boats slowly from the stern on the leeward side of the dragon boat. Since not all rescue boats have motor guards, it is important to tie the bow of the rescue boat to the stern of the dragon boat and cut off the rescue boat motor. The rescue boat gets information on the emergency from the steer, radios the information to the Safety Officer so that appropriate help can be obtained on shore and then continues to deal with the emergency. Rescue personnel should be alert for hypothermia, heat emergencies and shock. First Aid Emergency personnel take the injured paddler(s) on board the rescue boat and begin treatment. Emergency personnel give appropriate direction to the dragon boat crew: remain with the boat, board the rescue boat, etc. With the injured paddler aboard, emergency personnel untie from the dragon boat and pull away carefully. Once clear, the rescue boat operator should restart the engine and return quickly to the dock. At the dock, the rescue personnel who began treatment remains in charge until EMS removes the paddler. Emergency personnel return to the water to monitor races once the Race Officials deems it safe for the event to continue. 9

10 Once the race is complete the rescue boat that remained with the other dragon boats in the race may come to assist the removal of other injured paddlers or to ferry paddlers to shore at the direction of the Safety Officer. One rescue boat must stay with the remaining dragon boats until all have returned to the un- loading area. Paddler Overboard The rescue boat operator maneuvers to position the rescue boat on the leeward side of the paddler. Emergency personnel grasp the paddler's arm and bring him or her to the side of the rescue boat. The paddler is then boarded onto the rescue boat using the re- boarding device. The rescue boat motor should be turned off if the re- boarding device is a ladder at the stern of the boat. Emergency personnel should return the paddler to the marshalling area. The rescued paddler should remain at the dock until the rest of the crew arrives. Capsizing Emergency personnel take the injured paddler(s) on board the rescue boat and begin treatment. Emergency personnel direct the crew to remain with the boat until they can be can be ferried ashore in boats. Collision Since all the dragon boats come to a complete stop in the case of a collision, all rescue boats may respond immediately. Each rescue boat is to pair with one dragon boat in the collision. All other rescue boats are to remain on the perimeter until directed otherwise by the Race Officials. The steer informs emergency personnel of any injuries or missing paddlers. The boat operator radios to the Race Officials information concerning the number of injuries and their nature and the number of missing paddlers so appropriate services can be initiated. If a paddler is missing, the emergency personnel from the vessel assisting that dragon boat initiate a search. 10

11 Emergency personnel from the additional vessels (if available) ferry injured paddler(s) on board the rescue boat and begin treatment. If there are no additional boats, the priority of one rescue boat will be to search. The second rescue boat will triage the victims and ferry them to the dock area. Once the rescue boat is at capacity, emergency personnel should push away carefully from the collision. Once clear, start the engine and return quickly to the dock where rescue personnel who began treatment remains in charge until EMS removes the paddler(s) or the Race Officials takes control. Onshore emergency personnel take over the treatment if more paddlers must be brought in by rescue boat. Emergency personnel return to the collision site to assist the other paddlers and injured. Emergency personnel direct the remaining paddlers to stay with the dragon boat to be picked up by additional boats or to swim to shore if conditions permit. Swamping Emergency personnel direct the steer to return the dragon boat to the unloading area if possible or to board boats for ferrying to the dock. Rescue Techniques Rescue from a dragon boat o Communicate with the steer to determine the nature of the emergency. o Radio the nature of the emergency and assistance required to the Racing Officials. o Inform the steer of your intention to remove a paddler from the boat so the steer can direct the paddlers to rebalance the boat. o If possible, have the paddler slide to the side of the dragon boat closest to the rescue boat. o With the paddler facing the rescue boat, pull the paddler forward into the rescue boat over the gunwales. 11

12 Rescue from the water - unconscious paddler o Communicate with the steer to determine if there are injuries or missing paddlers. o Radio the nature of the emergency and assistance required to the Race Officials. o Always approach a situation on the leeward side with the stern of the rescue boat away from any paddlers - parallel if the dragon boat is floating on top of the water; perpendicular if the dragon boat is swamped, capsized or there has been a collision. The operator of the rescue boat controls the rescue boat to ensure it does not drift into other paddlers or hazards. o Upon instruction from emergency personnel, buddies can swim unconscious partner to the edge of the rescue boat keeping the injured paddler on his or her back. Rescue personnel may assist. o Emergency personnel on the boat may wish to recruit a non- injured paddler - preferably the buddy of the injured paddler - to assist with the boarding of the paddlers. o Able paddlers can use the re- boarding device on the boat: otherwise emergency personnel can pull the paddler into the rescue boat over the gunwales. o Grasp the unconscious paddler under the armpits and pull straight up until the victim's chest clears the gunwale. Once the upper body is over the gunwale, rescuers pull the rest of the unconscious paddler on board. o EMT begin assessment of the paddler and initiate appropriate treatment. o If it a life- threatening injury, the rescue boat proceeds immediately to the dock. o The rescue boat operator ensures the vessel remains balanced and stable while taking on additional passengers. Rescue from the water - conscious paddler o Communicate with the steer to determine if there are injuries or missing paddlers. Radio the nature of the emergency and assistance required to the Race Officials. o Always approach a situation on the leeward side with the stern of the rescue boat away from any paddlers. o Throw bags may be used to bring a paddler to the side of the boat, if required. o The operator of the rescue boat controls the rescue boat to ensure it does not drift into other paddlers or hazards. 12

13 o Emergency personnel on the boat may wish to recruit a non- injured paddler - preferably the buddy of the injured paddler - to assist with the boarding of the paddlers. o Able paddlers can use the re- boarding device on the boat: otherwise emergency personnel can pull the paddler into the rescue boat over the gunwales. o Emergency personnel begin assessment of the paddler and initiate appropriate treatment. o The operator ensures the boat does not become overloaded for the conditions. Media In the event of a major incident - drowning, collision, or death of a participant or volunteer - the media will wish to speak to anyone connected to the event. The Executive Director, Michelle Klinger, will serve as the spokesperson in the event of a situation where the media may become involved. Participants and emergency personnel are instructed to direct all inquiries to her. Participants and emergency personnel speak only to the police about the incident following its conclusion. 13
