1 MONTGOMERY COUNTY FIRE AND RESCUE SERVICE SWIFT WATER TEAM TRAINING PROGRAM CERTIFICATION TEST FOR SWIFT WATER BOAT OPERATOR Candidate Name: ID# : Station/Shift/Dept: Evaluator: Boat Support #: Boat #: Water Level: ft. 1.0 PPE 1.1 Candidate will be able to describe the type of PFD the swift water rescue team uses, and its features Candidate will describe a properly fitting PFD and the proper water rescue helmet and don them. Candidate will properly weave the quick release buckle (critical skill) Candidate will list three safety accessories to be worn on the PFD Candidate will describe the proper care and maintenance for a dry suit including the zipper, seals and storage as well as proper cleaning and disinfecting of the dry suit. Candidate will describe the importance of wearing a liner or insulating clothing under a dry suit. Candidate will properly don and doff the dry suit. 2 2.0 Pre Response Checkout 2.1 Candidate will have completed MD DNR or equivalent Safe Boater class certificate Candidate will identify all portions of the boat with all the proper marine terminology. Candidate will identify each chamber and the proper inflation and inspection of the boats within the Swift Water Rescue Team Candidate will explain the different types of hitches and how to connect the boat trailers to them. Candidate will perform a Pre-Response Readiness check to ensure all equipment and gear is ready Candidate will describe the different types of boats used within the Swift Water Rescue Team and each of their advantages and disadvantages. Candidate will perform a Pre-Response Readiness check on all boats operator will be responsible for. Candidate will identify motor, fuel, and mixture ratio if applicable. Candidate will identify starting procedures for each boat type. Candidate will describe the kill switch and its use. Candidate will describe the importance of proper fuel line connections and the reason for fuel cell venting. 3 3.0 Boat Operations 3.1 Candidate will successfully launch a sled and/or Chesapeake at the anglers boat ramp. 3.2 Candidate will successfully launch a Jon boat at anglers boat ramp. (6 minute time limit) 3.3 Candidate will assemble regulator and cylinder together to inflate a boat with air. 3.4 Candidate will describe the advantages and situations when paddling is used versus motoring. 3.5 Candidate will operate and Navigate safely to GPS Coordinates: , Candidate will operate and Navigate Safely through the Available shoots at the above location. 3.7 Candidate will operate and Navigate safely to GPS Coordinates: , Candidate will take crew to Emergency Access Trail head from above location. 3.9 Candidate will operate and navigate safely to GPS coordinates: , Candidate will operate the Chesapeake and successfully recover the crew/victim at the gunwale on both the Port and Starboard sides one time each Candidate will Operate and Navigate safely to GPS coordinates: , Candidate will operate the Chesapeake and successfully recover the crew/victim at the gunwale on both the port and Starboard sides one time each Candidate will Operate and Navigate safely to GPS Coordinates: , Candidate will Operate and Navigate safely through chute/rapids at above location at least one time Candidate will Operate and Navigate safely to GPS Coordinates: , Candidate will Operate and hold station below rapids at above location for 45 seconds. 4 4.0 Potomac River Location and Identification 4.1 Candidate will navigate with GPS and/or identify on a map, depending on water level, the following locations: , , , , , Night Operations 5.1 Candidate will describe what types of lighting are advantages. (natural or artificial lighting) 5.2 Candidate will describe the most preferred color of artificial lighting. 5.3 Candidate will describe placement of illumination on the boat and proper placement on rescuers. 5.4 Candidate will describe what color is best for shore based markings; identify shore and land locations and their purpose. 5 6.0 ROPE 6.1 Candidate will describe what equipment is required to build a 3:1 mechanical advantage system 6.2 Candidate will select the appropriate equipment and build the anchors for the 3:1 system 6.3 Candidate will select the appropriate equipment and build the Belay line for the 3:1 system 6.4 Candidate will select the appropriate equipment and build the main line for the 3:1 system 7.0 Search and Interview Candidate will describe the information that should be ascertained when interviewing bystanders. Candidate will describe methods for searching the shoreline via ground and water. Candidate will describe how the shoreline should be marked. (glow sticks, tape, etc.) Candidate will describe how to mark victim s last known location. 6 8.0 Boat Tows Candidate, after locating lost boat from 8.1 previous section, will Perform a boat tow back to designated location. 8.2 Candidate Properly sets up Boat Tow. 8.3 Candidate ensures that all Personnel are positioned correctly for proper tow. 8.4 Candidate will explain or demonstrate hookup to tow a Jon boat or IRB 8.5 Candidate will explain or demonstrate hookup to tow a Sled 8.6 Candidate will explain or demonstrate hookup to tow a Chesapeake. 9.0 RECOVERY Candidate will successfully recover boat back 9.1 onto trailer. 9.2 Candidate will ensure bow strap is properly secured and tightened and ensure proper position of boat on trailer prior to moving trailer out of the water. Candidate will ensure boat and boat support is 11.3 returned to service properly with all equipment back in proper location. Candidate will describe anything else that may 11.4 be required prior to returning to service.
