5 4 Qualification System 4.1 ATHLETE ELIGIBILITY Athletes must have been born between 1 Jan 1993 and 31 Dec PERFORMANCE & CONTINENTAL REPRESENTATION IF Quota Places The basis for qualifying for YOG will be the results of the ICF Canoe Slalom World Championships Juniors 2008 and the ICF Canoe Sprint World Championships Juniors The ICF Canoe Slalom World Championships Juniors 2008 was held in Roudnice nad Labem, Czech Republic, 24 Jul to 27 Jul The ICF Canoe Sprint World Championships Juniors 2009 was held in Moscow, Russia, 31 Jul to 2 Aug The distance for Canoe Sprint qualification will be based on 500m races Canoe Sprint: 52 Athlete Quota Places The ranking list of K1 Men, K1 Women and C1 Men in the 500m races from the 2009 Junior World Championships will be used to determine the athlete quota places for each NOC. If any of the qualified NFs/NOCs does not wish to use a quota place, then the athlete quota will be reallocated to the next NF/NOC in the ranking in that category, taking into account the NOC Universality and Host Country places Canoe Slalom: 12 Athlete Quota Places The ranking list of the K1 Men, K1 Women and C1 Men categories in the ICF Canoe Slalom World Championships Juniors 2008 will be used. The first four ranked countries from each category will receive athlete quota places taking into account the NOC Continental Places. 3

6 4.3 CONTINENTAL PLACES Continental Canoe Sprint Places (3 categories x 3 places) A minimum of one NOC place for each K1 Men, K1 Women and C1 Men from Africa, Americas and Oceania must be assured. As the Host Nation, Singapore would be the representative for Asia if no other NOC qualifies from Asia. Should a NOC qualify directly through the Junior World Championships, then that will count as the Continental Place and the next ranked NOC for that discipline at the Junior World Championships will qualify for the YOG regardless of continental representation. If there is no continental representation directly qualified from the Junior World Championships, the best ranking NOC from Africa, Americas and Oceania in each discipline at the Junior World Championships will be given one place. Should the NOC not fill the offered place, it will be given to the next ranking NOC from that Continent at the Junior World Championships. If no NOC fills the place from the continent through the Junior World Championship ranking, the ICF can decide to give the place to any continent; to an NOC without athletes selected for the canoeing events at the YOG Continental Canoe Slalom Places (1 category x 3 places) The first ranked NOC outside of Europe at the Junior World Championships will be given one allocated place in each event. Should the NOC not fill the place, it will go to the next ranked NOC at the Junior World Championships from outside of Europe in that event. This will continue until the place is filled. Should the place remain vacant, the ICF can decide to nominate an NOC without representation in the canoeing events of the YOG to take up the place. Should an NOC outside of Europe finish in the first three nations at the Junior World Championships and qualify, then the fourth ranked NOC will be nominated for the place regardless of continental representation. Should an NOC qualify for places in both Canoe Sprint and Canoe Slalom disciplines within the same event category (e.g. K1, C1 or Women K1), then the NOC must choose one athlete to fill the place regardless of discipline. The remaining place will be given to the next ranking NOC that has not qualified from the Junior World Championships in that specific discipline. 4.4 NOC UNIVERSALITY PLACES The NOC Universality Places can be nominated from either Canoe Slalom or Canoe Sprint disciplines, in the Men K1 and C1 categories and the Women K1 category. 4.5 HOST COUNTRY REPRESENTATION One male and one female place in the K1 events and one C1 male place will be available for the Host Country. 4

7 4.6 REALLOCATION OF UNUSED QUOTA PLACES Unused IF Quota Places Should an NOC not use the allocated IF Quota Place, then the place will automatically go to the next best ranked NOC from the Junior World Championships in that discipline. Should the list of NOCs be exhausted in that discipline, then the place will become an additional NOC Universality Place Unused Host Country Places Should the Host Country be unable to fill one or more of the Host Country Places, the place(s) will be allocated to the next best ranked NOC from the Junior World Championships from the same continent and without any other participating canoeists at the YOG. Should that NOC decline the Host Place, the next ranked NOC in the Junior World Championships from the same continent without participating canoeists will be chosen and so on until the place is filled. Should there be no more NOCs in the Continent available then the ICF will decide to allocate the place to an NOC without any athletes competing in the Canoeing events of the YOG Unused NOC Universality Places Any NOC universality places left vacant will be reallocated by the ICF to NOCs which have not yet qualified athletes in canoeing, taking into consideration the results of the Junior World Championships. 5

9 6 Competition Format The Head to Head Canoe Sprint is an individual event on a circuit of approximately 420m. The course for each athlete consists of 2 x 80m, 1 x 160 straight phases and two turns. The Obstacle Canoe Slalom is an individual event on two similar courses, of approximately 120m in length. The length of the courses in one direction is about 60m with four pairs of buoys on each course. Races will be conducted for K1 Men, C1 Men and K1 Women. The number of athlete quota places, 24 K1 Women. 24 K1 Men and 16 C1 Men will be eligible for the races. The same competition format will apply for Canoe Sprint and Canoe Slalom. 10 6.1 KNOCK-OUT COMPETITION FORMAT FOR 24 ATHLETES The pairs start every two minutes and thirty seconds. The rounds are divided into two sessions. The first three rounds will be held in the first block and the final four rounds held in the second block. 1st Round 2nd Round (Repechage) 3rd Round 12 pairs (24 athletes) 6 pairs (12 athletes) 8 pairs (16 athletes) The winners of each pair advance to the 3rd round. The losers will go into the repechage (2nd round with 12 athletes). Total time: 30 minutes The losers from the first round (12 athletes) will compete against each other (pairs drawn by lots). The fastest 4 athletes to complete the course will go through to the next round. The others are eliminated from the competition (8 athletes) Total time: 15 minutes The winners of the 1st round (12 athletes) and the 4 fastest athletes from the repechage will participate in this round. The pairs will be decided from the times of the 1st and 2nd round (for the Repechage athletes). The athlete with the fastest time will be paired with the slowest athlete (then the second fastest winner will be paired with the second slowest and so on). The winners of each pair will advance to the next round (8 athletes). The losers are eliminated from the competition (8 athletes). Total time: 20 minutes 8

The winners (2 athletes) will advance to the 7th and Final Round whilst the losers (2 athletes) compete in the 6th Round for the Bronze Medal. Total time: 5 minutes The losers of the 5th round (2 athletes) will participate in this round; compete for the Bronze Medals. The winner will be the Bronze Medalist whilst the loser is the 4th. Total time: 2.5 minutes The winners of the 5th round will participate in this round to compete for the Gold and Silver Medals. The winner will be the Gold Medalist whilst the loser is the Silver Medalist. Total time: 2.5 minutes All 24 athletes will be ranked accordingly to the number of Rounds they completed and their times, except at Round 2 Repechage where pairing will be done by drawing of lots. 9

12 6.2 KNOCK-OUT COMPETITION FORMAT FOR 16 ATHLETES The race requires seven rounds: 1st Round 2nd Round (Repechage) 3rd Round 8 pairs (16 athletes) 4 pairs (8 athletes) 6 pairs (12 athletes) The winners of each pair advance to the 3rd Round (8 athletes). The losers will participate in the repechage (2nd Round with 8 athletes). Total time: 20 minutes The losers from the first round will compete in this round (8 athletes). Pairings are drawn by lots. The winners of each pair will go through to the 3rd round. The losers are eliminated from the competition (4 athletes). Total time: 10 minutes The winners of the 1st round (8 athletes) and the winners from the repechage (4 athletes) will participate in this round. The pairs will be decided by times of the 1st and 2nd round. The athlete with the fastest time will be paired with the slowest athlete (then the second fastest winner will be paired with the second slowest and so on). The winners of each pair (6 athletes) and the two fastest losers (2 athletes) will advance to the next round (8 athletes). The losers are eliminated from the competition (4 athletes). Total time: 15 minutes 10

The winners (2 athletes) will advance to the 7th Round to compete for the Gold and Silver medals whilst the losers (2 athletes) go through to the 6th Round to compete for the Bronze Medal. Total time: 5 minutes The losers of the 5th round will participate in this round for the Bronze Medal. The winner will be the Bronze Medalist whilst the loser finishes 4th. Total time: 2.5 minutes The winners of the 5th round will participate in this round to compete for the Gold and Silver Medals. The winner will be the Gold Medalist whilst the loser is the Silver Medalist. Total time: 2.5 minutes All the 16 athletes will be ranked according to the number of Rounds they completed and their times, except at Round 2 Repechage where pairing will be done by drawing of lots. 6.3 DIFFERENCES BETWEEN THE ICF WORLD CHAMPIONSHIPS JUNIORS AND THE YOUTH OLYMPIC GAMES The competition format of Canoe-Kayak for the YOG is completely different from the ICF Junior World Championships. Canoe Sprint and Canoe Slalom at the YOG is a new competition format over a different course. In the Canoe Sprint event, the athletes paddle on a circuit, and compete head to head against each other. For Canoe Slalom, the athletes compete on a calm water surface and not on a natural river or artificial slalom course. However, they still need to demonstrate the skills of a Slalom athlete by maneuvering around gates and also beating the other person on the course. 11

14 7 Competition Rules & Procedures 7.1 GENERAL Two athletes compete against each other at the same time head to head. The fastest athlete from each pair advances to the next round. The losers of the first round will have a second chance to qualify through the repechage. The fastest four athletes from the repechage will advance to the next round in K1 Men and K1 Women (24 athletes), and the winners of each pair when 16 athletes are competing (C1). The athletes are paired off using the results of the Time Trial that is held for each class before the competition. The best athlete in the ranking from the Time Trial is paired up with the athlete with the slowest time; the second best time is paired with the second slowest and so on. Example: Ranking 24 athletes according to their times: 1st/24th; 2nd/23rd; 3rd/22nd; 4th/21st; 5th/20th; 6th/19th; 7th/18th; 8th/17th; 9th/16th; 10th/15th; 11th/14th; 12th/13th. If the number of participants is an odd number (in special situations) the best ranked athlete will progress to the next round without competing. If an athlete fails to start the opposing athlete will progress to the next round without competing. 7.2 HEAD TO HEAD CANOE SPRINT The two athletes start at the same time on opposite sides of the course. Athletes will have paddle on a figure of 8 race course, executing a left turn and a right turn (sequence depend on which side they start with, and a straight path in a middle. They will end on the opposite side where they started. The athlete who reaches the finish line first is the winner and progresses to the next round. The losers in the 1st round will participate in the repechage in order to have one more chance to stay in the competition. In subsequent rounds the losers will be eliminated. The competition continues until the last pair will compete for the gold medal. 12

16 7.2.1 The Start The athletes of each pair will start across the same line and time, but at 180 degrees to each other on the course. Athletes shall be on the water at the starting area (within 50m) not less than two minutes prior to the time of the race. The start shall commence without reference to any absentees. The start must be on time respecting the race schedule. If an athlete does not start and has no valid reason approved by the Competition Committee, he/she shall be disqualified from the competition. If one athlete withdraws, the other athlete does not need to start but will be considered as the winner of that round and progress to the next round. This rule is not valid at the official Time Trials and at the Repechage, or any other time when the times will be considered for progressing. An Automatic Start System will be used for starting of the races. The start command will be: READY then starting signal will be given. Between the order of READY and the starting signal the competitors must not paddle. If any competitor begins paddling before the starting signal, he/she will be given a false start and a final warning. In the event of a second false start by the same competitor, he/she will be disqualified from the competition in that discipline. In the event of one athlete disqualified for false start, the remaining athlete will not need to start and be declared the winner of that race Paddling on the Course The athletes shall paddle on the outside of the course lines (ropes or buoys along the entire course from the start to finish). The athlete s body, paddle of the boat can touch the ropes and buoys at any point but the actual boat cannot be inside the course. A boat which moves inside the rope line or leaving any buoy from the right hand side (Except the finish line buoy) will be disqualified from the event. If capsize occurs the competitor is eliminated from the race. If a paddle or boat or a part of the boat (E.g. Foot brace etc) is broken, the race will not be repeated. Spare paddles cannot be given by another competitor or supporter. 14

17 7.2.3 The Finish The finish line is the same as the start line for each athlete. Athletes finish the race when the bow of the boat reaches the finish line between the two red buoys with flags. The boat has finished the race when its bow crosses the finish line with the athlete in it. If the two boats reach the finishing line at the same time they are awarded the same classification. In case of a dead heat in any race, a re-race shall be run before the next round will be held in that event. In the case of a dead heat in the re-race, drawing of lots will determine the outcome. 15

18 7.3 OBSTACLE CANOE SLALOM Two athletes start at the same time, on two separate adjacent courses. Paddling direction will be forward around the buoys. Upon reaching the last pair of buoys the athletes will return around the buoys and cross the finish line. The race will be one full lap of the course. The athlete who reaches the finish line first is the winner and progresses to the next round. The competition continues until the last pair will compete for the gold medal. 16

19 7.3.1 The Start Athletes will start the race by sliding off the slide on the platform, into the water. Athletes on Course 1 will turn to the left and turn around the 1st green buoys from the left to the right hand side. The athletes on Course 2 will turn to the right and negotiate the 1st red buoys from the right to the left hand side The Buoys Two courses will be built parallel with an identical layout at the end of the Rowing course. Four pairs of buoys will be placed on the 50m long course. The athletes paddle from the start, negotiating the buoys in the required direction. They then turn back at the last pair of buoys and return to the finish line in the same manner. The red buoys must be negotiated from right to left whilst the green buoys must be negotiated from left to right. Red or green buoys with yellow markers must be turned around fully (360 degrees). All the buoys must be negotiated in numerical order (1 to 8). All buoys must be negotiated in accordance with the direction established by the color of the buoy Green buoys: athlete s right hand side Red buoys: athlete s left hand side. All buoys may be negotiated in any presentation from the correct side of the buoy. Definition of the buoy line: The buoy line is the line between two buoys, perpendicular to the buoys considering the longitudinal axe of the course Negotiation of a buoy begins when the start is given OR: The boat and the body of the competitor break the buoy line Negotiation of a buoy ends when the negotiation of any subsequent buoy begins OR the finish line is crossed. The following conditions must be satisfied for a buoy to be considered correctly negotiated: a. The complete body of the competitor and boat must go along the buoy in accordance with the correct side of the buoy and the course plan. b. During any buoy negotiation no part of the body and boat is allowed to break the buoy line in the wrong side. If a paddle or boat or a part of the boat is broken, the race will not be repeated. Spare paddles cannot be given by another competitor or supporter. 17

20 7.3.3 The Finish The finish line is the same as the start line for each athlete. Athletes finish the race when the bow of the boat crosses the finish line The Mixed Zone It is mandatory for all athletes to go through the Mixed Zone after each time-trial or race. The athlete will then return to Boat Control. If necessary, the athlete has to pick up and return the boat, should the next athlete assigned to use the same boat have not taken over the boat. 7.4 DIFFERENCES BETWEEN CANOE & KAYAK i. Kayaks are propelled by an athlete sitting in the boat using a double-bladed paddle. ii. Canoes are propelled by an athlete in a kneeling position in the boat with a single-bladed paddle. In Canoe Slalom the athlete kneels on both knees but only kneels on one knee in Canoe Sprint. iii. Kayaks are covered by a deck with a cockpit in which the athlete sits. iv. Sprint Canoes may be entirely open or be partly covered with a front and aft deck. The Slalom Canoes are very similar to the Slalom Kayaks but are 5 cm wider and 1 kg heavier. v. Sprint Kayaks have a foot operated rudder system controlled by the athlete in the cockpit. The rudder is placed under the hull of the boat. Slalom Kayaks have no rudder system. Directional system is made by the Paddles and by tilting of the boat. vi. Canoes have no rudder. The boat shall be steered by the athletes paddle. Considerable practice is required to master this technique and hence Canoes are considered the most technical and most complicated to master. 7.5 BOAT CONTROL The boats will be subjected to boat control by ICF Officials before the competition. In the case that extra weight will be required to reach the minimum weight limit of the boats, it will be added at Boat Control and fixed into the boats, ensuring that all boats meet the same minimum weight applicable to the boat type. Athletes must not tamper with the added weights if added to the boats. The weights of the boats will be randomly controlled after competition. 7.6 ATHLETE SUBSTITUTION Athlete substitution is not allowed. 18

21 7.7 TIE-BREAK RULES & PROCEDURES If a dead heat occurs between two athletes, the athlete with the better time in the previous round of competition is declared the winner. If a dead heat between athletes occurs in a final and the tied placing is for a medal position, additional medals will be awarded. In the case that a dead heat occurs for the gold medal, two gold medals will be awarded and no silver medal is awarded. If a dead heat occurs for the silver medal, two silver medals will be awarded. No bronze medal is awarded. Should a dead heat occur for the bronze medal, two bronze medals will be awarded. No 4th place will be recognized in the results. 7.8 RE-RACE Iregularities on the course may result in a Re-race. Athletes may be requested to re-run either an interrupted or a completed race following a decision of the Competition Committee. Any Re-race decision cannot be appealed. 7.9 PENALTIES / DISQUALIFICATION RULES The Competition Committee may impose the following penalties on athlete: Warning, Disqualification or Exclusion PROTESTS / APPEALS Upon being informed on the disqualification, Team Leaders may protest against Competition Rule irregularities of the Competition Committee within twenty minutes. In case of subsequent disagreement with the decision of the Competition Committee, the team leader may appeal to the Jury within the twenty minutes of the Competition Committee decision. The protest or appeal shall be accompanied with a fee of 25 Euros. Protest cannot be made against disqualification for false start and wrong course negotiation. 19

23 8.3 BOAT AND PERSONAL NUMBERS All boats for Head to head Canoe Sprint shall carry a vertical plate, made of nontransparent material, marked with black numbers on white background indicating the number 1 or 2. Athletes receive the number 1 (by drawing lots) need to line up to the right hand side of the course (closest to the Finish Tower) whilst the athlete with Number 2 shall line up to the opposite side. The size of the number plate shall be 18 x 20 cm. The vertical plate is not applicable for Obstacle Canoe Slalom Boats. Personal numbers provided by SYOGOC shall be placed on the back of the athlete. 9 Doping Control The Singapore Youth Olympic Games Organising Committee (SYOGOC), under the guidance of International Olympic Committee (IOC), will be responsible for the Doping Control Programme during the Singapore 2010 Youth Olympic Games. The Doping Control Programme will be implemented in accordance with the IOC Anti-Doping Rules, the World Anti-Doping Code and its relevant International Standards. Doping Control stations will be set up at competition venues and the Polyclinic within the Youth Olympic Village, where in-competition testing will be conducted. The Test Distribution Plan and criteria for athlete selection for each sport will comply with the Doping Control protocol established by the IOC, IFs and SYOGOC. Doping Control procedures will be implemented according to the WADA s International Standards for Testing. Sample analysis will be performed at a WADA-accredited laboratory or as otherwise approved by WADA. 21

24 10 Competition Venue MARINA RESERVOIR 10.1 LOCATION Situated at the heart of the up-and-coming Marina South district, the Marina Reservoir is an iconic venue with Singapore s business and financial district as its backdrop HISTORY With the recent completion of the Marina Barrage in 2008, the newly-created Marina Reservoir is a choice venue for a wide range of water-based activities including hosting the Canoe-Kayak and Rowing events. The area includes a one-kilometre straight race course for Canoeing and Rowing activities. The Singapore Canoe Marathon 2009 was staged at the Marina Reservoir in Jan The on-land staging of canoeing and rowing competitions is along a portion of Gardens by the Bay a new 32-hectare park next to the Marina Reservoir. With an extensive water frontage along the Marina Reservoir, the Gardens will provide an excellent vantage point. The facilities at the reservoir during Singapore 2010 include a boat-storage shed for up to 200 boats, a boat-washing area, toilets and showers, and a doping-control station. A seating gallery for approximately 1,000 spectators will be constructed. 22

NOCs are not allowed to bring in or use their own boats. NOCs are expected to bring their own paddles. A limited number of paddles will be provided by the organiser. There will be a common pool of boats provided for all paddlers. NOCs are expected to co-share the boats during training according to the grouping and training schedule as allocated. The optimal allocation will be made upon confirmation of all entries. In view of the customisation needed for the Canoe athletes to fit into their boats, each Canoe athlete will be allocated one Slalom C1, and one Sprint C1. Although all Canoe athletes will each be allocated one boat of each type solely for their use, their training will follow the allocated training time of their respective groups. All Kayak athletes will co-share the use of boats from a common pool of Slalom K1s and Sprint K1s. Additional weight may be added to the boats to make all boats of the same class to be of the same weight applicable. Athletes who use the boats must not tamper with the additional weight added to the boats for competition. 24

27 12.4 TRAINING POLICIES All athletes will be grouped into four groups (A, B, C and D). In order to allow athletes from the same NOC to train at the same time, athletes from the same NOC will be in the same group. For the full schedule, please refer to Section There will only be one training session (08:30 to 11:30 hours) available on 14 Aug 2010 in view of the Opening Ceremony. Training sessions on 20 Aug 2010 will be at the Training / Warm-Up area until the Racing Course has been changed from Rowing to the Head to Head Canoe Sprint Course. NOCs will be informed of the time for testing of the competition course, which is set to take place in the afternoon of 20 Aug Training sessions on 23 Aug 2010 will be at the Training / Warm-Up area until the competition race course has been changed to the Obstacle Canoe Slalom Course. Athletes will be informed of the time for testing of the competition course, which is set to take place on the afternoon of 23 Aug Athletes are not allowed to paddle under the bridge from the Training / Warm-Up area to competition race course. Athletes who wish to go to the competition race course area from the Training / Warm-Up area must return to the pontoon of the Training /-Warm Up area, walk over to the competition race course area and launch from the pontoons. Athletes must not enter the competition race course area. Entry is allowed only when the competition race course is open for testing and during the competition times for Canoe- Kayak. Athletes may be at the race venue before their session to prepare their boats for training and launch only at the stated training time for their group. Athletes must observe the return time from the training area so as not to interfere the next group s training. Athletes must be at the return pontoon or on land before the time is up, in order for the training area to be clear for the next group s use. Athletes must wash / rinse the boats, paddles and accessories thoroughly at the washing bay and empty all water from the boats before returning all boats and paddles to the boat house. During training days, lunch will only be catered at the venue for group training from 10:45 to 11:30 hours. On days of time trials and races, lunch will be catered for all athletes and officials at the race site on 21, 22, 24 and 25 Aug It is not mandatory for athletes to attend all the training sessions allocated to their groups. All possible training sessions have been allocated according to the number of days available. There will be no make-up training if training is not able to take place due to inclement weather or if NOCs participate in the Culture and Education Programme at the Youth Olympic Games

29 13 Medals The top three winners in the finals will each receive a Gold medal, Silver medal and Bronze medal respectively. 14 Victory Ceremonies Victory Ceremonies (VYC) will be held in accordance with the protocol determined by the IOC to honour the individual and team achievements of the athletes. They will be held at the respective competition venues following the announcement of the final results. Prior to the commencement of the ceremony, medallists will be ushered to the VYC Holding Area for preparation. They will be briefed by the VYC Team on the ceremony protocol and subsequently escorted to the podium for the medals presentation. Once the ceremony is over, the medallists will be escorted out of the VYC podium area. Medallists must wear their NOC official sport uniform. They will take their places on the podium and face the Guest Stand upon announcement of their names. The Gold Medallist(s) will stand on a centred, higher platform. The Silver and Bronze Medallists will stand on equal height, to the right and left of the Gold Medallist(s) respectively. Flags of the medallists delegations will be raised while the abridged version of the Goldmedallist(s) NOC anthem is being played. During the playing of the NOC anthem and the raising of the flags, medallists shall accord due respect and face the flags when they are raised. 27
