2 SALINE AREA SOCCER ASSOCIATION TRAVEL PROGRAM GUIDELINES I. Travel Program Overview and Organization These are general guidelines for SASA sponsored teams, therefore; exceptions may at any time be brought to the attention of the Travel Directors who shall present it to the Board. At all times, the individual league rules take precedence. A. Preamble 1. Purpose of Travel Program: The purpose of the SASA travel program is to provide a high quality competitive soccer experience to area youth, as well as the opportunity for growth, skill development, competition, and enjoyment as soccer players and people at a more advanced and competitive level than that provided by the SASA Recreational program. 2. Objectives: a. To provide an opportunity for SASA players to develop as competitive soccer players: technically, tactically, physiologically and psychologically using experienced, trained coaches and trainers to teach and lead players. b. To provide a positive learning environment for competitive SASA players in an atmosphere of enjoyment and teamwork, while working together to accomplish individual and team goals. c. To enhance the reputation of the SASA travel program by exhibiting exemplary sportsmanship and behavior (players, coaches, and parents) whenever competing against other clubs and at tournaments. 3. Commitment: Participation in this program necessitates an increase in personal commitment as measured by time, resources and responsibilities expected of players, their parents and the coaches. 4. Competitive Play: Travel teams will strive to be as competitive as possible within their respective leagues. All SASA travel teams will play in MSYSA sanctioned leagues commensurate with their abilities. In the event that there is more than one team at an age level, the first team will be designated the black team, the second team will be designated the gold team, and the third team will be designated the white team. 5. Conduct: Travel teams are SASA representatives to the outside soccer community. This places an SALINE AREA SOCCER ASSOCIATION - Travel Program Guidelines - Version 6.1-1/13/08 Page 2
3 additional responsibility on players, parents and coaches to demonstrate, even at elevated levels of competition, conduct that is exemplary. Unsportsmanlike conduct and "winning at any cost" attitudes are not tolerated. B. Positions and Responsibilities 1. Director of Travel Teams (SASA Board Elected Position) a. Presents coaching appointments and league assignments for SASA Board approval b. Determines dates of tryouts with coaches for travel teams. c. Approves team formation with the Director of Coach and Player Development. d. Coordinates practice and game field time with SASA Head Coaches, Director of Fields, Director of the Recreation Program and with outside travel leagues. e. Presides at meetings of the Travel Committee, Travel Coaches meetings and other meetings as required by SASA, MSYSA and USYSA, and acts as a liaison to the SASA Board. f Responsible for the continuity of information flow and timeliness of the registration, fee payments, and other administrative activities between SASA travel teams and their respective leagues. May appoint a league delegate to each affiliated travel league. g. Maintains an active file of up-to-date rules and/or guidelines for all affiliated travel leagues and distributes as needed to other SASA officials and coaches. h. Coordinates and approves all home travel game schedules. Establishes and maintains an updated list of all home games and distributes to Director of Referees, coaches and other board members as well as outside agencies as required. i. Works with Director of Referees to ensure all home games have referees and assistant referees assigned. j. Assists coaches with collecting maps to other league fields and distributing them as needed. k. Responsible for Coach Evaluations, on a yearly basis. l. Performs additional responsibilities as requested by SASA. 2. Director of Travel Programs (SASA Board Elected Position) a. Arranges for publication of the club tryouts in the Saline Reporter, Heritage Newspapers, the SASA newsletter, MSYSA Soccer Tryout Edition, and, as practical, notification to the students of the Saline Area School District. c. Presides at meetings of the Travel Committee, Travel Coaches meetings and other meetings as required by SASA, MSYSA and USYSA, and acts as a liaison to the SASA Board. d. Organizes and administers the travel teams to comply with SASA and MSYSA league policies. e. Notifies the public of tryout dates/place/time at least three weeks prior to end of league season. f. Maintains an active file of up-to-date rules and/or guidelines for all affiliated travel leagues and distributes as needed to other SASA officials and coaches. g. Ensures that all coaches are prepared to conduct tryouts within the agreed upon guidelines. h. Responsible for travel coach application process, advertising and forms. i. Responsible for SASA s travel program direction in coordination with the Director of Coach and Player Development and the Director of Travel Teams. j. Establishes seasonal travel program calendar. k. Performs additional responsibilities as requested by SASA 3. Director of Coach and Player Development DOCPD s travel program responsibilities (SASA employed) a. Responsible for interviewing trainer candidates and for trainer selection. b. Establishes and institutes travel training program. c. The DOCPD is a resource for coaches, players and parents providing educational tools, etc. d. Development of additional training programs for travel players, travel teams, and travel coaches. e. Development of coach education such as licensing courses. f. Responsible for SASA website communications regarding programs and education. g. Establishes travel team tryout procedure and guidelines. Ensures that all travel coaches are prepared to conduct tryouts within the agreed upon guidelines. SALINE AREA SOCCER ASSOCIATION - Travel Program Guidelines - Version 6.1-1/13/08 Page 4
5 4. Travel Committee (Appointed) The Travel Committee consists of at least three individuals appointed annually in the fall after Board elections. Committee member appointments shall be recommended by the Travel Directors and approved by the SASA Board. The Travel Directors recommendations should reflect the goals and needs of the travel program for the coming year, as well as maintaining some continuity in the committee from previous years. Committee members assist in the administration and operation of the Travel Program by taking on and sharing the responsibilities below. a. Maintains an official copy of the SASA and Travel Committee by-laws, rules, and policies. b. One member of the Travel Committee shall act as Secretary at all Travel Committee/Travel Coach meetings. These minutes shall be distributed at the monthly SASA board meeting. c. Recruiting, evaluation, and selection of Head Coaches: The Travel Committee will prepare an application packet for all Head Coach candidates. The Committee evaluates, selects, and recommends head-coaching appointments for presentation and approval to SASA Board by the Travel Directors. Due dates and application forms and coaching resume formats are provided by the Travel Committee and include references and past experiences. For all age groups, a standardized and consistent coach evaluation process for choosing between applicants is developed and documented. d. Annually develops and distributes a parent questionnaire at the end of the first season of the year to obtain useful feedback from parents and players. The completed questionnaires will be returned to the Chair of the Risk Management Committee, who following his/her review forwards the questionnaires to the Directors of Travel. The Travel Committee reviews the completed questionnaires with the Travel Directors who will review the feedback with individual coaches as needed. e. Travel Committee members will attend games to observe quality of play, team competitiveness, and player, parent, and coach behavior as requested by the SASA Board. f. Works with SASA Registrar to ensure there is an effective team and player registration procedure. g. 6 registrations/roster materials, provides information in a timely manner to the appropriate leagues and prepares and provides rosters as needed or requested. h. Recommends to SASA Board standard color combination uniforms to be purchased by all Saline Travel Teams. Colors shall be black, gold and white. i. Conducts any other business necessary for the good of travel teams and SASA. II. Rules, Regulations and Policies A. Selection of Coaches The most qualified candidate will be chosen as Head Coach of a given team. The Head Coach will be selected annually from a pool of applicants. 1. License Requirements: A candidate for Head Coach must have a USSF "E" license or obtain an "E" license within one year of being selected as a travel team head coach. If the team is playing within Michigan State Premier Soccer Program at U13 or older, then the candidate MUST have a USSF "D" license. 2. Application Process: a. The Travel Program Director notifies the public beginning in the fall prior to coach selection that applications for coaching positions are due along with the application deadline date. All new applicants and returning coaches must apply between January1 st and March 15th. b. Interested applicants and returning coaches must submit a coaching resume and complete the SASA Application/ Questionnaire for Travel Coaches provided by the Travel Committee. c. All applicants must complete the Risk Management Form (KidSafe). d. The travel committee follows a standardized process for all age groups to evaluate all candidates and make recommendations for Head coaching positions to the SASA board. This process will include evaluation of coach s resume, Travel Team Coach Interview, and Parent Questionnaire feedback. e. As part of the application, candidates must sign the SASA Coaches Code of Conduct and a release form indicating that they serve at the will of SASA. f. The Directors of Travel present the recommended candidates (including a brief summary on each candidate if requested) for SASA board approval. 7 g. The Director of Travel Programs will notify all of the applicants as soon as possible of their selection status, and no later than five days of a board vote on approval. h. Coaches will be required to attend at minimum 2 mandatory travel coaches meetings per year, and other meetings as deemed necessary by the travel committee and/or BOD. B. Player Selection 1. Michigan State Youth Soccer Association and league specific eligibility rules must be followed. Players must make a full year commitment (fall and spring season) with the exception of U15 and older teams (high school teams) who will commit to one season. Each team will submit only one roster. 2. In an effort to ensure an adequate number of players to field a team, and to maintain a team s competitive status, players from outside of the Saline Area School district may be selected. Teams will have no limit on their roster regarding of out of district players. 3. Tryouts: Tryouts are held to identify and evaluate players for a given travel team. Extraordinary care is taken to ensure that the Head Coach(es) have objective information about player capabilities and that the player selection process is fair and unbiased. a. Prior to high school age, a player may tryout for their age and/or their grade level SASA Travel Team. Players trying out for a team more than two years above their age must get the Travel Team Director's approval before trying outs, except high school players. b. Full participation at tryouts is expected of all players trying out for a travel team. Any missed portion of a tryout must be conducted as soon as possible and must be equivalent to the original tryout. For any player trying out for more than one age group, it is highly recommended they attend each tryout to allow the head coach and evaluators the ability to see the player competing with other prospective players. c. For age levels with more than one team, a single tryout for all teams will be held. The head coach of the black team shall coordinate the tryout with the head coaches of the gold and white teams. The tryout format and evaluator forms will be supplied by the DOCPD. All head coaches shall participate in the selection of evaluators. d. After Spring league play is completed, and the season is over, a team may continue training sessions SALINE AREA SOCCER ASSOCIATION - Travel Program Guidelines - Version 6.1-1/13/08 Page 7
8 prior to tryouts. Under no circumstances should players not presently rostered on the team be present or participate in these training sessions. Mock tryouts, or pre-tryout tryouts, are not acceptable due to MSYSA policy and if held, the head coach risks removal. e. Players are selected in OPEN tryouts normally prior to the end of June, but not before June 15 th. All tryouts will be conducted according to specified SASA and MSYSA guidelines. Dates of tryouts will be published in the Saline Reporter, the SASA newsletter, the Michigan Soccer Tryout Edition as well as distributed to students of the Saline Area School District at a minimum. f. Beginning with tryouts , there will be a single tryout for each age group through U-14. The format of tryouts supplied by the DOCPD will include an evaluation on the following Four Pillars of the Game: Technique, Tactics, Fitness and Psychology. Individual players may require additional physical or skill testing as determined by the Head Coach(es). All head coaches of that age level should be present for the evaluation. The registration format and process will be provided by SASA. g. Parents of players trying out (outside of the Head Coach) are not permitted to participate in any aspect of the tryouts. (Note that Assistant Coaches and Managers are not to be appointed until after team selection.) h. The Head Coach will insure every player/parent going through tryouts has signed the waiver form prior to participating in the tryout. i. All applicants will be notified whether or not they have been selected. Notification will take the form of a letter, personal discussion or telephone call and must take place as soon as possible but no later than two days after the final tryout for the black team. Care should be taken not to announce team and player selection in front of the group. Coaches must notify the Director of Travel Teams after notification of players is complete. 4. Selected Players a. Player selection will be based on the player's skill level, potential and the commitment of the player. b. All players will be notified prior to tryouts regarding the level of commitment. The Head Coach will provide a list of expected commitments and anticipated costs. 9 soccer participation, as it is not a SASA sponsored activity. c. NO player may be dropped during the season without DOCPD and Travel Committee approval. d. Any player who elects to drop prior to the team s submitting its roster to the league may be replaced. If this player is being replaced, they should, if possible, be replaced with the next player who best fits the needs of the team on the tryout-ranking list. e. Release of a player during the contracted year will follow MSYSA and league guidelines. f. Replacement of players during any season will follow the appropriate league rules and both the Directors of Travel and the Registrar must be notified. (N.B. after the late player add deadline, the only allowance for adding a player is when the number of players on a roster dips below the minimum.) C. Team Formation and Registration The SASA Board, upon recommendation of the Travel Directors and DOCPD, will determine if a new travel team may be formed. Considerations will include: availability of fields, availability of a qualified coach, sufficient resources (i.e., referees etc.), sufficient numbers of qualified players, the effect on the SASA Recreation program and adequate time to hold a formal tryout if deemed necessary. SASA will determine if these qualifications are met. 1. Once a team is approved for SASA sponsorship and a coach is approved, the DOCPD will assist the coach in selecting an appropriate travel league and division in which to compete. 2. After player selection is complete, a roster will be prepared in accordance with the travel league in which the team plays. It is the responsibility of the Head Coach to insure a copy of this roster is provided to the Director of Travel Teams, the Director of the Travel Program, the DOCPD, the SASA Treasurer and the Registrar for processing. 3. A team roster will have at least the league minimum number of players on its roster. The Travel Committee and the SASA board recommends that younger teams attempt to hold as many players as possible on the roster in order to develop as many players as possible. 4. The Director of Travel Teams will insure that the league required team and player commitment paperwork and league fees are turned in by the required deadlines. When team selection has been made, the Head Coach: a. insures players register with SASA by June 30 th for Fall season and January 15 th for Spring season. b. submits SASA reconciliation form to SASA Registrar prior to SASA generated deadline. c. submits league team roster to required SASA personnel as indicated above prior to the required SASA generated deadline. d. prepares team packet according to league requirements and turns it into the Director of Travel Teams by July 15 th for Fall season and January 31 st for Spring season. * player passcards will only be generated for players who have paid their fees. Head coaches need to identify possible player scholarship candidates to the Treasurer and Registrar* 6. The SASA Registrar: a. Retains a copy of all the team rosters for the records. b. Uses one copy of the roster to indicate registration payment to be sent to the Treasurer with ALL player checks and copy of team reconciliation forms for a record of player payment. c. Sends a copy of roster to Travel Directors as needed. d. Travel teams players will pay SASA registration and trainer fees according to their scheduled season. e. Passcards for a player will only be printed once payment for SASA registration and trainer fees is received. III. Day to Day Operation of the Travel Teams A. 11 Summary: Each travel team has a Head Coach that has been approved by the SASA board before tryouts are scheduled. For newly organized teams, the Head Coach will hold tryouts prior to selecting an Assistant Coach and a Team Manager. The Head Coach may at any time appoint or change the Assistant Coach or Team Manager. A team parent is recommended for assisting in sideline and social activities. 1. Head Coach: a. The Head Coach is empowered and expected to select the best possible team as a representative of SASA for the league that they compete. b. The Head Coach, with the assistance of the Travel Teams Director and DOCPD, recommends in which travel league and division the team will compete. The Director of Travel Teams will present all league assignments to the SASA Board for final approval. c. The Head Coach will clearly explain to all players and parents the level of commitment and obligation required. d. The Head Coach writes and communicates to the players a set of objectives for the season including a list of goals and how the team will meet those goals. e. The Head Coach will be responsible for communicating to his team all SASA generated information. f. Applications for the Head Coach position will be evaluated by the Travel Committee and appointed at the beginning of each seasonal year (prior to June tryouts) by the Travel Committee and presented by the Directors of Travel to the SASA Board for approval. g. In the event a Head Coach resigns from the position, the Directors of Travel along with an evaluation committee will review applications to determine a new Head Coach. Any Assistant Coach may apply for the vacated Head Coach position at that time. 2. Assistant Coach: This position is chosen by the Head Coach and shall only be designated AFTER team selection. a. 12 b. The Assistant is to help the Head Coach with smooth operation of the team. c. The Assistant Coach may be a parent with a child on the team or an adult who does not have a child on the team. d. If an Assistant coach resigns, or the Head Coach re-appoints a new Assistant Coach, the Head Coach notifies the Director of Travel. 3. Manager: This position is highly recommended in dealing with administrative, fee collection, schedule coordination, and other tasks. The Head Coach chooses this individual. If the Team Manager resigns, or the Head Coach re-appoints a new Team Manager, the Head Coach notifies the Director of Travel. All managers must have, or apply for, KidSafe status with MSYSA. 4. Trainers: a. All travel teams are required to use a SASA recommended trainer until such time as the Head Coach obtains a National USSF C license. b. Each SASA travel team trainer will provide hour sessions of technical training, one game evaluation, and individual player evaluations each season according to the curriculum developed by the DOCPD. All SASA trainers will be under the direct supervision of the DOCPD. Every effort must be given on the part of the coach and trainer to reschedule missed training sessions due to games or weather. No refunds will be given for missed sessions. c. Any travel player that does not pay their trainer fees by the SASA deadline, or the start of league play, will have their passcard pulled until payment has been reconciled. 5. Players: Players are selected in accordance with the Guidelines, Policies and Procedures stated above. 6. Parents: The primary obligation of the parent of a child selected to play on a Travel Team is to facilitate the smooth operation of their team. It is important for each parent to assist in making this a positive experience by acknowledging the obligations of their child and ensuring that their child can meet these obligations as stated by the Coach of their team. Parents can make this a positive experience by helping with team organization, transportation to games, practices and other activities, and by setting an example of positive participation. Each parent needs to encourage their child to improve his/her skills and ability to successfully interact in the small group SALINE AREA SOCCER ASSOCIATION - Travel Program Guidelines - Version 6.1-1/13/08 Page 12
13 and team environment. The Coach must make decisions based on his/her best judgement and parent input is encouraged. If a situation between a parent and coach becomes emotionally charged, diplomacy, tact and restraint must prevail. The Coach is obligated to manage his/her team according to the policies and procedures set forth by SASA, which are available to any SASA member upon request to a board member. B. Uniforms 1. The official colors of all SASA travel teams will be black-primary, gold-alternate and white-trim. 2. Travel team uniforms will be chosen by the Travel Committee and approved by SASA Board. Each team must have a primary and an alternate numbered jersey. C. Games 1. Games will be scheduled according to the rules of the League in which the team is playing. D. Parent and Player Behavior 1. Each player and parent is expected to display the highest level of sportsmanship at all times. If a player should receive an excessive number of yellow cards resulting in a suspension from playing or a red card, this event must immediately be reported to the Travel Committee. A disciplinary hearing may be convened at the Travel Committee's discretion. 2. SASA maintains a zero-tolerance policy against abusive behavior towards other parents, players, coaches, and referees and/or the use of profanity at any time. Being on a travel team can be an invigorating and exciting experience, but is also a stressful one as well. Emotions occasionally run high and self-control and tact are required to maintain a positive experience for all. 3. Any players found to be involved with possession and/or use of drugs, alcohol, tobacco or any other restricted substance will result in immediate suspension. E. Coach Behavior 1. Each coach is expected to display the highest level of sportsmanship at all times and will adhere to SASA s Code of Conduct. By accepting the position of Head Coach, each coach becomes an important role model to his players and parents. 14 2. Any red cards received by the coach must be reported to SASA Board immediately. The SASA Board may direct a disciplinary hearing to be convened. 3. If a coach violates MSYSA regulations and/or policies, league rules, and/or SASA Travel Guidelines, the coach may be removed from the position. Such a decision would require a majority agreement from the Director of Coach and Player Development, the Director of Travel Teams and the Director of the Travel Program. F. Playing Time 1. Each player should play at least one third of each game unless otherwise stated in the league rules (including tournament games). A coach may decrease playing time for disciplinary reasons (if allowed by league rules); however, both the player and their parents should be informed prior to the game. G. Practices 1. Practice times will be scheduled at a travel coaches meeting prior to the start of each season. 2. Players not registered with SASA are not covered by SASA s liability insurance. 3. Fields not registered with SASA s insurance policy are not covered for liability purposes (e.g. a coach s home or other non SASA registered field) for practices, mini-camps, full camps, or training sessions. H. Tournaments 1. Two tournaments per seasonal year are highly recommended. Tournaments should be chosen based on the team's playing ability to ensure competitiveness. All costs incurred by the travel teams to participate in tournaments are the responsibility of the team. 2. All players must be under the direct supervision of a responsible adult at all times. 3. A coach may invite a guest player(s) to play in a tournament with his team. This coach will need to contact the DOCPD to discuss possible candidates, and the head coach of the guest players team to discuss player availability. Only then should the player s parents and player be contacted with the offer. When an agreement has been reached, the coach of the team attending the tournament must complete all appropriate paperwork. I. Team Communication 1. A successful travel team fosters team spirit and direct and open communication at all levels. 2. A parent meeting prior to each season is strongly recommended for discussion of the upcoming season, SALINE AREA SOCCER ASSOCIATION - Travel Program Guidelines - Version 6.1-1/13/08 Page 14
15 expenses, player commitment, tournament selection, and other issues. 3. Other parent meetings may need to be scheduled. J. Dual House and Travel Play In order to maintain a strong SASA recreation program and to develop additional playing skill, travel team players are also allowed, with the DOCPD input and their travel coach's permission, to play on both a SASA Travel and a SASA Recreational team. No additional player fee is required; however, the player's intent to register for both programs should be clearly indicated on the registration form. K. Player Passcard Rules Each head coach is responsible for following their league specific rules for utilizing club passcarded players. In general: 1. Passcarded players must be from a team that is: a. If in the same division, identitfied to the league administrator prior to the start of the season as a lower level team. b. A division below the team to be passcarded to c. An age group one year younger then the passcarded team but no more than two years d. A girl s team equal or lesser division to a boy s team of the same year 2. In addition to league games, passcarded players can be passcarded: a. One game per day b. Two games per weekend c. Three total games per week (Saturday is the start of the new week) * Knowing the number of games played by a passcarded player(s) is the responsibility of the coach using these passcarded player(s). * 3. Up to three players can be passcarded to a team to reach the maximum roster size for a team. * You cannot delete players from your original roster to make room for passcarded players. * 4. On check-in: present the approved (stamped) league roster that has the passcarded player along with their stamped passcard to both the referee and the opposing coach or manager. 16 5. Passcarded players can only be used for teams in the league for which they are registered. 6. Coaches using passcarded players are responsible for any violations of these rules. 7. Passcarded players are only eligible if free of suspensions. L. Grievances Grievances about a coach, a SASA league official, a parent or a player on a team that cannot be addressed by the Head Coach should be directed to one of the Directors of Travel, or to the SASA President in writing for review and action according to SASA Bylaws. All risk management and zero tolerance issues should be directed to the SASA Vice- President in written form. IV. EXCEPTIONS Any and all exceptions to these guidelines, policies, and procedures require a majority vote of the Director of the Travel Program, Director of Travel Teams and Director of Coach and Player Development. The SASA Board must be notified of all exceptions in writing and will document exceptions made in meeting minutes.
