Delegate PLEASE NOTE THE STARTING TIMES! The Directors of I.S.T.A. and the Boise Gun Club are dedicated to start this shoot each day at the designated time. Each squad must be on the line and ready to shoot immediately after the preceding squad has cleared the traps. There will be NO WAITING PERIOD! The shoot cashier will accept cash or checks in payment for shoot events, fees, and options. The shoot cashier is NOT equipped to accept debit or credit cards. Likewise, the Boise Gun Club will NOT accept debit or credit cards in payment for shoot events, fees, or options, thanks. 4
7 On behalf of the directors of the Boise Gun Club (BGC), we want to welcome you to the City of Trees for the 2013 ATA Idaho State Trapshooting Championships. We are honored and delighted to host you again this year and look forward to making your shoot experience and your visit to Boise enjoyable. Although the BGC is hosting this event, the Idaho State Trapshooting Association (ISTA) and its board will run the shoot. Those duties and responsibilities include but are not limited to cashiering, registration, handicapping, target setting, trophies and the annual board meeting. The Boise Gun Club is providing the facility, traps, trap help and volunteers. There are several advertisers in this year s shoot program. They have provided support in various ways to the sport of trapshooting and a plethora of sponsorships and donations for this year s shoot. If the opportunity presents itself, please patronize them and let them know that you saw their ad in this year s shoot program. This is a time to renew old friendships and meet new friends all while practicing healthy competition and sportsmanship. Our directors and staff are here to help so please feel free to contact me or any of the hard working Boise Gun Club directors or staff with questions or comments concerning the facility. 8 ISTA Annual Meeting 2014 Agenda The Annual Meeting will be split into two (2) sessions. The first Session will be held on Sunday, May 25 between Event 7 and Event 8 (approximately 12 noon). The second Session will be held the same day at the conclusion of the shooting for the day. This session is for general business and election of Directors and Delegates. 1. Call to order 2. Award and recognition of State Teams, Average Leaders 3. Hall of Fame Induction 4. Recess 5. Reconvene 6. Review and approval of minutes from 2013 annual meeting 7. Financial report 8. Old Business: 9. New Business: a. Proposals to amend the Constitution (require a 2/3 s vote) 10. Election of Directors 1. Proposal 1: Establish a specific due date for proposals to change the Constitution. 2. Proposal 2: Rotate the state shoot between Boise and other qualified clubs. 3. 9 Recommended Proposals to amend the ISTA Constitution: 1. Change Article XA-Amendments by adding: Section 2: Any proposal to change any part of the ISTA Constitution must by received b y the Board of Directors no later than March 15 in the year it is to be voted on at the Annual General Meeting. Proposals will be published in the Annual State Shoot Program. Proposal submitted by Jim Nelson 2. Change Article VII State Shoot: Section 1 to read as follows: The annual State Shoot shall rotate between qualifying clubs in the state of Idaho. If there are two qualified clubs the rotation shall be on a three year basis, with two years in Boise, one in the second qualifying club. In the event three or more clubs in the state should meet the qualifying requirements a rotation including the additional club(s) would be initiated and rotation would then rotate equally between all qualifying clubs, unless there is an exception made because of financial agreements, club failure to meet requirements or club inability to host the shoot. Proposal submitted by Kathleen Connerley & Lahoma Hooft. 3. Change ARTICLE IV-Officers : Section 2 to read as follows: Section 2: There shall be a Board of nine (9) Directors, the President and Vice President to be members of said Board. The State shall be divided into three (3) zones as follows: Northern zone will provide three (3) Directors, Southeastern zone will provide three (3) Directors and the Southwest zone will provide three (3 Directors. The Directors shall be elected for a three (3) year term, during the State Shoot, for their respective site. The State Delegate is a non-voting member of the Board. Directors must meet the following qualifications: o Current member of the ATA o Resident of Idaho o Shot at least 600 ATA targets in the preceding year (excludes cross registered targets). o Demonstrated interest in furthering the sport of trapshooting and promoting unity among shooters throughout the State of Idaho. 7
10 Implementation: This change will be implemented with the 2014 election. There will be 3 directors elected for 3 year terms from the Northern zone, one from Southwest zone for a 2 year term and one from Southeastern zone for 1 year term. (the term rotations/terms of current officers needs to be verified by the ISTA Secretary) Proposal submitted by Stuart Welton Rules and Process for the Meeting The meeting will be conducting using Robert s Rules of Order. Reference resources will be available. The following information is important for participants to know: 1. Each pre-printed proposal to amend the Constitution requires a motion and second to be considered before it can be discussed and voted on. The maker of a motion has 1 st right to speak for the motion. Almost always this is a in favor of the motion 2. Debate/ discussion shall alternate between persons speaking in favor of and against a motion When an individual rises to speak he/she identifies self and states speaking in favor or in opposition to the motion or equivalent words. A recommendation will be made to limit amount of time for each person to 3 minutes. This requires a 2/3 s vote to carry. A person can speak twice on a motion, but may only speak the second time after everyone who wishes to speak the first time has spoken. 3. The Chairperson may recommend deferring voting on certain proposals to facilitate a combined written ballot, in an effort to have an orderly and efficient voting process. Friends of the ISTA invite you to join them at the free hosted spaghetti feed Friday following shooting activities. 8

12 May 22, Take your ATA card with proof of current year s paid membership dues to the handicap table. Have your plastic card ready, with all averages up to date, including a doubles average. If shooter does not have his/her average card up to date, he can be placed on 24 or last known yardage, Class A Singles, Class A Doubles, or in Class consistent with known ability. 14 Hall of Fame Inductee - Ted Schlecht Ted Schlecht began shooting registered trap in 1995 and showed very early promise from his first shoot. He won the Class C ATA singles with a 195 and in the PITA state shoot he dominated C Class by winning Class C runner-up in doubles, singles runner-up, and to make things sweeter he took the Handicap Championship Runner-up. Growing up at American Falls in 1958 with his brother and sister he has worked in construction and has been involved with building many of the finer homes in and around the Sun Valley area. Like most Idaho boys, Ted was taught to shoot by his father and has hunted and fished all of his life. Ted was also a successful competitive archer before taking up trapshooting. Ted s interest in trapshooting goes beyond breaking targets. He has held leadership positions in the Wood River Gun Club and the Idaho PITA, and is an informed active member of the shooting community. He has shared his knowledge and expertise with many new shooters. Ted was often seen helping his good friend Louise (Weeze) Benners, asking other shooters to help her move from post to post and keeping 12
15 Hall of Fame Inductee - Ted Schlecht an eye out for her. While his list of wins is very large and encompasses shoots throughout the west including eight placements on the Idaho state teams, achieving his grand slam in June of 2009 and a host of High Overall and High All Around titles but he will be remembered, at least by all of those in attendance, for his legendary shoot-off against All American shooter Stu Welton in The two obliterated the former long run with no misses until the very end (no carryovers or shooting the next day) as Ted ran 622 straight targets while Stu broke 625. The two also ran the 100 singles targets in the event that morning. The previous record was 425. Ted loved the challenge of shoot-offs and had the honor of standing next to the likes of Leo Harrsion, Phil Kiner, Kent Harris and Stu Welton to name a few. Ted s trapshooting family enjoyed the true camaraderie, friendship and horseplay and teasing (the dreaded chicken for losing a shoot-off). This group was called the Rat Pack and included Ted, Earl and Harold Ward, Bob Crist and some others from time to time. That group shot some of the highest scores in the state and then rode off into the sunset on their Harleys. Along with his wife Sherri they have raised five sons and enjoy 11 grandchildren and still live in the Bellvue, Idaho area. 13
16 STATE TEAM RACE Must consist of one AA, one A, one B, one C, and one D shooter. A lower class shooter can move up classes. Team must enter before first half of singles race starts. One Team per club. SHOOTOFFS All preliminary event Shootoffs will be carried over to the next like event, unless a shootoff is needed because of a change in yardage (ie a tie results in earned yardage-the shootoff takes place at initial yardage not the next event.) There will be a shootoff held for Championship Events. A shootoff committee of the ISTA Directors and State Delegate will conduct and oversee all shootoffs. See them for any information concerning shootoffs. NOTE: YOU MUST BE PRESENT WHEN CALLED OR FORFEIT. TROPHIES Trophies will be awarded at the conclusion of shooting each day. 100 STRAIGHTS The ISTA has 100 and 200 straight pins available. If you qualify please see Jim Nelson. PAYOFF All payoffs will be posted as soon as possible following the event. All shooters will receive a payoff sheet following the shoot. Payoffs will be made by check only and mailed to shooters. ATA POINTS ATA points will be available at this shoot. ISTA Board of Directors is pleased to announce that the Association now has an information web site. This website is intended to be a service to the shooters of the State of Idaho and shooters who are interested in the activities of Idaho. Please visit the site at you can send comments and suggestions through the contact us link provided on each page. This website is a work in progress and we are happy to consider adding additional content and links as it is developed. 14
17 The handicap committee may assign a MINIMUM of 24 yards and Class A Singles and Class A Doubles to any shooter who does not have an established shooting history. Any shooting history may be used to establish classification and yardage for shooting targets and trophies only. In all cases, known ability will have a strong bearing on classification. A shooter belonging to another shooting association will be required to shoot from his or her longest yardage. ALL AMERICAN POINTS WILL BE AVAILABLE IN ALL OF THE EVENTS AT THIS SHOOT. Points will be limited to the Trophies listed for each event. Special Category Runner-up Trophies will consist of State T-Shirts. These awards were provided by anonymous donor NOTICE OF TAXATION The Internal Revenue Service (IRS) requires that anyone making $600 or more at a shoot, that these monies must be reported to the IRS by the shoot host. In order for the Shoot Host to do this required reporting, we MUST have the Social Security Number (SS#) or Tax ID number of the Shooters that win $600 or more. This is accomplished by completing an IRS Form W9. So if you think you may have $600 or more in winnings, make sure to complete a W9 form and return it to Jim Nelson or the Cashier s Desk prior to leaving the Shoot. Shooters that win $600 or more and have not completed the W9 Form will have the form mailed to them, but the State Association will NOT mail their winnings until the form is returned. Questions may be directed to the Handicap Table. 15

31 EXPLANATION ATA DAILY FEES The ATA in it s program of building strong state associations, aids them financially. From the $20.00 annual membership, $2 is returned to the state organization. From the $ life membership, $ is returned to the state organization over a ten (10) year period and part is retained in a special ATA emergency fund. From the $3.00 daily fee you pay, twenty percent (20%) is returned to the state organization. These refunds are made to the State association ten days prior to the State Tournament, provided such tournament is held and provided the State turns into the ATA at least $ from annual membership dues and registration fees. From this refund, there will be deducted an amount equal to any fines due because of late shoot reports. On or before January 1 of each year the ATA shall inform the secretary of each State of the approximate amount of refund to be paid to that state refund is $
