Cheerleaders/mascot and spirit groups exist to promote good sportsmanship, good citizenship, wholesome and enthusiastic school spirit and are first and foremost representatives of their school. Cheerleaders/mascots should exemplify both individual and group behavior suitable to their position and in accordance with the rules as stated in the CSISD Student Code of Conduct. Members of these groups have a fundamental responsibility to play a leadership role in building teamwork and helping the school achieve its goals and objectives. Because of these responsibilities, members of the cheerleading squad will be expected to maintain a higher standard of behavior both on and off campus in addition to higher academic achievement than that of their peers. OBJECTIVES Cheerleaders/mascot are expected to be physically and mentally skilled in learning and remembering cheers. They are also expected to be able to publicly demonstrate a skill level suitable for the team position and the timing necessary for group performance. Off the field, they are to enthusiastically support all athletic teams through school spirit, personal attitude, and attendance at events chosen by the coach and approved by the principal. DEFINITION Cheerleading/mascot year: The rules and procedures outlined in this constitution are in effect from the time the student is selected to the squad until the next tryout date. This does not include the academic guidelines. Because of TEA rules, the academic policies are in effect for a school year. 1

2 ELIGIBILITY TRYOUT 1) Candidates must be enrolled in College Station ISD at the time of the required parent meeting. 2) Candidates must meet both of the following academic requirements: An applicant must have an average of 80 for the first semester. Courses figured into the required 80 average will be the same courses used to calculate the grade point average. Classes receiving added points in GPA will be given the extra points in the calculation of the semester average. Any course with a grade of WF will be averaged as a 50. The grade in any 5 point course will be raised 10 points. Must be passing all classes the 6-weeks prior to try-outs. 3) All candidates will meet the standards set forth by state law and the Texas Education Agency regarding eligibility for participation in extracurricular activities. Such eligibility will be certified with the registrar. 4) A candidate may not have been dismissed from any other school club, organization, or sport for the current year. 5) A candidate will be ineligible to tryout if he/she has been placed in ISS or Venture Center for more than 3 days during the current year. Any sort of disciplinary action(s) that result in a total of more than 3 days placement will make the candidate ineligible for tryouts. 6) A candidate will be ineligible to tryout if they have been suspended from school for the current year. 7) A parent or guardian must attend mandatory Parent Meeting. 8) Candidates and parents must sign a form stating that they understand and will comply with all information in the packet before the student will be allowed to participate in the tryout process. 9) Candidates that have been on the cheer squad the prior year must have 10 or above merits at the time of tryouts. 10) Cheerleaders must be enrolled in the cheerleading class for the fall semester, and either cheerleading class or another athletic class for the spring semester, unless it is the spring of the senior year. Failure to do so will make them ineligible to try out for the next year. Coaches of cheerleaders who are involved in a second sport must coordinate who is responsible for the student s attendance for the day. DUAL PARTICIPATION If there are conflicts that exist with dual sport participants (i.e. volleyball and cheerleading), the coaches and sponsors have expectations to communicate as it relates to practices and games. Both coaches/sponsors should collaborate by working together to allow our student athletes to participate in dual sports/extracurricular activities. These guidelines shall be explained to the student and their parent/guardian prior to these seasons' beginning dates. When the student athlete chooses to participate in one or the other and neglects their responsibilities of that particular sport/activity, the coach/sponsor shall administer consequences that reflect the lack of participation. The student athlete must make every effort to honor commitments set forth by both coaches/sponsors. Any cheerleaders/mascot who voluntarily quits the squad before the end of the cheerleading year without the approval of the principal and the coach will be ineligible to letter for that year or to try out for the next year. 2

3 TRYOUT GUIDELINES Coaches will be responsible for the preparation and distribution of a packet of information to be made available to all candidates. This information will include specific tryout dates, times, attire, and procedures. The building principal must approve this information prior to distribution. Students wishing to try out for the cheerleading squad must file an application and parent permission form with the team coach by the date stated in the tryout packet. High school cheerleaders/mascots shall be selected by a scoring method that assigns a weight of 100% to the ratings assigned by a panel of judges. All cheerleading contestants shall be judged by qualified judges who are not employees of CSISD. Candidates will be present in school all day on the day of judging. SQUAD MAKEUP The number of girls on the team varies each year and depends on the natural break during tryouts or the following maximum The varsity squad may consist of Sophomores, Juniors and Seniors. The squad may have up to 20 Cheerleaders. There may be two mascots. The mascot is considered part of the varsity squad. The junior varsity squad may consist of Freshmen, Sophomores and Juniors up to 12 cheerleaders. The freshmen squad will consist of up to 12 incoming freshmen members. Entrance/Jumps (20) Tumble pass (10) Cheer (40) Dance (30) JUDGING CRITERIA CHEERLEADING JUDGES There will be 3 judges on the panel. Every attempt should be made and documented to secure a minority judge on the panel. Judges will be selected from NCA, UCA, ACA, other professional cheerleading associations, universities, and/or out of district coaches. Judges should not be hired to judge tryouts if they have tutored or taught the cheerleader candidates during the current school year. Every attempt will be made to hire judges who have not worked with students in the College Station area. However, with the hundreds of camps in the state of Texas, attended by thousands of cheerleaders/mascots and taught by hundreds of instructors, it may be possible at some time that a member of the judging panel may have had some contact with a candidate who is trying out. The judges will be instructed to judge the candidates based only on the mastery of the skills that they see demonstrated during the tryouts. Tryout results will not be challenged because of prior knowledge of judges and candidates. PANEL TRYOUTS Panel tryouts will be closed to the public. There will be no students, parents, or existing cheerleaders/mascots in the tryout room/area, nor will they be involved in the collection or tabulation of scores. Any deviation by the candidates from the tryout requirements may result in the disqualification of the candidate. Candidate must physically perform before the panel. If a candidate is injured, they must perform to the best of their ability. No video film can be used to show the individual performing for purposes of tryouts. However, if a current CSHS cheerleader, who is in good standing, has a documented injury sustained during the current school year at a CSHS school-related cheer event that limits his/her ability to safely perform during all parts of the 3

4 tryout process without risk of further injury, the district committee will permit the cheerleader to perform only those portions of the tryout that the cheerleader is safely able to complete. The cheerleader will receive scores for only those portions of the tryout that he/she completes, but must be able to complete at least 50% of the required skills during tryouts to be eligible. Documentation from a healthcare provider must be provided with clear specifications as to what the cheerleader may/may not perform during tryouts. If the candidate makes a squad, they must be able to fully perform all aspects required of a cheerleader prior to the mandatory summer camp in order to remain on the squad. TABULATION OF SCORES A spreadsheet with the formulas already inserted will be used in the tabulation of scores. It will be the responsibility of the building principal or his/her designee to enter the students names and tryout numbers on this spreadsheet. The principal or his designee will oversee the entry of the judges scores into the spreadsheet. Candidates will then be ranked from high to low and the appropriate number will be selected for each squad. The formula for tabulating final scores should be as follows: Each judge may award up to 100 points total per candidate. The judges final score will be averaged together to get the judges average score. This number will count 100%. Scores will be calculated to two decimal points. In case of a tie, both students shall be selected. Scores will be left in the office of the principal until winners and non-winners are notified. Original scoring sheets will be retained for 30 days following the tryout date. CALL BACKS In case of a call back, the candidates in question will be called back as a group, rescored and ranked. The number of candidates placed on the squad will depend upon the number of positions left to be filled NOTIFICATION After all tryout scores for a school are tabulated and confirmed by the principal and coach, final results will be posted on the high school website. Candidates will be given instructions on how to find the website. No results will be distributed at the tryout site. REPLACEMENTS If a member of the cheerleading squad moves (or there is an opening for any reason), the opening will not be replaced. Cheer Squad membership is not transferrable between high schools. PARENT REQUEST FOR SCORES The candidate scores may be viewed by the candidate and parents by setting up a conference with the designated principal, beginning one week after tryouts until the third week after tryouts. Parents may request to see their own child s score (no rank score) from the principal or his/her designee. By law, all other student scores are protected and cannot be shared with anyone except the coaches, principal, or principal designee. ELIGIBILITY MAINTENANCE In order to be eligible to participate for any sixweek period following the initial six-week period of a school year, a student shall not have a recorded grade average lower than 70 in any course for the preceding six-week period 4

5 or an average lower than 60 in a designated honors, pre-ap or AP course. elements that contribute to the total success of the squad. A student who becomes academically ineligible for a six-week period shall be suspended from performance/game. A suspension continues for at least three weeks and is not removed during the school year until the student obtains the required average in all subjects taken. This suspension shall become effective seven calendar days after the last day of the six-week period. Students on academic probation must continue to attend classes and all practices, must sit out of all performances/games, and may not sit with or ride with the team to appearances or performances/games. Ineligible students are not allowed to wear the cheerleading uniform. If student is on academic probation for any two (2) six-weeks in the same course or in different courses during the school year, the student will be removed from the cheerleading squad for the balance of the school year and will not be eligible to participate in the next tryout. GENERAL CONDUCT RULES Participating as a cheerleader/mascot is a privilege, not a right; therefore cheerleaders/mascots are expected to behave in a manner that is becoming to the individual, as well as to the organization they represent. Cheerleaders/mascots should be aware that in or out of uniform, in or out of school, or in cyberspace, they are representatives of the cheerleading squad and College Station I.S.D. and should act accordingly. Any cheerleader/mascot is subject to discipline up to and including removal from his/her squad for disciplinary reasons during the current cheerleading year and will not be eligible to participate in the next tryout. Proper manners should be used at all times to address adults. Mutual respect and politeness toward members within the squad are basic Members of the Cheerleading squad represent not only their school, but the community it serves and the College Station ISD. THIS RESPONSIBILITY IS NOT TO BE TAKEN LIGHTLY. As a representative of the squad you are expected to maintain a high standard of performance, behavior, appearance and sportsmanship. Members of the team must refrain from smoking, drinking, public display of affection (kissing) and cursing at all times. ELECTRONIC MEDIA BEHAVIOR Please remember no matter where you are, or who you're with, someone is watching you and will not hesitate to report you if you are doing something you're not supposed to be. Please be mindful of your actions. Facebook, Instagram, Twitter, etc. pages are not as private as you think. Pictures and content are considered public domain no matter how private and exclusive you think they may be. Please do not post any content or pictures you would not want your parents, your principal or your coaches to see. If you have to think twice about it, it's probably inappropriate! ing and text messaging applies the same way. All it takes is one person to forward that picture or message you sent and it can end up in the wrong hands! Any behavior from social media that discredits any team member, its coaching staff, administration, or school will result in disciplinary action to be proportional to the offense. The coaching staff and administrative staff reserve the right to determine the severity of punishment, which could range from reprimand to dismissal from the squad. (You cannot use inappropriate pictures of yourself in uniform 5

6 on these sites). Remember, you are representing a team. Squad members DO NOT ATTEND PARTIES OR DANCES WHERE ALCOHOLIC BEVERAGES ARE CONSUMED. SELECTION OF CAPTAINS Varsity will have 2 captains, one senior and one junior. Selection will be based upon 50% coach(es), and 50% squad vote for those interested in being Head Cheerleader. 1. Senior must have been on the squad during the prior year. 2. Junior must have been on the Varsity squad during the prior year. 3. Selection will take place before the end of the school year. Junior Varsity will have one captain. 1. Selection will be based upon 50% coach(es) and 50% J.V. squad vote for those interested in being Head Cheerleader. 2. Must have been on the squad during the prior year. 3. Selection will take place before the end of the school year. Freshman will have one captain. 1. Selection will be based upon 50% coach(es) and 50% freshman squad vote for those interested in being Head Cheerleader. 2. Selection will take place before the end of the school year. CAPTAIN RESPONSIBILITIES 1. Set an example for the rest of the squad by following all rules and regulations for College Station I.S.D. cheerleaders/mascots. 2. Be at practice early and start practice on time. 3. Be responsible for contacting all cheerleader/mascot to notify them of practice, change of plans, etc. 4. Show no partiality within the squad. 5. Assist coaches in selecting cheers and chants to be used at games and performances/games. 6. Varsity captains will assist in the organization, planning and execution pep rallies with the coaches. Serve as a communicator between coach(es) and squad. REMOVAL OF LEADERSHIP POSITION 1. Negative and/or disrespectful attitude toward coach(es) or teammates. 2. Neglecting responsibilities 3. Temporary removal of leadership if issued 5 demerits and permanent removal from position if issued 10 demerits. 4. Violating general rules of conduct. ATTENDANCE REQUIREMENTS Summer Practice/Camp 1. Summer practice hours will be MANDATORY. The coach(es) will determine practice hours. 2. All cheerleaders/mascots will be required to attend a summer training camp at their own expense or by participating in a fund-raiser to cover the cost of camp. The coach(es) will select the summer camp. 3. Dismissal will occur for any cheerleader/mascot not attending camp or practice for camp. 6

7 School Year Practices 1. All squads shall practice every day during the scheduled physical education period, plus after school practices as directed by the coach(es). 2. For safety reasons, if a member has two absences (excused or unexcused) from practice or cheerleading class, he or she may not be eligible to participate in the week s performance/game. 3. On the day of the activity, if a member has an absence of over half a day from school or misses any part of practice the member will not participate. Activities 1. All cheerleaders/mascots must attend all activities and events designated by the coach(es). 2. Playoffs are mandatory for Varsity. 3. Cheerleaders/mascots will report back to duties two weeks before school starts. 4. Cheerleaders/mascots shall be at all activities at the time designated by the coach(es) and remain until the end of the activity. 5. Cheerleaders/mascots will be expected to participate in any parades or other community activities as selected by the coach(es). 6. Cheerleaders/mascots will not be allowed to participate in more than two UIL events in any one week. 7. Cheerleaders/mascots attendance at fundraising events is mandatory. TRANSPORTATION Home or Local Activities Cheerleaders/mascots are responsible for securing transportation for all home games and local activities. Out of Town Activities 1. The coach(es) will arrange transportation on school bus or van, if a bus or van is not available, the cheerleader/mascot will ride in a car driven by a qualified adult as approved by the principal. 2. All cheerleaders/mascots will return by the same transportation unless the parents notify the coach(es) personally and by written notice in advance of leaving the school to go to the event. The cheerleaders/mascot and parent(s) must meet with the coach(es) before leaving the activity. The cheerleader/mascot will not be released to anyone other than a parent. 3. Cheerleaders/mascots must stay in school-sponsored rooms when staying overnight. UNIFORMS 1) Uniforms are the property the College Station Independent School District. Each cheerleaders/mascot is financially responsible for the care and upkeep of the assigned uniforms. No uniform may be bought, made, remodeled or planned in any way without the permission of the coach(es). 2) All cheerleaders/mascots and mascot are required to return all uniforms cleaned and undamaged at the end of the school year or a debt card will be issued. 3) Uniforms and shoes will be kept clean at all times. 4) Uniforms must be worn properly and be neatly pressed and not in need of mending. 5) All cheerleaders/mascots will incur the cost of cheerleaders/mascot shoes, socks, briefs, ribbons, bodysuits, camp, camp uniforms, and other various expenses. (Fundraisers available) 7

8 6) Tattoos should not be visible at any time. All jewelry will be removed when in uniform, during practice, and at camp. Absolutely no jewelry. 7) Uniform decision is a coach s decision and will not be changed. 8) Uniforms, sweatshirts and any item associated with cheerleading will not be worn by anyone but the cheerleading squad. 9) No distracting hair color or style (i.e. blue, pink etc or Mohawk, shaved, etc.) shall be worn while in uniform. No colored nail polish while in uniform. 10) No public display of affection when in uniform. 11) Cheerleaders will not post pictures in uniform on any social media site that is not a designated school site. 12) Students who are dismissed from the cheerleading squad shall no longer participate in any cheerleading activity or wear cheerleading uniform/components for the remainder of the school year at school or school events (Cheerleaders who are dismissed from the squad must return their letter jacket and other items related to cheer, if provided by the campus/organization funds. If these items were purchased by the individual, only the cheerleading letter and related patches shall be returned.) MASCOT The mascot must meet the same requirements as all those trying out for cheerleaders It is the mascots responsibility to provide both a pep rally outfit and/or performance/game outfit to fit the theme. The coach(es) must approve the outfits. The mascot is subject to all rules and procedures covered in this constitution and attendance required as other members of the squad. Mascot will attend summer camp and all practices with the cheerleading squads. Mascots add spirit and liven up a game. Being a mascot requires someone who has a great personality and lots of energy. JUDGING CRITERIA FOR MASCOT Tryouts for mascot will occur after tryouts for cheerleading. Mascot candidates and parents must attend a mandatory meeting in order to tryout. Judges will be used and mascot candidates will try-out in uniform. Mascots will be judged on a simple cheer, a short skit and athletic ability. EXPECTATIONS Cheerleader/mascot must attend all designated functions, including practices, camp, games, pep rallies, competitions, and fund-raisers. 1. All cheerleaders/mascot are expected thirty (30) minutes before all activities, to be dressed in proper attire, to execute all skills to the best of their ability, and to bring a cooperative attitude. 2. Cheerleaders must be enrolled in the cheerleading class for the fall semester, and either cheerleading class or another athletic class for the spring semester, unless it is the spring of the senior year. Failure to do so will make them ineligible to try-out for the next year 3. In accordance with College Station I.S.D., all cheerleaders/mascot will follow the UIL guidelines. 8

9 LETTERING A cheerleader or mascot must be on the Varsity squad. Cheerleaders or mascot must fully participate in 80% of the scheduled games for the season at the team level and those missed must be excused. A cheerleader or mascot must be in good standing to be considered eligible for a letter and jacket. Varsity members will receive a jacket unless they have received one from another UIL sport or activity. Merit/Demerits Merit/Demerit system goes in effect the day you are selected cheerleader for College Station I.S.D. and continues through to the next tryout. Each cheerleader or mascot will begin with 0 points during each phase. The points system is separate from the class grade. Demerits and merits will be kept and recorded separately. It takes FIVE (5) merits to erase ONE (1) demerit. There will be merit opportunities throughout the year. CHEERLEADER/ MASCOT MERIT/DEMERIT SYSTEM A. PRACTICE CONSEQUENCE 1) Cheerleaders/mascot must be prepared for practice. 10 5) Cheerleaders/mascot will attend all in/out of school practices. Any absence must be cleared by the coach prior to the practice. Excused: Illness/doctor permit, death in the family. Unexcused: Work/vacation, appointments, non-uil involvement (competitive cheer, etc.) i. This will also include absences that occur due to a cheerleader or mascot arriving late to a practice or leaving a practice early. You must sign out with a cheer coach before leaving school or send an if you are home. ii. Missing practice can result in removing cheerleader from performance/game/pep rally. Excused with prior notice. No deduction Excused w/o prior notice: 2 demerits Exception: death in the family. Unexcused: 5 demerits 6) Cheerleaders/mascots cannot miss the last rehearsal before a performance/game/pep rally. No exception. 7) Cheerleaders/mascots acting in an unsafe manner as determined by coach. Benched from performance/game First offense: 5 pt. demerits Second offense: Benched one game. Third offense: Dismissal from the squad. B. GAMES/PEP-RALLIES/ALL ACTIVITIES CONSEQUENCE 1) Cheerleaders/mascots will be in correct/complete uniform 2 demerits for each 30 minutes prior to game or pep rally. Any violation of the violation following will result in a deduction. 11 2) Cheerleaders/mascots will maintain proper sideline behavior at all times. No excessive talking among Cheerleaders. No talking to people in the crowd. Pay attention to the game/pep-rally. Stand in correct formation/stance. Cheer/spirit, jump and tumble the entire game or peprally. No taunting the other team. Cheerleaders/mascot will show respect during the National Anthem and both school songs. 3) All Cheerleaders/mascot will stay to clean up after each game/pep-rally and will be dismissed by the coach. 4) Cheerleaders/mascot will arrive on time in correct uniform at the designated meeting area for out of town trips. 5) Cheerleaders/mascot will be back on the field/court ready to cheer at time determined by coach before half-time ends. 6) Cheerleaders/mascot will attend all in/out of school activities. Any absence must be cleared by the coach prior to the activity. 13 F. BENCHING 1. A member is benched for one week with a -10 balance. 2. The week of benching will begin the first Monday after the -10 balance is reached. 3. A member who is benched will be in uniform at the school activity but will not be allowed to participate. G. AUTOMATIC DISMISSAL 1. Any illegal under age activity at a school and/or cheerleader event. 2. Being placed in ISS for 4 or more days or Venture Center during the current year. 3. Being ineligible for any two 6-weeks periods. 4. Permitting entry of any male in a school sponsored room with the exception of parental figures 5. Failure to attend summer camp. 6. If a (-20) balance occurs the member will be dismissed from the squad. 7. If a member is benched 3 or more times, it will result in removal from the squad. The Coach/Sponsor will have the authority to place any member on probation, suspend or drop permanently, any team member for the following reasons: Undesirable conduct, language, or behavior related to inappropriate postings. Uncooperative attitude with the Coach, leadership or other team members. Violation of rules and regulations in the extracurricular handbook. H. Miscellaneous All rules and regulations of the College Station Independent School District Extracurricular and the Student Handbook must be followed. The Coach has the right to change and update the rules and regulations as needed at any time. I. MERITS A merit system has also been established to reward good behavior and actions that go above and beyond the call of duty. Merits will be offered at the discretion of the coach(es). 13

14 These are general rules and guidelines for all cheerleaders/mascot. Coaches reserve the right to upgrade any penalty (immediate benching, office referral) depending on the severity of the situation. All demerits and merits are issued by the coach(es) at his/her discretion and are to be accepted by the cheerleader/mascot without argument. College Station ISD Rules and Regulations Contract In order to establish a well-maintained and elite organization all rules and procedures must be followed. In doing so, members will not only be properly prepared for outstanding performances, but they will receive a very exciting and rewarding experience as a member of the cheerleading or drill team squad! If necessary, the Coach/Sponsor may alter anything in the rules and regulations according to the situation. If a special rule needs to be imposed for a particular situation, a contract will be made by the coach and signed by her, the squad member and her parent. The Coach is responsible for enforcing all rules and disciplinary actions as they become necessary during the school year for the benefit of this organization.
