1 Northern Burlington Soccer Club Travel (NBSC) Soccer By Laws October 2018 Table of Contents: Mission Statement 1.1 Meetings Club Officers Elected and Appointed Team Name(s) 1.4 Tryouts Waiving a Player 1.6 Registration Coach Selection Coaching Licenses and Certifications Injuries and Procedure Team Funding 2.1 Trainers Policy and Procedure issue resolution Code of Conduct Mission Statement Provide a forum for the children of the Northern Burlington (Mansfield, Chesterfield, Springfield, North Hanover) and surrounding areas the ability to participate in an advanced level of competition and retain the highest level of training possible resulting in the highest quality teams possible. These teams will be positioned to grow and develop while competing at multiple levels. SJGSL, SJSL, JAGS, EDP, NPL and more Meetings Northern Burlington Soccer Club will hold a meeting each month during the Fall and Spring seasons (including pre-season) plus one or more during the winter training period. Meetings will be held the first Thursday of each month with the contingency plan of the second Tuesday. Meetings will include old business (from the prior month), new business and have an open forum for other items to be discussed or events to take place. Each member will sign in prior to the meeting starting Club Officers Elected and Appointed positions President elected position Girls League Representative elected position Boys League Representative elected position Treasurer elected position Media Director/Recording Secretary elected position Appointed Positions by the Board: Webmaster Must have knowledge of website design and administration and be willing to make changes as required 1

2 Program Manager (DOC) Coaching and Player Development Required (must have at least 1 National License or have played in college or have played more than 10 years in a highly competitive program). You must also have a minimum of 5 years of coaching experience. You must be willing to obtain at least one national license (USSF or National Assoc. of Coaches). D license or above or Advanced National License (NAOC). All elections will be held in February of each election year to elect a new board. All positions will be for a term of 2 years. Current members can be elected more than one time. Each board member (elected or appointed) will have 1 vote and each team will be provided only one vote. During the election month, 30 minutes of the meeting will be designated to holding an election for all elected board positions. The candidate with the greatest number of votes for each position will take the new position during the February meeting. A 60-day hand off period will be given for the knowledge transfer of the position in question. Once the new board is in place the appointed positions will be reviewed and appointed by the new Board Team Name(s) All existing teams will retain their current team names until such time as the team has been dissolved due to lack of interest or there are not enough players to field a team. Any new teams being formed will need the approval of the NBSC Board. If more than one team is formed in in an age group, the following designators should be used Blue and Grey. Blue Team: to accommodate the players that consider soccer their first sport and will attend all games and practices Grey Team: to accommodate players that consider the sport of season their main priority even though want to continue to play soccer Tryouts Tryouts will be held on an annual basis in the spring for the coming fall season. The primary purpose of tryouts will be to add players to each team if needed. Additional tryouts may be held on an as needed basis if a team needs additional players to field a team due to players leaving the club. If an additional tryout is required, all coaches at the particular age group and the Player Development Coordinator will be involved, they will conduct the player rating and receive sign off from the NBSC Board for the player(s) are officially added to the roster of the team the player(s) are added too. If there is an issue or lack of coaches to run the tryouts the NBSC Board will run the event and evaluation of each player. Out of Town/ area Players: Having a successful program requires us to incorporate out of town players to maintain the quality of available players. To keep this fair to NBSC members that live in the district the following limits are in place: U 8 20% max U 9 25% max U 10, U 11 and U 12 30% max 2

3 U 13 40% max U 14 and above 50% max or as needed to allow age group play to continue. The above percentage is a total percentage of players at each age group not per team. U-15 and above will be at the discretion of the club and coaches of each team. The possibility of younger teams to be formed than U8 is open if needed. Player Selection During tryouts, coaches of an age group will rate each player as well as trainers from our professional training partner. The ratings will be averaged and sorted per age group. These ratings will be used as a bench mark in the selection process. The training company will run the tryouts with the assistance of the coaches and be directed the Tryout Coordinator. All players will go through the tryout process through U13. Coaches will use their best judgment on player selection based on the requirements of the team, the recommendations of the training partner and rules of the club if more than one team can be formed. U14 and above can be chosen by private tryouts held directly with each team by invitation. Any team that holds private tryouts must notify the Boys or Girls Representative and Player Development Coordinator of the date and time. No roster can be finalized until reviewed by the board Waiving a Player Players may be waived only after the spring season each year in accordance with US Soccer, New Jersey Youth Soccer and US Club rules. No player may be notified prior to the end of the spring season and each coaching staff will attempt to help the player they are waiving find a new team during this difficult time either in town or in a surrounding town Registration There will be a mandatory Registration Fee charged to each player per season they play. No player will be allowed to move forward until the registration fee is paid to NBSC and all contact information for the player and parents is logged in the Club database Coach Selection During the NBSC Registration and player signup period for tryouts, volunteers will be solicited and must complete a Travel Coaches Application. All applications will be reviewed by the NBSC Board for feedback. Once a Coach is selected they must fill out and pass a background check and take all required on line courses before they can move forward. They must also meet the licensing requirements for NBSC and the league they coach in. All existing Coaches must have an approved background check registered with the NBSC Club to coach. Background checks must be repeated every three years. The cost of the background check will be covered by NBSC. 3

4 1.8 - Coaching Licenses and Certifications In order to coach an NBSC sponsored team, all coaches must obtain a New Jersey Youth Soccer state 'F' license as mandated by the league they are participating in or whatever the base licensing requirement is for the league their team is playing in. All fees and expenses required to obtain an F license or base license will be the responsibility of the coach. It is highly recommended that Coaches continue their coaching education by taking USSF, United Soccer Coaches or state courses. Some advanced leagues require at least the base National USSF license. Also, all Coaches must have taken all injury classes required (i.e. Concussion Protocol Process) before they can move forward as mandated by the league. Copies of all certificates will be sent to the DOC Injuries and Procedure Any player suspected of having a potential concussion will be removed from the game immediately and will not be permitted to return to play for the remainder of the game. All coaches must follow the concussion protocol procedure and speak with the players parents immediately after the game urging them to have their son/daughter see a healthcare professional. All other injuries will be treated in a similar manner. If a player receives an injury during a game they shall be removed from the game immediately and will not be allowed back in for the remainder of the game. If the injury warrants it, the player again should be taken to a physician for an evaluation. *Any player with an injury requiring medical attention WILL NOT be allowed on the field to play for any NBSC team without an official notification from a health care professional that they can return to play. Any player suffering a concussion, must follow the Return to Play Protocol. No exceptions will be permitted. All NBSC Coaches and Managers must follow the rules associated with injuries. If they do not they may be brought in front of the board for review and possible suspension Team Funding Each travel team will be self funding and must maintain enough funds in an Escrow Account. maintained by the team, to handle all expenses relating to the league-based season registrations, ref fees, uniforms, equipment (i.e. player bags, sweats, etc.), tournament fees, trainer fees and any other expenses the team may incur. This balance must be kept in a positive cash status at all times and may be reviewed by the NBSC Treasurer whenever asked Trainers All newly formed teams for 2019 moving forward will be required to use the clubs official training partner (currently the NY Red Bulls). However, each existing team as of the 2019 season is not limited to only using the NYRB although its highly recommended. Each team can independently solicit trainers from other organizations as they see fit if in the current existing status. Any team not using the official training partner of NBSC will be required to submit the credentials of their Trainer to NBSC for insurance purposes, submit a background check and be approved by the board/ Player Development Coordinator before they can start. Our goal is to 4

5 improve our training program by using a professional organization who we feel can take our club and teams to a higher level while providing a more uniformed player centric development plan both on the field and in the net. 2.2 Policy and Procedure issue resolution All teams will follow their chain of command for issues, problems that need to be escalated and resolution to ensure our integrity with the town and local entities remains positive. All escalations will start at the Girls and Boys Rep level and be escalated from their if needed. No one can supersede this process. Violations of this process will be reviewed and addressed accordingly. Penalties may include dismissal as a coach and possibly the Northern Burlington Soccer Club Code of Conduct Please refer to the Coaches Code of Conduct document for NBSC Please refer to the Players Code of Conduct document for NBSC Please refer to the Parents Code of Conduct document for NBSC The Northern Burlington Code of Conduct for Coaches, Players and Parents is to be taken very seriously. Any player, parent or coach will abide by this document and sign off prior to each season. Anyone breaking the code of conduct will be subject to review, possible suspension and expulsion Summary: The NBSC By-Laws may only be amended by the Club in whole. Any edits or new additions must be voted on by the Board and 1 Coach from each team. 10/22/18 5
