4 CHEERLEADING CONSTITUTION The purpose of these guidelines is to provide a framework for the cheerleading programs in the New Caney Independent School District. The intent is to help students grow and promote positive community relationships during competitions and events. These guidelines may not be all-inclusive. ARTICLE I PURPOSE The purpose of this organization shall be to promote and uphold school spirit, to develop a sense of good sportsmanship among all students, and to better relationship between schools during all sporting events. ARTICLE II- CHEER MOTTO We the cheerleaders of New Caney ISD dedicate ourselves and our services to the endeavor to maintain enthusiasm and spirit, and will represent our school to the best of our ability at all school events and elsewhere. We will support our campus at athletic events by showing school spirit and loyalty. ARTICLE III TRYOUTS Eligibility conditions must be met for any student intending to try out for cheerleader. Cheerleaders/Mascot will be judged by an Independent certified panel of three judges one of which will be a NCISD Varsity Cheer Sponsor. REQUIREMENTS a. No experience or fee required. b. Meet grade qualifications, passing all classes with a 70 or higher, on most recent report card. c. Complete application and all campus required documentation. d. Has not had excessive absences (compulsory attendance law/violating 90% attendance rule). e. All candidates and parents (or adult representative) are strongly encouraged to attend the tryout meeting however, the parent/guardian MUST turn in all required documents by assigned due date. f. Has not failed two nine weeks of the current year, consecutive or not. g. Each campus will designate tryout attire. h. Each campus will decide tryout order. i. Results will be posted in a manner designated by campus. j. Transportation will not be provided. k. Parents and non-participating individuals will not be allowed to observe tryouts and are to remain in designated waiting areas. (Violation could cause the individual to be ineligible.) l. Tryouts will be based on 80% judges score/20% administrative evaluation. TRYOUT SELECTION a. All cheer candidates can be judged on the following: o Dance o Required Jumps o Tumbling o Motion Technique o Voice, spirit, enthusiasm o Cheer o Stunting (Male Candidates Only)
5 b. All mascot candidates will be judged on the following: o Dance/Skit o Spirit, enthusiasm o Overall performance ADMINSTRATIVE EVALUATION a. All candidates for cheer will be required to have a completed administrative evaluation that will count for 20% of tryout score. The evaluation score will be calculated based on a review of school discipline file and attendance records. ARTICLE IV SQUAD MEMBERSHIP a. Each year, the athletic director/designee and head cheerleading sponsor shall determine the number of cheerleaders, the number of squads, and the composition of each squad, depending on tryout scores. Squads will not exceed a maximum of 20 members. b. Squad selection shall be based on 80% from judges scores and 20% from administrative evaluation. c. Members must tryout each year to renew membership. d. Cheerleaders/Mascots must pay any dues/fees punctually and by the due date. e. Cheerleaders/Mascots may forfeit their membership during a school year if they do not fulfill the expectations outlined in this document. f. Varsity and JV squad breakdowns will be based on the number of candidates trying out, as well as candidate score accumulation. g. The Varsity squad will consist of the top scoring sophomores, juniors and seniors. h. The JV squad will consist of freshmen, sophomores and juniors. ARTICLE V MASCOTS a. Mascots will try out each year. b. One mascot will be selected based on highest try-out score. Tryout will be based on 80% judge s score/20% administrative evaluation. c. All cheerleading guidelines and rules set forth within this document apply to the mascot. d. No person other than the mascot will be permitted to wear the costume without prior authorization. e. Mascots will attend and dress out for all practices unless otherwise specified by the sponsor. f. All mascot skits and materials must be approved by the sponsor prior to performances. ARTICLE VI- TRANSFERS Students currently attending NCISD secondary campuses are permitted to tryout at only one campus per year. Students who have not been approved for transfer are eligible to tryout at the new school if known and approved prior to the tryout date. Students who make a cheerleading squad at one campus and then transfer to another campus are not automatically placed on the new school s squad. However, the final decision to allow a student to audition or not will be at the athletic director s discretion. Students that transfer into NCISD from another school district that are a current cheerleader, or who have tried out and made the squad for the upcoming school year, will need a letter of good standing from the old school s cheer sponsor and principal. Students will not be automatically placed on the squad of the new school. The decision to allow placement will be up to the cheer sponsor and/or athletic director. ARTICLE VII CAPTAINS
6 a. A Captain and/or Co-Captains may be selected for each cheer squad on campus. The sponsor will determine these positions after working with the new squad based on the needs of the current selected squad. b. Members of the squad must submit an application and go through an interview process to be considered for a Captain/Co-Captain position. c. Being named captain or co-captain of a squad is a special privilege as well as a responsibility. These individuals will be expected to set an example for the rest of the squad. The captains are expected to support in words and actions all guidelines set forth by the cheerleader constitution, code of conduct and sponsor. This position will require a time commitment outside of the normal cheerleader obligations. A captain may be removed from his or her leadership role if he or she is unable to uphold the guidelines and regulations set forth in this constitution. If this happens the sponsor may appoint a new captain. ARTICLE VIII GENERAL DUTIES Cheerleaders/Mascot should be prepared to make a serious commitment in time and energy. Candidates selected to be a member of the cheerleading squad are expected to make a commitment to the activity from the time the new squads are announced to the time the next tryouts have been completed. Cheerleading is a year round commitment. Failing to maintain this commitment will be grounds for suspension from the cheer team. New Caney ISD Cheerleaders are expected to support in words and actions all guidelines set forth by the cheerleader constitution, code of conduct and sponsor. Failure to meet these duties and obligations could result in disciplinary action including demerits, physical conditioning, probation, or suspension from the squad. a. All cheerleaders/mascots will: 1. Meet academic requirements for eligibility for each grading period. 2. Abide by all rules in the NCISD Student Code of Conduct, Campus Code of Conduct, The Cheerleader Constitution and others set forth by the cheer sponsor with administrative approval. 3. Attend all mandatory sponsor scheduled events. 4. Be self-motivated and willing to participate in activities with a positive and cheerful attitude. 5. Have self-respect and present a good appearance. All Cheerleaders must dress neatly and appropriately and in accordance with the NCISD dress code at all times. 6. Be a good representative of our organization and set a good example for others. Have respect for other teammates as well as other students on campus and across the district. 7. Learn and be able to perform all expected material. 8. All cheerleaders must enroll for the cheerleading class. 9. Understand that cheerleading is an obligation that must take precedence over outside of school activities such as work, private cheer squads, etc. Missed practices and events will not be excused due to these conflicts. 10. Understand that being a NCISD cheerleader/mascot means representing the squad at all times both in uniforms at mandatory events and out of uniform in the classroom, at after school activities not directly associated with the squad and in the community. Failure to appropriately represent campus, NCISD and the Cheerleading Squad, will result in demerits and possible suspension. 11. Pay attention and positively support any campus event they attend. This includes not using phones or any electronic device during an event. 12. Adhere to all requirements for the scheduled cheer class.
7 ARTICLE IX EVENTS, GAMES & PERFORMANCES a. The Cheerleading Squad and Mascot will be required to participate at all home football games, peprallies, and other select home sports events as determined by the sponsor. b. Cheerleaders will stay to cheer for all games on their scheduled night to cheer. No one is allowed to leave until sponsor has dismissed the squad. c. The Varsity Cheer Squad and Mascot will be required to participate at all Varsity football games, peprallies, select home sports events, and other away sports events as determined by the sponsor. d. The Junior Varsity Squad will participate at all home Junior Varsity football games, a few selected away Junior Varsity football games, and other select home sports events. e. Cheerleaders/Mascots will be dressed in complete uniform and arrive at designated times set by the sponsor. f. All cheerleaders will participate in mandatory events scheduled by the sponsor to include but are not limited to, booster club functions, public service projects, and community events. g. All Cheerleaders/Mascots will attend summer cheer camp. Camp dates and location will be designated by the sponsor at least 8 weeks prior to the event. h. Cheerleaders are encouraged to participate in a weekly squad tumbling class, or stunt class. These classes are strongly encouraged and fees are the responsibility of the cheerleader. i. Varsity Cheerleaders will be required to participate in competitions each year as determined by the sponsor. Cheerleaders will be responsible for some or all of the cost related to competitions. ARTICLE X ABSENCES a. Excused Excused absences are those excused with a doctor s note or family emergency (i.e. hospitalization, death in family, etc.). A cheerleader who is absent from school on game day may not be eligible to cheer on that day. Extenuating or unusual circumstances may be reviewed by the sponsor and/or athletic director. A cheerleader serving ISS on game day is not eligible to cheer on that day. i. Parent notes may excuse one day of non-participation. ii. Any time a cheerleader is sitting out, she is required to dress out and sit with the sponsor for the entire practice or event. iii. A physician s release is required when a cheerleader is ready for full performance following an injury. b. Unexcused when a cheerleader/mascot does not follow the proper procedures for procuring excused status or does not bring a doctor s note an unexcused absence will occur. i. A cheerleader must contact his or her sponsor prior to the absence. It is up to each cheerleader to be aware of his or her schedule and report any problems immediately. Failure to notify the sponsor will result in an unexcused absence. ii. If a cheerleader receives unexcused absences from summer practice, he or she will receive physical conditioning and may be suspended for events as determined by the sponsor. c. Schedules for summer practices and camp will be given out at least 8 weeks prior to the scheduled practices in order for families to plan their vacations, etc. In the event a vacation was planned prior to notification of practices and camp, it is the cheerleader s responsibility to communicate that information with the sponsor as soon as possible; otherwise, it could result in an unexcused absence. ARTICLE XI PRACTICE a. Practice will be held during the day and/or after school. Practice during the cheer class is mandatory. b. All cheerleaders are required to attend all practices. Practices will be scheduled and held at the discretion of the sponsors. c. Cheerleaders will be punctual to all practices.
8 d. Practice clothes will be worn according to a set schedule. Girls will dress in a uniform manner at all times. e. Transportation arrangements must be made prior to practice and it is the responsibility of the cheerleader and parent/guardian to make sure a ride is on time immediately after practice. Late pickups may result in demerits. f. Practice will consist of physical training (running and strength training) in addition to cheer routines and stunts. Girls are expected to train during practice and continue during break periods from school. *Members who miss practice will be responsible for the routines that were practiced and/or changed. If the cheerleader is not prepared, it is possible he or she will be asked to sit out during particular performances during a scheduled event. In addition, the sponsor may decide to prepare or adjust the routine in the event the absent cheerleader also misses the scheduled event. This should not be viewed as a punishment. Such decisions are made for the betterment of the team. ARTICLE XII UNIFORMS a. Cheerleader uniforms are objects of pride and deserve the best of care. They should be worn with respect and dignity. Every cheerleader/mascot must keep his or her uniforms in perfect condition. b. The proper and complete cheerleading uniform will be worn at all assigned games and performances. This includes: socks, shoes, bloomers, and hair accessories. Those not in complete uniforms will receive demerits. c. Failure to bring any part of a uniform to a scheduled event (including hair accessories) may result in nonparticipation for part or the entire event. Part of the uniform will consist of light make-up and hair worn as instructed by the sponsor. d. A District Uniform(s) will be provided by the school free of charge. At the end of the season these are to be returned to the school cleaned and undamaged. Failure to return uniforms will result in an unclear slip, which includes a fee charged. District owned uniforms should not be altered without sponsor s permission. e. Practice wear, and other items will be provided by the member. All items must be paid in full at the time they are ordered unless other arrangements are made with the sponsor. An estimated list of expenses will be given prior to tryouts. f. No one other than cheerleaders will be allowed to wear any part of a current cheerleader uniform. This includes jerseys, warm-ups, practice wear, etc. g. Uniforms will only be worn at sponsor scheduled events. h. The cheer sponsor will select and determine the required uniform to be worn by each member at each event. i. NO jewelry shall be worn, at any time while a cheerleader/mascot is in uniform or attending practice. j. Nails must be kept short. Polish must be pale or natural during games and events. k. Sports bra must be worn during practice and performance events. Bra straps may not be visible at any time. Exposed bra straps will count as a uniform violation. l. Assigned practice clothes must be worn at all designated practice times. m. Hair must be pulled back and off of the face during practice, games, pep rallies and performances. Sponsors may also assign a uniform hairstyle for performances/events/practice.. n. Cheerleaders will smile, maintain good posture, be well poised, have excellent behavior, and good manners while wearing the uniform. ARTICLE XIII CLASS & GRADING POLICY a. Cheerleaders are enrolled in a cheerleading class. Daily attendance and participation is mandatory. If injured, the cheerleader will be given an alternative assignment at sponsor s discretion. b. Grades will be based on, but not limited to, the following: Dressing Out Attitude Game Performances Special Performances Practice Effort/Performance Team Building Skills
9 Cheerleading Technique (motions, jumps, cheers, spirit) Dance Evaluation Written Evaluations Physical Evaluations Cheer Class Assignments ARTICLE XIV TRIPS AND TRANSPORTATION a. All travel is arranged by the cheer sponsor and all cheerleaders/mascots will travel as a team to and from the event. Exceptions for extenuating circumstances must be in writing and given to the sponsor by a parent of the cheerleader involved 24 hours prior to the event for approval. b. Food and drinks shall be allowed on buses only with the sponsor s permission. Cheerleaders must clean up after themselves or privileges will be taken away. c. Upon arrival at destination, every cheerleader must remain on the bus until the sponsor has given permission to leave. d. Members will remain at the event until it is over and permission is given by the sponsor to leave. e. After the bus returns to campus, members have ten minutes to depart from CAMPUS. f. Upon arrival members are responsible for getting all equipment to and from locations. ARTICLE XV LETTERING To letter as a cheerleader: a. A member must be a varsity member and an active member of the Cheerleading team. b. A cheerleader must complete a full year, meaning that the cheerleader must not have quit, been suspended, or been dismissed from the squad. c. A member must have competed in one (1) competition during the current year (if sponsor elects to attend a competition event) d. A member must have performed in eight (8) out of ten (10) football games during the year. For members with a lengthy illness, injury or family emergency, consideration will be given at the sponsor s discretion. ARTICLE XVI- CONDUCT CODE Cheerleaders should demonstrate leadership qualities and use mature, sound judgment not only at school, but in their community as well. They are expected to conduct themselves as good citizens at all times, and demonstrate excellent conduct in the classroom, at cheerleading activities, and in the community. Any cheerleader who fails to maintain these high standards of conduct and character required by the organization will be subject to campus discipline as well as discipline by the sponsor. Once a cheerleader has violated the Constitution, he or she will be placed on probation or suspended from the team. ARTICLE XVII- SOCIAL MEDIA Cheerleaders are expected to adhere to the NCISD Student Code of Conduct relating to social media/technology. A portion of which states, Students are prohibited from possessing, sending, forwarding, posting, accessing, or displaying electronic messages that are abusive, obscene, sexually oriented, threatening, harassing, damaging to another s reputation, or illegal. This prohibition also applies to conduct off school property, whether the equipment used to send such messages is district-owned or personally owned, if it results in a substantial disruption to the educational environment.
10 ARTICLE XVIII- CONSEQUENCES Infractions of the rules may result in extra conditioning, added responsibilities, probation, or suspension, from the squad depending on the severity/frequency of the incident(s). The sponsor may elevate consequences depending on the situation and frequency of different actions. Cheerleaders/mascots will receive additional consequences through the organization for disciplinary infractions that result in school assigned consequences. a. Extra conditioning: For non-severe, infrequent violations, extra conditioning may be assigned. Examples of conditioning are as follows: running, crunches, push-ups, sprints, lunges, squats, jumping, etc. b. Probation: For more offenses, cheerleaders/mascots may be placed on probation. Probation is a period of time in which a cheerleader/mascot must not commit any infractions or automatic suspension will result. The duration of a probation period will be determined by the sponsor and administration. A member can be placed on probation for receiving over 20 demerits, not having proper or current information on file, not meeting the grade requirements, not following the Cheerleader Guidelines, or for any other violation deemed necessary by the sponsor or administration. In the event the member is placed on probation the Sponsor will notify the member and conference with parent/guardian and member. Sponsor s probation is given at the sponsor s discretion. A cheerleader may only be on probation once. A second offense will result in suspension from the Cheerleading Team. If a member is on probation, not academic probation, the member is expected to report in full uniform to the assigned event and sit with the sponsor. c. Academic Probation Any member who has a grade below 70 for a grading period will be placed on academic probation as per the No Pass/No Play rule. If a member is on academic probation, they cannot attend functions, cannot be in uniform, and may not perform. Any member, who has a grade below 70 for two grading periods during the current school year, consecutive or not, will be suspended from the team. d. Suspension: The cheerleading sponsors or administrator can place a cheerleader/mascot on suspension from the squad at any time. During a suspension the Cheerleader/Mascot may not participate in any cheer related activities. Appeals: The member and the member s parent/guardian shall have the right to appeal only decisions involving suspension from the squad. The appeal must be made in writing within 5 days following notification of the suspension, and be given to the athletic director. The decision of the athletic director is final. The suspension will be upheld during the appeal process. ARTICLE XIX DISMISSAL Dismissal of membership, whether by a member s own accord or due to some action of a member, shall be for the rest of the school year. If a cheerleader quits the squad it will be considered a dismissal. A student whose membership is terminated gives up all honors and privileges associated with the Cheerleading Team and may forfeit the right to try-out the next year unless otherwise approved by a sponsor and administrators. Dismissal means that the member is no longer considered a cheerleader. The cheerleader/mascot is not to wear cheer related apparel or participate in any activity associated with the cheerleading team. This will take effect the day membership is terminated. Reasons for Immediate Dismissal: a. Failing to maintain requirements for membership. b. Failure to maintain grade standards listed in the Cheerleader Constitution c. Repeated incidents of not meeting cheerleader s responsibilities. d. Failure to cooperate with the sponsor and other cheerleaders or being disloyal to the organization. e. Accumulation of 20 demerits or accumulation of a second probation. f. Violation of the NCISD Student Code of Conduct, Level III or above.
11 g. Use of alcohol, drugs, or other controlled substances while a member for actions on campus or off campus. Violations of law involving any charges, arrests, or investigations (misdemeanor or felony charges) h. Out of school suspension, DAEP or JJAEP from school as determined by the school administrator. i. Inappropriate use of social media j. Failure to support in words and actions all guidelines set forth by the Cheerleading Guidelines, NCISD Code of Conduct or Cheer Sponsor. ARTICLE XX OFFICIAL DISMISSAL PROCEDURES a. A statement of membership termination specifying the reason for dismissal will be issued and must be signed by both the cheerleader and his or her parent/guardian(s). b. The student must turn in all property of New Caney ISD to the sponsor within 10 school days. Also, all financial obligations will be cleared or an unclear slip will be issued. c. Dismissal will continue indefinitely at the discretion of the sponsor and athletic director. ARTICLE XXI- REGAINING ELIGIBILITY a. Any member who quits or is dismissed must first attend a hearing with the sponsor, athletic director and a parent. The student may be eligible to re-tryout at the next scheduled tryout session. This meeting must take place prior to the next scheduled tryout session s application deadline. The decision of the athletic director is final. ARTICLE XXII- OTHER SITUTATIONS This constitution is not intended to cover all areas of cheerleading. The sponsor/athletic director will deal with issues as they arise. Any issue needing attention will be brought to the sponsor s attention first. If an issue is not mutually resolved between the sponsor and member, the athletic director may be contacted.
12 DEMERIT SYSTEM The following infractions will result in demerits: Infraction Demerit Insubordination/disrespect to sponsor/sponsor, teacher or other authority figure 10 Missing/Leaving practice or event early without permission 10 Assigned to ISS 10 Failure to attend scheduled functions 10 Inappropriate pictures, language or behavior deemed offensive by the sponsor and/or administration, via internet, including but not limited to all facets of social media (any illegal behavior will result in automatic dismissal ) 10 MERIT SYSTEM Cheerleaders who receive demerits will have the opportunity to earn up to 5 merits. Merits may only be earned once during the course of the year. The cheerleader will have two weeks from the issue date of the demerits to complete the assignment approved by the sponsor.
13 NCISD ADMINISTRATIVE EVALUATION FORM The main purpose of the tryout process is to select the best overall individuals to represent each school. When selecting the cheerleading squad, including mascot, school officials look for qualities such as school spirit and pride, demonstrating proper cheer technique and skill and modeling positive student behaviors with other members of the student body. Cheerleading tryouts are not based on performance alone, but also on the qualities of cooperation, teamwork, leadership, and being a positive role model. These qualities will be counted as 20 percent of the candidate score. 15 SPRING PRACTICE & SUMMER CAMP Spring Practice Cheerleaders will receive resources on cheers, techniques, etc. to be studied during this period. Practices may be scheduled in April, May & June of 2016 at the sponsors discretion. Saturday practice clinics may be scheduled. Missing or leaving a spring practice could result in the issue of demerits as outlined in the demerit policy. Summer Practices & Camp All cheerleaders are required to attend all summer practices. All cheerleaders are required to attend the Summer Cheer Camp which will be an overnight program held at SHSU. Transportation will be the responsibility of each cheerleader and the parent/guardian.
