2 Page 2 CIF-SS BULLETIN -- Spring 2004 PRESIDENT'S MESSAGE CIF-SS COUNCIL MEETING MINUTES January 22, 2004 A Winter Season Update By Paul Breit, President CIF-SS Executive Committee It is hard for me to believe that my two years as President will be completed this spring. The past two years has seen many challenges, especially at the state level. However, with your support the CIF-SS has weathered the obstacles and we are in a strategically better position that we were two years ago. It appears that the CIF State Marketing Program, a major concern for us will be finalized this spring and both the state and the Southern Section will benefit. The Winter Sports CIF-SS Championships were very successful. I would like to congratulate the Champions of Boys and Girls Basketball, Boys and Girls Soccer, and Wrestling. Please thank the students, parents and coaches for an outstanding job. Special thanks and congratulations to Karen Hellyer, Paul Castillo and Rob Wigod and the office staff for their time and effort in making the playoffs a quality experience. As I stated at the March Council Meeting, many schools/school districts are facing a fiscal crisis. I would strongly suggest that you look for strategies that can maximize your available dollars. At your league meetings, you might share any budget or pending budget reductions that your school districts are considering. Determine if there is a common strand among your league schools that might reduce expenses with minimal effects on the programs. For the majority of the high schools, it is safe to say that it is not whether budgets cuts are coming, but how much. Having options available if, you are directed to reduce budgets can lessen the impact on our programs and athletes. The CIF-SS Executive Committee and the office staff have also worked very hard to reduce our budget and look at long range planning for our organization. It is our commitment to you to continue to provide the services that you expect and keep the organization fiscally solvent. We are finding an increasing number of new high school principals in the Southern The January meeting of the CIF Southern Section Council was called to order by President Paul Breit, at 9:05 a.m. at the Grand in Long Beach, CA. By James Staunton, Ed.D. Commissioner of Athletics Just recently a reporter looked at me and asked what was wrong with students transferring from school to school. After all, don t parents make choices based on academics? He asked. I thought he was being a little naïve asking that question given the years that I spent processing Open Enrollment requests. There has never been a question in my mind that the primary motivation for transfers is athletics. But for him this was a valid question. I really had to think about that comment for a moment because, if we exist as an organization to support our schools, then academic transfers might logically follow as a free pass for kids. What I know from my experience is that the number of academic transfers pale in comparison to those that are made for athletic reasons. I believe our principals made that same statement last year when they voted to end the Open Enrollment option. Still, what if we are stopping even a few students from playing varsity who transfer because of academics? Is it wrong? I think not. Our present policy is right for what it says about our beliefs. Once begun, the four years of high school pass all too quickly: transferring is a thing and should only be made after careful consideration. Additionally, CIF Southern Section believes in the values of participation at the school where eligibility has begun; whether private or public. Identity with a school community is vital for high school age students. Changes in enrollment often stress students and cause later problems. It saddens me to think of those students who graduate with a class full of strangers. Is athletic advancement worth that? CIF rules are not so restrictive that a student can t enroll in the school that is right for him/ her. In the first place, if families are concerned about the academic performance of a school, they can spend time prior to the ninth grade investigating the best school choice for their child. Magnet programs, accelerated programs, and specialty schools publicize their programs to attract enrollment. For those situations in which a See COMMISSIONER on page 15
