1 2017 DanceSport Council Meeting Minutes DanceSport Meeting Minutes - Wednesday, September 6, 2017 Members Attending: Giacomo Steccaglia, Carole Barber, Rog Greenawalt, Inna Brayer Also Attending: Ruth Long, Gary Stroick Motion (Inna/Carole): Solo proficiency competitions will be offered in both lead and follow designations. Dancers may choose to enter either or both categories.. DanceSport Meeting Minutes - Wednesday, August 16, 2017 Members Attending: Giacomo Steccaglia, Carole Barber, Roger Greenawalt, Inna Brayer Giacomo reported that the Nationals committee is interested in our thoughts about what would the dancers want at Nationals. Motion (Giacomo/Carole): To accept the rule changes put forth by the Collegiate Committee for the rule book.. Rule changes will be presented to the Governing Council for approval. (note: document is not included here because it is 19 pages long) Motion: (Roger/Giacomo): To accept the following Time and Distance Rule - motion passes unanimously. This will be presented to the Governing Council for approval. Proposed USA Dance Mileage and Date Constraints:

2 No National Qualifying Event, Sanctioned Event or Registered Event may be granted USA Dance Approval (by the Dance Sport Council) unless they comply with the following: National Qualifying Events (NQEs) or Premier Events (PE) (a Premier Event is one which holds one or more WDSF events) must be at least 4 weeks or 500 miles apart. Sanctioned Events must be at least 3 weeks or 300 miles apart from another Sanctioned Event or an NQE/PE. Registered events must be at least 2 weeks or 200 miles apart from another Registered Event, Sanctioned Event or NQE/PE. The distance calculations for mileage requirements shall be determined by the shortest distance in driving miles via automobile between dance event venues (comparing both directions) using All USA Dance events that received approval prior to June 2017 remain approved even if they do not comply established mileage requirements, if: 1) The location does not change by more than 25 miles 2) The event continues to be held annually 3) The event continues on the same weekend 4) The event continues to be properly filed with USA Dance and 5) Their renewal request would normally be approved An existing organizer can request a special waiver to move their date or location slightly in the event that their traditional facility is not available on the traditional dates or other unforeseen circumstances arise. Motion (Rog/Carole): To reinstate holding the ADULT age category of Cabaret and Theater Arts at the National Championships in Baltimore.. Motion (Rog/Carole): Those participating in the Cabaret and Theater Arts National Championships in 2018 NOT be required to first compete at an NQE (They will be required, same as all other couples, for the 2019 National Championships). Motion (Rog/Carole): That an active athlete may serve as an official (scrutineer, DJ or emcee) only at a competition where they are not competing.. Inna is working on plans to update the DanceSport website to make it more user-friendly and more inviting. 3 Also attending: Hannah Cole Giacomo discussed the invitations to the World Cup competition. Roger has asked organizers for input on the time/distance rule - this will be discussed at the next meeting. Giacomo is finalizing the new rules for training camps. A discussion was held regarding idea to help the MAC Hannah presented her ideas on collegiate membership and some possibilities to help college students join the organization. DanceSport Meeting Minutes - Wednesday, June 28, 2017 Members in attendance: Giacomo Steccaglia, Carole Barber, Rog Greenawalt, Inna Brayer Also attending: Gary Stroick Gary and Roger shared ideas from a conversation with David Wright regarding professional competitions, prize money, and ways to attract professionals to USAD. DanceSport Meeting Minutes - Wednesday, June 14, 2017 Members Present: Giacomo Steccaglia, Carole Barber, Roger Greenawalt, Inna Brayer Motion (Carole/Inna): To reinstate Romeo Bagunu to amateur status. Motion (Giacomo/Carole): To revise the rules for dance camps as follows. DanceSport Athlete Training Camp granting requirements DanceSport professionals, chapters, organizations and other entities interested in running a USA Dance Academy Training Camp must submit application to the Senior-Vice President of USA Dance as the de facto Education Department Director. Camps must agree to and comply with the following requirements/conditions to secure sanctioning: Prominent use of USA Dance logo and/or other USA Dance Academy logos as directed by the Public Relations Director. This must appear in all communication and advertising and onsite during the camp. All advertising, websites and facebook pages, etc. are subject to preapproval to ensure compliance with brand identity and intellectual property requirements. No USA Dance logo should appear in proximity to any other logos except WDSF or in a position to suggest that the USA Dance has any other relationship than the sanctioning or endorsement. USA Dance logo to appear more prominently and not next to any other secondary sponsor or relationship logos. Naming requirements as follows: USA Dance Academy [city name/or largest metro area] [season or sub-text modifier] DanceSport Training Camp. Example: USA Dance Academy Philadelphia Summer DanceSport Training Camp. Other sub-headers such as Nationals Prep Camp, etc. subject to approval. Materials promoting local, regional, or national USA Dance competitions and chapters should be allowed and available to athlete participants in attendance All trainers must either be: 1) a Professional member of USA Dance, 2) a DanceSport Athlete member of USA Dance (National Finalist Ranking), or 3) a member of a WDSF Member Body. 4) Certified WDSF trainer of athletes inside the WDSF system, or current World Level Finalist (amateur or professional) inside the WDSF system, that is not residing in the USA to give the athletes exposure to training they cannot normal access in a domestic studio setting or training. Group lessons must either be: one 45-minute session dedicated to fitness, by certified fitness trainer one 45-minute session dedicated to nutrition, by a certified nutritionist one 45-minute session dedicated to different dance disciplines by certified teachers (flamenco, ballet, contemporary etc...) one 45-minute session on rules and regulations for competitors, judging system

5 one 45-minute session on WDSF books technique one 45-minute session on Physical Education by certified teacher Name of the instructors must be submitted at least 2 months in advance for approval by the DanceSport Council. Private lessons available with all trainers at a fixed rate, not to exceed $150 per 45-minute session No camp team-affiliation permitted Facility floor plan and location must be submitted at least 2-months in advance for review to ensure ample square footage of dance floor, dressing rooms, water and access to food and beverages. DSI has agreed to sell juniors their first competition outfit at cost - details are being worked out - these outfits will be standard sizes from a list of WDSF approved costumes 2. A new Facebook page will be added for junior competitors and their parents 3. A handbook will be developed for new competitors and their parents 4. costume guidelines will be examined to see if they can be simplified 5. a rule will be put into place prohibiting the combining of preteen I through Junior 2 events with adult or senior events at competitions DanceSport Meeting Minutes - Wednesday, May 31, 2017 Members attending: Giacomo Steccaglia, Carole Barber, Roger Greenawalt, Inna Brayer Motion (Roger/Carole): We will waive the requirement that professionals competing in pro/am or teacher/student events need to be members of USA Dance for the competition year that ends March Motion (Roger/Carole): To allow the Hot Ballroom Competition athletes whose scores were lost to qualify automatically for Nationals. Motion (Roger/Carole): To allow the registered event in Ohio over Memorial Day, 2018 run a pro event.

6 A discussion was held regarding grievances from Nationals. DanceSport Council Meeting Minutes - May 19, 2017 Members Present: Giacomo Steccaglia, Carole Barber, Inna Brayer, Roger Greenawalt A discussion was held regarding the revision of rules for dance camps - these rules need to be easier for organizers to follow in order to promote more dance camps across the country. A discussion about the new ranking points system was held - Roger will talk with Mark Tabor and get a quote from him to be able to manage the points. DanceSport Council Meeting Minutes May 2, 2017 Members Present: Giacomo Steccaglia, Carole Barber, Irina Feingold. Inna Brayer, Roger Greenawalt; Motion (Giacomo/Carole): To place a temporary hold on WDSF B License applications until after the WDSF Annual General Meeting in June. License applications will be handled by the Professional Division. Discussion about the USOC Youth Games and how this will have an impact on USA Dance. Motion: to amend rule and in the rule book as follows: Change to Rule Adjudicators must not adjudicate events where a competing Athlete is member of his/her immediate family, including domestic partners, or including de facto relationships with any competitor, which makes it inappropriate for him/her to serve as an adjudicator The DanceSport official cannot be an individual who is considered a competing Athlete or who has a competing Athlete who is a member of his/her immediate and extended family, including de facto relationships to any competitor, which makes it inappropriate for him/her to serve as an official. For greater clarity, the words immediate and extended family include anyone to whom that judge is related by blood or marriage, to the degree of first cousin or closer, or adoption order, or with whom the judge lives or cohabits DanceSport Council Meeting Minutes April 18, 2017 Members Present: Giacomo Steccaglia, Carole Barber, Irina Feingold. 7 Motion (Giacomo/Irina): To provide a $1000 stipend to the US representatives being sent to the Adult Latin World Cup.. Motion (Roger/Carole): To waive the rule that requires two invigilators for the Hot Ballroom Competition. The Hot Ballroom Competition will be allowed to operate using one invigilator.. DanceSport Council Meeting Minutes: April 4, 2017 Members present: Giacomo Steccaglia, Carole Barber, Irina Feingold, Roger Greenawalt, Inna Brayer Motion (Carole/Irina): To reinstate Don Walker to amateur status.. Motion (Carole/Rog): Couples may qualify for the National competition by either placing in the top 75% of USA Dance Athlete Couples in that event at an NQE competition or through participation in 2 NQEs. Motion (Carole/Giacomo): Senior IV athletes who participate in the Senior IV National Championships at the Mid-Atlantic Championships will automatically qualify for the same event at the Senior III level at the National DanceSport Championship in Baltimore. Abstaining: Rog Greenawalt In favor: Giacomo Steccaglia, Irina Feingold, Carole Barber, Inna Brayer Motion (Irina/Giacomo): To waive the sanction fee for the Solo Proficiency National Championship at the Carolina Fall Classic Organizers will pay for National level awards. DanceSport Council Minutes March 21, 2017 Members Present: Carole Barber, Inna Brayer, Roger Greenawalt, Irina Feingold. Also present on call: Stan Andrews Stan Andrews mentioned the need to revise the wording in the Rulebook regarding the 9- and 10- dance events at Nationals in order to allow athletes to know whether they need to dance both Championship level events or Prechamp/Championship events to qualify for Nationals. Wording

8 will be fixed and the change will be submitted to the GC. Motion: (Roger/Carole): To change rule to the following: Upon request, in special circumstances, the DanceSport Council reserves the right to approve a partial NQE. A full NQE includes all ages (Pre-teen through Senior III). A partial NQE must include either Pre- Teen Adult or Adult - Senior III. The age ranges for each age category must be those defined in rule Senior IV and Senior V are optional categories. Motion (Roger/Carole): To approve a sanctioned competition, the New England Fall Challenge, on October 22, Motion (Roger/Inna): To approve a waiver for the New England Dancesport Championship so that the organizer will be permitted to have only 4 WDSF judges for a 12 judge panel.. Reports from the Mid-Atlantic Championship and the Southeastern DanceSport Championship were reviewed and will be disseminated. Ranking system: Irina reviewed her findings on instituting a ranking system and a discussion was held regarding using such a system for championship level athletes. A complaint filed about an occurrence at the MidAtlantic Championship was reviewed and found to have no merit. A response will be sent to the complainant. DanceSport Council Votes - March 1-15 Motion (Roger/Inna): To allow the American DanceSport Festival organizer to apply for a World championship event to be held on October 15, 2017 in Miami, Florida. If two events are at least nine hundred miles apart, the dates of these events must be a minimum of three weeks apart. All previously sanctioned competitions will remain approved even if they do not comply with the established time/mileage requirements. If an existing event is not held for one year, that event will still retain the right to that date and location for the next year. Existing events that are not held for two consecutive years will be considered "new" events when held again and will then be subject to the time/mileage rule.

MOTION: Roger/2 nd Irina: To grant medical waiver per request from Sharlet Shilman & Elliot Radov, i.e. due to injury to Sharlet Shilmam, they were not able to compete at the 2017 MAC and will not be released to compete until after the Mid-Atlantic NQE. Waiver is for them to be able to enter 2017 Nationals in Jr. I Novice & Pre-Champ Latin and Jr. II Novice Latin. Motion approved: Unanimous 2. WDSF PD adjudicator application from Steve Mesh has been forwarded to WDSF PD office for review and approval. 3. USA Dance World Team jackets discussion: recommendation that we look at making them more functional and better fitting. This will take some time to investigate and approve, so for this year DSC approved ordering the current custom made jackets for 2017 WDSF World team athletes. Stan Andrews will order jackets and maintain inventory for now. 4. Further discussion on DSC organization chart. 5. Roger has received a request (via Mary at the central office), of a former professional to be re-instated as a DanceSport Athlete. Roger will send Stan the contact information for Don Walker and Stan will forward a re-instatement application to him. The completed application will go to the DSC for approval of re-instatement. 6. Discussion of rulebook addition by previous DSC requiring couples participate at an NQE or National Championship competition to be eligible to compete in WDSF events held in the US. MOTION: Roger/2 nd Irina: To rescind previous motion approved by DSC. No change to the rulebook concerning requirements for couple to participate in WDSF events held in the US, provided they met all other USA Dance and WDSF membership requirements. Motion approved: Unanimous 2. Discussion of Sr. 1-4 participation in WDSF World Championships. 3. Discussion of bringing the Sr. 4 National Championships into Nationals in Mid- Atlantic NQE was granted the right to hold Sr. 4 National Championships for 2016, 2017 & Rulebook will need to be modified to require NQE competitions to now hold Sr. 4 qualifying events or allow Sr. 4 competitors to qualify for Nationals by entering Sr. 3 events at an NQE. MOTION: Irina/2 nd Carole: To allow Senior 4 couples that compete in Sr. 4 events at the 2017 Mid-Atlantic NQE, to automatically be qualified to enter those same events at our 2017 National Championships in the Sr. 3 age category (Sr. 4 age category will not be offered at our 2017 National Championships). Motion approved: Unanimous MOTION: Carole/2 nd Roger: To approve Wojciech Zopoth as a USA Dance Adjudicator, A+ & B+, WDSF Adjudicator and WDSF PD Adjudicator. Wojciech Zopoth has transferred to US from Poland Federation. Motion approved: Unanimous 4. Discussion of introducing Sr. 5 age category into the DanceSport Rulebook. MOTION: Roger/2 nd Irina: Add Sr. 5 as an age category in the 2017 DanceSport Rulebook when it is released after the 2017 National Championships. Motion approved: Unanimous 5. Discussion of have the WDSF Adjudicator GKT (General Knowledge Test) available

15 during our 2017 National Championships for those US adjudicators that need to take or re-take to maintain their WDSF B license.
