1 USA Keeping Competition Affordable, Fair and Fun! A Variety of Events to Meet Your Competition Needs Regionals Regionals are stand alone events -- no prior qualification is required to compete. These one-day events are typically held at smaller venues (i.e. high school gyms). All performers receive a participation ribbon (or other commemorative item) to acknowledge their participation. Regional awards are presented to top teams in each division. Classics Classics are stand alone events -- no prior qualification is required to compete. These one-day events are often, but not always, held in larger venues (i.e. college sports arena or convention centers). All performers receive a participation trading pin (or other commemorative item). Sponsorship give-aways may be distributed at select events. Trophies or plaques are awarded to 50% of the teams in each division. For all divisions, an exclusive Champion event pin is presented to each first place competitor. For cheer Prep division awards see Prep division information. Opens These are stand alone events -- no prior qualification is required to compete. These one-day events are often, but not always, held in larger venues (i.e. college sports arena). For all first place teams, each individual member on the team receives an exclusive 1st place Champion event T-shirt. USA All Star Championships & All Star PREP Championship Teams wishing to compete at USA All Star Championships need not pre-qualify for this two-day event. All performers receive a participation gift and sponsorship give-aways. Trophies or plaques are awarded to the top teams in each division. Individual medallions are awarded to the 1st, 2nd and 3rd place teams in each division. An exclusive Champion gift is awarded to the first place competitors in each division and a Champion banner awarded to the first place team in all divisions. All teams perform in prelims and finals! Correspondence: You will receive a written Confirmation of Receipt for all written correspondence that you send to the USA office related to your competition (i.e. registration form, division changes, cancellation, etc.). A Confirmation of Receipt will be sent to you via or fax within 2 business days of the USA office receiving written correspondence from you. If you do not receive a Confirmation of Receipt within that time period, please call the USA office to ensure that we have received your initial correspondence. AWARDS: For Classic and Open competitions, teams will be evaluated by judges and ribbons distributed to each team member based upon the team s percentage of perfection score (Bronze 79% and below, Silver 80-89%, Gold 90% and above). This percentage of perfection score will include any penalties, deductions received. For USA All Star PREP Championships, teams will be evaluated by judges and a plaque awarded to each based upon the team s percentage of perfection score team (Bronze 79% and below, Silver 80-89%, Gold 90% and above). This percentage of perfection score will include any penalties, deductions received. In addition, the team with the highest percentage of perfection score in each division will receive a trophy and banner for their achievement. A Grand Champion for the highest scoring Level 1 and Level 2 PREP team will also be awarded. GENERAL SAFETY AND LEVEL RULES: As with all cheer categories, refer to the USASF Cheer General Safety Rules and Cheer Level Rules. Please note division limitations for Prep Cheer Divisions. Teams must also meet USASF Image Policy for appropriate choreography, makeup and uniform guidelines. 2 minutes maximum. (Note time limit difference from other all star cheer divisions) All teams receive scoresheets with constructive comments provided by an expert panel of judges trained on the Varsity All Star Scoring System. Comments are presented to help teams to improve in a positive and supportive manner. Two-day events will weigh Day-1 s score as 25% and Day-2 s score as 75% of the overall event score. Exclusive Champion gift is reserved for non-prep cheer divisions and all dance divisions competing in both Prelims and Finals.

3 DANCE CATEGORIES/DIVISIONS POM - All Star ROUTINE PROCEDURE: A pom routine incorporates the following characteristics: clean, sharp, strong, precise motions; synchronization; visual effects. It may also include Pom Skills (i.e. pom passes, kick lines, leaps and turns, jumps, etc.). Pom pons must be used 80% of the routine. Males are not required to utilize poms. Music must meet NEW music guidelines (varsity.com/music). divisions must follow all the USASF Dance Rules. Refer to Props and costuming are limited to the rules and guidelines of the USASF. CONTEMPORARY/LYRICAL - All Star DIVISIONS: Refer to division grid at usa.varsity.com ROUTINE PROCEDURE: A contemporary or lyrical routine can incorporate the following approaches to movement: organic, pedestrian, traditional modern, and/or traditional ballet. Movement complements the lyric and/or rhythmic value of the music. Emphasis is placed on sustained, expressive movement, control, contraction/release, use of breath, body placement, uniformity, communication and technical skills. HIP HOP - All Star DIVISIONS: Refer to division grid at usa.varsity.com ROUTINE PROCEDURE: A hip hop routine incorporates street style movements with emphasis on the following: body isolations and control, rhythm, style, creativity, execution, uniformity and musicality. JAZZ - All Star ROUTINE PROCEDURE: A jazz routine can incorporate the following approaches to movement: traditional, stylized, hard-hitting, crisp and/ or aggressive, all with possible moments of softness while integrating musicality. Emphasis is placed on body alignment, extension, control, uniformity, communication and technical skills. PREP - All Star Dance Offered at Classics, Opens & Championships ROUTINE PROCEDURE: The Prep Category is offered for emerging teams and dancers. All Category styles in each Age Division will compete together in Prep (Prep Jazz, Prep Pom, Prep Hip Hop, Prep Contemporary/Lyrical, Prep Kick and/or Prep Variety), or may be split when the Splitting Rule for Prep applies. (See Combining and Splitting, below. Also see Crossovers, below, for rules about participating on Prep and Non-Prep teams within the same style.) VARIETY - All Star Offered at Classics, Opens & Championships ROUTINE PROCEDURE: A variety routine must include a blend of at least two or more styles throughout the routine. Emphasis should be placed on overall creativity and flow of routine and successful technical execution of the dance styles performed. Music must meet NEW music guidelines (varsity.com/music). divisions must follow all the USASF Dance Rules. Refer to Props and costuming are limited to the rules and guidelines of the USASF. The Varsity All Star Dance Scoresheet will be used for all divisions with the exception of Dance Worlds divisions. The USASF Dance Worlds scoresheets will be used for the Dance Worlds divisions..

5 GENERAL INFORMATION (1 OF 3) USASF GUIDELINES AND RULES: All USA events will follow the rules and guidelines for both cheer and dance as mandated by the United States All Star Federation (USASF). Many of these rules/guidelines are listed throughout the General Information, but not all are listed here. A complete set of these rules/guidelines may be found by going to ELIGIBILITY: In order to compete, all cheer and dance athletes must be members of the US- ASF for the season. Entrants must be official full-time members of their team and registered athletes with the USASF. Official USASF team rosters that provide proof of each athlete s membership must be turned in at registration at each USA competition. The penalty for an eligibility violation and/or failure to provide USASF team rosters on the day of an event may be disqualification. International teams attending USA events that are not eligible members of the USASF must complete athlete medical release forms and meet the USASF/IASF age guidelines. For information on USASF athlete membership, visit the USASF website at This is a requirement for all cheer and dance athletes. CATEGORIES/DIVISIONS: The USA and/or its competition personnel reserves the right to delete, combine, or divide categories and divisions as deemed necessary, per the guidelines set forth by the USASF. If categories/divisions are altered, adjustments will be made in the awards. An individual may not compete against her/himself in the same division/category. An individual may not compete on two teams within the same category type and/or divisions within a category when separated by size (i.e. Large Sr. All Star Level 4 and Small Sr. All Star Level 4 divisions). An athlete may not perform in more than 3 cheerleading routines at a given competition per USASF rules. The penalty for this violation will be disqualification of one of the routines and possible disciplinary action by the USASF. Additional USASF crossover restrictions may apply, depending upon the division(s) for which a gym has registered. An individual can crossover from different levels (i.e. All Star Level 3 and All Star Level 4 divisions) or crossover within the same level between age groups (i.e. Sr. All Star Level 3 and Jr. All Star Level 3 divisions). An individual on a cheer prep team may not perform/compete on both the prep team and a traditional all star cheerleading team at any given event. A dancer may not compete on a prep dance team and also on a nonprep team in the same style at a given event. All USA competitions will follow the USASF guidelines for splitting and consolidating divisions based upon final team registration. MUSIC NEW MUSIC GUIDELINES: New music guidelines are being followed at all USA and Varsity Brands events. Competition music must be properly licensed and a team must be able to provide proof of licensing (upon request) at any event where the music is used. If a team cannot provide proof of licensing immediately upon request, the team may be disqualified from the event. For further details visit In order for a team s routine music to be featured in a television broadcast, should this be an option, teams must do the following: Use an original composition created or commissioned by you (i.e. an original song and recording to which you own or license the rights by written agreement) Additionally secure the synchronization rights. Not all original music providers can/will provide these rights. Submit proof of licensing, as well as synchronization rights, when requested after the event. Music is defined as any recorded sound amplified through the competition sound system. A sound system will be provided. Speed control is not available. Music checks on the main sound system are not permitted. A representative must be present at the sound system at the time of performance. Directors/ coaches are asked to hold onto their own music until the time of performance and to take music back following the performance. All teams must provide their own CD or MP3 device for use on the event provided sound system. Music must be recorded at the correct tempo on a high quality CD or loaded onto an MP3 device. It is not recommended that a smart phone be used for playing music, due to interference that may be caused during a routine. No cover may be on any MP3 player so that a jack may be easily inserted into the device. Please ensure that jacks are clean and free of any debris which may impact connectivity. Note that you may need to acquire an adapter in advance if your player does not have a head phone jack. Music on CD must be labeled with the team name, division, team size, and be ready to play. One or several selections of music may be used. Due to greater room for technical error with some CDs you must have a back-up MP3 of your routine available. ENTRANCE/EXIT: Teams and individuals are encouraged to move on and off the floor as quickly as possible. PERFORMANCE AREA: Performance surface/area at all competitions will be a regulation basketball court (unless otherwise noted). All cheer competition facilities will have mats on the performance area. The mat will be a carpet bonded foam mat that measures 54 x 42 unless otherwise noted next to the Regionals, Opens or Classics date. In that case the floor will be a spring floor measuring 54 x 42. Any other exceptions will be noted prior to the time of registration. The cheer floor at all competitions will be removed for the pom, jazz and hip hop divisions. There will be no practicing on the performance floor prior to the competition. The performance surface is defined as the 42 x 54 competition floor. The cheer competition boundary is defined as the performance surface and any immediate adjacent safety border. A deduction will be assessed per occurrence for an athlete that

6 GENERAL INFORMATION (2 OF 3) makes contact with both feet outside the competition boundary. Stepping on, or just past the white tape is not a boundary violation. PERFORMANCE ORDER/ SCHEDULES: Typically, but not guaranteed, performance order is based on the receipt of complete registrations, which must include payment for the event. The first registration received will be the last to perform in that division and the last registration received will be the first to perform. Adjustments may be necessary due to division/team conflicts. Please note that registration is not complete without accompanying payment. Registration fees are locked-in for a team or individual at the time payment is received. All teams will be given an assigned check-in and warm-up time prior to competition. Warm up area sizes and/or flow will vary depending on the competition location. The Person to Receive Correspondence will be sent/ ed a tentative line up with performance times at least 10 days prior to the competition. These times are subject to change. The final schedule will be available by checking usa.varsity.com after 5:00 p.m. (PST) the Wednesday prior to your competition. On that Wednesday, performance times usually remain the same regardless of scratches. It is the director s/coach s responsibility to check the schedule for accuracy prior to the day of competition. INSURANCE: Each participant must have his/her own personal insurance. The host facility, the host facility district, the directors/sponsors and/or the USA will not be responsible and/or held liable for any injuries occurring at a USA competition. First aid staff will be on site at all competitions to provide assistance for emergencies only. Taping of wrists/ankles for individual performers will not be provided, unless medically necessary to treat an injury. FOOD: At most locations, food and drinks will be available for purchase throughout the competition. Food may or may not be permitted inside the host facility. COMPETITION STANDARD FOR SPOTTERS: TEAM SPOTTERS = are part of the performing team and required as part of specific types of stunting/pyramid/toss, etc. skills. ADDITIONAL (ROUTINE) SPOTTERS = Individuals on the competition floor provided as a safety precaution to spot certain elements of a routine. These are in addition to the team and do not take the place of team spotters required by specific types of stunting/pyramid/toss, etc. skills. In an effort to promote a higher level of safety for competing athletes, USA will allow All Star programs to provide additional (routine) spotters at USA All Star competitions. The Varsity Brands feel that an all star program is more qualified to provide additional (routine) spotters because of their familiarity with routine skills and safety concerns. The use of additional (routine) spotters is left to the discretion of the coach or gym owner. All Star programs may use up to 4 (four) additional (routine) spotters for each performance; however, additional (routine) spotters are not required. The USA will not provide additional (routine) spotters. While team spotters are already required for specific types of stunting/pyramid/toss, etc. skills, teams will be allowed to provide their own additional (routine) spotters during the performance. Additional (routine) spotters are differentiated from team spotters that are part of the actual team and required as part of specific types of technical skills. In other words, the additional (routine) spotters do not take the place of team spotters required by a specific rule. For example, if an extended stunt requires a spotter by rule, that skill must be spotted by a member of the team and not the additional (routine) spotter. Guidelines for additional (routine) spotters 1. Should only be used during the stunt, pyramid and/or basket toss sections. Additional (routine) spotters are provided for added safety and should stand at the back of the floor when not spotting those sections. 2. Should not touch, assist, or save skills being performed. Additional (routine) spotters should only be used to prevent a fall to the competition floor. Any touch, assist or saved skill will be given a deduction. 3. Should be dressed so that they are presentable, professional and distinguishable from the performing athletes. Program provided additional (routine) spotters should not wear clothing similar to the performing team s uniform. 4. Should not dress or act in a manner that distracts from the athletes and their performance. 5. May be anyone designated by the advisor/ coach of the performing team and may include, but is not limited to, anyone on the team s registration form, or coaches/ members from other teams also competing at the event. Being designated as a routine spotter does not provide free entrance to a competition. All routine spotters must pay general admission fees (unless included in complimentary admissions provided by the USA) and may be required to complete a Medical Release Form. 6. Should take reasonable steps not to block the view of the judges and spectators 7. Should be at least 18 years old and familiar with spotting the skills of the performing team. 8. The coach assumes all responsibility and liability with regard to the training and performance of their additional (routine) spotters. Reminder providing additional routine spotters does not take the place of proper stunt training and learning by progression. To provide the safest competitive environment, teams should not attempt skills beyond their ability level. The USA will not provide additional (routine) spotters. PENALTIES: Points will be deducted for violations of safety rules and/or time limits. See the USASF Cheer and Dance Safety Rules and Cheer Level Rules at www. usasf.net. Specific point deductions are noted on the USA Composite Sheet for All Star teams and follow the Varsity All Star standards. See this sheet for additional penalties that a squad may incur.

7 GENERAL INFORMATION (3 OF 3) A) TIME - Timing will begin on the first note of music, the first vocal command (for cheer teams), the first organized cheer or the first movement, and will stop with the end of the cheer, last choreographed movement (for dance teams) or last note of the music. In dance divisions, each team will have a minimum of 1 minute and 45 seconds (1:45) to a maximum of 2 minutes and 30 seconds (2:30) to demonstrate their style and expertise. Penalties will be deducted for going over the total routine time limit. Please note that leeway in timing is for the benefit of the timing judge, not the team. Therefore, routines should not exceed the maximum time permitted. In all categories, music may be used for the entire length of the routine. In the Pom division, all members must use two poms for at least 80% of the routine. There will be a 1 point penalty for every 5 seconds under the time requirement for pom use. (1-5 seconds under = 1 point penalty; 6-10 seconds under = 2 point penalty, etc.) Due to variability in sound systems, you should build in leeway in your routine to avoid timing penalties. B) PERFORMANCE ORDER/DIVISION CHANGES Preliminary competition schedules will be posted on the usa.varsity.com website by 5:00 p.m. (PST) 10 days prior to your competition date. It is the director s/ coach s responsibility to check the preliminary schedule for accuracy prior to the day of competition. All changes to your original competition registration must be put in writing and faxed to or ed to usacompetitions@varsity.com. At the USA s and/or competition director s discretion, a penalty may be assessed for any requested changes from the schedule that was posted on-line. To help avoid this penalty, any changes must be received in the USA office in writing by 5:00 p.m. (PST) the Friday one week prior to your competition date. C) PROPS/UNIFORMS - For cheer divisions props are not necessary for the performance of a routine. If props are used in a routine the prop must receive pre-approval from the USASF, prior to its use, to ensure the safety of the athletes. Flags, banners, signs, pom pons, megaphones and pieces of cloth are the only props allowed. Props my not have sharp, unyielding, and/or pointed edges. No prop may be weight-bearing and/or athletes are not permitted to bear weight on any prop. Props with polies or similar support apparatus may not be used in conjunction with any type of stunt or tumbling. All props must be safely discarded out of harm s way (example: throwing a hard sign across the mat from a stunt would be illegal). Any uniform piece purposefully removed from the body and used for visual effect will be considered a prop once it removed from the body. For dance divisions wearable and/or handheld items are allowed in all categories and may be removed and discarded from the body. Standing props that are used to bear the weight of the dancer(s) are not allowed (Examples: chairs, stools, benches, ladders, boxes, stairs, etc.) UNIFORMS Shoes - All cheerleading participants must wear shoes. This is a safety rule and if a violation occurs, points will be deducted from the final team average score. All footwear must have soft soles and be non-marking. See USASF rules for further restrictions. For dance divisions Footwear is recommended but not required. Wearing socks and/or footed tights only is prohibited (Exception: socks are allowed on a carpeted performance surface). For dance teams All costuming and make up should be age appropriate and acceptable for family viewing. Uniform Distractions The Safety Judge, Head Judge or other competition official reserves the right to stop a routine, assess a deduction, and/or disqualify a team for a uniform distraction (e.g. garment not being securely fastened/attached, straps break, pants split, etc.). Each performer is required to take the necessary steps to avoid inappropriate exposure prior to the performance. E) APPROPRIATENESS OF CHOREOGRA- PHY, MUSIC, OUTFITTING - Appropriateness of Choreography, Music, Outfitting - All facets of a performance or routine, including choreography, music selection and outfitting, should be suitable for family viewing and listening. Uniforms for all team types should be appropriate for the age of the participants performing the routine. Deductions will be given for vulgar or suggestive choreography, which includes, but is not limited to, movements such as hip thrusting and inappropriate touching, gestures, hand/arm movements and signals, slapping, positioning of body parts and positioning to one another. Deductions will be given for music or words unsuitable for family listening, which includes, but is not limited, to swearwords and connotations of any type of sexual act or behavior, drugs, mention of specific parts of the body, and/or violent acts or behavior. Removing improper language or words from a song and replacing with sound effects or other words may constitute inappropriate, and deductions will be made accordingly. Any uniform or music in which the appropriateness is questionable or with which uncertainty exists should be submitted to the USA for prior approval to taking the performance floor. DRESSING ROOMS: Limited dressing rooms and/or restrooms will be available. The USA and/or the host facility will not be responsible for any lost or stolen articles. GENERAL ADMISSION: Two complimentary admissions will be allotted at registration to each competing team for directors and/or coaches. Additional tickets for spectators, directors and/or coaches may be purchased at the door for each competition.

8 TUMBLING, STUNT AND SAFETY RULES Routines at all USA competitions will follow the USASF Cheer and Dance General Safety Rules and Cheer Level Rules. For detailed information refer to the United States All Star Federation website at For specific stunt and safety questions only that pertain to rules and levels, please call Submitting a DVD or electronic video file at least one week prior to the competition is the only way to review a routine for potential safety violations. Submission of a routine does not guarantee that it can be reviewed. For more information, contact: Matthew C. Goto Hashtag to #USAallstar USA (872) usa.varsity.com For Regionals, Opens and Classics: FEES/DEADLINES/ REFUNDS/ENROLLMENT Early Bird Registration/Entry Deadline: Early bird entries must be submitted on-line and paid 21 days prior to the event for which you wish to register. On-Time Registration Fee: The on-time registration fee will apply to those registrations paid 8-20 days prior to the event for which you wish to register. New registrations will not be accepted the week of the event. Completed on-line entry forms with full payment or a purchase order must be in the USA office in order to register for the competition. On-line reservations without payment are not considered a complete competition registration payment must be received before teams are added to the competition schedule. Registration fees (i.e. early bird or on-time) are locked in only once payment is received in full. Forms of payment accepted: money order, cashier s check and/or credit card. Personal checks, organizational checks, cash or individual payments are not accepted. Declined credit cards are a basis for immediate cancellation of your registration. Faxed entries must be accompanied by a Visa, MasterCard, American Express, or Discover Card. Teams will be responsible for the full registration fees for cancellations past the refund deadline, regardless of payment status, and/or no shows on the day of the event. Entry forms without payment will not be accepted. There will be a $50 return check fee. The USA reserves the right to deny registration to any team. Competitions may close to additional participants at any time, including before the Early Bird registration/entry deadline. Competitions are subject to cancellation. The United Spirit Association will not be held responsible for any losses incurred by a team as a result of competition cancellation, with the exclusion of a full refund of team registration fees. Waiting Lists: Registration of teams is first come-first served. Due to facility size and time constraints, competitions will close to further team registration once maximum capacity is reached. Competitions may close to additional participants at any time, including before the Early Bird registration/entry deadline. Teams who have not been accepted to compete due to a full competition will be placed on a waiting list. As teams drop from the schedule, teams from comparable divisions who are on the waiting list and have paid in full will be added. The Person to Receive Correspondence will be notified if the team is placed on the waiting list and will be updated with the registration status as the competition nears. As teams drop from the schedule, waiting list teams will be added, up to the Friday one week prior to the competition date. Teams may not be added to the schedule the week of the competition date, even if further teams drop from the competition. Out of respect to those who pre-registered and to produce as accurate a performance schedule as possible in advance of the event, the USA does not accept registrations on the day of the event. Requests for refunds, transfers of fees (funds may be transferred only once and fund transfers may not be split), or category/division changes will be accommodated only if notice is submitted in writing 10 days or more prior to the affected event. After that time, all funds become non-transferable and non-refundable. Teams are responsible for the full registration fees for cancellations past the refund deadline, regardless of payment status. Refunds are processed 2-4 business weeks after the event and will be mailed or credited 4-6 business weeks after the event. Cancellations may impact the number and/or type of awards presented in a given division. The USA will not be held responsible for cancellations which decrease the final number of teams in a division, thus impacting the awards that are distributed for that division USA usa.varsity.com

9 The USA All Star Champships are proud to take part in the USASF Worlds Cup Race. As one of the 49 qualifiying events nationwide, all worlds eligible Level 5 and 6 teams will earn points that are tracked all season long. At the end of the season, the top six Level 5 and 6 Teams with the highest point totals will receive Paid or At-Large Bids to the 2017 Cheerleading Worlds. USASF WORLDS CUP RACe The USA All Star Championships will be held on March 18-19, 2017! The location will be back at the Anaheim Convention Center. Check the USA website to book your hotel accommodations. All competition will be held at the Anaheim Convention Center. Prelim competition begins on Saturday. Finals will be on Sunday. NEW! USA All Star PREP Championships will be held on March 25, 2017! Teams do not need to pre-qualify to attend the USA All Star Championships and PREP Championships. All teams at the USA All Star Championships will compete at prelims and advance to finals. The USA All Star PREP Championship is a separate one day event. 10 2017 Bid Eligibility Requirements In order for a team to be eligible to receive a bid to The Summit (Cheer & Dance), The D2 Summit or the USASF Cheerleading & Dance World Championships the competing team must fulfill the following: At least 50% of the total cheer program from the gym/program the team is representing must be registered for the 2017 USA All Star Championships or At least 50% of the total cheer program from the gym/program the team is representing must have competed in at least 1 (one) prior USA competition during the season and the bid-eligible team must have registered and paid in full for USA All Star Championships by the initial registration deadline of February 17, BIDS to the following events will be awarded at the 2017 USA All Star Championships...
