U.S. wants chemcal weapons WASHNGTON The head of the U.S. Arms Control and Dsarmament Agency confrmed Tuesday that the Unted States wants to reserve the rght to contnue producng chemcal weapons, even as t pursues an nternatonal pact on bannng the deadly weapons. Ronald Lehman was asked n a meetng wth reporters about recent reports that Presdent Bush has sgned an order allowng the contnued producton of a new generaton of chemcal weapons for an unspecfed perod of tme. The reports surfaced after Bush told the Unted Natons last month that he was proposng the Unted States and the Sovet Unon cut ther exstng chemcal weapons stockples by 80 percent as an mpetus to the Geneva negotatons at whch talks on curbng chemcal weapons are underway. The presdent dd not menton hs decson on producton n hs U.N. speech. Bush, as vce presdent n 1984, carred a draft text to the Geneva negotatons proposng that natons sgnng a chemcal weapons treaty cease producng such arms rght away and destroy ther stockples over a 10-year perod. The nternatonal talks, n whch 40 natons are takng part, resume next month. An agreed-upon draft of the nternatonal treaty calls for the mmedate end to the producton of such weapons. Sen. George Mtchell, D- Mane, on Monday crtczed Bush s stance on contnung to produce chemcal weapons, callng t a major step backwards and one that threatens the nternatonal negotatons. Asked about such crtcsm, Lehman sad the threat of chemcal weapons needs to be addressed and our polcy has been to seek a total ban on the producton and storage and use of these weapons. U.S. offcals contend Moscow has far greater stockples than the Unted States an acknowledged 50,000 tons compared to an estmated 30,000 tons for the Unted States. Bush proposed a U.S.-Sovet agreement to begn those cuts at once, whle the 40-naton treaty was beng worked out n whch the Unted States would destroy 98 percent of ts chemcal weapons over eght years f the Sovets joned the ban. Ths course, Redefnng Securty?," was run under the rubrc of an ndependent study. The prmary reason for organzng Redefnng Securty? was to utlze a new pedagogy of learnng. n the smplest of terms, ths new pedagogy can be summarzed most accurately as students-teachng-students! The pedagogy tself s carred out through a semnar format. n ths respect t s not new or orgnal. However, what s new about the semnar s the removal of the faculty member from the role of the teacher n the classroom. Techncally, ths may stll sound lke a semnar, but the dfference s a removal of a subtle herarchy of authorty usually stemmng from the presence of a faculty member. Under the new pedagogy, the emphass s placed on educatng through a shared authorty comng equally from all who partcpate n the semnar. The heart of ths new pedagogy can be stated as actvely practcng democracy by partcpatng n the semnar/course tself. The student realzes ether passvty or actvty as a choce for whch he/she s responsble. The project cannot smply be passed off to another, rather t must be engaged n and provded for contnually by the students. The course content s purely up to the magnaton of the students. n the past two years subjects have ncluded: Language, nternatonal Relatons, Just War Theory, Nonvolence and Alternatve Securty, Human Rghts, Economc Development, World Hunger, Global Envronmental ssues, Utopas, the Peace Movement of the 1960 s, Femnsm, Lterary Crtcsm, Students for Democracy, Vatcan Councl, and Pop Art, to name a few. n order to survve as an educatonal process, Redefnng Securty? demands student motvaton and faculty support. f you are nterested n learnng more about Redefnng Securty? or f any of these subject areas appeal to your ntellectual curosty, please jon us n a bref nformaton meetng tonght at the Center for Socal Concerns at 7:30 p.m. God says no to homosexuals and so should ND Dear Edtor: Maybe t s because m old fashoned or n need of lberal enlghtenment, but have few sympathes for the plght of homosexuals on the Notre Dame campus. Ther outrageous letter to the edtor (The Observer, Oct. 11) s a clear example of how blatantly m moral the tmes n whch we lve have become. Are we to be crtczed for not gvng homosexuals a conducve envronment n whch to lve at the preemnent Catholc nsttuton n the naton? Socety refuses to accept homosexuals for the same reasons t rebukes crmnals. For nstance, our socety has agreed that stealng s socally unacceptable and worthy of punshment; n a smlar way, our socety has also deemed DOONESBURY that homosexual actvty s socally unacceptable. These people make a choce, even f that choce s not entrely of ther own free wll. Those who come out of the closet are completely aware of the consequences of that choce. To demand acceptance and understandng from a socety that rejects ther lfestyle s unrealstc. The day our socety can wholly embrace homosexualty s the day for some reason, the majorty of the communty s ndeed homosexual. Although Chrstans n the Notre Dame communty should be especally sympathetc, we should by no means condone ther lfestyle lest we abandon our prncples and fath. We are ND: a socety whose sprtual and ntellectual growth are Jerry D u ff Stanford H all Oct. 11, 1989 frmly rooted n the Catholc tradton. Qute smply, God says no, and Chrstans should obey. And exactly where do homosexuals beleve ther poston n socety should be? Why should any socety have to accept what s beleved to be wrong? t s obvous that we are a communty morally asleep and ndfferent. Keth McKeon Grace H all Oct. 11, 1989 Busness reputaton gets a raw deal Dear Edtor: am wrtng ths letter n response to John Blas s The Quest for the Easy A s a Futle Effort nsde column (The Observer, Oct. 12). n ths column, Mr. Blas descrbes how hs search for the perfect class, one that would yeld maxmum results wth a mnmum of effort, led hm to enroll n two ntroductory busness classes. Unfortunately, he dd not fnd these busness classes to be as rdculously easy as he had hoped. Ther statement llustrates the true South A frca. t s. wthout doubt, one o f the most movng documents have ever read. W e stand here charged wth "terrorsm". The orgnal charge aganst us was treason. After the State had been questoned on oqr behalf, t wthdrew ths charge. The next allegaton was that we sought to overthrow the State. The present ndctment stll attrbutes such an ntent to us. What was and stll s omtted s that the State referred to s the aparthed state. Our understandng of treason s that t s a crme aganst the people. t would, for nstance, be treason to betray the people of ths country and to take up arms aganst them. But our people have been treasonab Extreme msery and poverty are the lot of certan sectons of the populaton whle others enjoy a standard of lvng whch rates wth the hghest n the world. ly betrayed. The racst mnorty regme rules by force, through the barrel of the gun and wthout a mandate from the people. t has created an aparthed state and, n order to mantan and defend t, employs awesome weapons of war whch t has unleashed aganst the ctzenry of ths country. One of the results s an ongong nternatonal armed conflct n whch the racst mnorty regme s ranged aganst the people of the country. We beleve that South Afrca belongs to all who lve n t and that no government can justly clam authorty unless t s based on the wll of the people. We accordngly abhor the aparthed state and, n so far as we have any choce n the matter, we owe t no allegance whatsoever. We make no apologes for seekng ts downfall. Nor do we beleve that those who seek ts demse, whether by nternatonal armed conflct or otherwse, should on that account be consdered gulty of crmnal conduct. The regme therefore stands accused of treason and the people do not and wll not wthdraw that charge. As for the charge we ndw face, we agan say that t s the State that stands accused. n defense of ts aparthed practces, ths regme has brooked no opposton. Mass democratc organzatons, the organzatons of the people, have been slenced and ther leaders gaoled or restrcted. Tens of thousands of the regme s poltcal opponents have langushed n gaol, havng been detaned wthout tral. Scores of others are forced to stand tral for socalled crmes aganst the State. Ths s called the mantenance of law and order. We call t terrorsm. t s terrorsm too when nnocent men, women and chldren are attacked by the regme's polce and SADF, and klled whle they sleep, n foregn countres; we thnk of Maseru, Matola, Gaberone and others. t s terrorsm when ths country's neghbors are destablzed, all n the name of aparthed. t s terrorsm when assassnaton squads, operatng nsde and outsde ths country, hunt for and elmnate opponents of aparthed. We thnk of Ruth Frst, Jeanette Schoon, Pat Ndzma, Cassus Make, Abram Tro and many others. t s terrorsm when, n the pursut of aparthed, whole communtes are uprooted when extreme msery and pov- erty are the lot of certan sectons of the populaton whle others enjoy a standard of lvng whch rates wth the hghest n the world. We say that t s the regme that s gulty of terrorsm. t would therefore be terrorsm for us to dentfy wth aparthed, or to condone a system that forces ts youth to take up arms aganst fellow ctzens, to defend the ndefensble. Aparthed stands condemned as a crme aganst humanty. t has been declared a crme by the nternatonal communty and has been rejected as a heresy and a sn by the relgous communty. Yet t has been allowed to devastate mllons of lves n ths country. Most regrettably, aparthed has not left the legal system and the judcal process of ths country untanted. Wth due respect to your Lordshp and learned Assessors, we have to pont out that an offcal Court n ths country cannot gnore the laws to whch t owes ts exstence, nor the body of laws whch consttute the aparthed legal system: n other words t s enjoned to apply an unjust legal system. One facet of the workngs of the system has already been manfested n ths case, n the course of events whereby we were arrested, detaned, nterrogated and brought to tral. After our arrest, we were detaned under Secton 29 of the nternal Securty Act, a provson whch s, n practce, used only aganst the poltcal opponents of the regme. t s a horrfc legal provson and t s n blatant dsregard of the Rule of Law. The Securty Polce have not faled to take full advantage of ts provsons; t enables them to operate n the dark and to extract maxmum advantage to the maxmum det- The same South Afrca? Havng undergone the rgors of Secton 29 ourselves, we are not surprsed that poltcal trals are characterzed by a hgh number of "confessons" allegedly made by the accused. The courts have admtted numerous of these so-called confessons. The Act stpulates that the detanee should be vsted perodcally by a magstrate as well as by other employees of the State. We were so vsted. Some of us were also vsted by the Judge Presdent of ths dvson. Our experence shows that these vsts do not succeed to amelorate n any substantal way the condtons under whch we are kept. t would rather seem that they were desgned to put a more humane veneer to barbarc treatment whch s n effect sanctoned and countenanced by the law. Some of our comrades stll bear panful remnders of ther ordeal; they are stll recevng medcal and psychologcal treatment. There s no doubt that the State s usng the secton as a terrorst weapon: to exact a terrble revenge on opponents of the regme's sterle and outdated polces. Eventually, when the vctm has been thoroughly broken, he s brought before these courts to put a fnal stamp of credblty on the actons of the polce. The Court then n effect becomes a mere tool of the oppressor. The courts have, furthermore, faled to fght the eroson of cvl lbertes. The judcary have, by ther slence, allowed ths eroson to gan momentum and the courts now fnd themselves bereft of ther tradtonal role of an ndependent arbter and protector of ndvdual rghts. The total pcture s therefore that of a regme whch has treated the courts of ths land wth dsdan. We cannot therefore have confdence n those Courts; they are not the Courts of the people of South Afrca; they cannot dspense "justce" except n accordance wth the gudelnes and rules devsed by the oppressor. Our deal s that all shall be equal before the law; that the courts shall be representatve of all the people. Whle, therefore, we fnd ourselves compelled by crcumstances to partcpate n the proceedngs n ths case, as we ntend to do, we have no desre, nor do we fnd t at all necessary, to plead to the charges brought aganst us n ths court. Ths shantytown s a stark contrast to the porsperous cty of Cape Town. Such extreme dfferences between wealth and poverty are common throughout South Afrca. Fnally, we cannot fal to observe that there are numerous poltcal trals before the courts n ths country. Hundreds of our comrades, decent, senstve and ntellgent men and women are daly arragned; they have but one thng n common: they pursue the same deal of freedom whch the fathers and grandfathers of today's rulers sought and fought for aganst the Brtsh. But they seek somethng more; they struggle for a new socety where dscrmnaton based on the color of one's skn shall be a thng of the past. Hundreds of these noble souls already populate the gapls of ths country. Thousands more have suffered severe deprvaton whlst beng held n detenton for ndefnte perods wthout tral, the angush and desperaton of t all sometmes drvng some of them to adopt extreme measures, such as hunger strkes, n order to draw attenton to ther plght. We n ths court arc but a humble few. We tread a thorny path whch s rapdly becomng a hghway. We do expect pan, prson and death f need be. But our cause s just. Therefore, and n accordance wth the deals enshrned n the Freedom Charter, we here, together wth the rest of the people of South Afrca, black and whte equals, countrymen, brothers and ssters wll strve together, sparng nothng of our strength and courage, untl a just and democratc socety s acheved. Vctory s certan. South Afrca shall be free. " Ths s the fourth n a seres o f artcles about South Afrca. Mke Schadek s a senor government major.

The stadum, n whch the San Francsco Gants began play n 1960, has been the butt of jokes because of the cold, wndy, foggy weather condtons that sometmes assal the park durng the baseball season. The naton got a frst-hand look at what can happen at Candlestck Park durng the 1961 All-Star Game, when ptcher Stu Mller was blown off balance durng hs wndup. The followng year, Game 6 of the World Seres between the Gants and New York Yankees was postponed three consecutve days because of ran. The feld eventually was dred by the hgh-speed rotors of helcopters hoverng a few feet above the playng surface. Wth the mprovement of Greg Davs, rsh fans should worry a lot less about ther favorte team gettng burned n the secondary. 16 Sports page 16 Wednesday, October 18, 1989 San Francsco earthquake postpones Seres SAN FRANCSCO The World Seres was postponed Tuesday nght when an earthquake shook northern C alforna shortly before gametme, damagng and forcng evacuaton of crowded Candlestck Park. A decson on when and where Game 3 of the frst-ever Bay Brdge seres between the Oakland Athletcs and the San Francsco Gants wll be played w ll not be made untl Wednesday. A secton of the Bay Brdge tself collapsed. Baseball commssoner Fay Vncent sad there were cracks n the stadum and the extent of damage would not be known untl later n the nght. No major njures were reported. One possblty was that the seres would be moved back to Oakland, where the A s won the frst two games Saturday and Sunday. A secton n the upper stands n rght feld separated by about sx nches, and several cracks ran down the concrete asle and broke off. Fans were carryng them home as souvenrs. The people two to three rows n front of me had bg peces of metal several nches, fall on ther heads, sad Davd Guzzett, a cty councl member from Chco, Calf. The lght towers were just rockng back and forth. couldn t beleve t. The quake regstered 6.5 to 7.0 on the Rchter scale 10 mles north of Santa Cruz. t shook buldngs n Sacramento, 95 mles to the northeast, and was felt as far away as Reno, Nev., 225 mles to the east. Aftershocks contnued at least 45 mnutes after the quake struck at 5:05 p.m. PDT. Players stayed on the feld for 30 mnutes before the game was postponed. Many of them left hand-n-hand wth ther famles. "1 was sttng on the bench and at frst 1 thought t was the fans stampng (ther feet), sad Oakland manager Tony La Russa. Then rght away 1 realzed what was happenng. You can t stop concrete, Oakland o u tfeld er Dave Henderson sad, Forget the World Seres. 1 try to be a bg tough guy, sad 6-foot-3 um pre Erc Gregg, but was scared senseless. couldn t ft under the table and fnally went to stand under some arches. Oakland slugger Jose Canseco was standng wth hs wfe when the tremor ht. le sad he looked up at fans yellng at hm and thought, Jeez, look at that. They stll want us to play. An hour after the earthquake was felt, about two-thrds to three-fourths of the sellout crowd of 60,000 were stll n ther seats, but polce began evacuatng the upper dock about 5:40 p.m., 10 mnutes after the game was scheduled to start and moments after a second aftershock was felt at the ballpark. The power n the stadum was knocked out and phone lnes were dsturbed. The game couldn t be started because a power transformer s out, Vncent sad. We have to wat to see f the power comes back on. We are not gong to start the game unless we get lghts. ABC, whch was on the ar from Candlestck Park at the tme, announced t lost the feed from ts truck at the stadum. The network was dong ts pre-game show when announcer A1 Mchaels sad: There s an earth... and the pcture was lost. The frst ad staton at Candlestck reported a few people were ht by fallng debrs and were beng treated. None of the njures was sad to be serous. However, a 30-foot secton of the San Francsco-Oakland Bay Brdge collapsed and there see QUAKE/ page 12 USC baseball coach adjusts to pressure Replacng a legendary fgure lke Rod Dedeaux, perhaps the most revered college baseball coach of all tme, mght be too much for some to handle. For Southern Calforna coach Mke Gllespe, t s busness as usual. t s been a tremendous responsblty and challenge; the hertage of USC baseball s the best n the country, sad Gllespe, whose team has a two-game exhbton seres wth Notre Dame ths week. But we ve been so busy that we haven t been caught up n worry." Steve Megargee rsh tems :.: - - "The Obeever/Re Photo rsh catcher Ed Lund and the rest of the baseball team prepare to take on USC ths weekend. Lund, the captan of the 1990 Notre Dame team, wll lead the young rsh squad aganst Mke Gllespe and the USC Trojans n a two-game exhbton seres ths week at Covelesk Stadum. ND women s soccer team lookng to extend 8-game wnnng streak By DAVD DETEMAN Sports Wrter The Notre Dame women s soccer team (11-6), whch extended ts wnnng streak to eght games wth nspred vctores over Alma College and Sant Mary s ths past weekend, takes on the Unversty of Chcago tonght at 7:30 at Moose Krause Stadum n ts last home game of the 1989 season. Last Frday, the rsh women defeated Alma College of Mchgan by a consderable margn for ther tenth wn of the season, as opposed to sx losses. The'wn over Alma set a new record of eght consecutve wns n a season for the women, agan bestng the prevous hgh of sx consecutve wns set last year. On Monday nght, the rsh women looked to extend that record wnnng streak to nne games, and that they dd, earnng a crucal 1-0 decson over Sant M ary s College for ther eleventh wn of the year. Notre Dame s lone goal came on a frst half score by sophomore forward Suse Zlvts. Meanwhle freshman goalkeeper Mchelle Lodyga had several crtcal saves late n the second half, and the talented rsh defensve unt dd ther jobs to preserve the wn. The tough work ethc of the Notre Dame women was especally evdent n the second half, as the rsh made good use of ther staggerng depth, wth frequent substtutons and ntense play. These grls played really hard and dd really well. We had a tremendous frst half, and the team really pulled together to get ths vctory. Sant Mary s played very well, to ther credt, sad head coach Denns Grace. Ths was our eghth wn n a row, and m very proud of and very hopeful for these grls. Stll, we need to have a good game aganst Chcago, because after that game we go to the Vrgna Classc and the Mdwest C o lle g a te C o n fe re n c e Tournament. T o n g h t s game versus Chcago s pvotal to the team s hopes for the season, as t s not only the last home game of the 1989 season, but also the last match before the Notre Dame women have to face natonally ranked Vrgna and Duke. Addtonally, the Mdwest C o lle g a te C o n fe re n c e Tournament, from whch the rsh came away empty-handed last year, looms omnously on the horzon for ths young team. However, t would be nothng short of wrong to dsmss Notre Dame s chances. As coach Grace stated, As far as Chcago s concerned, they are gong to have to come n here ready to play. Notre Dame s gong to be tough to beat, as Sant Mary s found out. We re gong out ready to play hard. Fnally, though some onlookers may be startled by Notre Dame s rampant success of late, determned play and wnnng are certanly not uncharacterstc of ths year s edton of Notre Dame women s soccer. Even though we started the season at 2-6, we were playng well. Grace sad. Really, our competton dctated our wnloss record n those frst few games. t s easy to get down n the face of adversty, but our grls ddn t do that. We beat ndana to start ths wnnng streak, and that s somethng we ve never done before. USC plays Notre Dame at 7 p.m Thursday and 8:30 p.m. Frday at Covelesk Stadum. Shuttle buses wll take students from campus to the stadum and back both nghts. Gllespe s n hs fourth year at USC snce replacng the retred Dedeaux, who made Trojan natonal ttles practcally an annual event n the 1970s and whose former players could make up a major league all-star team. The fact that Dedeaux contnues to assst the program n retrement makes the transton easer, accordng to Gllespe. And when you re n a conference lke the Sx-Pac, one actually does get too busy to worry about other thngs. The conference ncludes the entre Pac-10 mnus the Oregon and Washngton schools and produces so many College World Seres teams that t drew major attenton last summer when no Sx-Pac teams made the trp to Omaha. Very seldom has that happened over the last 30 years, sad Gllespe. Pror to then, the Sx-Pac had produced the last three natonal champons (Arzona n 1986, Stanford n 87 and 88). The 1988 natonal ttle game was between conference foes Stanford and Arzona State. There s not a weak lnk, sad Gllespe. Every week you go out, and t s a grnd. But t s great fun when you re n that hgh level of competton. That brutal schedule may explan why USC has not enjoyed the success n recent seasons than t was accustomed to several years back. The Trojans luck could be changng ths sprng. USC returns eght starters and almost ts entre ptchng staff from a team that reached the NCAA tournament last year. t was a surprse, Gllespe says of the team s performance last season. Our freshmen played beyond what we antcpated of them. Gllespe s partcularly hgh on hs team s httng attack, whch features Brett Boone (son of major league great Bob), Brett Jenkns, Murph Proctor and Mark Smth. Trojan centerfelder John Jackson wll not be playng for the baseball team ths week because of hs commtments as the startng splt end on the USC football team. They re loaded, perhaps the best baseball team ever to play at Covelesk, sad Notre Dame baseball coach Pat Murphy. t must be very dffcult to replace Dedeaux, who won 11 natonal champonshps and stll stands as a legend n college baseball. Mke Gllespe has hs own dynasty buldng, and you ll start to see t ths year. The way you recall Rockne and then Leahy, you ll thnk about Dedeaux and Gllespe. see TEMS / page 12
