2 The B G News Tuesday Bowlng Green State Unversty October 13, 1981 Search kept closed by Davd Sgworth News staff reporter The Presdental Search and Screenng Commttee and the Student Government Assocaton consttuton - two recent sources of controversy at the Unversty - were among the agenda tems at the Board of Trustees meetng Frday mornng. n antcpaton of a statement of dsappontment by Faculty Senate Charman Rchard Ward, Board Presdent Frazer Reams explaned the commttee's reasonng tor the confdentalty of the search. "There s no queston that publcty would serously curtal applcatons and nomnatons," Reams, the search commttee charman and spokesman, sad. Publcaton of names would make problems for applcants, he explaned, because most of them currently hold mportant postons. 'WE ARE AWARE of the great nterest n the progress of the commttee," Reams sadt "and we welcome the nput of those nterested." He sad the commttee s followng "good plannng, we're gettng good results and we nave a tmetable that s realstc." Ward later presented the board wth a resoluton drafted by Faculty Senate last week expressng "keen dsappontment" wth the confdentalty of the search and recommendng that the commttee adjust ts polces n that regard. But Ward thanked Reams for explanng the reasonng behnd the confdentalty, somethng he sad the faculty prevously was unsure of. Reams' explanaton dd not answer all of the questons rased about the confdentalty, Stoner sad, but, he added, "At least t's good to hear the offcal reason for the secrecy." Stoner and Ward sad presentaton of the resoluton was the only acton Faculty Senate can make regardng the confdentalty. Stoner explaned that the commttee can now take the faculty's dsappontment nto consderaton. ALSO LEFT for consderaton at the meetng was the newly drafted SGA consttuton. n one of the fner presentatons ever before the board, accordng to Trustee Wllam Spengler, Student Body Presdent Dana Kortokrax and Bruce Johnson, academc affars coordnator for the consttutonal steerng commtee, ave the board a look at the new ocument. The board wll act on the consttuton at ts November meetng. "The response we got ndcates that (the board) realzes a change of some sort s necessary and welcome," Kortokrax sad yesterday. But Ward presented the board wth a second Faculty Senate resoluton, recommendng aganst "ncludng automatc rghts to membershp on commttees n any of student rghts at Bowlng Green State Unversty." KORTOKRAX ADMTTED that the controversal clause that would gve students votng rghts on decsonmakng commttees may cause problems. But she sad the clause wll not kll the whole document because the board could approve all but the clause, leavng t to be compromsed. Egypt purges 18 Moslem offcers CARO, Egypt (AP) - The El fovernment. n a new crackdown on he Moslem fundamentalst movement blamed for Anwar Sadat's assassnaton, announced Monday t had purged 18 offcers from the army because of ther "fanatc relgous tendences." The acton was reported on the eve of a natonal referendum that s all but certan to endorse Hosn Mubarak as successor to Presdent Sadat, whose chef assassn was alleged to be a Moslem fanatc army leutenant. Egypt's defense mnster, meanwhle, reported that all four alleged kllers survved - contrary to prevous government statements that one was slan - and that the accused rngleader had awakened from a coma and told "the whole story." THE MNSTER, Lt. Gen. Abdel Halm Abu Ghazala, sad that t took securty forces fve hours to track down one of the alleged assassns after last Tuesday's bloodbath at a suburban Caro parade ground. A report n Mayo, the weekly newspaper of the rulng Natonal Democratc Party Party, sad U.S. offcals have assured the Egyptan leadershp that the delvery of fghter planes, tanks and mssles to Caro wll be accelerated. The fundamentalsts opposed Sadat's pro-western polces and hs peace wth srael, polces now embraced by Mubarak. Mubarak, vce presdent and Sadat's hand-pcked successor, s expected to wn overwhelmng endorsement as the new presdent from 12 mllon Egyptan voters n a referendum today. THE OFFCAL NEWS AGENCY sad the results would be announced tomorrow. Offcal sources, who would not be publcly dentfed, ssued a statement yesterday sayng 18 army offcers have been posted nto cvlan postons because of ther fanatc relgous tendences." t was the frst such purge of army ranks. The offcers were presumed to be Moslems, although the statement dd not specfy ther relgon. "No detenton or nvestgaton has been conducted wth any of them, or wth any other offcer except the four assassns that were arrested," the statement sad. The sources dened reports that army offcers other than the alleged plot leader, 1st Lt. Khaled Shawk el-slambouly, had been arrested. Sadat was gunned down by men n unform who broke from a mltary parade he was revewng last Tuesday. The leutenant's brother, Mohamed Ahmed Shawk el-slambouly, was among the 1,536 persons arrested n Sadat s crackdown on relgous extremsts and other opponents last month. New Graduate Student Senate Consttuton Representaton changes, authorty ncreases by Scott Sleek News staff reporter A new Graduate Student Senate consttuton created to ft current procedures and to make them more workable was passed by the Board of Trustees on Frday. "We really dd not antcpate the Board of Trustees to pass t so quckly," Jon Rce, presdent of GSS, sad. A major change n the consttuton made representatves of organzatons representnggraduate students offcal senators. These persons were formerly ex-offco members. Another change was the appontment of the vce presdent as charman of the Welfare Commttee, whch makes recommendatons n areas such as stpends and assstantshps. A total of 56 wll be reached by addng an extra senator from each of the larger departments. RCE SAD a smaller GSS would make t easer to fnd a tme for persons to meet, would make t easer to make decsons, and would make each senator more mportant by makng hm "more actve, more nvolved, and more responsble." The consttuton also spelled out the procedure for removal of senators, who can now only be removed from ther department. Formerly they could be removed by the senate. Electons for representatves, who were formerly called drectors, were changed to the fall quarter to allow ncomng students a chance to run for these postons. Last sprng under the old consttuton, two representatves were elected for ths year. One drector dropped out and an electon wll be held sometme ths quarter for the remanng representatve poston. Frst there was the surprsng announcement last summer that the Unversty was swtchng to a semester calendar. Faculty and students had no voce n the decson and many were left wth ther mouths hangng open because Academc Councl last sprng voted down the dea. And now there's the Presdental Search and Screenng Commttee. Fve faculty members, four students and two alumn st on the commttee that s lookng for the Unversty's next presdent. Last week, n a statement of "dsappontment" concernng the confdentalty the commttee s upholdng, Faculty Senate recommended to the Board of Trustees "that the commttee adjust ts polces to allow the dssemnaton of nformaton whch would not dscourage the contnued canddacy of qualfed applcants." n other words, Faculty Senate wanted to know what was gong on. But strangely enough. Faculty Senate seems to accept the answer mat Board Presdent Frazer Reams gave for the confdentalty. He sad "there s no queston that publcty would serously curtal applcatons and nomnatons." We agree wth hm that leakng names of possble canddates would cause problems. But an even bgger queston we have n our mnds s why won't the corrmftee even announce the qualfcatons they are lookng for n a presdent? What makes a good presdent? What do they want n a presdent? Faculty Senate Char-elect Rchard Ward kndly thanked the board for the reason, whch we don't beleve answered all the questons. Maybe he should have let someone else speak n hs. place snce he s a member of the screenng commttee. Consderng that Faculty Senate went to the trouble of passng a resoluton n the frst place, we would thnk that they would do more than just present t to the Board of Trustees and then courteously thank the board for not answerng the real queston. However, don't want to debate the ntent and meanng of Faculty Senate's resoluton concernng student membershp on commttees; thnk Professor Davd Roller's letter clearly explans both the ntent and the meanng of the resoluton, and fully support hs comments. nstead, am curous about what observed n the edtoral page of Frday's BG News. noted comments by three students concernng the ssue of student membershp on commttees, two of whch appeared to be opposed to the edtoral, and one, although t dd not drectly comment on the edtoral, appeared to be consstent wth the poston of the edtoral. By what must be sheer concdence, the comment that appeared to be "proedtoral," wrtten by Clnt Garber, was gven the status of a guest column. The other two comments, ncludng one wrtten by Steve Pehler, were gven the lesser status of "Letters to the Edtor." To my untraned eye, and n fact, to my more objectve ruler, t appeared that the "antedtoral" letter wrtten by Steve was as long or slghtly longer than the "pro-eatoral column wrtten by Clnt. had always thought that length was the only sgnfcant crteron that separated a Letter to the Edtor from a Guest Column. Could t be' that the edtoral staff of The BG News s less than totally objectve n ts treatment of the responses to ts edtorals? (By the way, edtoral staff, how does t feel to have your motves ms-nterpreted?) Rchard J. Ward, Char Faculty Senate New D system s no mprovement Transferrng here from a communty college, found myself confused about many thngs. Fndng my way around the campus, tryng to fgure what tmes the cafetera s open and tryng to cash a check are just a few examples. The one thng that confuses me the most s the student dentfcaton system. The admnstraton sad they were dong away wth the old system of havng an dentfcaton card and a valdaton card. These two cards were to be replaced by cne card ssued quarterly. Snce they were ssued every quarter, the cards would not have the student's pcture on t. The one card was supposed to be more convenent than the old two-card system. So far, wasn't too confused, but then tred to get nto the Student Recreaton Center. The guy at the front door told me my D card was not enough, had to have a pcture D (a drvers lcense). Well snce couldn't So to the rec center, decded to go to le Lbrary and check out a book. got the same story there, "No pcture D, no books". You can all probably guess what happened when tred to pck up a second book of food coupons. had to go all the way back to my room and get my drvers lcense. don't know f the admnstraton has realzed t yet, but the new system sn't any smpler than the old system. We're stll usng two cards. Some mprovement. The artcle made many good ponts, and n many ways, the complants are vald ones. However, do wsh to make one correcton. UAO Campus Flms wll provde assstance to any handcapped person who requests t. A person merely has to ask at the box offce for help n gettng someone up the stars. All that s asked s that the person who wants assstance let the ushers know DCONESBURY before the rest of tne audence s allowed n, to make t easer for that person to get a seat. Any fault for the absence of an elevator rests not wth UAO, but wth the departments responsble for fundng that nstallaton, and the people who fal to realze the need for an elevator n Unversty Hall. UAO has been but one group askng for one, and we hope that thngs wll start movng to get ths last barrer to the handcapped cleared, AND SOON! Ml MM Gradual Assstant Popular Cultura Dapt. Usng two cards s one too many Bowlng Green State Unversty has done t agan. The Unversty admnstraton, n all t's wsdom, has come up wth a new dentfcaton system to replace the old complcated one. nstead of recevng a paper valdaton card each quarter we are enrolled, we receve a better, plastc card. We all know plastc s less expensve than paper!? And nstead of showng a paper valdaton and a pcture D to gan enterance to the Rec Center, we now show a plastc valdaton and a pcture D. Perhaps may make a suggeston. A one-card system n whch each student s ssued a permanent pcture D card wth hs/her brthdate and socal securty number. Each quarter the student receves, not a card, but a stcker whch contans all other necessary data and can be affxed to the back of the permanent card. An extensve and expensve cost study s not necessary for there s a workng model the admnstraton can study: The Unversty of Toledo. Why was ths porton of the Senate's resoluton never referered to much less quoted? The edtors of the News express the belef that "Faculty Senate seems to thnk that t s a prvlege for students to st on commttees" whle the News beleves "t s a rght." What's a rght? And what's a prvlege? What should be students' rghts and prvleges? These are legtmate and real questons. Unfortunately, the resoluton passed Tuesday never addressed these problems. As student representaton on the Senate tself s defned by the academc Charter, personally would have to conclude that, under a legally bndng document approved by the Unversty's Board of Trustees, t was a student rght. Of course, t should be remembered that "what the Board gveth, the Board also may taketh away." But under current polces, the presence of student representatves on numerous governance bodes and commttees s defned and protected. All that s needed s for the Student Government Organzaton to name the representatves to those bodes. ( wonder why SGA has faled to make such appontments to date?) f the Senate's resoluton dd not seek to remove student representatves from Unversty commttees, and f t dd not dscuss what s a rght and what s a prvlege, what dd the resoluton n fact do? The Senate took a poston opposed to four lnes of the froposed Student Body Consttuton, nes whch the Senate beleves make "a categorcal asserton of student rghts to representaton on all polcy makng commttees and groups'' whch drectly affect the welfare of the undergraduate student body. n other words, the Senate opposed a blanket and sweepng expanson of student representaton. One can legtmately dsagree wth ths ex- Eressed opnon of the Faculty Senate, lt let us remember that we are dscussng new and addtonal forms of representaton, ones whch go far beyond what s now the practce at Bowlng Green State Unversty. We are not talkng about rghts or prvleges, nor even about removng students from bodes where they now st.. The Senate's resoluton save as reasons for ts opposton the Senate's belef that the language of the proposed statement of student rghts s n mplct conflct 1) "wth exstng provsons of the Academc Charter." 2) "wth generally recognzed prncples and tradtons of unversty governance," and 3) "wth prncples of due process n matters relatng to tenure and faculty welfare." The resoluton mght have but dd not add the observaton that the faculty possesses nether the rght nor the prvlege to representaton on all decson and polcy makng bodes whch drectly affect the welfare of the faculty. f The BG News' edtoral staff beleves that students should have the addtonal rght or prvlege of partcpatng n tenure decsons, on salary and promoton revew bodes, and on whatever addtonal body t beleves drectly affects student welfare, can understand and respect that vew even whle dsagree wth t. Let those who agree wth the edtoral staff propose such an amendment to the Academc Charter. Then let us have a free and full dscusson of the mplcatons of such a change, and let The BG News, whle fully expressng ts own edtoral vews, accurately and fully report dscussons of the proposal. Above all, please do not crtcze the poor Faculty Senate for actons whch t never took. Travelng wth a contemporary Chrstan sngng group, he spent weeks at a tme away from hs wfe and son. Anne, hs wfe, was playng both parental roles. She beleved n what her husband was dong, but also realzed that they were drftng apart. "Here was tellng others how mportant the famly s, but was never wth mne," Steve, 30, sad Frday nght after hs concert at the Unversty. "How can you buld a relatonshp when your're never together? THE DUET, from Nashvlle, Tenn., now travels together, promotng the kngdom of God through song and conversaton wth ther audences. Most of ther musc deals wth real lfe stuatons, such as marrage, parentng, sngleness, worshp and fnances. For seven years Steve traveled wth Dogwood, the contemporary Chrstan group he helped found. Anne sang n the group but dropped out when she became pregnant. After Steve realzed that ther marrage was headng nto a "hgh rsk area" because he was gone so much, he also dropped out. He sad t was one of the hardest decsons he had ever made. "We no longer have that stran of never beng together," hs wfe, 29, sad. Drafted last year by the Offce of Equal Opportunty Complance at the request of Dr. Mchael Ferrar, nterm presdent, the polcy was unanmously approved and supported sprng quarter by the Faculty Senate. Other unverstes whch have effectve polces, such as Oho State Unversty, were nfluental n the decson to create a polcy. FERRAR SAD t s mportant for the Unversty to have a polcy on sexual harassment to provde ndvduals wth an opportunty for grevances. He beleves the document s not only needed, but wll be a help to faculty, students and staff. Hess was apponted as the actng dean of the College of Arts and Scences after Dr. Mchael Ferrar became nterm presdent. Hess sad there are both mmedate and long-term values n Arts and Scences programs. He sad there are programs persons can go nto mmedately, as well as programs that can lead them to graduate school, law school or medcal school. ARTS AND SCENCES s a "tradtonal tranng ground" for pre-med, pre-law as well as an advanced tranng n other felds, he sad. For many years, the Faths ddn't take trps or even leave ther home together to shop or attend famly socal events. That was before the Hamlton County Councl for Retarded Ctzens began ts Respte Care Program. The program makes avalable - for a few hours or for a weekend - people traned to care for the handcapped. "THE MAN PURPOSE s to provde relef for famles who normally take care of handcapped famly members," sad Tern Wanner, the agency's executve drector. "There's a lot of people who, f they ddn't get ths knd of help, would have to put the famly member n a nursng home or nsttuton." The program began two years ago and s funded by prvate donatons, federal money and the Unted Appeal, Wanner sad. Care erovders go through an eght-week anng program that teaches them how to care for people wth varous handcaps. Mon.-Fr. " Normally, most of the burden of carng for ther son falls on Mary Fath, 64. Her husband has had most of both of hs feet amputated and s legally blnd as a result of dabetes. "SHE S MY EYES and my son's ears," sad Fath, 65. "She has to do almost everythng for us. She has to do all the drvng and a lot of the readng." The Faths learned about the Respte Care Program last year and used t to attend two famly weddngs out of state. "We only pad $75 for each weekend," Mrs. Path sad. "f we hred someone from a nursng servce, we couldn't afford the weekends." Now they use the servce when they want to go shoppng or to a senor ctzens center for an afternoon. Jm Fath lost hs hearng after hgh school and has been paralyzed from the wast down snce hs early 20s. Brodt added that one of the team's major weaknesses throughout the year has been ts nablty to place ts lower runners hgher n the standngs. "Before ths race, we just wanted to run together and do well as a team. thnk we accomplshed that." Koehler, the team's top runner all season, agreed wth Brodt. "The team ran well even though the competton wasn't all that strong," Koehler sad. "We worked mostly on team work. Hopefully, we'll get stronger as we move closer to the MAC. The teams were very even throughout most of the contest, and BG's backs, for the most part, were able to handle Akron's forwards. Due to sparklng performances by Lenny Connors and goaltender Joe Koury, and a fne effort from Charle Thomas, BG was able to shut the Zps down, except for two mstakes whch Akron turned nto goals. Akron scored at the 18:45 mark of the frst half, when Englsh broke nsde of BG's Mke Mller to take Spellng's comer kck, slammng t passed Koury, who was screened on the play. "We played well n the frst half, but we needed to score to put some pressure on them," Palmsano sad. "We had to play 65 percent of the game under pressure, and that throws a team off ts tmng." That pressured showed wth 4:27 left n the game, when a mental error by Mller gave the Zps an nsurance goal. Defendng on Englsh, Mller ntercepted the hall but nadvertently passed t to Perera, who was all alone n front of the Falcon goal, where he easly beat Koury. "THERE WAS A bg mx-up on that second goal," Koury sad. "Mlls (Mller) made a blnd pass -1 thnk he was tryng to ht Charle (Thomas). came out, and knew that f he (Perera) took one more drbble. had hm. The Falcons captured sx of the top nne postons wth freshman JoAnn Lancaux and junor Kathy Kaczor fnshng frst and second for BG for the ffth consecutve tme ths season. Lancaux set a new BG course record wth a tme of 18:10.8, breakng the old mark of 18:20.2, set last month by Mchgan's Melane Weaver. EMU's Cheryl Scheffer and Bonne Arnold grabbed the thrd and fourth postons wth tmes of 18:23 and 18:28 respectvely. Head coach Sd Snk, sad he was surprsed by hs team's strong showng and sad the team s stronger now than last year at ths tme. "Everybody just ran super," Snk sad. Fortunately for the stll-wnless Falcons, they dd stage a respectable defensve performance to salvage a Md-Amercan Conference te and avod a nnth straght defeat at the hands of the Redskns. For some of the 14,768 on hand, the tght, defensve struggle was not enough to keep them n ther seats, as many headed for the exts before the start of the fourth quarter, wth BG down 7-0. PERHAPS T WAS the 90 yards total offense, a mere 17 on the ground, that the Falcons had to show for three quarters of the football game that compelled the fans to depart. Or perhaps t was the ease wth whch Mam ran up and down the feld all afternoon (amassng 244 yards rushng). Nevertheless, the Falcons were down by just a touchdown wth S mnutes to play. "We played well n the frst half, but we needed to score to put some pressure on them," Palmsano sad. "We had to play 65 percent of the game under pressure, and that throws a team off ts tmng." That pressured showed wth 4:27 left n the game, when a mental error by Mller gave the Zps an nsurance goal. Defendng on Englsh, Mller ntercepted the ball but nadvertently passed t to Perera, who was all alone n front of the Falcon goal, where be easly beat Koury. The Falcons captured sx of the top nne postons wth freshman JoAnn Lancaux and junor Kathy Kaczor fnshng frst and second for BG for the ffth consecutve tme ths season. Lancaux set a new BG course record wth a tme of 18:10.8, breakng the old mark of 18:20.2, set last month by Mchgan's Melane Weaver. EMU's Cheryl Scheffer and Bonne Arnold grabbed the thrd and fourth postons wth tmes of 18:23 and 18:28 respectvely. Fortunately for the stll-wnless Falcons, they dd stage a respectable defensve performance to salvage a Md-Amercan Conference te and avod a nnth straght defeat at the hands of the Redskns. For some of the 14,768 on hand, the tght, defensve struggle was not enough to keep them n ther seats, as many headed for the exts before the start of the fourth quarter, wth BG down 7-0. PERHAPS T WAS the 90 yards total offense, a mere 17 on the ground, that the Falcons had to show for three quarters of the football game that compelled the fans to depart. Or perhaps t was the ease wth whch Mam ran up and down the feld all afternoon (amassng 244 yards rushng). Nevertheless, the Falcons were down by just a touchdown wth 15 mnutes to play.
