1 HOW TO APPLY: So you want to be an All-Star! To apply for an All-Star, simply: 1. First, talk to your community club leader 2. Ask a leader to act as your advisor. Then follow the 5 steps below: Use this table to mark and keep track of your progress towards your All-Star Rank! 2 ALL-STAR APPLICATION PROCESS AND CHECK LIST The following section describes the application process. Please ready very carefully and complete the All-Star application in its entirety. This checklist is for your reference only. 9th-12th grade 4-H members (per State 4-H Policy Handbook). Complete all sections of the All-Star application. Make sure all required signatures have been obtained for Section 4. Review and understand the responsibilities of an All-Star and then sign the All- Star agreement enclosed with application. In last 12 months of applying have done a Presentation/demonstration at a 4-H event. Have a minimum of 3 and no more than five letters of recommendations due with the application. MAKE SURE ALL AREAS ARE FILLED OUT ON THE APPLICATION AS THIS COULD RESULT IN THE APPLICANT NOT TO BE CONSIDERED FOR ALL-STAR. Return the All-Star application, along with your letters of recommentaditons and a copy your record book(s), to the UCCE Office by June 30th by 5:00p.m. Note: An interview will be scheduled by the selection committee. An oral interview will be conducted by the selection committee consisting of a minimum of 5 4-H Leaders from different clubs within 30 days after the application due date. This interview will provide candidates with an opportunity to verbally present their qualifications, answer questions, and discuss 4-H. Questions? Contact the UCCE Office at
3 Mariposa County All-Star Information 1. Definition: All-Star is the highest rank attainable in the county 4-H program. With it comes recognition, honor, and responsibility. Once the All-Star rank is achieved, you may remain on the All-Star team for the rest of your 4-H career. 2. Selection Criteria: 9th-12th grade 4-H members (per the State 4-H Policy Handbook). Completed at least one year of 4-H membership and project experience. Enrolled as a 4-H member when selected and eligible to enroll the following year. Demonstrated strong leadership skills, such as on leadership team, youth on regional board, council. In last 12 months of applying have done a Presentation/demonstration at a 4-H event. 3. Member Will Show in Written Application, Presentation, and Oral Interview: Leadership abilities, citizenship concern, and maturity of judgment in a variety of activities. Active interest in local and county-wide 4-H events and activities, new ideas, and challenges. A strong interest in continuing in the 4-H program. Specific ideas as to ways in which applicant can give guidance & leadership in the 4-H program. Recognition of the responsibilities of being selected as an All-Star. 4. Written Application to Include: Application, Personal Experiences, and Essay Question Responses. Resume A minimum of three and no more than five letters of recommendations. One letter should be from your community club leader and one from another 4-H Leader. Other o n e t o three letters of recommendations can be from teachers, pastor, or community leaders. 5. Selection Committee: An oral interview will be conducted by a selection committee consisting of a minimum of five (5) 4-H Leaders from different clubs within 30 days after the application due date. This interview will provide candidates with an opportunity to verbally present their qualifications, answer questions, and discuss 4-H. The selection committee will evaluate the written materials submitted and conduct an oral interview on the date scheduled. Applicants should dress in their 4-H uniform or business attire.
4 Mariposa County All-Star Information (continued) 6. All-Star Responsibilities: Select All-Star Advisor(s) to be approved by Council. Maintain 4-H membership. Create a plan of action with All-Star team and Advisor. Help plan and conduct Achievement Night. Attend All-Star meetings as scheduled. Help install club or group officers when asked and available. Help plan the county Junior/Teen Leadership Training. Work with community organizations to promote 4-H awareness. Make a presentation to the county Board of Supervisors about 4-H. Attend at least one Board of Supervisors meeting and provide report to All- Star Advisor(s). Serve as emcee at county events and county-hosted regional events. All- Stars may be called upon to give direction and guidance to various 4-H events and activities. One member or more of the All-Star Team should attend the Council meetings. Promote 4-H activities at the club level. Set an example and challenge younger members to work toward the goals of 4-H. Plan and execute a community service project. Attend Ironstone Concours d Elegance in Murphys in September. 7. Costs: Mariposa County 4-H Club Council supplies each All-Star with a star, pin, polo shirt, and jacket. Registration fees will be covered for team members presenting session at Central Youth Summit. Council covers the registration fees for team members to attend State Leadership Conference once.

6 Personal Experiences- Section 2 The following sections are intended to determine your involvement in the 4-H program and to provide information as to the amount of time you are willing to devote to the All-Star program. Please be accurate when completing this portion. You will need to supply a copy of your latest 4-H record book H Club Offices. 9 Your Essay Questions- Section 3 In this section you are asked to summarize your leadership experiences, why you want to be an All- Star, and what you are expecting from the All-Star program. Use a separate sheet of paper to answer the following questions with questions noted. 1. Please write an essay that describes your personal experiences both in and out of 4-H. Include the following: hobbies, academic activities, and leadership experiences. (Minimum 500 words) 2. Why do you want to be an All-Star and what do you expect to Learn, Contribute, and Accomplish being an All-Star? (Minimum 150 words) 3. Identify and explain your view on the most significant topic you believe the 4-H Youth Development Program should address in the next 2-3 years? (Minimum 150 words)
10 Mariposa County 4-H All-Star Agreement It shall be the duty of each All-Star to become fully acquainted with the requirements and responsibilities of being an All-Star as defined in the Mariposa County 4-H All-Star information page. The All-Star must agree to the requirements stated in the 4-H All-Star Program Handbook and the requirements and conditions list in this agreement. 1. All-Stars must attend Central Youth Summit & State Leadership Conference. 2. All-Stars shall wear the All-Star uniform (black slacks/skirt, polo shirts or white button-up shirt/blouse, 4-H tie or scarf, 4-H hat, jacket and either tennis or dress shoes; or other such uniform as designated by the All-Stars and in concurrence with the All-Star Advisor(s), t o all county events, 4-H functions other than club functions, or when representing the All-Star program within the county, state, and country. Pants or skirt purchased by All-Star. 3. All-Stars must abide by the 4-H Code of Conduct at all 4-H functions (county, regional, state, or national). 4. All-Stars not demonstrating a commitment to the All-Star program or who shows unwillingness to work, or failure to represent the All-Star program may be removed from the All-Star Rank. The All-Star may be reviewed and disciplinary action taken by the All-Star Selection Committee, and possible dismissal from the All-Star program. 5. All-Stars shall attend All-Star meetings set by the All-Star Advisor(s). At least one All-Star should attend each 4-H Council meeting. All-Stars are expected to help develop the All-Star Plan-of-Action for the year. All-Stars may be requested to attend some evening and weekend meetings, events, and activities, or to plan & organize special events/activities. In addition, All-Stars may be requested to attend the Ironstone Concours d Elegance, etc By signing this agreement, the All-Star candidate and parents are stating that they have read, and properly completed the All-Star application; agree to the requirements and conditions, as stated above for the 4-H All-Star Team in Mariposa County. We would appreciate your evaluation to assist in the selection process. Please complete all sections. Because this form may be copied, we would appreciate typed responses to the narrative questions 1, 2, 3, and 6. You are under no obligation to provide a copy of this letter to the applicant. Please complete this statement privately and honestly and return to the office by June 30. Return this application in the envelope provided, seal the envelope, and sign your name across the sealed flap. Purpose of the All-Star Program The purpose of the All-Star program is to provide an opportunity for 4-H members to focus attention on personal achievements in project, activity and leadership fields and to be recognized for these achievements with the highest rank that a 4-H member can attain on the county level. Responsibilities of All-Stars Provide working leadership for some county and regional activities such as Presentation Day, Junior/Teen Leader Workshop, 4-H Livestock Judging Contest at fair, Achievement Night, and Central Youth Summit. Attend State 4-H Leadership Conference, and Central Youth Summit. Set goals and plan new programs/activities for County and/or region. Be available to speak or to represent 4-H to local clubs, organizations, etc. 1. In what ways have you been associated with this candidate? 2. How long have you known the candidate? 3. Observations: a) What do you think are the candidate s greatest strengths?
