4 1.0 NFPA STATEMENT Rollgliss Technical Rescue, RESCUEMATE PULLEYS IDENTIFIED AS BEING COMPLIANT WITH NFPA 1983, MEETS THE AUXILIARY EQUIPMENT REQUIREMENTS OF NFPA 1983, STANDARD ON LIFE SAFETY ROPE AND EQUIPMENT FOR EMERGENCY SERVICES, 2012 EDITION. This Standard on Life Safety Rope and Equipment for Emergency Services, outlines requirements for Auxiliary Equipment. Certified NFPA 1983 (2012 edition) auxiliary equipment, minimum breaking strength (MBS)/Maximum Load are specified as per individual models. See markings on the device itself for details. All Rollgliss Technical Rescue pulleys covered by this document are rated G (General Use). These instructions must be maintained, made available to the user and referenced by the user before and after each use. A copy of these instructions must be kept on record and users must be aware that if the instruction/information is not followed, the user could suffer serious consequences. Additional information regarding auxiliary equipment can be found in NFPA 1500, Standard on Fire Department Occupational Safety and Health Program, and NFPA 1983, Standard on Life Safety Rope and Equipment for Emergency Services. 2.0 PURPOSE DBI-SALA Rollgliss Rescuemate Pulleys are available in various combinations of sheaves (mobile and fixed), cheeks and roller or sintered bearings. The devices are intended 4

5 for use with synthetic ropes (nylon, polyester or blends of both materials). The pulleys have been designed to ensure that they will not twist or damage the rope in normal use, extending rope life. Rollgliss Rescuemate Pulleys are designed to be part of a rescue system to provide transport, re-direction and/ or mechanical advantage. This allows an operator to gain access to or from a rescue location and an advantage in lifting, lowering and holding loads. The product therefore becomes part of an efficient system for belay, retrieval, self-belay and self-retrieval. WARNING: Users must read these instructions of use and ensure they have a full understanding of the product application and its limitations. Participation in any work at heights or rescue operation is a physical activity, participants should ensure that they are physically fit and capable of engaging in such activities. This device is part of a work positioning system, hauling and/or rescue system. Use and operation of these devices must only be by those individuals who have been trained in its use. All workers at height must have a rescue plan in place when at risk of a fall. It is recommended that a backup (secondary) system is used to protect the operator and that the means to affect a safe and efficient rescue is in place. 5

8 4.0 STANDARDS COMPLIANCE Rollgliss Rescuemate Pulleys are manufactured in Australia from combinations of aluminium and/or high grade stainless steel. Select pulleys have been tested to and comply to European standard EN12278 (2007) and NFPA 1983 (2012 ed.). All pulleys certified carry the CE 2056 mark and SAI Global mark as proof of compliance. Classification under relevant standards is unique for each pulley certified and will be marked upon the pulley itself. Use of these pulleys should consider the local standards that may affect the systems installed such as ASNZS , , ANSI/ASSE Z359.1 and/or Z INSPECTION Rollgliss Rescuemate Pulleys must be visually and manually inspected before and after each use to verify that the device is operating correctly. Any product which has been withdrawn from service must be inspected by a competent person and may only be returned to service if said competent person authorizes in writing the use of that product. Where any product fails an inspection, has been used in a live rescue (not training) and/or has seen the force of a fall, it is to be immediately taken out of service and tagged unusable. Such products must be certified by the manufacturer or their representative prior to re-instatement to service. During the user inspection you must: A) Swivel cheeks slide open freely; B) The sheave rotates freely in the assembly; C) Ensure there is no dirt build up in the area of the sheave and pulley cheeks; D) There is no deformation of the pulley cheeks; 8

9 E) There is no corrosion of the metal components; F) There are no cracks or breaks in the body of the pulley. 6.0 THREADING THE PULLEY Threading of the pulley is completed using the following steps: 1. Swivel the cheeks to the open position by sliding them in opposing directions to expose the sheave; 2. Insert or lay the rope onto the sheave; 3. Swivel the cheeks to the closed position to align the beckets attachment holes; 4. Secure the closed position by inserting suitable attachment hardware through the pulley's becket attachment point (e.g. a karabiner). When using pulleys to create a mechanical advantage system it is important that multi sheave pulleys are reaved (roped) correctly, where minimal line crossing is achieved. It is recommended that proper training is undertaken by the user to ensure that systems are set up correctly and that the mechanical advantage of the system does not potentially overload the system. WARNING: A) NEVER use a swivel cheek pulley in the open position. B) All becket attachment holes must be aligned and locked closed with attachment hardware. C) When preparing to use the pulley, care should be taken to ensure that the pulley is not overloaded and use is contained within a suitable Working Load Limit (WLL). WLL is determined by the user, local emergency agencies/policies and standards. Typical WLL ratios are between 8:1 and 15:1 (Working Load Limit to Minimum Breaking Strength). the Minimum Breaking Strength is 9

10 marked on the pulley. D) Always ensure loads on the pulley are placed in the direction of the sheave rotation. Placing side loads on the pulley such as on a leading edge may result in the pulley being damaged, failing to operate correctly or releasing its load completely. E) Where there is concern regarding the condition of the pulley, it must be withdrawn from service. Contact the manufacturer or its service agency for assistance. F) The use of Pulleys in a rescue/retrieval or hauling system relies on the compatibility of the various components of the system. Users must be aware of how each component of the system works with other components to ensure safe operations. 7.0 CONNECTING THE PULLEY Connect the Rollgliss Rescuemate Pulley to a suitable anchor point or within a haul system depending upon the specific application of the pulley. The anchor point must be suitably rated for the expected loads on the pulley as per local standards and calculated loads of the system in place. Use a compatible locking connector approved for use within your locality to connect the pulley s becket to the anchor point. 8.0 PRINCIPLES OF MECHANICAL ADVANTAGE Pulleys can be used in combination to deliver a mechanical advantage in lifting. The attached chart outlines common configurations that illustrate simple mechanical advantage systems: 10

11 Principles of Mechanical Advantage Legend: A = Advantage DA = Re-direct MA = Mechanical Advantage 1 = Single Sheave Pulley 2 = Double Sheave Pulley 3 = Triple Sheave Pulley 9.0 ROPE SELECTION Different ropes will perform differently in this device due to varied characteristics of the rope design and manufacturing. When using the pulleys, care should be taken in the selection of rope and operation to ensure efficient operation of the pulley. Rollgliss Rescuemate Pulleys are designed and tested to use static kernmantle lifeline of an appropriate size for the pulley. Use of 11

12 incompatible rope (construction and/or size) will increase the risk of serious injury or death when operating this device. Rope size and construction is marked on individual pulleys and can be found in data sheet for Rollgliss Rescuemate Pulleys. For certification testing details, including test rope specifications contact Capital Safety, requesting test data, citing the pulley part number and date of manufacture. Capital Safety will provide a certificate of conformance detailing rope used for the testing. 10. ANNUAL INSPECTION PERIOD It is recommended that Rollgliss Rescuemate Pulleys be inspected by the user before and after use and by a competent person every 12 months to help maintain the product serviceability. The following information should be recorded in a formal inspection: A) Date of inspection B) Date first placed into service C) Comments on findings D) Date placed back in to service E) Date of next periodic inspection. F) Serial Number G) Name of inspector 11. MAINTENANCE Rollgliss Rescuemate Pulleys are personal protective equipment (PPE) and need to be maintained to ensure a safe working life. It is recommended that the user of this equipment follow the following maintenance procedures. A) Wash in clean, potable water. If you need to remove grit or more stubborn dirt and grime that often causes 12

13 stiffness in the rotation of the pulley cheeks or sheaves, a light cleaning agent such as WD40 or equivalent may be used. When a cleaning agent is used ensure that all remnants are washed off. B) After washing, allow to air-dry after wiping away excess moisture. C) Use light machine oil to replace oils in the bearing areas and allow the pulley to stand so excess oils may drip from the pulley, wipe any excess oil from the sheaves and cheeks before being placed back into service. D) Store in a clean and dry location. Note: Service and/or repairs to the device shall only be carried out by the manufacturer and/or their representative as authorised in writing. 12. PRODUCT LIFE The Rollgliss Rescuemate Pulleys should have a 10 year operating life after it is first placed into service, provided that it is kept in a clean and dry environment, is inspected on at least a 12 monthly basis by a competent person and is maintained in accordance with the requirements outlined in this manual. Where the device has failed an inspection and is deemed unserviceable, the device is to be destroyed and/or made inoperable so that it cannot be returned to service. USE CONDITIONS Rollgliss Rescuemate Pulleys are designed for use in the normal working conditions found in the industrial market. 13

14 This includes ambient temperatures such as hot, dry wet and cold working conditions. The temperature range recommended for the pulley is Celsius, Fahrenheit. Where temperatures to be experienced in the area of use exceed this temperature range, the user should contact the manufacturer to verify suitability of use. The influence of extreme wet and cold conditions may change the working characteristics, i.e. friction and ease of use of the pulley. However such conditions should not affect the working strength of the pulley. Care should be taken when using pulleys in extreme weather. Ice and snow must be cleared from the pulley to ensure smooth operation. Where a pulley comes into contact with chemicals, the pulley needs to be cleaned as soon as practicable and inspected for any surface damage to the finish and metals. All chemicals and solvents should be considered harmful and care should be taken to maintain and inspect these pulleys before each use where chemicals are present. Any user of Rollgliss Rescuemate Pulleys that work in an area of possible chemical contamination need to carry out a risk assessment and prepare a safe work method statement. These should include the cleaning and inspection criteria for the equipment based on the potential damage from chemicals in the work area. Always check the MSDS of any chemicals that could come into contact with the pulley or any Capital Safety product. 14. LIMITED LIFETIME WARRANTY (AUSTRALIA) Warranty to End User: Capital Safety Group (Australia) Pty Ltd ( Capital Safety ) warrants to the original end user 14

15 ( End User ) that its products are free from defects in materials and workmanship under normal use and service. This warranty extends for the lifetime of the product from the date the product is purchased by the End User, in new and unused condition, from a Capital Safety authorized distributor. This warranty is provided in addition to other rights and remedies available to the End User under law. No oral or written information or advice given by Capital Safety, its distributors, directors, officers, agents or employees shall create any different or additional warranties or in any way increase the scope of this warranty. This warranty will not apply to and Capital Safety will not accept liability for defects that result from product abuse, misuse, alteration or modification, or for defects that are due to a failure to install, maintain or use the product according to the manufacturer s instructions. Capital Safety s warranty applies only to the End User. To obtain the benefit of this warranty, the End User must register the purchased product at capitalsafety.com.au under Warranty Registration tab, or retain their original receipt as proof of purchase. 16 Limitation of Warranty: The warranties stated in this document are exclusive and are made in place of any and all conditions, warranties or representations as to the merchantability, performance, quality or fitness for a particular purpose of the product that may be implied by law, and in place of any industry practice or custom or trade usage. The product comes with guarantees that cannot be excluded under Australian Consumer Law. The End User is entitled to a replacement or refund for a major failure and to compensation for any other reasonably foreseeable loss or damage. The End User is also entitled to have the product repaired or replaced if the product fails to be of acceptable quality and the failure does not amount to a major failure. Limitation of Liability: To the extent permitted by law: (a) Capital Safety s maximum liability to the End User for failure to comply with a consumer guarantee in respect of the supply of the product not of a kind ordinarily acquired for personal, domestic or household use or consumption is limited, at Capital Safety s sole discretion, to repair or replacement of the product; and (b) Capital Safety will not be liable for any direct, indirect, special, or consequential damages of any kind, including loss of profits, revenue or business, death, personal injury or damage to property resulting from or in any way related to Capital Safety s products. 16

17 LIMITED LIFETIME WARRANTY (GLOBAL) Warranty to End User: Capital Safety Group ( Capital Safety ) warrants to the original end user ( End User ) that its products are free from defects in materials and workmanship under normal use and service. This warranty extends for the lifetime of the product from the date the product is purchased by the End User, in new and unused condition, from a Capital Safety authorized distributor. Capital Safety s entire liability to End User and End User s exclusive remedy under this warranty is limited to the repair or replacement in kind of any defective product within its lifetime (as Capital Safety in its sole discretion determines and deems appropriate). No oral or written information or advice given by Capital Safety, its distributors, directors, officers, agents or employees shall create any different or additional warranties or in any way increase the scope of this warranty. Capital Safety will not accept liability for defects that are the result of product abuse, misuse, alteration or modification, or for defects that are due to a failure to install, maintain, or use the product in accordance with the manufacturer s instructions. Limitation of Warranty: The warranties stated in this document are exclusive and are made in place of any and all express or implied warranties or conditions, including any implied warranty of merchantability or fitness for a particular purpose, or any industry practice or custom or trade usage. Limitation of Remedies and Capital Safety Liability: Except as specifically stated in this warranty document, 17

18 Capital Safety will not be liable for any other cost, loss or liability in any way related to the performance, use or inability to use any of the products. Capital Safety also will not be liable for any direct, indirect, special, or consequential damages of any kind, including loss of profits, revenue or business resulting from or in any way related to Capital Safety s products. This limitation applies regardless of the legal theory upon which damages are sought. The remedies offered by Capital Safety are intended to compensate only for any non-conforming products. As a condition of sale, it is agreed that the remedies set out in this document are exclusive and may not fail of their essential purpose. 18
