6 PNC Umpires Committee and our responsibilities Our primary responsibility is to support and nurture our passionate up and coming umpires. This is done through having a panel of qualified Umpire coach assessors across all facets of the NNZ umpiring pathway. Clubs are responsible for the initial umpires development pathway, PNC will generally get involved after an umpire has indicated an intention to further their umpiring qualifications after receiving their center badges. We will promote and fair and just control of the game during competitions and tournaments, including side line behaviour to enhance the spirit of the game Netball We will provide a facility for further learning with our workshops these include: Whistlers Beginners Workshop Fitness Testing Zone Theory classes NZ Theory classes ON Game Coaching
7 Before the Game Bernie Loomans Time Allowed for signing in and collecting the score card Consequences for not turning up $50 fine to the associated team Umpire No Shows: Volunteer replacement umpires will now be paid to cover Umpire No Shows Payment will be made by PNC Office the following week directly into bank account Payments will come from the Umpire No Show fines budget Payment schedule for replacement/volunteer umpires will be: $10 - Y5 & Y6 (Junior Grade) and Y7 & Y8 (Intermediate Grade) games $15 - Collegiate, U15 & Senior A and below grade games $20 - Senior Premier grade games

9 Obstruction Pearl Neighbor An opposing player may attempt to intercept the ball or defend a player in possession of the ball, provided there is a distance of not less the 0.9m (3ft) from the landing position of the player with the ball. This distance is measured from the landing position to the nearer foot of the defending player. An opposing player who is in the correct distance from the player with the ball may attempt to intercept the ball or defend the ball. (a)either by jumping upwards or towards the player with the ball and landing within the 0.9m provided this does not interfere with the shooting or passing action. (b)if the player with the ball reduces the distance between them

12 Game Management Elsie Tua KEY NOTES: During a match the UMPIRES are the sole judges of Fact and of the Rules. Umpires apply the rules of the game FAIRLY, COMMUNICATE CLEARLY and maintain CALM DECISIVE CONTROL. Any player who infringes the RULES will be disciplined. This applies to PLAYERS ON COURT; TEAM OFFICIALS & BENCH PLAYERS. KEY ACTIONS To manage play the umpires may, in addition to a sanction (free pass or penalty pass) may: 1.CAUTION A PLAYER (a player is advised that the specified behaviour must change i.e. repeated offside) 2.ISSUE A WARNING (at this time the umpire explains a suspension follows the warning for the specified behaviour) 3.SUSPEND A PLAYER (at this time the umpire explains a order off follows a suspension and directs the player to sit near the officials bench for 2 minutes- the position is left vacant unless the C position when one player can be moved to fill the position. After the suspension the players must return to their original position. The player can join the team during any interval, can re-join play after the next break in play- i.e. this includes at the awarding of a sanction) 4.ORDERING OFF- for SERIOUS MISCONDUCT OR CONTINUED FOUL PLAY ( the player is directed to the team bench, the on court position is left vacant and can not be replaced- unless this is the C position)
13 Game Management continued 13.2 FOUL PLAY Anything a player does that is contrary to the spirit of the game or good sportmanship. Includes: Unfair Play Dangerous Play Misconduct Unfair Play 1.DELAYING PLAY-Award Penalty pass, advanced up to half a third, & Infringer is Cautioned & stands out of play 2.INTENTIONAL INFRINGING -Award Penalty pass & Infringer is Cautioned & stands out of play 3.INFRINGING WHEN BALL IS NOT IN PLAY- Award free pass or penalty pass (depending on infringement). Ball out of court or between warding and taking of sanction, or at toss-up- PENALISE IMMEDIATELY. Between scoring of gaol and centre pass, or during a stoppage- RESTART PLAY THEN PENALISE INFRINGMENT 4.PERSISTENT INFRINGING- Award Penalty pass & Infringer is Cautioned & stands out of play 5.INTIMIDATION- Award Penalty pass & Infringer is Cautioned & stands out of play 6.RETALIATION -Award Penalty pass & Infringer is Cautioned & stands out of play
14 Game Management continued Dangerous Play Any action (accidental or deliberate that could affect player safety) Sanction: Penalty pass 1. Accidental action: the umpire will issue an official warning or suspend the player 2. Deliberate action: the umpire will suspend the player or, in a serious case, order the player off Misconduct Misconduct is any behaviour that is contrary to accepted standards of good sportsmanship. i. Dissent with an umpire a player can seek clarification or ask for the call to be repeated Sanction: Penalty pass and the player is either cautioned or given an official warning. In a serious case the umpire will suspend the player ii. Actions contrary to good sportsmanship Sanction: Penalty pass and the player is either given an official warning or suspended. In a serious case the umpire will order the player off iii. Continued misconduct A player who has been suspended in a match must not continue to infringe the Rules. Action: The player is ordered off
15 Game Management continued 13.3 DISCIPLINE OF TEAM OFFICIALS AND BENCH PLAYERS During play team officials and bench players must remain at the team bench, except that bench players may leave the team bench for a valid reason (such as to warm up). i) During a match team officials and bench players may not: (a) Criticise the umpires or their decisions (b) Use offensive, insulting or abusive language and/or gestures (c) Use excessive noise or interruption (d) Encourage foul play by on-court players. (ii) Either umpire may hold time and notify the person/s concerned regarding such behaviour. The following progression of actions will normally be used: (a) Caution (b) Official warning (c) Order the person s removal from the playing enclosure. (iii) An official warning may, if appropriate, be advised as applying to all team officials and bench players of the team concerned. Sanction: Free pass taken where the ball was when play stopped Managing side line behaviour: 1. Seek assistance immediately if problems with side line behaviour (from the duty umpire) 2. Always ask for help- you are not expected to manage unsportsmanlike behaviour on your own. We need your assistance to identify and stamp this out at PNC. 3. FINALLY. YES, UMPIRES ARE HUMAN AND WE DO MAKE MISTAKES Please always ask one of our umpire officials if you have a questions, we are here to help.

17 UCL Umpire Centred Learning Tracey Mitchell UCL is a programme that gives umpires opportunities to learn and develop their umpiring skills at the rate and speed that meets their learning needs. With each developing umpire that has registered their interest with PNC to be assessed for a higher badge you will be allocated a umpire coach. You and your coach will meet to discuss your umpiring goals Find out how you learn - we all learn in different ways some learn by doing some learn by watching and some learning by doing Assess your current skill level current badge held, fitness, knowledge and application of rules Discuss with you what skills you believe you need to work on Develop a coaching plan with you Your coach will meet with post match Discuss 1 or 2 key points what will help you develop your skills as an umpire Support you during a game Offer new idea s Use effective questioning (open ended questions) to support umpires to lead their learning / raises awareness to lead the outcomes Self learning - Umpires seeking information and asking questions allows opportunities for the umpires personal development
18 UCL Umpire Centred Learning Tracey Mitchell Learners LEARN, Coaches only help the process Rod Thorpe THE DIFFERENCE Coach centred coaching is When a coach would make all the decisions and tell the umpires how to umpire Umpires would have underlying assumption that the coach has all the knowledge An umpires role is to respond to the coaches commands Umpire centred Coaching Seek umpire input Encourage umpire responsibility for actions and performance Increase umpire awareness though questioning what worked well for you? why did you feel that, talk me through., Your coaches will use positive language and ensure that the umpires we are coaching understands the terminology that we are using. we may ask umpires questions like tell me what this means to you? If I was to say scan /forward vision what is your understanding? Your Coaches will avoid statements like you should, You need to., what you need to do is., these statements can come across as negative / directive or sound like a putdown and personalising therefore less respecting of the umpire rather than focusing on the area for development
19 UCL Umpire Centred Learning Tracey Mitchell As Umpires it is your responsibility for your own progression As coaches we provide the development opportunities with experience and resources available to us. Umpires have the responsibility to implement these learning in their respective performances both on and off court. It is your individual club s responsibility to coach you up until the point when you both believe you are ready to be coached and assessed by Papakura Netball Centre. The next steps are: 1. Register and pay online 2. PNC send you details through to the umpire committee 3. You will be assigned a coach based on your current skill level and those of the umpire coaches 4. Your coach will meet with you 5. Watch you umpire, discuss and plan with you, your support needs and coaching plan 6. Pearl (Draw Stewart) will be informed; when you are ready and to what level game we believe you are ready for 7. Once you are ready, you will be assigned to an assessor (one or two) 8. You will be provided with feedback once to game has been finished
