3 1. NAME OF COMPETITION The name of the Competition shall be: - BARBADOS CRICKET ASSOCIATION SUPER CUP LIMITED OVERS COMPETITION 2. GENERAL RULES OF THE COMPETITION a) The Competition shall be organised by the Barbados Cricket Association. b) The Competition shall be held annually among the Clubs in the Elite and First Divisions. c) The winning team will be presented with the BCA Super Cup which shall be held for one (1) year. d) All clubs (excluding Barbados Youth) shall only be permitted to enter one team in the Competition. If a club has representative teams in both the Elite and First Division, the club will be represented by one (1) team in the competition. e) A player shall not be declared to represent more than one (1) team in the Competition. A player declared to play in one (1) Competition shall not be declared to play in another Competition on the same day. See Special Conditions and Regulations Clause 8.3 e) Page 1.10 as it relates to Barbados Youth players. f) If a player who has been declared to play in a Competition is declared to play in another Competition on the same day, the second team for which the Player plays shall forfeit the match, and the opposing team shall be awarded full points. g) Each Club shall register a minimum of fifteen (15) players. 3. GENERAL PLAYING CONDITIONS a) The clubs shall be divided into two zones. b) In each zone, all teams shall be scheduled to play against each other in a limited overs game of fifty (50) overs. c) In the Zonal Competition the Points shall be allocated as follows: - Winning Team 4 points Losing Team 0 points Incomplete match (both teams) 2 points Abandoned match (both teams) 2 points Tied Match (both teams) 2 points d) An incomplete match is a match which started but in which there was no winner. e) In the event of teams finishing on equal points in their respective Zones the highest placed team will be the team with: 1) The most wins in the zonal competition (matches won by default shall not be considered when determining the number of outright wins), and if still equal; 5.3

4 2) The team with the higher net run rate, and if still equal; 3) The winner of the head to head match. 4) If still not determined after applying 3. e) 1), 3. e) 2) or 3. e) 3) above, a draw shall be made by the Organising Committee to determine the highest placed team. f) Umpires for all matches except the Final shall be appointed by the Barbados Cricket Umpires Association (BCUA). Umpires for the Final shall be selected by the BCA from a panel of not less than four (4) submitted by the BCUA. g) Umpires fees shall be determined by the BCA. The BCA shall be responsible for the payment of Umpires fees. h) Match expenses incurred, other than for the Final, shall be the responsibility of the home team which shall be entitled to all gate receipts. i) Clubs will be responsible for the provision of all replacement balls for use during all matches. j) The Final shall be played at a venue to be decided by the Organising Committee, and all expenses shall be the responsibility of the BCA which shall be entitled to all gate receipts. k) Clubs may be seeded. l) Winning Clubs shall receive prizes as determined by the BCA in association with the Sponsor at the start of the Competition. m) No individual team member shall benefit financially from the above-mentioned awards and all funds received shall be spent for the benefit of the Club. 4. CALCULATION OF NET RUN RATE a) A team s net run rate is calculated by deducting from the average runs per over scored by that team throughout the Competition, the average runs per over scored against that team throughout the Competition. b) In the event of a team being all out in less than its full quota of overs, the calculation of its net run rate shall be based on the full quota of overs to which it would have been entitled and not the number in which it had been dismissed. c) Only those matches where results are achieved on the field of play will count for the purpose of net run rate calculations. d) Where a match is abandoned but a result is achieved under the Duckworth/Lewis/Stern (DLS) method, for Net Run Rate purposes Team 1 will be accredited with Team 2 s Par Score on abandonment off the same number of overs faced by Team 2. e) Where a match is concluded but with DLS having been applied at an earlier point in the match, Team 1 will be accredited with 1 run less than the final Target Score for Team 2 off the total number of overs allocated to Team 2 to reach the target. f) The four top teams in each zone shall meet in knock out quarter-finals, semi-finals and the final to determine the winner as shown in the knock out chart as at clause 19 (page 5.15) 5.4

5 g) In the quarter-finals and semi-finals, the team which placed higher in the zonal competition shall be the home team. Fixtured matches will not be rescheduled. 5. CALCULATION OF THE TARGET SCORE a) Interrupted Matches 1) If, due to suspension of play after the start of the match, the number of overs in the innings of either team has to be revised to a lesser number than originally allotted (minimum of 20 overs), then a revised target score (to win) should be set for the number of overs which the team batting second will have the opportunity of facing. 2) This revised target is to be calculated using the current DLS method. The target set will always be a whole number and one run less will constitute a Tie. (Refer to DLS Regulations). b) Prematurely Terminated Matches 1) If the innings of the side batting second is suspended (with at least 20 overs bowled) and it is not possible for the match to be resumed, the match will be decided by comparison with the DLS Par Score determined at the instant of the suspension by the DLS method. 2) If the score is equal to the par score, the match is a Tie. Otherwise the result is a victory, or defeat, by the margin of runs by which the score exceeds, or falls short of, the Par Score. 3) If a match in the quarter-finals or semi-finals ends in a Tie or No Decision, on the Reserve day, the team which has placed higher in the preliminary rounds shall advance to the next round. 6. PLAYING CONDITIONS a) Laws of Cricket The Laws of Cricket (2017 Code) and the current Special Conditions of the Board of Management of the BCA for local Competitions shall apply except where specified in these Playing Conditions. b) The Players (i) (ii) If either team has fewer than seven (7) nominated players at the start time of the match, the match cannot begin. The offending team(s) shall forfeit the match. If either team cannot maintain a minimum of seven (7) nominated players on the field of play during their fielding innings, the offending team shall forfeit the match. In the case of a nominated player becoming injured during the match, a team will be allowed a substitutes for reasons wholly acceptable to the Umpires (in accordance with Law 24 of the Laws of Cricket) and shall not forfeit the match. (iii) If neither team has a minimum number of players the match is abandoned and neither team will receive any points. c) Fielder Absent or Leaving the Field of Play i) Law 24.2 shall apply except that a player shall not incur any penalty time if the Player is absent from the field of play for a time equal to, or less than eight (8) minutes. ii) If a player is off the field for longer than eight (8) minutes, the entire duration of the absence shall count towards their penance time. 5.5

6 d) The Ball i) Only four-piece, 5½ ounce white-coloured Grade A balls shall be used for the competition. ii) Two (2) new Balls shall be used at the start of each innings in the competition. e) No Ball Fast Short Pitched Deliveries i) A bowler shall be limited to two (2) fast short-pitched deliveries per over. ii) iii) iv) A fast short-pitched delivery is a ball which after pitching, passes or would have passed above the shoulder of the striker standing upright at the crease. The Umpire at the bowler s end shall advise the bowler and the striker when each such delivery has been bowled. If a bowler bowls more than two (2) fast short-pitched deliveries in an over as defined in clause 6. e) ii) above, the umpire at the bowler s end shall call and signal No ball on each occasion. A differential signal shall be used to signify a fast short pitched delivery. The umpire shall call and signal No ball and then tap the head with the other hand. v) If the same bowler delivers a third fast short pitched ball in an over, or there be any further instance, (bowling more than 1 fast-short pitched ball), by the same bowler in that innings, the umpire shall:- Call and signal each No Ball When the ball is dead, caution the bowler and inform him/her that it is their first and final warning. Inform the other Umpire, the Captain of the fielding side and the batsmen at the wicket what has occurred. vi) vii) viii) ix) This warning shall apply throughout the innings. Should there be any further instance by the same bowler, (bowling more than 1 fast-short pitched ball), in that innings, the umpire shall: - Call and signal No ball When the ball is dead, direct the captain of the fielding side to suspend the bowler immediately from bowling Inform the other umpire of the reason for this action. The bowler thus suspended shall not be allowed to bowl again in that innings. If applicable, the over shall be completed by another bowler, who shall neither have bowled any part of the previous over, nor be allowed to bowl any part of the next over. The umpire shall report the occurrence to the batsmen and, as soon as practicable, to the captain of the batting team. x) For the avoidance of doubt, any fast short-pitched delivery that is called wide shall also count as the allowable short-pitched delivery in that over. xi) Law shall be replaced by The umpire shall call and signal Wide Ball for any delivery which, after pitching, passes or would have passed over head height of the striker standing upright at the popping crease. 5.6

7 f) Free Hit After Any No Ball i) Following any No Ball shall be a free hit for whichever batsman is facing it. ii) iii) If the delivery for the free hit is not a legitimate delivery (any kind of no ball or wide ball) then the next legitimate delivery will become a free hit for whichever batsman is facing it. For any free hit, the striker can be dismissed only under the circumstances that apply for a No- Ball even if the delivery for the free hit is called wide ball. iv) Field changes are not permitted for free hit deliveries unless: - There is a change of striker, or If the No ball was as a result of a fielding restriction breach; in which case the field may be changed to the extent of correcting that breach. v) The Umpires will signal a free hit (after the normal No Ball signal) by extending one arm straight upwards and moving it in a circular motion. g) Wide Ball Judging a Wide i) If the bowler bowls a ball, not being a No ball, the umpire shall adjudge it a Wide if, according to the definition in clause 3. f) iv) ii) the ball passes wide of where the striker is standing and which also would have passed wide of the striker standing in a normal guard position. iii) the ball passes above the head height of the striker standing upright at the popping crease. iv) The ball will be considered as passing wide of the striker unless it is sufficiently within reach for her to be able to hit it with the bat by means of a normal cricket stroke. v) Umpires are instructed to apply very strict and consistent interpretation in regard to this clause in order to prevent negative bowling wide of the wicket. vi) A penalty of one (1) run shall be scored for each wide ball plus any runs scored from the delivery. 7. MATCH REFEREES a) Match Referees shall act on behalf of the BCA to ensure that the conduct of the game is upheld by: Observing that the Laws of Cricket, the Playing Conditions as set out under these Rules and the BCA Code of Conduct are carried out and by lending support to the Umpires in the execution of their duties. Noting details of the condition of the pitch and ground. Noting the efforts of the home Club to ensure crowd control. Observing the conduct of players including their reaction to Umpires decisions. Recording complaints and statements as given by the representatives of both teams at the end of the game. Reporting any breach of the Rules, Special Conditions or the BCA Code of Conduct which they observe, or which is brought to their attention, to the Board of Management of the BCA for resolution. 8. PITCHES a) The pitches shall be covered for all matches in the Competition. Covering shall be done: b) At least forty-eight (48) hours before the scheduled start of play and if necessary until the first ball is bowled; and whenever necessary and possible at any time prior to that, during the 5.7

8 preparation of the pitch. c) If during the hours of play the match is suspended on account of rain. 9. HOURS OF PLAY a) The normal hours of play shall be 9:30 a.m. to 5:15 p.m. with a luncheon interval of forty-five (45) minutes at 1:00 p.m. or at the end of the innings of the team batting first, or at the conclusion of the required number of overs. Session 1: Break Session 2: 9:30 am - 1:00 pm 1:00 pm - 1:45 pm 1:45 pm - 5:15 pm 10. INTERVALS AND DRINKS BREAK a) Two (2) drink breaks per session shall be permitted, each one (1) hour and ten (10) minutes apart. b) The provisions of Law 11.8 of the Laws of Cricket shall be strictly observed except that under conditions of extreme heat the Umpires may permit extra intervals for drinks. c) An individual player may be given a drink either on the boundary edge or at the fall of a wicket, on the field, provided that no playing time is wasted. d) Any player taking drinks onto the field shall be dressed in proper cricket attire. e) No other drinks shall be taken onto the field without the permission of the Umpires. 11. INTERVAL BETWEEN INNINGS a) Where the team batting first has completed its innings with less than thirty (30) minutes remaining before the scheduled or re-scheduled interval, the innings of the team batting second shall commence after the duration of the scheduled or re-scheduled interval. b) If the team batting first has completed its innings at least thirty (30) minutes prior to the scheduled or rescheduled interval, a ten (10) minute break shall be taken and the team batting second shall commence its innings. The interval shall occur as scheduled or re-scheduled. c) Where play is delayed or interrupted the Umpires shall reduce the length of the interval as follows: Time Lost Up to 60 minutes Between 60 and 120 minutes More than 120 minutes Interval 30 minutes 20 minutes 10 minutes d) No match shall be started after 2:15 pm. e) If, however, at 2:15 p.m. play is possible a match of twenty (20) overs per innings shall be played. 12. INTERVALS AND RESULTS a) If Team two is batting and a match is close to conclusion at the time the scheduled interval is reached, either captain can make a request to the umpires to extend play by an extra 15 minutes or by 4 overs to obtain a result, whichever is the longer. 5.8

9 b) Once the interval is taken, the Match Referee can also use his discretion to reduce the interval time if the Match Referee believes a result is imminent. 13. LENGTH OF INNINGS (a) Uninterrupted Matches Starting on Time 1) The innings of each team shall be limited to fifty (50) overs. 2) No team shall be permitted to declare its innings closed. 3) If the team fielding first fails to bowl the required number of overs by the scheduled time for the cessation of the first session, play shall continue until the required number of overs has been bowled or until the team batting has been bowled out. 4) If the team batting first is dismissed in less than fifty (50) overs the team batting second shall be entitled to bat for fifty (50) overs. 5) If, after consultation the Playing Control Team (PCT) is of the opinion that events beyond the control of the team bowling first prevented that team from bowling the required number of overs by the scheduled cessation time no penalty shall be attached to the team. 6) If, however, in the opinion of the PCT the fault lies with the team bowling first a penalty of six (6) runs per over or part thereof bowled after the scheduled time of cessation shall be added to the target score of the team bowling first. 7) If the team fielding second fails to bowl the required number of overs by the scheduled or rescheduled time for the cessation of the second session, play shall continue until the required number of overs has been bowled or until the team batting has been bowled out. 8) If, after consultation PCT is of the opinion that events beyond the control of the team bowling second prevented that team from bowling the required number of overs by the scheduled time of cessation no penalty should be attached to the team. 9) If, however, in the opinion of the PCT, the fault lies with the team bowling second, a penalty of six (6) runs per over or part thereof bowled after the scheduled time of cessation shall be deducted from the target score of the team batting second and the total amended accordingly. 10) The Umpires shall inform the Captains and Match Referee of the result of the match. (b) Delayed or Interrupted Match (General) 1) To constitute a match each team must have the opportunity to bat for a least twenty (20) complete overs. 2) If a reduction in the number of overs is required, the object shall always be to rearrange the number of overs so that both teams have the opportunity to bat for the same number of overs. 3) The calculation of the number of overs to be bowled shall be based on a rate of one (1) over for every 4.20 minutes of time available for play. 4) Any recalculation must not cause the match to finish earlier than the original cessation time. This time may be extended to allow for one extra over for both teams to be added if required. 5.9

10 5) If the team fielding first fails to bowl the required number of overs by the scheduled or re-scheduled time for the cessation of the first session, play shall continue until the required number of overs has been bowled or until the team batting has been bowled out. 6) If after consultation the PCT is of the opinion that events beyond the control of the team bowling first prevented that team from bowling the required number of overs by the scheduled time of cessation no penalty shall be attached to the team. 7) If, however, in the opinion of the PCT the fault lies with the team bowling first a penalty of six (6) runs per over or part thereof bowled after the scheduled time of cessation shall be added to the target score of the team bowling first. 8) If the team fielding second fails to bowl the required number of overs by the scheduled or rescheduled time for the cessation of the second session, play shall continue until the required number of overs has been bowled or until a result has been achieved. 9) If after consultation the PCT is of the opinion that events beyond the control of the team bowling second prevented that team from bowling the required number of overs by the scheduled time of cessation no penalty should be attached to the team. 10) If, however, in the opinion of PCT, the fault lies with the team bowling second, a penalty of six (6) runs per over or part thereof bowled after the scheduled time of cessation shall be deducted from the target score of the team batting second and the total amended accordingly. 11) The Umpires shall inform the Captains and Match Referee of the result of the match. 12) Except as provided in Clause 13. b) 1) any incomplete over shall count as a complete over in all calculations re the number of overs. (c) Delay or interruption in the innings of team batting first 1) If the number of overs of the team batting first is reduced, a fixed time will be specified for the completion of the first session and calculated by applying the provisions of clauses 13. b) 2) above. 2) If the team fielding first fails to bowl the required number of overs by the re-scheduled time for the cessation of the first session, play shall continue and 13. a) 3) above shall apply. 3) Should calculations regarding the number of overs result in a fraction of an over, the fraction shall be ignored. 4) If after consultation the PCT is of the opinion that events beyond the control of the team bowling first prevented that team from bowling the required number of overs by the scheduled time of cessation no penalty shall be attached to the team. 5) If, however, in the opinion of the PCT the fault lies with the team bowling first a penalty of six (6) runs per over or part thereof bowled after the scheduled time of cessation shall be added to the target score of the team bowling first. 6) If the team batting first is dismissed in less than the required number of overs the team batting second shall be entitled to bat for that required number of overs. (d) Delay or interruption in the innings of the team batting second 1) If it is not possible for the team batting second to bat for the required number of overs, the overs to be bowled shall be reduced at the rate of one (1) over for every 4.20 minutes of time lost, except 5.10

11 that, when the innings of the team batting first has been completed prior to the scheduled or rescheduled time for the interval between innings, the reduction of overs will not commence until an amount of time equivalent to that by which the second innings started early has elapsed. 2) If the team fielding second fails to bowl the required number of overs by the scheduled or rescheduled time for the cessation of the second session, play shall continue until the required number of overs has been bowled or until a result is achieved. 3) If after consultation the PCT is of the opinion that events beyond the control of the team bowling second prevented that team from bowling the required number of overs by the scheduled time of cessation no penalty should be attached to the team. 4) If, however, in the opinion of the PCT, the fault lies with the team bowling second, a penalty of six (6) runs per over or part thereof bowled after the scheduled time of cessation shall be deducted from the target score of the team batting second and the total amended accordingly. 5) The target set will always be a whole number and one run less will constitute a tie. (f) Quarter-Finals 1) A Reserve Day will be set aside in the event that there is no play or if any match in the Quarterfinals, ends in a tie, or ends in a No Decision. 2) If on the Reserve Day there is no play, or the match, ends in a tie, or in a No Decision, the team which has placed higher in the preliminary rounds shall advance to the Semi-Final. (g) Semi-Finals 1) A Reserve Day will be set aside in the event that there is no play or if any match in the Semi-Finals, ends in a tie, or ends in a No Decision. 2) If on the Reserve Day there is no play, or the match, ends in a tie, or ends in a No Decision, the team which has placed higher in the preliminary rounds shall advance to the Final. (h) The Final 1) In the event that the Final is not determined on the field of play in the first instance the match shall be replayed. 2) If the replay does not produce a result on the field of play the two teams shall be declared Joint Champions and share any monetary and other awards equally. 14. FIELD RESTRICTIONS a) A semi-circle shall be drawn on the field of play at each end of the pitch. b) The middle stump shall be the centre from which the semi-circle is drawn and the radius of the semicircle shall be 30 yards. c) Each end of the semi-circle shall be joined to the end of the other semi-circle on the same side of the pitch in a straight line running parallel to the pitch. These two lines shall be the same distance from the pitch. d) There shall be three blocks of Power Play Overs. 5.11

12 e) During the first block of Powerplay Overs (Powerplay 1) only two (2) fieldsmen shall be permitted outside this fielding restriction area at the moment of delivery. f) The second block of Powerplay overs (Powerplay 2) shall be overs 11 to 40 for an uninterrupted match. g) During this block of Powerplay overs only four (4) fieldsmen shall be permitted outside the fielding restriction area at the instant of delivery. h) The third block of Powerplay overs (Powerplay 3) shall be overs 41 to 50 in an uninterrupted match. i) During this block of Powerplay overs only five (5) fieldsmen shall be permitted outside the fielding restriction area at the instant of delivery. j) At the instance of delivery there may not be more than five (5) fieldsmen on the leg side and there shall be no more than two (2) fieldsmen behind the popping crease on the leg side. k) In an interrupted match the overs for the Powerplay are reduced by the same proportion. Powerplay 1 = 20% Powerplay 2 = 60% Powerplay 3 = 20% Eg. A game reduced to 35 overs will be PP1 = 7, PP2 = 21, PP3 = 7 l) Each block of Powerplay overs must commence at the start of an over. m) If following any interruption, the re-calculated number of overs remaining exceeds the number of overs to be bowled in the current Powerplay, then the field restrictions for the next set of Powerplays would take effect. n) In circumstances when the number of overs of the batting team is reduced, the number of overs within each phase of the innings shall be reduced in accordance with the table below. For the sake of clarity, it should be noted that the Field Restriction Overs (FRO) table, below, shall apply to both the 1st and 2nd innings of the match. 5.12

13 Field Restriction Overs (FRO) table Innings Powerplay 1 Powerplay 2 Powerplay 3 Duration o) In the event of an infringement of 14. j) the Umpire at the striker s end shall call and signal No Ball. p) In the event of an infringement of either 14. e), or 14. g), or 14. i), either Umpire shall call and signal No Ball. q) At the beginning of each block of FRO s the Umpires shall make a rotating signal to the scorers. 15. NUMBER OF OVERS PER BOWLER a) No bowler shall bowl more than ten (10) six-ball overs in an innings. b) In a match where the start is delayed or the match is interrupted and the innings of both teams are restricted from the start to less than fifty (50) overs, no bowler may bowl more than one-fifth of the total overs allowed except that where the total number of overs is not divisible by 5, one additional over shall be allowed to the maximum number per bowler necessary to make up the total. c) In the event of a bowler breaking down and being unable to complete an over, the remaining balls will be bowled by another bowler. Such part of an over will count as a full over only in so far as each 5.13

14 bowler s limit is concerned. 16. TIME WASTING a) Umpires shall fully take into account and draw to the attention of the offending team s captain any deliberate slowing down of the tempo of either batsmen or fieldsmen where it may be seen to be to the disadvantage of the other team, Clause 41.9 and of the Laws of Cricket shall apply. b) Such action shall be drawn to the attention of the Match Referee who shall on conclusion of the innings and after consultation with the Umpires adjudicate on the matter. c) Such action shall be drawn to the attention of the BCA through the Umpires report to the BCUA. 17. THE RESULT a) Preliminary Rounds 1) A result can be achieved only if both teams have batted for at least twenty (20) overs or unless one team has been dismissed in less than twenty (20) overs or unless the team batting second scores enough runs to win in less than twenty (20) overs. 2) In matches in which both teams have had the opportunity to bat for the agreed number of overs, the team scoring the higher number of runs shall be the winner. 3) If the scores are equal in matches in which both teams have had the opportunity to bat for the agreed number of overs, the result shall be a tie and no account shall be taken of the number of wickets which have fallen. 18. PROTESTS, COMPLAINTS AND APPEALS a) Clubs and Umpires are advised that protests and complaints affecting the outcome of matches must reach the Secretariat of the Barbados Cricket Association not later than 4:00 p.m. on the first working day after the incident in question. b) Other complaints must be submitted within five (5) working days. c) All protests or complaints must be submitted in written form and be accompanied by a the hearing fee of five hundred dollars ($500.00).
